Mrs. Ponnambalam Receives Her Husband's Maamanithar Award
(Ltte Peace Secretariat)

Mr. Kumar Ponnambalam, the assassinated Tamil political leader, was bestowed with the Most Eminent Person (Maamanithar) award in January 2000, by the LTTE leadership for his dedicated patriotism and for his outstanding contribution to the cause of Tamil liberation. Today, Mrs. Ponnambalam and her children were honoured by the LTTE leader Mr. Velupillai Pirapaharan at a special function. Mrs. Ponnambalam received the award (which included the medal and the original certificate) on behalf of her late husband.


Mr. Ponnambalam was a revolutionary political leader who fought for human justice with sincere determination and commitment. Living in the heart of the Sri Lankan capital and disregarding the dangers that threatened his life, he challenged the evils of Sinhala chauvinism. He championed the cause of the Tamil detainees in the Sri Lankan jails under the draconian Prevention of Terrorism Act. Mr. Kumar Ponnambalam internationalized the plight of these detainees and defended them vigorously in the Sri Lankan courts.
Mr. Ponnambalam was not an active participant in the Tamil liberation struggle in its early days. However, he was a keen observer and a student of the evolving Tamil struggle for self determination and was captivated by the ingenuity and leadership of the LTTE. He became convinced that the LTTE and the armed revolutionary struggle as the authentic political mode for the emancipation of the Tamils. At a crucial juncture he immersed himself in the struggle and without fear for his life, openly and courageously supported the LTTE and its political ideology. He defended the cause of the liberation movement in the international arena. He supported the formation of an independent Tamil state based on the right to self-determination of the Tamil people.

This most eminent Tamil patriot firmly believed that liberation of the Tamil people would be achieved during the lifetime of the LTTE leader Mr. Pirapaharan and sacrificed his life in the crusade for justice for his fellow Tamils. His unwavering dedication in the pursuit of justice for his people will never be forgotten.

Sri Lanka's Prime Minister Mr.Ranil Wickremasinghe left Friday morning to Cochin in South India on a private visit while his senior peace negotiators began discussions with the Norwegian delegation led by deputy foreign minister Mr. Vidar Helgessen to explore ways to resolve the present crisis following the temporary withdrawal by the LTTE from peace talks, political sources in Colombo said.
Mr.Ranil Wickremasinghe left Colombo Friday morning around 10am accompanied by his wife Ms Maithiri Wickremasinghe.

The Norwegian foreign minister Mr.Jan Peterson left Colombo leaving the other members of his delegation in a last minute attempt to resolve issues raised by the LTTE leadership at Killinochchi Thursday during the talks between him and the LTTE leader Mr.V.Pirapaharan, sources said.

Sri Lanka Government Ministers G.L.Peiris, Milinda Morogoda and Peace Secretariat Secretary General Mr.Bernard Gunatilake Friday morning began discussion with the Norwegian delegation regarding the issues raised by the LTTE leadership, sources said.

The LTTE told the Norwegian foreign minister Thursday at Killinochchi talks that until a structure with adequate administrative and financial powers is established to implement key decisions arrived at earlier peace talks, LTTE would not to participate in peace talks and the Japanese aid summit scheduled to be held next month, sources said.

In another development, the main opposition People Alliance has requested the United National Front government (UNF) that UNF should participate in the Japan aid summit irrespective of whether the LTTE participates or not, sources said.

"PA does not approve the participation of the LTTE in Japan aid talks," said PA spokesman Mr. Mangala Samaraweera addressing a press conference held Friday at the office of the Leader of the Opposition, sources said.

Meanwhile the Defence Ministry Secretary Mr. Austin Fernando Friday denied a claim by the opposition that the security provided to President Ms Chandrika Kumaratunge and former foreign minister Mr.Lakshman Kadirgamar has been reduced. [/face]

Statement of the Government of Japan on the Peace Process in Sri Lanka
May 15, 2003

The Government of Japan is disappointed with the reported position taken by the LTTE, with regard to its participation in the Tokyo Conference on Reconstruction and Development of Sri Lanka, scheduled on 9-10 June, 2003.


This Conference is a ministerial-level meeting bringing together a large number of countries and international organizations, and its preparations have already advanced to a high level, thanks to laborious efforts by the World Bank, Asian Development Bank and the UN System.


Mr. Yasushi Akashi, Representative of Government of Japan, explained to the leadership of the LTTE, in their meeting on the 7th of May, that the Conference is intended to provide a unique and precious opportunity, in which the international community would express its unified and strong commitment to reconstruction and development of the entirety of Sri Lanka, particularly of the war-torn North and East, with a view to accelerating the peace process.


It is recalled, in this connection, that, during his recent visit to Sri Lanka, Mr. Akashi had in-depth discussions with the Prime Minister of the Government of Sri Lanka regarding the specific concerns expressed by the LTTE.


Given these reasons as well as the momentum being generated in the international community to help the entirety of Sri Lanka, in particular the North and East, the Government of Japan believes it most appropriate to hold the Tokyo Conference as scheduled with active participation of both the Government of Sri Lanka and the LTTE.


The Government of Japan ardently hopes that the LTTE will reconsider its position promptly so as not to miss this opportunity.
