Sri Lanka: thousands of persons avoid the military offensive against the Tigers Tamil

The Army of Sri Lanka attacked today, for the second consecutive day, positions of the guerrilla war tamil, in the northeast of the island, in retaliation for the attack that yesterday injured a military chief. The attack will have obliged thousands of persons to leave his houses and it puts in question the fragile cease-fire in the country.

The bombings of the aviation and of the naval artillery reached the district of Trincomalee, an important situated port 260 kilometers to northeast of Colombo, when cingalesa was aimed yesterday by the aeroplanes of the Air Strength.

According to the brigadier Prasad Samarasinghe, spokesman of the Army, the new attacks were launched after a frigate that was parked in the port to have been attacked in the last night by mortars of the Tigers of Release of the Eelam Tamil (LTTE).

There will be a coordinated retaliation if the strength of the LTTE they continue his attacks ", it warned a spokesman of the Government, leaving on air the hypothesis of an operation of long course against the rebellious positions.

In declarations to the AP, S. Elilan, commander of the guerrilla war, affirmed that the military offensive provoked twelve dead men and tens of injured between the civil population and was of use that 15 thousand persons, in his majority of etnia tamil, left his houses in search of a more safe place.

The leader affirmed which many victims can still be buried under the debris of the destroyed and great buildings of injured they cannot be transported for hospitals out of the region, since the soldiers shut the roads in.

The spokeswoman of the mission of the European Union who supervises the cease-fire in the country advanced what the rebels will not have riposted to the military offensive, but the Army guarantees that three civilians died and other 11 were injured in the attack against the port of Trincomalee.

The military offensive – the first one from the come into force one of the cease-fire, in 2002 – was ordered hours after having made to him exploding a bombista-suicidal person when the passage of a column to fight where it was following the chief of the great-State of the Army cingalês, Sarath Fonseka, opponent of the dialog with the guerrilla war. Ten security guards who accompanied it died in the attack and the military chief is in serious state.

The guerrilla war denied the authorship of the attack – the first thing registered in Colombo in the last two years–, but the soldiers say that the attack has the mark of the separatists.

AHá more than two decades that the Tigers Tamil fight for the creation of an independent state in the northeast of Sri Lanka, denouncing the discrimination of which the population tamil is white for part of the majority cingalesa. Nevertheless, the conflict entered that there are four years in a period of latência after the agreement of cease-fire, sponsored by Norway, in spite of the sporadic episodes of violence.

Before the attacks of the last 24 hours, the guerrilla war admits to be divested of the cease-fire, affirming that the military offensive is unjustified. The President, Mahinda Rajapakse, already guaranteed what does not claim a return of the war, guaranteed them to me that the Government will not be going to tolerate the "blackmail" of the guerrilla war.

1. In Sri Lanka, the army bombs the positions of the Tigers after a murder attempt against his leader

http://www.lemonde.fr/web/article/0,1-0@2-...1-760396,0.html

In an unsurpassed climbing since the establishment of a cease-fire in Februar,y 2002, the Sri Lankan air force and navy continued, on Wednesday, April 26th, bombing the positions of the Tigers of release of Eelam tamoul (LTTE), in reply to a murder attempt - suicide which seriously hurt the leader of the army, the general Sarath Fonseka.

The government accused the Tigers of having financed the murder attempt, made on Tuesday by a woman which made blow up in front of the escort of the general, inside the HQ of the Sri Lankan army, right in the center of Colombo, the capital of the country.

To penetrate in cette into zone put under haute security, the young woman, which claimed itself surrounding wall, would have used an hour of visits to the sick in the military hospital located in the headquarters of the army. Eight persons, whom four bodyguards of the general, were killed, while the leader of the army was hospitalized in a serious state. The murder attempt was not demanded, but LTTE has a long habit of attack of personalities by commandoes - suicides.

From Tuesday evening, the air force and navy bombed positions of the Tigers in the region very flustered by Trincomalee (east of the island), while the government called the Sri Lankan to "deduction".

In an address televised in the nation, the president Mahinda Rajapakse nevertheless proved to be ready to take up challenge. " No act of terrorism can scare me. Similarly, my government cannot be put in knees by provocations ", he asserted. During a maintenance with the chief editors of the Sri Lankan newspapers, on Monday, the president had declared " caused to resolve problem by debate. We are ready to make all our possible to bring LTTE to the table of negotiations ", he had pointed out.

The Tigers had cancelled their participation, some days earlier, in the talks of peace which should have been held on Monday and Tuesday in Geneva, using as an excuse the impossibility of holding a meeting with their commanders on the ground, in the east of the country.

Four years after the official stopping of hostilities between the army and LTTE, cease-fire has never seemed so fragile and the Scandinavian Observer mission (SLMM) thought, in a press release, that the murder attempt of Colombo could " compromise any possibility of talks in future ".

For three weeks, the situation on the ground does not cease deteriorating and Norway, mediatory in the process of peace, did not succeed in restoring contact between parties. More serious, the Norwegian mediator was avoided by both camps, what gives to understand that the hour is not any more in negotiation really.

It appears more and more apparently that LTTE will not return to the table of talks before the government puts an end to the activities of faction dissident of the Tigers taken by the colonel Karuna. By parting from LTTE, this military leader of regions is takes a new look at both cardinal principles of the organization: LTTE is the only representative of the Tamouls; the north and is from the island it with tamoule majority constitute the single entity.

During the meeting of Geneva, in February, the first one between the government and the Tigers since 2003, the bet at a walking pace of faction Karuna was the only preoccupation of LTTE. Are the Tigers ready for war to try themselves to resolve problem? The challenge for the government is, anyway, to control its troops to prevent any unjustified retaliation on the tamoule population in general.

By bombing the positions of LTTE, the government wanted to show its firmness in relation to the Sinhalese extremists who claim actions against the Tigers and in relation to LTTE, already accused in August, 2005 of the assassination of minister of Foreign Affairs Lakshman Kadirgamar. To check climbing will not be easy as much as any point agreed does not appear to exist today.

2.A "fatherland" tamoule, objective of LTTE

Aimed in an authoritarian way by Velupillai Prabhakaran, LTTE (Tigers of release of Eelam tamoul), which eliminated all his tamouls rivals by weapon, fights since 1983 for the creation of a "fatherland" for the tamoule minority of Sri Lanka. Installed especially in the north and this one is from the island her, represent 18 % of the 20 millions of Sri Lankan, in the majority Sinhalese. Tamouls is Hindu or christian, while the majority of the Sinhalese are buddhist. Sri Lanka also counts a Muslim minority about 8 % of the population, installed predominantly in the east of the country and which does not want to be subjected to the law of LTTE in any regulations of conflict. LTTE occupies a band of territory in the north of the island at the moment, where it exercises an absolute control of the population.

LTTE justifies its battle by accusing the government with Sinhalese majority of discrimination towards tamoule minority. Since Februar,y 2002, a precarious peace reigned in Sri Lanka, but no thorough negotiation on the regulations of conflict has taken place since 2003

Tamil civilians flee as death toll rises

Email Print Normal font Large font By Amal Jayasinghe in Colombo

April 27, 2006

ESCALATING violence between Sri Lankan forces and Tamil rebels left at least 15 civilians dead and 15,000 Tamil villagers fleeing for their lives, reports from both sides said yesterday, a day after a suicide bomb attack blamed on Tamil Tiger rebels shattered a fragile ceasefire.

Three people died and 13 were wounded when the Liberation Tigers of Tamil Eelam fired mortar bombs against a naval detachment in the Muttur area of Trincomalee district, a Defence Ministry spokesman said.

He denied earlier military reports that the civilians were killed when an Israeli-built Kfir jet accidentally dropped a bomb on Muttur jetty while attacking suspected Tamil Tiger positions in the north-east.

The pro-rebel Tamilnet website reported 12 other civilians died when government warplanes struck the rebel-held Sampur area late on Tuesday in retaliation for a suicide bombing that killed 10 and wounded 30, including the army chief.

"Groups of people searching for casualties in Tuesday's attacks said at least 12 bodies of Tamil civilians were recovered so far," it said. "The death toll is expected to increase."

Many injured were seeking treatment in Sampur hospital.

It was not immediately clear if the military air strikes caused other damage, but Tamilnet said 15,000 villagers were fleeing their homes as strikes continued.

The military staged the attacks after a woman pretending to be pregnant blew herself up at army headquarters in the capital. The Tigers have denied responsibility for the bombing.

The Government vowed to keep attacking Tamil rebel targets with co-ordinated air, sea and land forces, amid fears of full-scale war.

However, the Government said it was still committed to a negotiated settlement to the long-running Tamil separatist conflict, which has claimed more than 60,000 lives in the past 30 years, including many during a ceasefire in place since 2002.

"The ceasefire agreement is still on," the Media Minister, Anura Yapa, said. "We are trying our best through the Norwegian facilitator, the truce monitors and the [international] donors to bring the [Tigers] to the negotiating table."

But on the ground, violence escalated. Kfir jets and Ukrainian MiG-27 aircraft carried out air attacks while naval gunboats and army artillery units also exchanged fire.

The Tigers are fighting for a homeland for the Tamil minority in the country's north-east, parts of which have long been under de facto rebel control.

40,000 Tamils 'flee rebel area'

COLOMBO, Sri Lanka (AP) -- Some 40,000 civilians fled homes in northeastern Sri Lanka to escape government airstrikes on Tamil rebel areas in recent days that have killed at least a dozen people, the rebels said Thursday.

No new strikes were launched Thursday, the Defense Ministry said, following two days of air attacks near the northeastern port of Trincomalee that constituted the government's biggest military operation since its 2002 cease-fire with Tamil Tiger rebels.

The strikes followed a suicide bombing targeting the top Sri Lankan army commander on Tuesday and attacks on navy craft the following day, military officials said, in a spasm of violence that had brought the country perilously close to a return of civil war.

However, the European team that monitors the island nation's cease-fire said on Wednesday that the accord still stood.

"There are no new air raids," military spokesman Brig. Prasad Samarasinghe said Thursday.

He said the highway that connected the south with the north, severed by the government on Wednesday, might be opened later Thursday.

The A-9 highway serves as the only surface link between the regions and there are reports of shortages of petroleum products in the Jaffna Peninsula, the traditional home of Sri Lanka's 3.2 million ethnic minority Tamils.

The rebels, formally known as the Liberation Tigers of Tamil Eelam, or LTTE, said 40,000 people have fled their homes in the northeast and that the rebel movement would seek to provide them with shelter.

"This terror atmosphere that has been created throughout the Tamil homeland has shattered the Tamil people," the rebels said in a statement. "LTTE had protected Tamil people....for many years. Today, Tamil people are seeking and expecting protection from our movement."

The Tamil Tigers fought a two-decade civil war in an attempt to create a Tamil homeland in northeastern Sri Lanka, claiming discrimination by the majority ethnic Sinhalese.

A Norway-brokered truce halted large-scale fighting in 2002, but disputes over postwar power-sharing have hindered peace talks, and sporadic violence has raised tensions in recent months.

The government launched an initial wave of airstrikes -- its first major military assault since the cease-fire -- on Tuesday, hours after an ethnic Tamil suicide bomber targeted the top government military commander in Colombo, wounding the officer and killing nine other people.

The air force struck Tiger bases near the northeastern port of Trincomalee for a second day on Wednesday after navy craft came under rebel attack, Samarasinghe said.

The army also fired mortars at rebel positions and the airstrikes killed at least 12 people and injured 27, the rebels said.

Ulf Henricsson, the Swedish head of the cease-fire monitoring team, has said the truce is still valid despite the hostilities.

"Certainly, we still have a valid cease-fire. No one has abrogated it," he said. However, he said that "what is going on is a serious violation of the agreement."

What are we waiting for? The Sinhala Government of Mahinda Rajapakse has started the 'Final Solution'By: Ivan Pedropillai

It is over 60 years ago that the German Nazis engaged in the execrable 'Final Solution' of what they termed the Jewish problem in their midst. It was no more and no less than the savage annihilation of the Jews who had been settled in Europe for over a thousand years. The gas chambers of Auschwitz and Buchenwald that are still standing are macabre testimonies to the evil of racist superiority propounded and practiced by the butchers of Nazi Germany.

In a similar manner, the fate of the Tamils too is unquestionably sealed if left any longer in their hands of the Sinhala government. The genocidal ethnic cleansing undertaken by successive Sinhala Sri Lankan governments resulted in the killing of nearly 100,000 Tamil civilians and has driven nearly two million Tamils into traumatic internal exile in the Vanni and family-rending exile in foreign lands. The Sinhala psyche is such that there can be no room in their minds for the continued existence of a Tamil nation within the present state of Sri Lanka. It is indeed a vain hope to expect the murderous and blood dripping Sinhala lion to forego its taste for Tamil flesh and blood. The international community (IC) remains indifferent to the indiscriminate mass murder of innocent Tamil civilians yet again as evidenced by the bombing of innocent Tamil civilians living in the villages of Trincomalee. The pious 'Do Gooding' NGOs and the ineffective foreign diplomatic legations based in Sri Lanka are practised exponents of the art of ' see no evil; hear no evil; speak no evil' so long as it concerns the torture and genocide carried out by the Sri Lankan government and its armed forces.

Reported below is a brief summary of a TRO press report describing the latest episodes of indiscriminate massacre visited upon the Tamil people by a hate-filled Sri Lankan government that is goaded and cheered into a frenzy by a southern Sinhala electorate, hell-bent on driving the Tamils into extinction. All Tamils, whether supporters of Tamil nationalism or tepid or even trenchant supporters of the Sinhala government who naively assume that the Sinhalese will play fair by the Tamil nation, should realise that the time is now ripe to open their hearts and minds to the clear and inevitable conclusion that the Sinhala government has neither the desire nor the mandate to settle the Tamil question apart from administering the 'Final Solution'.

TRO Press statement - Summary:

The Sri Lankan Government onslaught on the Tamils and Muslims in the villages surrounding Trincomalee continues unabated. The International Community that hastened to condemn the bomb-blast involving the Army Commander inside the Army Headquarters in Colombo, has not said a word against Sri Lanka attack on Tamil civilians continuing for the second day in Trincomalee. Deaths of more than thirteen civilians, including a Muslim religious dignitary and a two-year old child, have been reported so far. Thousands of persons from Ralkuli, Kadakaraichchenai, Senaiyoor, Sampoor, Ilakkanthai, Sudaikuda, Paddalipuram and Upparu in the Trincomalee district have been displaced due to the ongoing air, sea, and ground attacks by the Security Forces of Government of Sri Lanka. The IDPs (Internally Displaced Persons) affected by the previous week's communal violence are also streaming into LTTE controlled areas from the government controlled areas. The number of IDPs has passed the 30,000 mark and continues to rise.

Access to, and procurement of, these items is severally hampered as these items are not available in the LTTE controlled areas and transportation from government controlled areas is impossible. There are two co-op shops in these affected areas and neither have adequate stock to deal with the current and anticipated needs. Small shops that were previously open for business have all been closed due to the security situation. There are also no hospitals in the area and the two available medical centres and dispensaries are staffed by visiting doctors and nurses. Thus far these medical personnel have been unable to report for work due to the continuing shelling. So what are we waiting for? The Tamils of Tamil Eelam are being attacked by rampant Sinhala forces all around them and cannot wait until they are driven into the sea. Now is the time for our fight back and to support the LTTE as our proven leaders to defend the very existence and rights of the Tamil nation. We cannot be begging for the mercies of the international community which has shown itself partial to the Sinhala government nor can we keep the rampaging the Sinhala forces any longer at bay, without striking back with determination and courage to win at last the freedom that has been denied to the Tamil people for nearly 60 years since the granting of independence by the British.
