Sri Lanka needs ‘bridge financing’ to last next six months, says Indrajit Coomaraswamy

Sri Lanka needs to take steps on getting to a framework programme with the IMF, restructure its external debt and bring some bridge financing to last for next six months until negotiations with the IMF on external debt is completed,”former central bank governor Dr. Indrajit Coomaraswamy said recently, at a forum hosted by CT CLSA.

“IMF won’t be able to transact with Sri Lanka until we fix the unsustainable situation in the country,” he said.

Dr. Coomaraswamy highlighted the fact that IMF may include fiscal consolidation in a programme of debt restructuring for Sri Lanka.

CT CLSA, a leading capital market service provider that offers investment banking, stockbroking and wealth management services , conducted the forum on the timely topic ‘ The IMF and the Order of Priorities for Reforms.”

Elaborating on the topic, he said, “In fact, we have a solvency problem on our external debt. Trying to treat it as a cash flow problem and addresing it with short-term measures may create a bigger problem. However, we are beginning to see light at the end of the tunnel due to the policy measures taken by the government recently. Now having approached the IMF, and the government considering some external debt restructuring; we are shifting to the right path, but this is going to be tough.”

“Interest rates are about to rise. As per previous levels where inflation was high, 91-day treasury bill yield was 16%, SLFR was 12% and SDFR was 10.5%. According to former deputy governor of the central bank, Dr. W. A. Wijewardena, the interest rates are expected to double from the current levels.”

Responding to a question on the upward movement of the exchange rate, he said, “I think we could have taken measures to reduce the imbalance between demand and supply of foreign exchange before letting the exchange rate float.”

Referring to domestic debt, Dr. Coomaraswamy said,”We should not suggest or ever take into consideration to restructure our domestic debt. If we restructure the domestic debt, it will lead to serious undermining of the stability of the financial system. Such a situation may not help Sri Lanka in meeting its commitments with external creditors.”

“In fact, the crisis was two years in the making from the time the government cut taxes after the presidential election The country’s banking system is highly exposed to sovereign debt because in recent years, the banking system provided for bridging the budget deficit of the country. And therefore, if there is any restructuring of domestic debt, the impact of such a move could spill over to the balance sheets of the banks and would likely create a crisis in the financial sector. And some of the banks would be affected in the event of external debt restructuring. However, this effect could be managed through regulatory programmes of the central bank. The only way to solve this problem on a sustainable basis is to create a primary surplus in the budget,” he emphasised.

“All creditors of Sri Lanka would seek equality of treatment, and therefore, multilateral debt; namely, World Bank, ADB and the little bit of IMF debt should not be restructured. If it were to be restructured, those institutions could stop their operations in Sri Lanka, and even their financing in the pipeline may not be disbursed.”

“Bilateral debt, mainly OECD which is West + Japan are part of the Paris Club. As China and India are not part of the Paris Club, one of the possibilities for us is to see whether we are eligible for B20 framework earmarked for low-income countries. [B20 proposes to consider the issue of public debt management within the international financial architecture reform].

Dr. Dushni Weerakoon, the Executive Director of the Institute of Policy Studies of Sri Lanka (IPS) was also a panelist at the CT CLSA forum.

When she was asked how Sri Lanka should put the reforms in a particular order to be implemented, she said,”We no longer can afford sequential reforms. What is most critical for Sri Lanka in terms of its economic outlook is to gain some sense of macro stability as a first priority.”

“We are currently witnessing a clear shift in policy. We have to work on several fronts simultaneously with well-coordinated action on three fronts; namely, monetary policy front, exchange rate front and fiscal front. We have entered a monetary policy tightening cycle. The moves of the central bank led to a market-driven exchange rate. But the fiscal side is missing. As long as this is neglected the progress made on monetary and exchange rate fronts will not bring stability. This will put pressure on other two fronts.”

“There is slowness on fiscal adjustment maybe because it’s difficult to do it. Fiscal adjustment will require to raise taxes on the revenue side, and the spending side will require to freeze expenditures. Clear communication of these reforms to the general public is important as these changes should not create more social unrest. The way to do this could be that greater sacrifices would have to be made by those who have greater ability to pay taxes. The richer segment of the Sri Lankan population may have to bear a larger burden of the tax adjustments”.

“On the expenditure side, government spending may have to be frozen and public sector wages and salaries may also have to undergo changes. In such a context, there will be the need to try as much as possible to provide social safety nets for needy segments. It could be provided by implementing a cash transfer programme to reduce the potential social unrest.”

“The other reforms include State Owned Enterprise (SOE) reforms, labor market reforms and banking sector reforms,” she said.

When asked about the possible scenario of debt restructuring with debt to equity swaps, she said,” The possible cost of that is; you will face a prolonged negotiating process with the threat of legal action on the country. Unlike in the past, now our creditor landscape is huge. Our creditors are mostly based in the U.S., and then we have bilateral debt providers such as China and India. we will have to bring all these stakeholders to a common ground and ensure equality of treatment.”

“Another risk is that we need to know that the bonds issued by Sri Lanka has clauses where the majority of the bond holders can buy the minority. If not, there could be a hold off problem where we may have to face legal consequences.”

“The recent debt restructuring of Ecuador and Argentina only had restructuring of interest rate adjustments and maturity extensions and did not receive a haircut,” she pointed out.

Sri Lanka for the first time in 63 years achieved a Rs. 21.9 billion surplus in the primary balance of the fiscal account during the first 10 months of 2017. The country recorded a primary surplus of 0.6 percent of GDP in 2018, the second year running. Dr. Indrajit Coomaraswamy was the governor of the central bank at that time.

இலங்கயரசின் செலவீடு தொடர்பார்க கூறப்படும்போது ஆட்சி பீடமேறிய இந்த அரசு வருமான வரி குறைப்பு ஏற்படுத்தினமையால் வங்கித்துறையில் அரசின் கடன் களுக்கு செலுத்தப்பட்டதால் வங்கித்துறை நெருக்கடியில் உள்ளது, அரசின் கொள்கைகளில் மாற்றம் ஏற்படாவிட்டால் மத்திய வங்கியால் பணச்சந்தை மற்றும் அன்னிய செலாவணியில் எந்த ஆக்க பூர்வமான மாற்றத்தினையும் ஏற்படுத்த முடியாது என கூறுகிறார், ஆனால் குமாரசாமி அரசின் அண்மைய கொள்கை மாற்றத்தால் ஒரு நம்பிக்கை ஒளி தெரிவதாகக்கூறியுள்ளார்.

கடன் களை மீழ ஒழுங்குபடுத்தும்போது சில வேளைகளில் அரசு, கடந்தாரர்களின் சட்ட நடவடிக்கைகளை எதிர் கொள்ள வேண்டியிருக்கும் என கூறுகிறார். அத்துடன் கடஙளை ஒழுங்குபடுத்துதல் இலகுவானதல்ல என மறைமுகமாக குறிப்பிட்டுள்ளார் ( எனது புரிதலின் படி)

இறுதியாக ஈக்குவடோர் மற்றும் ஆர்ஜென்ரீனா இரண்டு நாடுகளும் கடனை மீள ஒழுங்கு படுத்தினபின்ன்பும் அவர்களுக்கு தேவையான அன்னிய செலாவணி திரவத்தன்மை கிடைக்கவில்லை (அதாவது இந்த முயற்சிகளால் எந்த பலனும் இல்லை என கூறுகிறாரோ? சரியாக புரிந்து கொள்ள்முடியவில்லை)

எனது புரிதலின்படி இலங்கை ஐ ம் எப் இலிருந்து கடன் பெறுவது கூட கடினமாகவே இருக்கும் ஏனெனில்
1. இலங்கை கடன், எல்லை மீறிய கடன்
2.வெளிநாட்டுக்கடனை ஒழுங்குபடுத்துவதில் உள்ள சிரமம் (நடைமுறை சிக்கல்)

ஆனால் இலங்கை, காலாநிதி வீரக்கோன் (கலாநிதி வீரக்கோன் இலங்கை அடிப்ப்டை பொருளாதார உறுதித்தன்மைதான் அத்தியாவசியம் என குறிப்பிட்டுள்ளார்) கூறுவதுபோல் இலங்கை அடிப்படை பொருளாதார உறுதிதன்மை பெறாவிடில் ஐ எம் எப் கடனால் கூட இலங்கையைக்காப்பாற்றமுடியாது (எனது புரிதலின்படி), அடிப்படை பொருளாதார உறுதித்தன்மயற்ற ஒரு நிலை காணப்படுகின்றபோது ஐ எம் எப் கடன் பெறுவது என்பது கடினமாகவே இருக்கும் என நினைக்கிறேன்.

உங்களது 1 - 5 கருத்துகளுமே இந்த கட்டுரையை கூறுகிறது என நானும் நினைக்கிறேன்.

அதேபோல உள்நாட்டு கடனை ஒழுங்குபடுத்தும் பொழுது ஏற்படும் பாதிப்புகளை மக்கள்தானே பொறுப்பேற்க வேண்டும். வரி வீதங்களை அதிகரித்தல்(இதனால் அதிகம் பாதிக்கப்படப்போவது நடுத்தர, வறிய மக்கள்), அரச அலுவலக கட்டமைப்பை சீரமைத்தல், தேவையற்ற செலவுகள்/வெளிநாட்டு பயணங்களை குறைத்தல் இப்படி பல கட்டுப்பாடுகளை கொண்டு வரும் பொழுது அதனை உரிய முறையில் மக்களிடம் கொண்டு சேர்க்காவிட்டால்  சமூகத்தில் ஒரு சீரின்மை ஏற்படும். இது மேலும் உறுதியற்ற நிலையை கொண்டு வரும் என நினைக்கிறேன்.. 

உண்மையில் இலங்கையில் நீண்ட காலமாக இருக்கும் பிரச்சனைகளை தீர்க்காமல் விட்டால்(வறுமை, அரசியல் பிரச்சனை) இந்த உறுதியற்ற தன்மை இருக்குமானால் பொருளாதார சீர்திருத்தமோ இல்லை வெளிநாட்டு உதவிகளோ இலங்கையின் நிலைமையை முன்னேற்ற உதவாது என்பதைதான் Ecuador மற்றும் Argentina ஒப்பிட்டு Dr வீரக்கோன் கூறுகின்றா என நினைக்கிறேன். 

மேலும் Dr குமாரசுவாமி கூறிய நம்பிக்கை ஒளி என்பது IMF உதவியை நாட இலங்கை அரசு உடன்பட்டதை கூறுகிறாரோ தெரியவில்லை.

எனது புரிதலின் படி Fiscal policy என்று வீரக்கோன் கூறுவது அரசின் பொருளாதார கொள்கைகள (பாதீட்டில் அரச செலவுகளையும் அதற்கு தேவையான வருமான மூலங்களையும் கண்டறிதல்) , குமாரசாமி கூறுவது ஏற்கனவே எதிர்மாறையாகவுள்ள அரச பாதீட்டினை மீள ஒழுங்கு படுத்தல் (fiscal consolidation).

அதாவது அரசின் செல்வினத்தை குறைத்தல், வரி விகிதங்களை அதிகரித்தல், பணத்தை அச்சிடுதல், மேலும் மேலும் கடன் வாங்குதல்.

ஆனால் மேலே குறிப்பிட்ட இந்த விடயங்களை அரசு ஏற்கனவே செய்து கொண்டிருப்பதாகவே நினைக்கிறேன்.

 ஐ எம் எப் கடன் பெறுவதாயின் ஒன்றில் fiscal consolidation செய்யப்படவேண்டும் அல்லது கடனை மீள ஒழுங்குபடுத்துதல் ( Refinance மாதிரி) வேண்டும்.

ஆனால் நடைமுறையில் கடன் வழங்கினவர்களுடன் சுமுகமான ஒரு ஒப்பந்த்திற்கு வருவது கடினமான விடய்மாகவிருக்கும் என வீரக்கோன் கூறுகிறார் என நினைக்கிறேன், ஐ எம் எப் இவ்வாறான தருணத்தில் தலையிட்டு கடன் வழங்கினவர்களுடன் ஒரு சுமுகமான நிலையினை உருவாக்க உதவும், ஆனால் ஐ எம் எப் இனை இலங்கை  செயற்பாடுகள் மூலம் இந்த கடன் பிரச்சினையிலிருந்து இலங்கையால் மீளமுடியும் என நம்ப வைக்க வேண்டும்.

உதாரணமாக வங்கியினில் சாதாரணமாக நாம் கடன் பெற செல்லும் போது உள்ள நடைமுறைதான், கடனை திருப்பி செலுத்த முடியாதவர்கள் என்று தெரிந்தால் வங்கி எமக்கு கடன் தராது, அது போல இலங்கையின் செயற்பாடுகள் திருப்தி அளிக்காவிட்டால் ஐ எம் எப் கடன் வழங்காது.

ஐ எம் எப் இடம் கடன் வாங்க செல்லும்போது நாணயம் மிதக்க விடப்பட்டிருத்தல் வேண்டும். கடன் கொடுத்த ஐ எம் எப் நட்டப்படக்கூடாது என்பதில் குறியாக இருப்பார்கள்.

வீரக்கோன்  ஆர்ஜென்ர்ரினா மற்றும் ஈக்குவடோர் கடன் வட்டி மற்றும் முதிர்ச்சி கால மாற்றங்கள் ஏற்பட்டுள்ளது ஆனால் கடன் பகுதி தள்ளுபடி செய்யபபடவில்லை என குறிப்பிடுகின்றார் என நினைக்கிறேன்.

இலங்கைக்கு கடன் பகுதியளவில் தள்ளுபடி செய்யப்படுமா என்பது சந்தேகமே.

அரசியல் உறுதியற்ற தன்மை முதலீட்டாளர்களை அச்சப்படுத்தும் விடயம் அது பொருளாதாரத்தினை நேரடியாகப்பாதிக்கும்.

இலங்கைப்பொருளாதாரம் Commodity, சுற்றுலாத்துறை தங்கியுள்ளதால் (non diversified) உடனடியாக அதனை மீட்பது என்பது கடினம் ( சுற்றுலாத்துறையை உள்ளடக்கவில்லை) அத்துடன் அதிக ஆபத்து நிறைந்ததாகக்காணப்படும்.

உதாரணமாக இந்தியா, இரஸ்சியா, அவுஸ்திரேலியா,நியுசிலாந்து, மத்திய கிழக்குநாடுகள், மலேசியா, தென் அமெரிக்க நாடுகள் என்பவற்றை குறிப்பிடலாம்.

அன்னிய செலாவாணி கையிருப்பினை பேணவும், Balance of Payment கட்டுப்படுத்த இலங்கை தேயிலை, இரப்பர் போன்ற) ஏற்றுமதி பயிர்களினை மீட்டெடுக்காவிட்டால் அவர்களது வருமானத்தினை விட செலவே அன்னிய செலாவணியில் காணப்படும் அதனைதான் வீரக்கோன் அடிப்படை பொருண்மிய கட்டமைப்பு என கூறுகிறார் என கருதினேன், எனது கருத்து தவறாக இருக்கலாம்.

மேலும் நீங்கள் முன்பே எழுதியபடி சுற்றுலாத்துறை வருமானமும் இல்லாது போய்விட்டது. வேறு துறைகளில் வருமானம் ஈட்டுவதற்கு அரசு அதற்கான முயற்சிகளை செய்யவில்லை.. முதலீடும் செய்யவில்லை(கல்வி, தொழிநுட்ப கல்வி, விவசாயம் etc), அடிப்படை தற்சார்ப்பு பொருளாதாரத்தை கைவிட்டு பலகாலம் ஆகிவிட்டது. தவறான கொள்கைகள் (அரசியல் நன்மைக்காக) எல்லாமாக சேர்ந்து இலங்கையின் இன்றைய நிலை. இப்படியிருக்கும் பொழுது அடிப்படை பொருண்மிய கட்டமைப்பை, அதற்கான உண்மையான காரணத்தை உணர்ந்து தீர்க்காமல் பொருளாதாரத்தை உயர்த்த முடியுமா?

வேறு ஒரு திரியில் குறிப்பிட்டுள்ளேன், இலங்கையின் ஏற்றுமதி இறக்குமதியில் பிரச்சினை இல்லை, இலங்கையின் வரலாற்றில் இது வரை எப்போதும் ஏற்றுமதியை விட இறக்குமதியே அதிகம், பொதுவாக இலங்கையின் GDP 1 - 2 விகித அளவிலே பற்றாக்குறை நிலவி வந்துள்ளது, இதனால் இலாங்கைக்கு கடன் ஏற்படவில்லை இது எனது சொந்த கருத்து.

ஜப்பான் 19560 பின்னான காலத்திலிருந்து தற்போது வரை ஏற்றுமதி, இறக்குமதியில் பற்றாக்குறை ஏற்படவில்லை, இவ்வாறு விரல் விட்டு எண்ணக்கூடிய நாடுகளே பற்றாக்குறையற்ற நிலையில் உள்ளது பொருளாதாரத்தில் முண்ணனியில் இருக்கும் ஐரோப்பிய, அமெரிக நாடுகளே ஏற்றுமதி, இறக்குமதியில் பற்றாக்குறை ஏற்படுகிறது, இது ஒரு சாதாரண நிகழ்வு.

அடிப்படை பொருண்மிய கட்டமைப்பினை மேம்படுத்துவதன் மூலம் இப்பொதுள்ள பிரச்சினைக்கு தீர்வு காண இயலாதுதான் அதனை ஒப்புக்கொள்கிறேன் , இப்போதுள்ள பிரச்சினை ஏற்றுமதி, இறக்குமதியினால் ஏற்படவில்லை என நம்புகிறேன்,ஐ எம் எப் கடனுக்காக அப்படி கூறினார்களோ தெரியவில்லை.

அதிகரித கடனால் இந்த நிலை ஏற்பட்டுள்ளது, அதுவும் கடந்த 2020, 2021 ஆண்டுகளில் நாட்டின் GDP இல 62% விகிதம் கடன் பெற்றுள்ளது, எதற்காக கடன் வாங்கினார்கள் என்பதும் விளங்கவில்லை, 

எனக்கு விளங்கவில்லை ஏன் உண்மையான காரணங்களை இவர்கள் கூறுகிறார்கள் இல்லை என்று.

முதலில் இலங்கையில் நாணயம் மிதக்க விடப்பட்டதாகவே கருதினேன், ஆனால் இக்கட்டுரையை பார்த்த பின்பே விளங்கியது இல்லை என்று, ஐ எம் எப் உருவாக்கப்பட்டதன் நோக்கம் தங்கு தடையற்ற வர்த்தகம், ஐ எம் எப் தோற்றம் குறித்து முன்பு ஏற்கனவே ஒரு திரியில் குறிப்பிட்டுள்ளேன்,நீங்கள் அதனை தவற விட்டிருக்கக்கூடும் என்பதால் மீண்டும் சுருக்கமாக இங்கு குறிப்பிடுகிறேன்.

1930 களில் ஏற்பட்ட பொருளாதார மந்த நிலையினை (Great depression) தொடர்ந்து, அமெரிக்காவுடன் சில ஐரோப்பிய நாடுகள் தமது வியாபாரத்தினை தங்கு தடையின்றி நடாத்துவதற்காக ( Free trade) உருவாக்கப்பட்ட அமைப்பே IMF. சமநேரத்தில் உலக வங்கியும் உருவாக்கப்பட்டது.

உலக வங்கி 2 ஆம் உலக யுத்தத்தின் அழிவை புனரமைக்க ஏற்படுத்தபப்ட்டது, இந்த இரண்டும் Bretton woods தீர்மானத்தினடிப்படையில்லே உருவாக்கப்பட்டது.

ஐ எம் எப் உலக வர்த்தகத்தை கண்காணிப்பது அதில் ஏற்படும் சிக்கல்களை தீர்ப்பதுதான் அதன் கடமை.

வர்தகத்தில் நாணய பரிமாற்ற விகிதத்தினை இலங்கை தனக்கு சாதகமாக வைத்திருந்தால் இலங்கையுடன் வர்த்தகம் புரியும் மற்ற நாடுகளுக்கு நட்டம் ஏற்படும், இலங்கை ஐ எம் எப் இடம் கடன் வாங்க செல்லும் போது அவர்களது நிபந்தனையாக நாணயம் மிதக்க விடப்பட்டிருத்தல் வேண்டும்.

இலங்கைக்கு ஐ எம் எப் கடன் வழங்காது எனவே நான் நினைக்கிறேன், ஏனென்றால் இலங்கையின் இந்த பிரச்சினை தீர்க்க கூடியதாக இருக்க வேண்டும், அதற்கு கடன் வழங்குனர் குறைந்த பட்சம் 50% மான கடனையாவது தள்ளுபடி செய்யவேண்டும், அது நடக்காது போல் இருக்கு.

இலங்கையரசும் ஆரம்பத்தில் இலங்கைக்கு ஐ எம் எப் கடன் வழங்காது என நினைத்திருக்குமோ அல்லது ஐ எம் எப் இடம் சென்றால் ஏன் கடன் வாங்கினோம் என்ற விபரங்கள் வெளியாகிவிடும் என்பதாலோ தெரியவில்லை.

அல்லது ஐ எம் எப் இடம் பெறும் கடன் அதிக பட்சமாக் 2 - 4 பில்லியனுக்குள் இருக்கும் அது இலங்கையின் தற்போதய பிரச்சினைக்கு " யானை பசிக்கு சோழப்பொரி" போட்ட மாதிரி என்று தவிர்த்திருப்பார்களோ தெரியவில்லை.

ஐ எம் எப் உலக வர்த்தகத்தை கண்காணிப்பது அதில் ஏற்படும் சிக்கல்களை தீர்ப்பதுதான் அதன் கடமை

அதன் தலையீடு இலங்கை அரசியலில் இருக்குமா என்பது எனக்கு தெரியாது, 

பொதுவாக அன்னிய செலாவணி இருப்பினை 3 மாத கொள்வனவு வலு ( 5 - 8 பில்லியன் என நினைக்கிறேன்) இருக்கவேண்டும் ஆனால் ஐ எம் எப் கடனால் அதனை கூட ஈடு கட்ட முடியாது இந்த ஐ எம் எப் கடனால் பெரிதாக இலங்கை ஒன்றும் சாதிக்கபோவதில்லை ஆனால் இலங்கைக்கு ஐ எம் எப் உதவியில்லாமல் கடன் மீள ஒழுங்குபடுத்துவதில் சிக்கல் இருக்கும் என்றே நினைக்கிறேன்.

http://www.sundaytimes.lk/220417/uploads/SeraLogo-new1.jpgA few days before the Government is due to repay (tomorrow-Monday) part of a Chinese loan, the Central Bank together with the Treasury on Tuesday declared (near) bankruptcy saying the administration has decided to temporarily halt all foreign debt repayments until a debt restructuring process with new dates for repayment is discussed during negotiations with the International Monetary Fund (IMF) and by a newly appointed debt structuring manager.

Last weekend, the Treasury called for proposals from potential financial advisors to assist Sri Lanka in improving the medium and long-term debt management and reform strategies of Sri Lanka; recommend a strategy to achieve the best possible results in discussions with the IMF and the creditors of the Sri Lanka Government; and negotiate and represent the interests of the Government in meetings with creditors. The scope of work of the financial advisor includes advising the Government on the strategies to be taken in managing this debt and facilitating the execution of such strategies in consultation with relevant stakeholders.

By the time this column is read on Sunday, the Sri Lankan delegation for the IMF talks starting from Monday, April 18 onwards – Finance Minister Ali Sabri, Central Bank Governor Dr. Nandalal Weerasinghe and Treasury Secretary Mahinda Siriwardene – would already have flown to Washington. Ahead lies tough negotiations similar to previous IMF bailouts with demands to cut Government spending and subsidies to loss-making state companies (and in some cases shutting these units) and handouts to underprivileged classes, increasing tax revenue and reducing the budget deficit – all for seeking $3-4 billion in IMF support to bolster the economy and provide much needed cash for the import of essential items and goods.

According to Ruwanputha, my young economist-friend, the negotiations won’t be easy. “Yes the IMF has agreed to provide much needed support to Sri Lanka but as always, it comes with conditions and strings attached,” he said, during a telephone conversation on Thursday.

Over the past three decades, Sri Lanka has sought IMF support on numerous occasions, the significant one being soon after the separatist war ended in May 2009. Pushing for an IMF bailout was then Central Bank Governor Ajith Nivard Cabraal with India’s help being sought to influence the IMF, when there was resistance from the west to block an IMF programme on the grounds of alleged human rights abuses and excesses by Sri Lanka’s security forces during the final stages of the conflict.

Ironically, while Cabraal was energetically seeking IMF support then, it is the same former Central Bank Governor (Cabraal) who has been blocking moves (in the past few months) to garner IMF financial support. In fact, Finance Minister Sabri was quoted in the media as saying that while all the ministers wanted IMF help, it was Cabraal, former Treasury Secretary S. Attygalle and former President’s Secretary Dr. P.B. Jayasundera who were opposed to it.

“Getting money is the easy part but agreeing to the conditions set by the IMF is not going to be easy. The Government is mired in debt and, for example, won’t be able to increase tax revenue (by increasing income tax and taxes on goods) since people are suffering with the rising costs of goods and services,” I told Ruwanputha.

“Well it’s a take-it-or-leave-it kind of situation. We need the money and to get it, we need to agree to the conditions that come attached with such loans. It’s much like a normal banking loan which requires collateral; if you fail to repay the loan, the bank retains the collateral,” he said. On some occasions in the past, the Government has been unable to obtain the final tranche of an IMF loan due to not meeting its obligations.

Meanwhile, ahead of IMF discussions, the Central Bank on April 8 (Friday) announced its sharpest ever increase in interest rates – a 7 per cent hike – to 13.50 per cent and 14.50 per cent in policy rates, setting the trend for higher interest rates. This triggered a phenomenal rise in interest rates of 3-month treasury bills to 19.71 per cent this week, from 8 per cent a few months ago, while 6-month t-bills were offered at 22.73 per cent and one year t-bills at 23.36 per cent. Banks would follow suit with double-digit interest rates on deposits (at the same time hiking interest rates on borrowings), compared to 5-6 per cent for deposits in previous months.

On the positive side, the move is seen curbing inflation, particularly food inflation which has surged to 30 per cent last month, because more money being deposited in banks means less for consumption. Furthermore, less consumption (more money in banks than being spent) means less pressure on imports which, in turn, would ease pressure on the US dollar, according to the normally accepted theory when interest rates are hiked.

But on the flipside, bank borrowings by the private sector become costlier and would adversely affect businesses and input. In turn, the high cost of borrowings would be added to the cost of production of goods and services resulting in Sri Lankans having to pay more for their essentials.

This comes at a time when Sri Lanka’s crisis-hit industrial sector – particularly tea, rubber and garments – is facing severe production difficulties largely due the shortage of fuel and crippling power cuts.

Meanwhile, the trio had gone to their villages for ‘Avurudu’ but had met under the margosa tree on Monday. “Mama peya pahak hitiya polime gas ganna. Seeyakata wediya hitiya eth silindar panahai beduwe. Wasanavata mata silindarayak ganna puluwan wuna (I waited in the queue for five hours to get cooking gas. While there were more than 100 people, only 50 LPG containers were distributed. I was lucky to get one),” said Kussi Amma Sera.

“Mama sathosata giya, eth ethana parippu, seeni saha paan piti thibune ne. Aanduwa boruda kiyanne me deval sathose thiyenawa kiyala (I went to the Sathosa shop and they didn’t have dhal, sugar or flour. Is the Government lying when they say these items are available at Sathosa),” asked Serapina.

Adding to the conversation, Mabel Rasthiyadu said: “Kohomada danne ne, Galle Face eke virodaya prakasha karana kattiya kanne (I wonder how the protestors at Galle Face Green are managing for food).”

Responding, Serapina said, “Mama hithanawa godak kattiya egollanta kaema saha baema denawa kiyala (I think there are many people who are offering food and drink to the protestors).”

The country’s declaration of bankruptcy – at least for a temporary period – has already sent international rating agencies scurrying to downgrade Sri Lanka’s rating and standing amongst international lenders. Even if Sri Lanka has access to loans and credit, it would come at higher and costlier interest rates.

Colombo [Sri Lanka], April 17 (ANI): While India plays a prominent role in helping its neighbour Sri Lanka come out of a deep economic crisis, it was learnt from reliable sources that Colombo has asked New Delhi to provide bridging finance for the crisis-ridden country till the International Monetary Fund (IMF) provides adequate funds, which may take another three to four months.

Notably, this comes after Finance Minister Nirmala Sitharaman held several rounds of discussions with her Lankan counterpart and High Commissioner. Sri Lanka, sources added, has also asked India to use its influence on friendly countries like Japan to help Colombo with a line of credit and also reach out to multilateral organisations for assisting the island nation.

 

A source familiar with the development said that the Indian Finance Minister was positive about this proposal and is expected to reach out to other friendly countries to mobilise assistance for the economic crisis-affected Sri Lanka.

Meanwhile, Sri Lankan Finance Minister Ali Sabry is expected to meet Sitharaman in Washington DC in the coming week, according to sources.

In the shape of the line-of-credit for food, fuel, medicine, currency swap and deferment of payment at the Asian Clearing Union, India has already provided assistance to the tune of USD 2.4 Billion to Sri Lanka. However, for the next four months, till the IMF deal is worked out, the island nation will be needing much bigger financial backing for imports.

Technical talks are also taking place between members of the Sri Lankan Presidential Advisory Group on Multilateral Engagement and Debt, with India’s Chief Economic Advisor V Anantha Nageswaran.

Sri Lanka will begin talks with the IMF tomorrow and the process is likely to take around four months to operationalise. Thus, Colombo is looking for bridging finance for this period from India and other countries.

      அந்த 2001 பொங்கலின் மறுநாள் அவனது குரல்வழி வந்த அந்தச் செய்தி. என் உயிர் நாடிகளை இப்போதும் வலிக்கச் செய்கிறது. அது அவனுக்கும் அவனது அவர்களுக்கும் புதிதில்லைத்தான். அது அவர்களின் இலட்சியத்துக்கு இன்னும் வலுச்சேர்க்கும். ஆனால் என்னால் அழாமல் , அதைப்பற்றி எண்ணாமல் , இனிவரும் வருடங்களில் எந்தப் பொங்கலையும் கொண்டாட முடியாதபடி எனக்குள் அவனது குரலும் அவன் தந்த செய்திகளும் ஒலித்துக் கொண்டேயிருக்கும்.

      காதலர் தினத்தை வழக்கமான தமது அரசியல் நிலைபாடுகளை பொறுத்து அணுகும் செயலை பல்வேறு தரப்பினரும் உற்சாகமாக செய்து வருகின்றனர்.கிரீட்டிங் கார்டுகளையும், சாக்லடுகளையும் விற்க அமெரிக்க கம்பனிகள் சதி செய்வதாக கூறி காம்ரேடுகள் இதை எதிர்த்து வருகின்றனர்.அமெரிக்க கலாச்சாரத்தை திணிக்க முயற்சி நடப்பதாக கூறி சிவசேனாவினரும் இதை முழுமூச்சில் எதிர்க்கின்றனர். தமிழ்நாட்டில் பாமக ராமதாஸ் இதை கண்டித்து அறிக்கை விட்டுள்ளார். பாகிஸ்தானிலும், அரபுநாடுகளிலும் இதை எதிர்த்து பத்வாக்கள் பிறப்பிக்கப்பட்டு அதை மீறி இளைஞர்கள் இதை கொண்டாடியதாக செய்திகள் வந்துள்ளன.
