ஏன் சிறிலங்கா இஸ்ரேலின் எதிரியான ஈரானுடன் குலாவியது என்பதற்கு எமக்கு இப்போது காரணம் புரியும்.

LTTE PROPAGANDA TELEVISION THARISANAM SUSPENDS ITS EURO BROADCASTS

The European broadcasts of the "Tharisanam" Television - a major propaganda arm of the Liberation Tigers of Tamil Eelam (LTTE) is to be suspended immediately, the service announced.

It is believed the Television Service which has been used for a long period of time as an organ not only for LTTE propaganda but also as a tool to raise funds for the terrorist organization�s much needed weapons and ammunition , that have been also used to harm civilians through their suicide bombers and claymore mines became a major cause for Israeli government to bring pressure on the Israeli satellite company to suspecnd the broadcasts.

Foreign Minister Rohitha Bogollagama said , "I have spent the major part of 2007 to educate foreign governments about the lethal quality of the LTTE and how its broadcasts are used to raise funds for terrorism against unarmed civilians." It is believed that the broadcasting of Tharisanm , which could be translated easily to "True View", was connected to companies in France, Israel and Hong Kong. Tharisanam did not promise to return the money of its subscribers and it is generally believed it would use avenues like Tamil political parties in Tamil Nadu to continue their broadcasts through some other satellites. Though Tharisanam has been suspended in Europe and Britain ,where part of the money is raised for the terrorist group , it is believed the broadcasting would continue in Australia where a different satellite is being used.

According to Sri Lankan authorities the Ministry of Foreign Affairs in Colombo has been working on the problem continuously for the last seven months. It has come to light that the Liberation Tigers of Tamil Eelam (LTTE) has been using French and Israeli satellites , named Globecast and Satlink, with the help of the pro-LTTE political party Pattalai Makkal Katchi (PMK) in Chennai that is led by Dr. Ramdoss. It is alleged the LTTE funds PMK activities in Tamil Nadu.

Meanwhile the London based Tamil Broadcasting Corporation head, V. Ramraj leaked the following letter to the press , claiming that it had been sent to the Israeli satellite Company by the Ministry of Foreign Affairs in Israel:

Following our conversation, we wish to bring to your attention an application that has been received by the Ministry of Foreign Affairs from the CEO of the Ministry of Foreign Affairs of Sri-Lanka, referring our attention to broadcasts of the Tamil underground organization LTTE, by Satlink Communications Company.

According to the information we have received, the company under your management is broadcasting, via satellite, a Tamil channel named Tharishanam. The content of the broadcast includes propaganda on behalf of LTTE, to the Tamil community exiling in Europe, including an effort for money raising for the benefit of the activity of this organization in Sri Lanka. The government of Sri Lanka required from the State of Israel to act so that the Israeli company will cease the broadcast of the Tamil channel.

For your knowledge, the Tamil underground LTTE, is battling for independence in east of Sri Lanka and is making use of means of terror and violence. Said underground is defined as a terror organization in the United States, Canada, the European Union countries and India. It is not yet defined as a terror organization in Israel. However, any connection between it and an Israeli body is highly problematic and even extremely severe in light of Israel's coping against the terror organizations.

In light of the high political importance that we see in resolving the issue, according to the manner required by the government of Sri Lanka, the Ministry of Foreign Affairs is of the opinion that it is not appropriate that an Israeli company shall provide services, directly or indirectly to a body that is identified with a terror organization such as the LTTE. �Therefore, we will be thankful for taking our aforesaid standpoint into consideration in the continuation of your activity.

Ramraj claimed he managed to obtain it from certain LTTE activists in London who are disgruntled with the hierarchy of the party.

சர்வதேச மனித உரிமைப் பிரகடனத்தின் 19வது பிரிவு, “ஒவ்வொருவரும் கருத்துக்களைக் கொண்டிருக்கவும் வெளியிடவும் உரிமை உடையவர்கள்; இது தடையின்றி கருத்துக்களைக் கொண்டிருக்கவும் எல்லைகளைக் கடந்தும் எந்த ஊடகத்துக்கூடாகவும் தகவல்களையும் எண்ணங்களையும் தேடவும், பெறவும் பரிமாறவுமான உரிமையை உள்ளடக்குகிறது” என்று குறிப்பிடுகிறது.

இந்தப் பிரகடனமே ஊடகங்களின் உயிர்நாடி. இலங்கை அரசின் வேண்டுகோளின் பெயரில் தரிசனம் தொலைக்காட்சியின் ஒளிபரப்பு சேவையை நிறுத்த இஸ்ரேல் அரசு முடிவு செய்தது அப்பட்டமான கருத்துச் சுதந்திர மீறலாகும்.

கருத்துச் சுதந்திரம் என்பது மக்கள் தமது கருத்தைச் சொல்வதற்கும் எழுதுவதற்குமான சுதந்திரம் மட்டுமல்ல. அவர்களுக்கு வேண்டியதை வாசிக்கவும், கேட்கவும், பார்க்கவும் அவர்கள் உரிமையுடையவர்கள். அவர்கள் எந்தத் தடையுமின்றி தமக்குத் தேவையான தகவல்களைப் பெறவும் விவாதிக்கவும் பரந்த அளவிலான தளங்கள் ஏற்படுத்தப்பட வேண்டும். இத்தளங்களே ஊடகங்கள். இவற்றின் மீதான கட்டுப்பாடுகள், நிர்ப்பந்தங்கள் மக்களின் அடிப்படை ஜனநாயக மீறலாகவே அமையும். இஸ்ரேல் அரசின் நடவடிக்கை நிச்சயமாக தமிழ் பக்களின் தகவல் பெறும் உரிமையை மீறியுள்ளது.

இன்று தரிசனம் தொலைக்காட்சிக்கு ஏற்படுத்தப்பட்ட நெருக்கடி நாளை ஏனைய தமிழ் ஊடகங்களுக்கும் மற்றைய ஊடகங்களுக்கும் ஏற்படலாம். ஆகவே அரசியல் வேறுபாடுகளுக்கு அப்பால் தரிசனம் தொலைக்காட்சியின் சேவைகள் நிறுத்தப்படுவதை அனைத்து ஊடகங்களும் கண்டிக்க முன்வருவதுடன், இஸ்ரேலிய தூதரகத்திற்கு முன்னால் ஒரு அடையாள எதிர்ப்பு போராட்டம் ஒன்றும் மேற்கொள்ளப்பட வேண்டும்.

NABLUS, Palestine– Israeli forces ransacked Palestinian media offices in the West Bank city of Nablus on Wednesday morning, witnesses said Soldiers seized computers and transmission equipment from the offices of Afaq TV on the pretext that the station supports ‘terrorism.’

Suhair Khalaf, the director of Ar-Ruwad in Nablus, told Ma'an that the Israeli attack was the third of its kind in Nablus, part of what he sees as an Israeli effort to prevent broadcast of the crimes committed by the Israeli army.

The soldiers informed him that the Israeli military ordered the station closed "because the station supports Hamas, Islamic Jihad, and other organizations."

Israeli forces stormed the office of An-Najah media, confiscating three computers. They also raided the Ar-Ruwad media office affiliated to the Al-Quds daily newspaper, confiscating eight computers.

PALESTINIAN MEDIA OUTLETS TARGETED AGAIN

On 19 January,2001 Israeli forces destroyed the offices of the Palestinian Broadcasting Authority in the West Bank city of Ramallah, drawing calls of condemnation from the Committee to Protect Journalists (CPJ), Reporters sans frontières (RSF) and the International Federation of Journalists (IFJ). The building, which houses the offices of the Voice of Palestine radio station and the studios of Palestine Television, was demolished with explosives, reports CPJ. The Israeli Defense Force says the action is a response to an attack by a Palestinian gunman in the Israeli city of Hadera on 17 January, in which six were killed and dozens wounded at a banquet hall, adds CPJ.

IFJ says the response is a "dangerous and vindictive act of cultural vandalism that puts media staff everywhere at risk," noting an increasing trend toward direct attacks on the media in recent conflicts. IFJ cited conflicts in the Middle East, Kashmir and Afghanistan which "show that media, particularly broadcasters, are increasingly regarded as legitimate targets by military strategists." The organisation also says Israel's claims that Palestinian broadcasting was promoting violence are "untested" by the international community, arguing that Palestinians, regardless of partisanship, have a "fundamental right to be heard." CPJ says Israel's attack on the facilities of the Voice of Palestine and Palestine Television is the fourth since October 2000 [see IFEX "Communiqués" #10-50 and #10-48]. Media Targeted During the Ongoing Middle East Crisis

As hostilities between Hezbollah militants and Israeli armed forces continue, the escalation of fighting in the region has meant that journalists and media outlets covering the conflict are working in an increasingly dangerous environment.

IPI is monitoring the press freedom violations that have occurred, and is deeply concerned over the targeting of Lebanese broadcasting infrastructure in recent weeks as well as the threats posed to the safety and security of journalists reporting from both Lebanon and Israel.

Israeli military have targeted a number of transmission towers belonging to both private and state-run media outlets in the past two weeks, including those used by the Lebanese Broadcasting Corporation (LBC), Future TV, Tele-Liban, and Avenir TV. The subsequent interruption in broadcasting from these stations has limited Lebanese citizen’s access to news and information.

The headquarters of Hezbollah’s satellite news channel, Al-Manar TV, in the southern Beirut suburb of Haret Hreik, was struck by missiles during an Israeli air raid on 13 July, injuring three employees. Two Al-Manar transmission towers, one near Baalbek in northeast Beirut and another in Maroun al-Ras in southern Lebanon, were also hit.

The safety and security of journalists reporting from within Lebanon and Israel has been greatly threatened during the ongoing conflict. On 22 July, LBC technician Suleiman Chidiac was killed when Israeli raids destroyed the station’s transmission facility at Fatqa, in north-eastern Beirut. On the same day, Khaled Eid, a technician for Tele-Liban, was seriously injured in an attack on a telecommunications tower in Al Qura, northern Lebanon.

On 23 July, Layal Najib, a freelance photographer for the Lebanese magazine Al-Jaras and Agence France-Presse, was killed when an Israeli missile exploded near her car as she was travelling between the villages of Sadiqueen and Qana in south Lebanon.

A number of Lebanese journalists covering the ongoing conflict have been injured by Israeli air raids, including employees of Al-Manar and three journalists working for Lebanon’s New TV who were wounded when their car was struck during Israel's rocket attack on the al-Mahmoudiyeh Bridge in southern Lebanon on 13 July.

Hezbollah’s rocket attacks on Israel have also placed journalists reporting from that area at risk. On 13, July three journalists were wounded in a Hezbollah rocket attack on the Israeli coastal city of Nahariya. On 30 July, Haaretz correspondent Yuval Azulay was wounded in a rocket attack on Kiryat Shmona in northern Israel.

Commenting on the events in the Middle East, IPI Director Johann P. Fritz said, "The targeting of Lebanese television outlets is an unwarranted violation of customary international law, which states that attacks shall be limited strictly to military objectives."

"I am deeply concerned that the inevitable result of these attacks will be to blur the distinction between civilians and the military during conflict. Combatants must not be allowed to define who is a civilian and what is a military target. Furthermore, there is a danger of creating a disturbing precedent that will allow other countries during wartime to justify attacks on media organisations."

"IPI calls on all parties to the ongoing crisis to immediately cease targeting media outlets and to ensure that journalists can safely perform their function of informing the public in this time of conflict," Fritz added.

Closure of Tamil Television THARISHANAM

The International Association of Tamil Journalists is greatly perturbed by the closure of the Tamil Television THARISHANAM in Europe via Satlink CEO, Israel. Europe is an enlightened democracy where freedom of thought and expression has always been respected.

It is the responsibility of the media to inform, educate, and entertain and THARISHANAM has been a source providing these to the satisfaction and delight of the Tamils living in Europe and other parts of the world.

THARISHANAM has been producing programs reflecting the cultural, religious, and artistic aspects of the Tamil community as well as providing news from Sri Lanka, where most of the kith and kin of the Tamils still live, amidst daily bombings and human rights violations.

THARISHANAM also acts as a bridge, bringing members of the Tamil community living in different European countries. It also provides programs for the younger generation. Born and living in their adopted countries, to learn about their identity – their land, culture and traditions. THARISHANAM has been providing programs for all sections, and age groups of the Tamil community.

There are also a sizable number of elderly Tamils living in Europe. They are not familiar with the language and culture of their adopted countries their only form of entertainment and information was watching THARISHANAM, while their children went to work leaving them at home. Depravation of such entertainment and information may lead to loneliness and even depression.

IATAJ requests the authorities who took the decision to close down THARISHANAM to consider the above facts and allow THARISHANAM to function again, .thus giving the Tamil community the freedom of choice in a country that fought so fiercely for liberty, equality and fraternity.
