விசாரணை பற்றி எமக்கொன்றும் தெரியாதே? – இலங்கையின் பாணியிலே அவர்களுக்கு அமெரிக்கா பதில் – இன்று பொன்சேகா மீதான விசாரணை ஆரம்பம்

இலங்கைப் படைகளுக்கும் விடுதலைப் புலிகளுக்கும் இடையில் வன்னியில் இடம்பெற்ற யுத்த நடவடிக்கைகள் தொடர்பாக, குறிப்பாக இறுதிக்கட்ட யுத்தகால நிகழ்வுகள் பற்றி தற்போது வாஷிங்ரனில் தங்கியுள்ள முன்னாள் இராணுவத் தளபதியும், தற்போதைய முப்படைகளின் தலைமை அதிகாரியு மான ஜெனரல் சரத் பொன்சேகாவிடம் இன்று அமெரிக்க அதிகாரிகள் விசாரணை நடத்துவதற்கான உரிய ஏற்பாடுகளைச் செய்துள்ளனர்.

இந்த விசாரணை உள் நாட்டு பாதுகாப்பு திணைக்களம் DHS மற்றும் உள் நாட்டு குடிவரவு, சுங்க கட்டுப்பாட்டு திணைக்களம், உள்ளிட்ட சட்ட அதிகாரிகளால் நடத்தப்படுமென் கூறப்பட்டுள்ளது.

இலங்கையின் முறியடிப்பு முயற்சி

இந்த விசாரணைகளை நிறுத்துவதற்கு அல்லது அதனை முறியடிப்பதற்கு இலங்கை அரசு இராஜதந்திர ரீதியில் பகீரதப் பிரயத்தனங்களை மேற்கொண்டு வருகின்றது. ஆனால், அமெரிக்க அரசின் முக்கியஸ்தர்களோ இந்த விடயத்தில் எதையும் தெளிவாகக் கூறாமல் மௌனம் காத்து வருகின்றனர்.

இலங்கை வெளினாட்டு அமைச்சர் ரோகித போகொல்லாம உடனடியாக அமெரிக்க தூதர் பற்றீசியா புட்டின் அவர்களை அழைத்து சரத் பொன்சேகா மீதான விசாரணையினை நிறுத்த வேண்டும். அவர் இராஜதந்திர கடவுச்சீட்டு வைத்திருப்பதனால் அதற்கான கெளரவத்தினை வழங்கவேண்டும் என கேட்டுக்கொண்டார். இது பலனளிக்காது போகவே பத்திரிகையாளரை அழைத்து அமெர்க்க அரசு சரத் பொன்சேகாவை தந்திரமாக அழைத்து கோத்தபாயவுக்கு எதிராக ஆதாரங்களை கேட்கமுயல்வதாக சாடினார். அத்துடன் சரத் பொன்சேகாவுக்கும் இலங்கை தொடர்பான தகவல்களை வழங்க எந்தவிதமான அதிகாரங்களும் வழங்கப்படவில்லை என ஜனாதிபதி சார்பாக தாம் எச்சரிப்பதாக கூறினார்.

இது இவ்வாறு இருக்க அமெரிக்காவில் இருக்கும் சட்ட நிறுவனங்களை அணுகி இந்த விசாரணைகளை நிறுத்த முயற்சிகளை மேற்கொண்டனர். ஆனால் அந்த நிறுவனங்கள் இது வழமையான அமெரிக்க உள் நாட்டு சட்டத்திற்கு உட்பட்டதொன்று என கூறியுள்ளனர். இறுதியாக அமெரிக்க குடிவரவு அதிகாரிகளுக்கு இலங்கை அரசு ஃபக்ஸ் ஒன்றினை இறுதி முயற்சியாக அனுப்பியது அதில் சரத் பொன்சேகாவுக்கு தவறாக அமெரிக்காவில் இருந்து அழைப்பு வந்துள்ளது. ஆகவே அந்த அழைப்பினை நாம் நிராகரிக்கின்றோம். எனவே சரத் எந்த நிகழ்சிகளிலும் பங்குபற்ற தேவை இல்லை அவரை உடனடியாக இலங்கைக்கு திருப்பி அனுப்பவும் என குறிப்பிட்டு இருந்தது. அதற்கு எந்த பதிலினையும் அமெரிக்க அதிகாரிகள் வழங்கவில்லை.

அடுத்து இராஜ தந்திர ரீதியில் ரொபேட் பிளேக், அமெரிக்க காங்கிரஸ் உறுப்பினர்கள் ஆகியோர், ஹிலாரி கிளிங்டன் ஆகியோரை சந்தித்து அமெரிக்க அரசுக்கு தமது ஆட்சேபனைகளை தெரிவிக்குமாறு அங்கு இருக்கின்ற இலங்கை தூதர், மற்றும் பாலித கேகன்ன ஆகியோருக்கு அறிவுறுத்தப்பட்டது ஆனால் அவர்களால் முடியவில்லை.

அமெரிக்காவின் பதில்

இலங்கை அரசின் கோரிக்கைகளை, மிரட்டல்களை செவிமடுத்த அமெரிக்க அதிகாரிகள் அப்படியா எங்களுக்கு அது பற்றி தெரியாதே என இலங்கை பாணியில் பதிலளித்துள்ளதாக தகவல். DHS in பேச்சாளர் மட் சன்லொர் கருத்து தெரிவிக்கையில் “சரத் பொன்சேகாவை விசாரிப்பது தொடர்பான தகவல்களை நாங்கள் உறுதி செய்யவுமில்லை. நிராகரிக்கவுமில்லை” என கூறியுள்ளார்.

இதேவேளை, அமெரிக்க வெளிவிவகார அமைச்சர் இயன் கெலி தனக்கு இது குறித்து எதுவுமே தெரியாது எனக் குறிப்பிட்டுள்ளார்.”இது குறித்த செய்திகள் எதனையும் நான் அறியவில்லை. இதனால் இது பற்றி கருத்து கூறமுடியாது. இது பற்றி உள்நாட்டு பாதுகாப்புத் திணைக்களத்திடமே கேட்கவேண்டும்” என்று செய்தியாளர் மாநாட்டில் இயன் கெலி குறிப்பிட்டுள்ளார். இலங்கையின் முன்னாள் இராணுவத் தளபதியை விசாரணை செய்வது குறித்து அந்த நாட்டு வெளிவிவகார அமைச்சர் கண்டனம் வெளியிட்டுள்ளாரே என்று செய்தியாளர்கள் கேட்டபோது, அது குறித்தும் தான் அறிந்திருக்கவில்லை என இயன் கெலி தெரிவித்துள்ளார்.

இதேவேளை, யுத்தக் குற்ற விசாரணைகள் இடம்பெற்றால் இது பற்றி எதனையும் தெரிவிக்க முடியாது. இது குறித்த நபரோ அல்லது குழுவோ முழுமையாக விசாரிக்கட்டும். அதுவரை கருத்து வெளியிட முடியாது என அமெரிக்க உள்நாட்டு பாதுகாப்பு அமைச்சக அதிகாரிகள் தெரிவித்துள்ளனர்.

சிறிலங்கா தனது மக்களுக்கு என்ன கூறுகின்றது?

அமெரிக்க உள்நாட்டு பாதுகாப்பு திணைக்களம் சரத் பொன்சேகாவின் மீதான விசாரணை என்பது அவரது வதிவிட அனுமதியை (கிறீன் கார்ட்டை) புதுப்பிப்பது சம்பந்தமாகவே என சிறிலங்கா அரசு உள்ளூர் மக்களுக்கு தெரிவித்து வருகின்றது. அமெரிக்காவின் குடிவரவுத் திணைக்கள அதிகாரிகள், சரத்தின் “கிறீன் கார்ட்” சம்பந்தமான விவரங்களைக் கேட்டறியும் விசாரணை ஒன்றை நடத்துவதற்காகவே இன்று பொன்சேகாவை திணைக்களத்துக்கு அழைத்திருப்பதாக இலங்கைத் தரப்பில் கூறப்பட்டுள்ளதாகவும் வொய்ஸ் ஒவ் அமெரிக்கா கூறுகின்றது.

கட்சி வேறுபாடுகளின்றி சிங்களம் மீண்டும் ஒன்று சேர்கின்றது?

கூட்டுப்படைகளின் தலைமையதிகாரி சரத் பொன்சேகாவிடம் அமெரிக்க அரசு விசாரணை நடத்தவிருப்பதாக வெளிவந்துள்ள தகவல்கள் குறித்து ஐக்கிய தேசியக் கட்சி , அதன் எம் பிக்கள், ஆழும் கட்சிகள், முன் நாள் ஜனாதிபதி சந்திரிக்கா உட்பட அனைவரும் கட்சி பேதமின்றி சரத் பொன்சேகா மீதான விசாரணைகள் பற்றி அமெரிக்காவிற்கு தமது ஆட்சேபனையினை தெரிவித்து வருகின்றனர். எதிரணியின் தலைவர் ரணில் விக்கிரமசிங்க, அமெரிக்க இராஜாங்கத் திணைக்கள உதவிச் செயலாளர் ரெபோட் ஓ பிளேக் கிடம் தகவல்களைக் கேட்டறிந்துள்ளார்.

முன்னாள் இராணுவத் தளபதியும் கூட்டுப்படைகளின் தலமை அதிகாரியுமான சரத் பொன்சேகாவிற்கு, அமெரிக்காவிற்குள் செல்லும் அங்கிருந்து வெளியேறும் உரிமை மாத்திரமல்லாது சுதந்திரமும் இருக்கவேண்டும் என ரணில் விக்கிரமசிங்க ரொபட் ஓ பிளளேக்கிடம் கூறியுள்ளார். இது குறித்து கவனத்தில் கொள்ளுமாறு எதிர்க்கட்சித் தலைவர் அமெரிக்காவிடம் கேட்டுள்ளார். இதனைத் தவிர பாரிஸ் சென்றுள்ள முன்னாள் ஜனாதிபதி சந்திரிக்கா குமாரத்துங்கவும் அமெரிக்க இராஜாங்கச் செயலாளரான ஹிலாரி கிளின்ரனிடம் சரத் பொன்சேக்காவிடம் விசாரணைகள் நடத்தப்படுமா என்பது குறித்து விசாரித்து அறிந்துள்ளார்.

அடுத்ததாக அனைவரும் ஒன்று திரண்டு கொழும்பிலும் அமெரிக்காவிலும் சரத் இற்கு ஆதரவாக ஆர்ப்பாட்டம் செய்யவும் தீர்மானித்துள்ளனர். இப்படியே போனால் சரத் பொன்சேகாவை சிங்களம் உலக நாயகனாக்கி அவரின் அரசியல் கனவை நிறைவேற்றி விடுவார்களோ என்ற பயம் மகிந்த குடும்பத்திற்கு எழ வாய்ப்புண்டு

Gen. Fonseka back from US today

Govt. says no interrogation by authorities

Chief of Defence Staff General Sarath Fonseka was scheduled to arrive in Colombo early morning today after leaving the United States without being subjected to questioning by US authorities, the Government said yesterday.

“General Fonseka leaves the USA for Colombo without being subjected to any questioning as per requests made to Washington by the Government,” the Government Information Department said yesterday.

A Government official confirmed that General Fonseka had left the US yesterday without giving any statement to the US authorities.

Earlier the Government said that General Fonseka had been asked by the US Department of Homeland Security to give a statement against Defence Secretary Gotabhaya Rajapaksa.

The US State Department had endorsed the request made by the Sri Lankan Government over facilitating free passage for General Fonseka to return to Sri Lanka bypassing the meeting which was scheduled for November 4, with the US Department of Homeland Security, a top Government official said.

The official said that General Fonseka was expected to land at the Bandaranaike International Airport around 4 a.m. today.

He said that the US Government had decided not to obtain a statement from General Fonseka following a request by the Sri Lankan government to the US.

Earlier yesterday JVP MP Samantha Widyaratne broke the news in Parliament that General Fonseka was heading back to Sri Lanka without being subjected to questioning.

In the meantime Foreign Minister Rohitha Bogollagama told Parliament yesterday that the Government’s diplomatic intervention regarding the attempt by the United States to question former Army Commander Gen. Sarath Fonseka had given positive results.

Minister Bogollagama said that he contacted US Ambassador Patricia Butenis and the State Department even on Tuesday night in this respect.

He said that there is an organization called ‘Tamils against Genocide’ operating in the US, which is trying to trap various Sri Lankan officials.

The Foreign Minister said that Gen. Fonseka had been summoned for an interview by the Homeland Security Department to be questioned on Defence Secretary Gotabhaya Rajapaksa.

“Gen. Fonseka is a top official of the Sri Lankan Government. He has privileged information which cannot be revealed to a third party without the permission of the Government. We explained this to the US Government,” the Minister said.

Mr. Bogollagama said that the US had no right to question Gen. Fonseka in this manner.

“We are sure our diplomatic intervention will bear fruit and Gen. Fonseka will not be questioned,” he said.

Minister Bogollagama was responding to a statement by JVP Parliamentary Group Leader Anura Kumara Dissanayake.

In his statement, Mr. Dissanayake said Gen. Fonseka as the Army Commander accomplished a special task in the decimation of LTTE terrorism which plagued this country for 30 years.

He said that the US move to question Gen. Fonseka, poses a grave danger to this country’s security.

Gen. Fonseka leaves US

Chief of Defence Staff Sarath Fonseka was yesterday escorted by Ambassador Jaliya Wickramasuriya to the Washington Dulles Airport and left the country without being questioned by the US emigration authorities, Foreign Minister Rohitha Bogollagama said.

Mr. Bogollagama told parliament the country had not only defeated the scourge of terrorism but also proved its diplomatic competency by resolving, within 72 hours, the latest controversy with the United States regarding its request to interview General Fonseka.

He said General Fonseka had undertaken an official visit to the US on a diplomatic passport, and met top Pentagon officials during his stay.

“When he was in Oklahoma, he was asked to attend an interview to answer questions on Defence Secretary Gotabhaya Rajapaksa,” Mr. Bogollagama said.

He said, he took this matter up with US Ambassador Patricia Butenis on Monday and had also written to the US State Department on Wednesday that there was no reason to question General Fonseka as he held a top post in the Sri Lankan government.

“We then took steps to bring General Fonseka to the Sri Lankan mission in Washington and he was supposed to leave for Sri Lanka without having to face that interview. We made certain he boarded the flight at the Dulles Airport without being questioned even by the US Immigration and Emigration authorities. We made the necessary arrangements for him to return to the country through the diplomatic channel,” Mr. Bogollagama said.

NFF leader Wimal Weerawansa said the opposition was trying to create a rift between General Fonseka and the government for political expediency.

“By creating such a rift, the opposition is trying to exploit the situation to gain political advantage. It is not correct to create dissention among the Maha Sangha. Similarly it is not correct to pit the war heroes against each other for political mileage. The opposition may be trying to find a common candidate through this sinister exercise,” he said.

Mr. Weerawansa said the General Fonseka issue was part of an international conspiracy renewed in the post war period, and parliament should stand firm against such moves casting aside all differences.

UNP front-liner Lakshman Kiriella said though Mr. Weerawansa pointed a finger at the opposition, it was certain government ministers who slandered General Fonseka.

“General Fonseka went to the United States on a private visit. Earlier the Defence Secretary also visited the US and he was questioned. So, General Fonseka should have been told of such a possibility before he left the country,” Mr. Kiriella said.

Mr. Kiriella was disturbed by Minister Mervin Silva, Lalith Dissanayake and Achala Jagodage. Amid the din Mr. Kiriella had to raise his voice to be heard and was involved in a cross talk with Deputy Speaker Priyankara Jayaratne who was presiding at the time, for failing to bring the situation under control.

Mr. Kiriella charged there was dissention between the government and the Chief of Defence Staff despite claims to the contrary.
