The signatories to this letter served as Government Agents in the three administrative districts of the Eastern Province viz:
Ampara V. C. B. Unantenna [1967 - 1974]
Batticaloa M. W. S. Gunaratne [1970 - 1974]
Trincomalee Tissa Devendra [1971 - 1976]
After much thought, and with a deep sense of responsibility, we have decided to break our silence to warn the nation of the tragedy looming over the heads of the Eastern Province Sinhalese.
We are convinced that the Prime Minister, [now engaged in not-so-transparent negotiations with the LTTE], works out the necessary modalities to hand over the Eastern Province to the LTTE , the hapless Sinhalese in this region will be subjected to ethnic cleansing and rendered homeless and destitute.
It is clear that the present government has either forgotten, or turned its back on, the horrendous and barbaric massacres of helpless Sinhalese peasants in the so-called ‘border villages’, peace-loving Bhikkus in Arantalawa and the surrendered 600 policemen in the pursuit of mono-ethnic hegemony by this pitiless terrorist group.
Its aim is to either kill or drive away every Sinhalese from the land that they and their ancestors, have lived in for centuries, governed by the traditional laws and customs of the Kandyan Kingdom.
According to the 1981 Census the percentage of the Sinhalese in these three districts was as follows:
Ampara - 37.8
Trincomalee - 33.4
Batticaloa - 3.4
In the first two districts Sinhalese comprise over 1/3rd of the total population. Together with the Muslims who comprise a further 1/3rd, these two communities constitute an overwhelming majority in Ampara and Trincomalee districts.
Batticaloa, sandwiched between these two districts has also a sizable Sinhalese population. The logic of the permanent merger of the Eastern Province with the Northern is to reduce this majority [of Sinhalese and Muslims] to a minority under the iron heel of the LTTE and its policy of genocidal elimination.
This ‘shape of things to come’ has already been signalled by the complete non-representation of the Eastern Province Sinhalese in the MOU established ‘Land Committees’ restricted only to Tamils and Muslims!
As Government Agents of this Province we administered and implemented the land laws of this country, with strict impartiality devoid of ethnic discrimination. These ethnically skewed ‘Land Committeees’ will take no account of existing land laws and national policy.
This is just one example, at ground level, of the extra-legal transfer of power to the LTTE by the government that has already taken place - despite all its protestations of working within the Constitution and laws of the land.
It is alarming and tragic that, in spite of the fact that this government was elected to power by an over-whelmingly Sinhalese electorate it has encouraged these sinister happenings that spell doom to the Sinhalese in the Eastern Province. The tail of the Tiger seems to be wagging the dog! It is for these reasons that we three retired public servants who, besides having been Government Agents, have held many responsible positions in government decided, after long deliberation, to ‘go public’ as regards the abject surrender of the Sinhalese in the Eastern Province to these bloodthirsty terrorists.
Let it not be said that this government takes its place in history alongside those who signed away our king and our kingdom to the British Raj in 1815.
