LONDON (AFP) - Amnesty International said on Tuesday that there were armed groups roaming camps for displaced people in the eastern Sri Lankan district of Batticaloa, and kidnapping residents.

Citing its own sources, which it did not identify, Amnesty said that some of the groups were part of the Karuna faction -- a breakaway rebel group -- and their presence in the camps were tolerated by Sri Lankan authorities because of the group's help in the military campaign against Tamil Tiger rebels.

The London-based human rights group's warning came as government security forces continued their offensive into a Tiger stronghold that extends from Batticaloa to the neighbouring Ampara district.

There are about 120,000 refugees in the Batticaloa district, with more than 40,000 of those having fled their homes in recent days following shelling between Tiger rebels and government forces.

"We are hearing reports of armed men, wearing the uniforms of the Karuna faction, roaming the camps and even distributing relief goods," said Purna Sen, the director of Amnesty's Asia-Pacific programme, in a statement.

"The government has a responsibility to ensure that camps are safe and civilian in nature -- it is unacceptable for men with guns to be wandering around as if they're in control."

Amnesty also called on the government to prepare for food shortages in the camps as the conflict in the region continues, with Sen saying: "The government must act now to ensure supplies can meet the increasing demand."

The group's comments followed calls from US-based human rights group Human Rights Watch (HRW) earlier on Tuesday for UN monitors to be sent to Sri Lanka to stop worsening violations by both government forces and rebels.

HRW said both sides had shown "brazen disregard" for civilians and accused them of carrying out summary executions and abductions.

சீருடை தரித்த கருணா குழுவினர், ஆயுதங்களுடன் முகாம்களுக்குள் நடமாடுவதுடன், மக்களுக்கான நிவாரணப் பொருட்களின் விநியோகங்களிலும் தடங்கல்களை ஏற்படுத்துவதாக எமக்கு அறிக்கைகள் கிடைத்துள்ளன என மன்னிப்புச் சபையின் ஆசிய பசுபிக் பிராந்திய பணிப்பாளர் பூர்னா சென் தெரிவித்தள்ளார்.

கருணா குழுவானது அரசின் ஆதரவுடன் மட்டக்களப்பு நகரின் எல்லாப்பகுதிகளிலும் இயங்கி வருகின்றது.

பலவந்தமாக இடம்பெயரச் செய்யப்படும் மக்கள் மிகவும் நெருக்கடியான சூழலில் இருப்பவர்கள். அவர்கள் தமது அத்தியாவசியப் பொருட்களையும் தமது இல்லங்களையும் விட்டு இடம்பெயர்ந்தவர்கள். அவர்களுக்கு புதிய இடங்கள் தொடர்பாக எதுவும் தெரியாது எனவே அச்சத்துடன் வாழ்கின்றனர்.

எனவே அந்த மக்களின் பாதுகாப்பிற்கு அரசாங்கமே பொறுப்பானது. அரசாங்கத்தின் கட்டுப்பாட்டுப் பகுதியான இந்த பிரதேசங்களில் ஆயுதங்களுடன் சிலர் நடமாடுவது ஏற்றுக்கொள்ள முடியாதது.

கடந்த மார்ச் 9 ஆம் நாள் முறையிடப்படாத ஒரு சம்பவம் இடம்பெற்றிருக்கின்றது. இடம்பெயர்ந்தோருக்கான முகாமுக்கு அண்மையில் பேரூந்துக்காக காத்திருந்த 15 வயது சிறுவனை வெள்ளை வானில் வந்த ஆயுததாரிகள் கடத்திச் செல்ல முற்பட்டனர்.

சிறுவன் எதிர்ப்புத் தெரிவித்ததுடன் சத்தங்களை எழுப்பியதால் அங்கு திரண்ட மக்கள் கடத்தல் காரர்களை தாக்கியுள்ளனர். இதனால் கடத்தல்காரர்கள் தமது முயற்சியை கைவிட்டு ஓடிவிட்டனர்.

எனினும் இதனை பார்த்துக்கொண்டு நின்ற சிறிலங்கா இராணுவத்தினர் சிறுவனுக்கு உதவ முன்வரவில்லை என அதனைப் பார்த்த சாட்சி ஒருவர் தெரிவித்துள்ளார் என மன்னிப்புச்சபை மேலும் தெரிவித்துள்ளது.
