Mahinda, Mangala lock horns over appointment

Kohona new Foreign Secretary?

President Mahinda Rajapaksa is seriously considering the appointment of Peace Secretariat Chief Dr. Palith Kohona as the next Foreign Ministry Secretary.

Present Foreign Ministry Secretary Siri Palihakkara will retire at the end of this year. Though the government had requested him to stay back Palikkara decided to retire on personal grounds.

It is learnt there is going to be a difference of opinion between President Mahinda Rajapaksa and Foreign Minister Mangala Samaraweera since Minister Samaraweera was in favour of appointing the Sri Lankan High commissioner in India, Romesh Jayasinghe as the new Ministry Secretary.

In fact Minister Samaraweera had forwarded in writing his recommendation to the President. However presidential sources said it is the prerogative of the President and according to protocol too it should be the President’s choice.

While the Foreign Ministry maintains that Romesh Jayasinghe is capable it had been said that he is too young for the position. Others in the government say that he had apparently failed in his duties in India.

A highly placed government source said that a comparison between the Indian high Commission in Colombo and the Sri Lankan High Commission in New Delhi clerly shows this. However it is learnt that President’s coordinating secretary Sajin Vaas Gunawardena had complained against Romesh Jayasinghe saying that Jayasinghe had not treated him properly during his previous visit to India with the President.

It is also learnt jayasinghe was at the airport to receive former President Chandrika Kumaratunga when she travelled to India just before the Presidential delegation arrived.

Minister Janaka Bandara Tennekoon was also in the flight in which former President Kumaratunga travelled to India. Jayasinghe has now become the bone of contention between President Rajapaksa and Mangala Samaraweera. It is said that Minister Samaraweera is likely to quit if Jayasinghe is overruled as the Foreign Ministry secretary.
