சிறிலங்கா தூதுவரின் குற்றச்சாட்டுக்கு நோர்வே உத்தியோகப்பூர்வ மறுப்பு

நோர்வே கடவுச்சீட்டுகள் பெருந்தொகையில் திருடப்பட்டதாகவும் அதில் தமிழீழ விடுதலைப் புலிகள் மற்றும் அல்குவைதாவுக்குத் தொடர்பிருப்பதாகவும் அமெரிக்காவுக்கான சிறிலங்கா தூதுவர் பேர்னார்ட் குணதிலக்க குற்றம்சாட்டியுள்ளதை நோர்வே உத்தியோகப்பூர்வமாக மறுத்துள்ளது.

நோர்வே வெளிவிவகார அமைச்சு இன்று செவ்வாய்க்கிழமை வெளியிட்டுள்ள அறிக்கை:

நோர்வே கடவுச்சீட்டுகள் 1,30,000 திருடப்பட்டதாகவும் 700 நிரப்பப்படாத நோர்வே கடவுச் சீட்டுகள் தாய்லாந்தில் பறிமுதல் செய்யப்பட்டதாகவும் சிறிலங்கா மற்றும் இதர ஊடகங்களில் செய்திகள் வெளியாகியிருந்தன.

மேலும் இதில் தமிழீழ விடுதலைப் புலிகளுக்குத் தொடர்பிருப்பதாகவும் இந்த நோர்வே கடவுச்சீட்டுகள் அல்குவைதா அமைப்புக்கு மீள வழங்கப்பட்டதாகவும் கூறப்பட்டது. எந்தவித அடிப்படையுமின்றி ஒன்றுக்கொன்று தொடர்பற்ற விடயங்களை இணைக்கும் வகையில் இத்தகைய செய்தி வெளியிடப்பட்டது. இலங்கையர் ஒருவருக்கு நோர்வே காவல்துறையைச் சேர்ந்தவர் 9 வெற்று நோர்வே கடவுச்சீட்டுகளை விற்பனை செய்தார். இருவரையும் கடந்த 2006 ஆம் ஆண்டு கைது செய்து கடுங்காவல் தண்டனை விதிக்கப்பட்டது.

பிற நாடுகளுடன் ஒப்பிடுகையில் நோர்வேயானது தேசிய பயண ஆவணங்களை குற்றவாளிகள் சட்டவிரோதமாக பயன்படுத்துவதை தடுத்து நிறுத்த விரும்புகிறது. கடந்த 10 ஆண்டுகளில் காணாமல் போன 130,000 கடவுச்சீட்டுகள் தொடர்பாக அனைத்துலக காவல்துறைக்கு நோர்வே தகவல் அளித்துள்ளது. காணாமல் போன மற்றும் திருடப்பட்ட இக்கடவுச் சீட்டுகள் தொடர்பாக காவல்துறையினர் வழக்குப் பதிவு செய்துள்ளனர்.

ஐரோப்பிய நாடுகளுடன் ஒப்பிடுகையில் இது குறிப்பிடத்தக்களவு குறைவானதாகும்.

தாய்லாந்தில் 700 கடவுச்சீட்டுகள் பறிமுதல் செய்யப்பட்டமை அல்லது காணாமல் போனமை குறித்து நோர்வே அதிகாரிகளுக்கு எதுவித தகவலும் கிடைக்கப்பெறவில்லை. இதில் விடுதலைப் புலிகளுக்கோ அல்குவைதாவுக்கோ தொடர்பிருப்பதாகவும் நோர்வே காவல்துறைக்கு தகவல் கிடைக்கவில்லை என்று அந்த அறிக்கையில் கூறப்பட்டுள்ளது

Norway refutes SL Diplomat's passport allegation against LTTE

Norwegian Government, in a press release issued Tuesday, categorically denied that "large number of Norwegian Passports were stolen," and said that the allegation are "drawing links between unrelated matters and have no basis in reality." In an interview to the Washington Post Radio last week, Sri Lanka's Ambassador to U.S., Bernard Gunatillake, had alleged that the Liberation Tigers of Tamileelam (LTTE) had stolen Norwegian passports and sold them to organizations including Al Qaeda. He had also alleged that a "LTTE rebel" was caught in Thailand with 700 of the stolen passports.

Gunatillake, a career diplomat, was the first Director General of Sri Lankan Government's Secretariat for Coordinating the Peace Process (SCOPP).

Norway categorically denies that a large number of Norwegian passports have been stolen

Recently there have been reports in the Sri Lankan and other media that 130 000 Norwegian passports have been stolen and that 700 blank passports have been confiscated in Thailand. Furthermore, there are allegations that the LTTE is involved, and has redistributed Norwegian passports to Al Qaeda. These allegations are drawing links between unrelated matters and have no basis in reality. The Norwegian Ministry of Foreign Affairs would therefore like to clarify the facts.

The Norwegian police confirms that a policeman has sold nine blank passports to a Norwegian national of Sri Lankan origin. Both of the implicated persons were sentenced to imprisonment in 2006 for this serious offence.

Like other countries, Norway wants to stop the illicit use of national travel documents by criminals. Therefore, Norway has established one of the world's most effective systems for reporting individual passports that are missing to both Interpol and other Schengen countries. Over the last 10 years, Norway has reported 130 000 missing passports to Interpol. This figure includes all the passports that have been registered by the police as lost or stolen.

It corresponds to the figures for comparable countries in Europe, and is considerably lower than the figures for the larger European countries.

The Norwegian authorities have no information suggesting that 700 passports have been confiscated in Thailand, and neither are 700 blank passports missing. The Norwegian police has no information indicating that the LTTE or Al Qaeda are in the possession of missing Norwegian passports.
