மன்னார் வளைகுடாவில் இருகக் கூடிய எண்ணை வளத்தை பல்வேறு பிராந்திய வல்லாதிக்கச் சக்திகளுக்கு விலை பேசி விற்றுக் கொண்டிருக்கிறது சிறிலங்கா அரசு.இதில் வரும் பெரும் வருமானத்தை வைத்து தமீழீழ மக்களை அழிக்கும் யுத்த தளபாடங்களை வாங்கிக் குவித்து வருகிறது.

சீனாவுக்கு ஹம்பந்தோட்டை துறைமுகத்தையும் வீரவில விமானத் தளத்தையும் தாரை வார்த்து சீனாவிடம் இருந்து ஆயுதக் கொள்வனவை நாடத்துகிறது.இந்தியாவுக்கு மன்னார் வளை குடாவில் எண்ணை வள ஆராச்சி செய்வதற்காக ஒரு துண்டுப் பகுதியை விற்று பில்லியன் டொலர்களை கடனாகப் பெற்றது.இந்த பணத்தைக் கொண்டே அது பாக்கிஸ்தானிடம் இருந்து ஆயுதங்களை அண்மையில் கொள்வனவு செய்தது.மன்னார் வளைகுடாவில் இன்னும் சில பகுதிகளை நோர்வே எண்ணை வள ஆராச்சி நிறுவனம் ஒன்றுக்கும் வளங்க இருக்கிறது.அமெரிக்காவின் டெக்சகோ நிறுவனமும் இன்னொரு பகுதியைப் பெறும் முயற்சியில் இறங்கி உள்ளது.இவ்வாறு உலகின் எல்லா வல்லாதிக்கச் சக்திகளும் மன்னார் வளை குடாவின் மீதி கண் வைத்திருப்பதில் இருந்து அதன் எதிர்காலப் பெறுமதியை நாங்கள் யூகித்துக் கொள்ளலாம்.

Hambantota Harbour and an Exile’s Return – Geo-Political Dimensions of an Invasive Species என்னும் ஆய்வில் Nuwan Peiris சுட்டிக் காடியுள்ள படி சிறிலங்கா அரசு இந்தியாவுக்கு ஒரு துண்டை மன்னார் வளை குடாவிலும் திருகோணமலையில் எண்ணைக் குதத்தையும் கொடுத்து விட்டு சீனா ,இந்தியாவைச் சுற்றி பின்னியிருக்கும் பாதுகாப்பு வலைப்பின்னலில் ஒரு முத்தாகி இருக்கிறது.பாக்கிஸ்தானின் Gwadar, சிறிலங்காவில் Hambantota பர்மாவில் Sitwe என ஒரு கடல் வழி முற்றுகுகையை இந்தியாவின் தென் எல்லையில் நடாத்தி உள்ளது.இதனையே பி இராமன் என்னும் முன்னாள் ரோ அதிகாரி தனது “Gwadar, Hambantota & Sitwe: China's Strategic Triangle”, எனும் கட்டுரையில் குறிப்பிட்டு உள்ளார்.இந்தக் கடுரைகளின் அடிப்படையில் பார்க்கும் போதும் , அவை யாரால் எழுதப்படுளன என்பதைப் பார்க்கும் போதும் , இந்திய கொள்கை வகுப்பாளர்கள் சிறிலங்காவின் இனவெறி அரசின் கபடத் தனத்தால் ஏமாற்றப் பட்டுள்ளார்களா என்னும் ஐயம் எழுகிறது.இந்திய கொள்கை வகுப்பாளர்களுக்கு புலிகள் மேலும் தெற்கத்திய தமிழர்/திராவிடர் மேல் இருக்கும் தனிப்பட்ட வெறுப்புணர்வை சிறிலங்காவும், சீனாவும் தமக்குச் சாதகமாகப் பயன் படுத்தி உள்ளன போல் இருக்கிறது.

இந்தியாவின் இனி வரும் நகர்வுகளே அதன் தென் எல்லையில் உருவாகி வரும் ஆபத்தை அதன் வருங்காலப் பாதுகாப்பை தீர்மானிக்க வல்லதாக இருக்கப் போகிறது.தமது குறுகிய பார்வையைப் புறக்கணித்து விட்டு இந்திய கொள்கை வகுப்பாளர்கள் இந்திய தேசத்தின் நெடு நாளைய புவியியல் நலன்களின் அடிப்படையில் செயற்படுவார்களா என்பதை இனி வரும் காலங்கள் சொல்லும்.மன்னார் வளைகுடாவில் புதைந்து இருக்கும் தமீழீழத்தின் எண்னை வளத்தையும் , திருகோணமலையையும் தமிழர்கள் பாதுகாப்பதிலையே தமீழீழத்தின் எதிர்காலம் தங்கி இருக்கிறது.மன்னார் வளைகுடாவையும் திருகோணமலையையும் யார் கட்டுப்படுத்துகிறார்களோ ,அவர்களே இந்து சமுதிரப் பிராந்தியத்தின் புவி சார் அரசியலைத் தீர்மானிக்கும் வல்லமையைப் பெறுவார்கள்.இனி வரும் போரே தமிழர்களின் வரலாற்றில் அவர்களின் தலைவிதியைத் தீர்மானிக்கும் தீர்க்கமான தருணமாக இருக்கும்.

Oil exploration to commence

Cairn India awarded first oil exploration license by Devan Daniel

Based on the recommendations made by a Technical Evaluation and Negotiation Committee the Cabinet awarded Cairn India Limited an oil exploration license to explore for oil and gas in the first block in the Mannar basin.

Cairn India Ltd is expected to invest over US $ 10 million on off shore exploration for gas and oil deposits in the Basin where water depths range from 15 to 1,500 metres on the 3,400 sq km block for which it bid. According to available estimates, a single exploration well in shallow waters will cost about US$ 10 million and US$ 30 million in deep waters, therefore Cairn India’s investment is more likely to exceed US$ 10 million several times over.

Cairn India Limited was one of three oil exploration companies to bid for block SL2007-01-001. The other contenders were Niko Resources (Cyprus) Limited and ONGC (Videsh) Limited.

Block SL2007-01-002 also received bids from Cairn India Limited and Niko Resources (Cyprus) Limited while a third, SL2007-01-003, received one bid from Niko Resources (Cyprus) Limited, however the Cabinet of Ministers decided to evaluate only the first block for petroleum exploration on the grounds that no sufficient bids had been received for the other two blocks.

However Petroleum and Petroleum Resource Development Minister A H M Fowzie told the Island Financial Review that the bids received for these two blocks will be reviewed shortly while the government calls for tenders on three other blocks.

The Sri Lankan side of the Mannar Basin is about 30,000 sq km and was divided into eight blocks. Two blocks were allocated to India and China on nomination but according to Fowzie no clear response has been given by either country.

"India had earlier made a request for this block (awarded to Cairn India) but we refused," Fowzie said.

The Petroleum Resource Agreement with Cairn India Ltd is expected to be finalised by the end of the month.

"Cairn India has informed us that they will get back to us soon after a scheduled board meeting in India. Soon after the Petroleum Resource Agreement is signed they will have to incorporate a company in Sri Lanka in order to commence operations," Fowzie said.

An officail of the Petroleum and Petroleum Resources Ministry said that Cairn India will pay Sri Lanka a signature bonus for being awarded the license, but declined to divulge the amount as it could affect future bids.

Cairn India is engaged in exploration and production in India where it has a working interest in 14 blocks, two of which are producing hydrocarbons. The company made a major oil discovery in Rajasthan in the north west of India at the beginning of 2004 where more than 20 discoveries have been made in the Rajasthan block, the company said in a statement.

India produces approximately 700,000 bopd itself of which approximately 50,000 bopd comes from the Cairn India operated Ravva field on the east coast of India.

Cairn India is listed on the Bombay and National Stock Exchanges. The Initial Public Offering (IPO) of Cairn India was the largest IPO to date in the Indian primary equity markets and Cairn India currently has a market capitalisation in excess of $5 billion and is ranked the fourth largest Oil and Gas Company in India.
