சிறீலங்கா விடயத்தை ஐ.நாவில் மீண்டும் எழுப்பியது கனடா

கனடாவின் வெளிவிவகாரக் கொள்கை சனநாயகம், சுதந்திரம், மனித உரிமைகள், நல்லாட்சியே என்பதை கனடா தொடர்ந்தும் அனைத்து சர்வதேச நிகழ்வுகளிலும் வலியுறுத்திவரும் நிலையில், அதனை மோசமாக மீறிவரும் நாடுகளில் ஒன்றாகக் கருதப்படும் சிறீலங்கா கனடவின் தொடர் கண்டனத்திற்கு உள்ளாகிவருகின்றது.

கடந்த ஒக்டோபர் 26ஆம் நாள் ஐ.நாவின் மனித உரிமைகளைக் காப்பதற்கும் முன்னெடுப்பதற்குமான மூன்றாவது குழு நிலை விவாதத்தில் பேசிய கனடாவின் ஐ.நா வதிவிடப் பிரதிநிதி குலர்மோ ரிச்சன்ஸ்கி, சிறீலங்காவின் பிரச்சனைக்கான மூல விடயங்களுக்கு இதுவரை தீர்வு காணப்படவில்லை என்பது கனடாவின் கரிசனையாக உள்ளது, என்றார்.

அத்துடன் சிறீலங்காவில் நடாத்ததாத உறுதிப்படுத்தப்பட்ட சர்வதேச மனிதாபிமான சட்டம் மற்றும் மனித உரிமைகளுக்கு எதிரான குற்றங்கள் குறித்து ஒரு சுயாதீன விசாரணை நடைபெற வேண்டும் என்பதை நாம் வேண்டுகின்றோம், என மேலும் தெரிவித்தார்.

நடந்து முடிந்த கொமன்வெல்த் நாடுகளின் கூட்டத் தொடரிலும், கனடா, சிறீலங்காவின் மனித உரிமைகள் விடயத்தில் கடும்போக்கை கடைப்பிடித்தமை இங்கு நினைவில் கொள்ளத்தக்கது. சிறீலங்கா பிரதமர் பேசும் போது கனடா பிரதமர் அரங்கை விட்டு வெளியேறியமை, முன்னேற்றம் ஏற்படவில்லையாயின் அடுத்த கொமன்வெல்த் கூட்டத் தொடரை சிறீலங்காவில் புறக்கணிக்கப்போவதாக மீண்டும் அறிவித்த ஒரே தலைவர், கனடியப் பிரதமரே என்பதும், வெளிவிவகார அமைச்சர்கள் கூட்டத்தில் கனடிய வெளிவிவகார அமைச்சர் சிறீலங்கா விடயத்தை மீண்டும் முன்னிலைப்படுத்தியமை என கனடாக்குழு சிறீலங்காவிற்கு மாநாடு முழுமையாக சவாலாக அமைந்தாக அவுஸ்திரேலிய செய்திகள் தெரிவிக்கின்றன.

இலங்கை அரசு எதிர்ப்புத் தெரிவித்து வரு கின்றபோதும், போர்க்குற்றங்கள் தொடர்பாக சர்வதேச விசாரணையை நடத்துவது தொடர்பாக ஐ.நா. மனித உரிமைகள் பேரவையும், ஐ.நா. மனித உரிமைகள் ஆணையாளரும் ஆலோசனை நடத்தி வருவதாக ஐ.நா. தகவல் ஒன்று தெரிவிக்கிறது

ஐ.நாவின் பிராந்திய தகவல் நிலையத்தி னால் வெளியிடப்பட்டுள்ள அறிக்கை ஒன்றி லேயே இந்தத் தகவல் தெரிவிக்கப்பட்டுள்ளது.இலங்கை அரசு, சுயமான விசாரணைகளை நடத் தாத நிலையில், வெளியார் தலையிடுவதை விரும்பவில்லை என்றும், அனைத்துலக விசா ரணைகளுக்கு எதிர்ப்புத் தெரிவித்து வருவதாக வும் அந்த அறிக்கையில் கூறப்பட்டுள்ளது.

கடந்த செப்ரெம்பர் 12 ஆம் திகதி ஐ.நா. பொதுச்செயலர் பான் கீமூன், நிபுணர் குழுவின் அறிக்கையை ஐ.நா. மனித உரிமைகள் ஆணையா ளருக்கும், ஐ.நா. மனித உரிமைகள் பேரவைக்கும் அனுப்பியிருந்தார்.இலங்கையில் நிலையான அமைதி ஏற்பட குற் றங்களுக்கு பொறுப்புக் கூறப்படுவதும், நல்லி ணக்கத்தை ஏற்படுத்துவதும், அரசியல்தீர்வு ஒன்றைக் காண்பதும் அவசியமானது என்று ஐ.நா பொதுச்செயலர் இதன்போது குறிப்பிட்டுள்ளார் எனவும் அந்த அறிக்கையில் கூறப்பட்டுள்ளது.

கடந்த செப்டெம்பர் 23 ஆம் திகதி இலங்கை ஜனாதிபதியைச் சந்தித்த போதும் ஐ.நா. பொதுச்செயலர் பான் கீ மூன், பொறுப்புக் கூறும் நம்பகமான தேசிய நடவடிக்கைகளை மேற்கொள்ள வேண்டும் என்று வலியுறுத்தியுள்ளார்.

இதற்கிடையே இலங்கை அரசு ஐ.நா. மனித உரிமைகள் ஆணையாளரின் நம்பகத்தன்மையை கேள்விக்குள்ளாக்கியிருக்கிறது எனவும் ஐ.நா. தகவல் கூறியுள்ளது.

இந்தநிலையிலேயே, இலங்கையின் போர்க்குற்றங்கள் தொடர்பாக சர்வதேச விசாரணையை நடத்துவது தொடர்பாக ஐ.நா. மனித உரிமைகள் பேரவையும், ஐ.நா மனித உரிமைகள் ஆணையாளரும் முடிவு செய்யவுள்ளதாக ஐ.நா. தகவல் மேலும் தெரிவிக்கிறது.

Canada Urges UN for an independent investigation in Sri Lanka

As Canada continuously emphasizes its central pillar of the foreign policy, promote freedom, democracy, human rights and the rule of law, in the international forums, one of the worst offenders of it, Sri Lanka continuously takes the centre stage of its criticism.

Guillermo E. Rishchynski, Canada's Ambassador and Permanent Representative of Canada to the United Nations, in a statement to the Third Committee on the promotion and protection of human rights at United Nations, on October 26, 2011, said, “Canada is also concerned that the underlying sources of conflict in Sri Lanka are not being addressed. As such, we encourage the Government of Sri Lanka to engage constructively on a process of political reconciliation and accountability.”

“We also support calls for an independent investigation into credible allegations of violations of international humanitarian law and human rights committed by both parties to the conflict in Sri Lanka, as recommended by the UN Secretary General’s Panel of Experts on Accountability in Sri Lanka.” He further said.

The excerpts from the statement by Canada at the United Nations as follows,

"Thank you Mr. Chair,

The promotion and protection of human rights, a cornerstone of this organization, is a central pillar of Canada’s foreign policy. Canada stands firmly on the protection of human rights and takes principled positions on important issues to promote freedom, democracy, human rights and the rule of law.

Over the past century, the world witnessed brutal despotism, including totalitarian regimes which enslaved their own peoples. We recognize that even today, implementation of human rights remains a challenge. Yet, we are hopeful that we can find common ground in order to advance the rights and fundamental freedoms which we all hold dear.......

Canada is also concerned that the underlying sources of conflict in Sri Lanka are not being addressed. As such, we encourage the Government of Sri Lanka to engage constructively on a process of political reconciliation and accountability. We also support calls for an independent investigation into credible allegations of violations of international humanitarian law and human rights committed by both parties to the conflict in Sri Lanka, as recommended by the UN Secretary General’s Panel of Experts on Accountability in Sri Lanka."
