செனட் சபையில் 2012 மார்ச் 21 தீர்மானமான மனு

1) The Senate notes

செனட் சபை பின்வருபனவற்றைக் கருத்தில் கொள்கிறது:

a) On the 13th of February 2012, the then Foreign Minister Kevin Rudd issued a media release in response to the Sri Lankan Lessons Learned and Reconciliation Commission (LLRC) final report that stated:

2012 பிப்ரவரி 13ம் நாளன்று, அப்போதைய வெளியுறவு அமைச்சர் கெவின் ரட், இலங்கையின் கற்றுக்கொண்ட பாடங்கள் மற்றும் இணக்க ஆணையம் (LLRC) வெளியிட்ட அறிக்கைக்குப் பதிலளிக்கும் ஒரு ஊடக செய்தியை வெளியிட்டார். அதில்:

i) The LLRC report contains constructive proposals for advancing reconciliation and reconstruction, including through reducing the presence of security forces in the North, care of internally displaced persons and media freedoms;

சமரசம் மற்றும் புனரமைப்பை முன்னெடுக்கும் ஆக்கபூர்வமான திட்டங்கள் ‪LLRC அறிக்கையில் உள்ளது, குறிப்பாக வடக்கில் பாதுகாப்புப் படைகள் குறைக்கப்படுதல், உள்நாட்டில் இடம்பெயர்ந்தவர்களுக்கான சேவைகள், மற்றும் ஊடக சுதந்திரம் என்பன;

ii) The Australian Government has consistently urged Sri Lanka to investigate all allegations of crimes committed by both sides to the conflict, including those raised in the UN Secretary-General's Panel of Experts report;

ஐ.நா. செயலாளர் நாயகத்தின் வல்லுநர்கள் அறிக்கையில் உள்ளபடி, இரு தரப்பிலுமான போர்க் குற்றங்கள் விசாரிக்கப்பட வேண்டும் என்று இலங்கைக்கு, அவுஸ்திரேலிய அரசு தொடர்ந்தும் வலியுறுத்துகின்றது;

iii) In light of the report's failure to comprehensively address such allegations, the government continues to call on Sri Lanka for all such allegations to be investigated in a transparent and independent manner.

இலங்கை அரசாங்கம் வெளிப்படையான மற்றும் சுதந்திரமான முறையில் விசாரணை அமைந்திராதபடியால், போர்க்குற்றங்கள், ஒளிவுமறைவில்லாத வகையில் இதில் சம்பந்தப்படாதவர்களால் விசாரிக்கப்பட வேண்டும் என வேண்டுகிறது.

2) The Senate calls on the Australian government, as a minimum, to support efforts to secure a US initiated resolution on Sri Lanka at the 19th Session of the UN Human Rights Council, through the Australian permanent representative in Geneva.

Message from ATC chairman

Dear valued member,

I feel it is important for me to highlight and praise the work done by the ATC political team in ensuring the passing of the Senate motion today.

As you are aware, since the inception of the ATC our volunteers in the political team have been working tirelessly to highlight to our elected representatives the ground realities faced by Tamils in Sri Lanka and the desperate need for an international independent investigation into war crimes in Sri Lanka. Due to the nature of their work more often than not the process has to be kept confidential until the desired outcome is achieved. However, this has given the appearance to some that not enough effort is being put in to what ATC set out to achieve. Even with this setback these handful of tireless women and men have been champions in achieving milestones which were considered near impossible not so long ago.

Today's Senate motion is a huge achievement because for the first time we were able to get all three parties to submit the motion jointly. Second, to have the foresight to get one senator from each major party to propose the motion is a great achievement. Third, having our Foreign Minister, Senator Bob Carr, to be one of the proposers shows how effective dedicated advocacy can be. All this simply highlights that persistence, unwavering commitment and balanced thinking is the key to success.

I have always been confident that the ATC political team would continue to play a significant role and I am proud and as should all of us that each one of the team members is a winner.

Without any doubt, credit must go to Senator Lee Rhiannon for her sheer persistence in trying to bring justice to our people and initiating this motion and to Senator Bob Carr and Senator Gary Humphries for jointly moving the motion.

With the encouragement and support of the Australian Tamil community, we can move mountains. I urge you to encourage your family to become a member of ATC and give the support to all our teams working on all fronts. A simple thank you once in a while goes a long way.
