A new building for the Uthayatharakai pappadam factory

A brand new building for the pappadam factory operating in Kilinochchi was opened on 11 February.
The factory began operating in the new building on the same day. Those who were present at the opening ceremony were given a rundown of the operational details of the factory.

The all-female staff of thirteen operates the factory. The women who work at the factory were originally beneficiaries of CWDR and have now obtained paid employment that helps them to stand on their own feet.

A grinding mill has also been set up as part of the new building. Ground rice flour and turmeric powder produced at this mill will be packeted and marketed through the shops. This will become operational in a few weeks. The funds for the new factory building and other facilities were provided by UNDP.

Korakkankaddu village study

A meeting to estimate the needs of the backward Korakkankaddu village for the year 2008 was undertaken on 2 February 2008 by CWDR with assistance from the North East Coastal Community Development Scheme.

The 150 selected villagers including the Gramasevakar attended the meeting.

After the Planning officer of the North East Coastal Community Development Scheme, Ketheeswaran explained the program, the trainees from the village were broken into small groups and through them, the needs of the village were identified. CWDR has taken the development of this village under its wings and has implemented road renovation, preschool and library building projects in the past.

Uyirppu scheme update

The following loans were given to deserving women under the Uyirppu loan scheme run by CWDR with the assistance of a local bank.
On 12 January, sixty beneficiaries in Puthikkudiyiruppu in the Mullaithivu district were given loans ranging from Rupees 15,000 to 25,000 for starting small-scale businesses, farming and poultry rearing.

On 23 January, 61 beneficiaries in Visuvamadhu in the Kilinochchi district were given loans ranging from Rupees 15,000 to 25,000 for starting small-scale business, farming and poultry rearing.

On 1 February, 52 beneficiaries in Akkarayan in the Kilinochchi district were given loans ranging from Rupees 15,000 to 25,000 for starting a small-scale business, farming and poultry rearing.

Vetrimanai home for the mentally ill women displaces due to fear of aerial bombing

The Vetrimanai home for the mentally ill women located in Kilinochchi was forced to displace as a result of the persistent aerial bombing which is seriously affecting the already poor mental health of these women. Some of the women who were well on the way to recovery have become more ill again

The Vetrimanai building was built during the ceasefire period with funds provided by the Royal Norwegian Government. It has good facilities relative to the local standards. However, some of the bombardments have been very near this new Vetrimanai building and this has affected the patients very badly. Indeed in one bombing, the walls of the building cracked and light fittings shattered.

Vetrimanai has now temporarily relocated to one of its old sites where it functioned in temporary shelters in past. These temporary shelters are in a state of decay now. The displaced patients are presently staying in tents and under the trees.

Presently CWDR is in the process of putting up temporary shelters for the women patients in this displaced location.

Women beneficiaries of Maryillam

The story of two long-term residents of MAryillam demonstrates the services provided by it.

Thamara came to Maryillam 13 years ago during the 1995 large-scale displacement of people from Jaffna. She got separated from her family and came to Maryillam for protection.  At Maryillam, she has attended many of the training courses run by CWDR.

She gained employment at the CWDR pappadam factory. In due course, Maryillam found a partner who is a carpenter. Presently she has two very young children and they all live happily. Thamara earns an independent income by rearing chickens at home.

Gowri is slightly deaf and is disabled in her speech. She came to Maryillam 14 years ago because her stepmother was very unkind to her. Gowri also gained many skills while at Maryillam. Eventually, she found employment in one of the kitchens of the CWDR offices. Gowri is a very hard worker and a pleasant woman. She is liked by all at the office, although when it comes to kitchen affairs she is the boss.

Niraimathy residents keep occupied

Niraimathy residents have been busy developing their garden around their new residence that was opened about a year ago. The garden gives them a pleasant pastime and the satisfaction of being productive.

Many of the Niraimathy residents were unable to do their basic chores when they arrived. Now, all of them can take care of their personal cleanliness. Some have developed to take on responsibilities of keeping their home and the surroundings clean and beautiful.

They are provided weekly counselling to raise their morale. In addition, they play, watch films, and maintain their garden. However, the favourite pastime for many of them is cooking.

Training in Palmarah leaf products

The training institute of the CWDR located at Kilinochchi conducted a six months long course in Palmarah leaf weaving to produce many attractive products. Women from the community as well as many women from the welfare centres run by CWDR attended the course.

The products they made were placed in a shop in Kilinochchi town for sale. The shop will continue to buy items made by the women thus enabling them to make a small earning in their spare time.

Creating Parmarah leaf products is a long process. First, the leaves at the right stage of maturity must be brought down from the tall trees. They are then cut into long strips of the size suitable for weaving. For more decorative products some of the leaves are stained with desired colours before weaving.

Several awareness workshops held

A series of training workshops were held by CWDR over a period of six months in the Kilinochchi and Mullaithivu districts. In total 13 such workshops were held in this period. Each of the workshops was attended by about 40 men and women.

The workshops were held in the following villages: Santhapuram, Ramanathapuram, Rathnapuram, Puthukkadu, Malayalapuram, Ambalkulam, Puthumurippu, Selvanagar, Maniyamkulam, Vinayarkudiyiruppu, Sampukulam, Jeyapuram, Mulankavil, Iranaimanagar, and Vaddakachchi.

The training workshop included training in gender issues which highlighted the problems and damages of domestic violence and benefits to the family of couples working as a team of equal partners. This part of the workshop was conducted by a CWDR staff specifically trained for this purpose.

A part of the workshop focused on giving awareness about the laws concerning women. Many women remain unaware of the rights and protection awarded to them by the law. This part of the workshop raised the awareness of the participants about how they can use the law to gain their rights.

Also included in the workshop was leadership training. The aim was to give women the confidence to take a leadership role within their families. Also, these skills will facilitate women to lead projects that could benefit their village.

The training was also given on raising livestock and home vegetable growing which could improve the family finances of the women. This part of the workshop was conducted by officers from the Agriculture Department and the local veterinarian doctor.

Members of many village-based organizations such as the Rural Development Board, Fishermen’s Union, and Savings Committee also took part and benefited from this workshop.

As part of the workshop the needs of these backward villages were surveyed and CWDR is planning projects to alleviate some of the needs.

Malarcholai self sufficient in vegetables

Malarcholai women have developed an extensive horticulture section that provides the vegetable needs of the centre.
This is entirely maintained by the beneficiaries of Malarcholai. The plants they tend to include manioc, tomatoes, beans, okra and chillies. They have also planted many fruit trees.

Hardship allowances are given during 2007

In 2007 CWDR provided hardship allowances to 65 families in Kilii and Mullai

The families that received the hardship allowance were facing hardships due to many causes. These included those: facing the loss of property due to flooding; needing to buy educational material for their school-going children; needing funds to start a small income generation project; needing to improve the very poor nutritional standard of their children; needing to cover medical expenses due to serious illness; needing to buy products during childbirth, and facing displacement.

The allowances were used by families to dig wells, set up small retail shops, buy livestock, and buy fishing equipment for their livelihood.

A total of Rs 250,000 was handed out as hardship allowance to 43 families in the Kilinochchi district. A further 22 families from the Mullaithivu district were given hardship allowances totalling Rs 375,000.

The funds were provided by the OXFAM.

Malarcholai income generation activities

Several small-scale income generation activities have been launched for the women at Malarcholai.

These include supplying the florists, selling nursery plants, taking orders for tailoring; and packing homemade snacks.

Flower garlands are extensively used in the Tamil community for temples and cultural functions. The women at Malarcholai will make these garlands and supply them to the florists for sale.

Women also tend nursery plants of fruiting trees for sale. These are in good demand.

Homemade equivalents of potato chips are very popular among children. The women make them and package them for supply to the shops.

Women received training in all of these activities from experts in the field. Some of the women were able to gain salaried employment with the skills they thus received.  They continue to reside at Malarcholai and able to save what they earn for the future education of their children.

Women helped by Anpumanai

Anpumanai provides temporary accommodation for women in dire circumstances. As such two women who have got the assistance of Anpumanai are described here.

One of them came with her three-year-old son to Kilinochchi, prior to August 2006, while she was pregnant. When the A9 route was closed she was unable to take the arduous journey back by ship to Jaffna in her condition. She came to Anpumanai. She gave birth to her child while at Anpumanai.

When the mother and baby were in the stable condition they managed to take the journey to Jaffna by ship. She has contacted Anpumanai by letter on many occasions expressing gratitude for the assistance rendered by Anpumanai.

Another woman became pregnant while unmarried. The man refused to accept responsibility and her parents also refused to have her at their home fearing stigma in society. Anpumanai took care of her and she gave birth to the baby while under Anpumanai's care.

In the meantime, Anpumanai staff have counselled the parents to accept their daughter and grandchild and gave them the strength to fight the social stigma. Presently she is with her parents.

In the meantime a court case is on going against the man who refused to accept responsibility for the pregnancy.

Maryillam protects and reunites young women with families

Right throughout the two decades of war, Maryillam has given safe refuge to young women who were separated from their families and were unable to rejoin them due to the closure of roads.

During the early period of the latest peace process, many young women who had sort refuge with Maryillam prior to this period were able to rejoin their families. Forty-six young women cared for at Maryillam rejoined their families during this early part of the peacetime.

The number who are seeking refuge at Maryillam is on the increase again due to the closure of the routes yet again and as the military offensives intensify.

Young women are encouraged to train in any vocational skill suitable to their educational achievement. Many have followed the skill training provided by the CWDR training institute.

New life given to weaving training

The weaving training run by the Assistant Government Agent (AGA) office at Kandavalai in Kilinochchi was given new life by the training institute of the CWDR.

The weaving training started a few years ago did not pick up speed due to many reasons. The CWDR training institute staff found the weaving equipment idling and decided to give new life to the course.

With the assistance of the AGA office, the course was launched and is currently in progress. Women learn to make mainly bed sheets at this training.

CWDR plans to encourage the trained women to continue weaving and assist them in earning a subsidiary income.

Sewing training completed for women in Iranamanagar

Thirty-five women from Iranaimanagar completed a sewing training course that was run by CWDR and funded by OXFAM. This training will enable the women to earn while at home caring for their children.

Iranaimanagar is a very backward area and the women who received the training are all from very poor circumstances.

A small ceremony was held on 30 November 2007 to mark the completion of the course and the women were given certificates. The items produced by the women during the training were on display for the public.

Senthalir itself began to function on this date. Senthalir used to be near the Mullaithivu sea shore prior to the 2004 tsunami. After the tsunami in which the Senthalir home was drowned it shifted to its present building in Puthukkudiyiruppu.

Vetrimanai staff and beneficiaries receive first aid training

The staff and beneficiaries of Vetrimanai received full-day emergency first aid training on 19 November 2007. The first aid training was run under the supervision of Dr. Sivamanoharan. First trainers from international INGOs functioning in Kilinochchi ran the full-day training.

The training although primarily aimed at the staff was also attended by some of the beneficiaries who were capable of gaining from the training.

Vetrimanai presently has 148 beneficiaries and they are affected by the increasing aerial bombardments some of which have fallen very close to their residence, cracking the walls.

The first aid training will, therefore, not only benefit them in case of emergencies but also will provide a degree of confidence in dealing with the trauma of awaiting an emergency.

35 beneficiaries in Kilinochchi and 60 beneficiaries in Mullaithivu district were handed livelihood assistance through the Uyirppu scheme on 16 and 15 November respectively.

In the Kilinochchi district livelihood development loans ranging from Rs 10,000 to 25,000 were given to deserving women. In total Rs, 580,000 were handed out as loans. In Mullaithivu the 60 beneficiaries were handed a total of Rs 1,150,000.

CWDR has in place the structure to give such livelihood assistance loans and monitor the progress of the beneficiaries. It has a long history of implementing such schemes. The system in place has successfully collected the loans, encouraged those who repay the loan with further assistance and recycle the money to assist more women in need.
 
The Uyirppu livelihood assistance scheme was ceremonially launched on 10 October with a loan obtained from a bank. The above events were the first concrete assistance given through it.

Infants day at Senthalir

On 20th October 07 Senthalir celebrated Infants Day. The very young were presented with gifts by senior staff.

The young children gave performances of movements for music. The slightly older ones gave poetry recitations.

The young thoroughly enjoyed the day. Children at children’s homes do not enjoy the kind of variation in their days as those who live with their families. Days like Infants Day bring a change in their routine day and are eagerly awaited.

Malarcholai gets its new residence

A new residence for the beneficiaries of Malarcholai was opened on 8 October 2007. CWDR funded the building.

The building has a large sleeping/living area. Two rooms on either side of this area are to be used by mothers with newly born infants.

Until now Malarcholai residents did not have a permanent material building and were living in mud huts.

  CWDR opens Electronic Workshop/Retail-outlet staffed by women

Two years ago the Norwegian ODW scheme gave funds to CWDR through our branch in Norway to provide vocational training to students who dropped out of school due to the causes created by the war.

ODW is a scheme in Norway where school students sacrifice one day of their school days to collect funds from the public for the development of vocational training for students in other countries who are affected by war. CWDR received funding through this scheme.

The ODW funds received by CWDR were used to provide varied vocational training to students over the last two years.

These students were then also assisted to find employment. All of the students assisted by CWDR through this scheme are young women who had dropped out of school. One set of students received training in TV and Radio repair. In order to provide employment to some of these young women on October 10, 2007, CWDR opened Electronic Workshop/Retail-outlet. Presently only the retail section is operational.

Those employed, however, have received training in TV and Radio repair, Photoshop editing, designing and constructing decorative lighting for shops etc. These services will be gradually set up once a regular electricity supply has been put in place.

CWDR launches Uyirpu loan scheme

With loans given by banks, CWDR launched the “Uyirpu” small loan scheme to encourage income generation among women who have lost their breadwinners in the war, tsunami or by natural causes.

The loan scheme will provide loans ranging from Rs10000 to Rs 25000 to encourage women to start chicken rearing, livestock rearing, and small-scale business. It must be noted that CWDR is well placed to implement such a scheme through its long experience and staff trained and positioned to monitor progress made by the beneficiaries.

CWDR rewards its saving groups in the Mullaithivu district

Saving groups are made up of around 10 women with leadership abilities. They are given loans to develop income generation schemes for their families and also move further to encourage others in their neighbourhood to do the same by providing loans to them from their own savings.

On 10 October a meeting was organized for the nine women saving groups operating in Mullaithivu. The groups whose performances were outstanding were rewarded with prizes. Problems faced by women in their efforts to increase their income and approaches for further developing their projects were discussed at the meeting.

Resettled families assisted with nursery plants for their new land

Families displaced by war in the villages of Nagendrapura and Korakkankaddu in the Kilinochchi district were assisted with nursery plants for the land they are newly settled in. Land in these two villages was allocated to refugees who arrived after losing all their possessions.

175 families in Nagendrapura and 250 families in Korakkankaddu were given two coconut plants and five areca nut plants for planting on their land. Produce from these plants is a common source of income for many families in these areas.

Women in Vavuniya north gets income assistance

Income generation assistance was provided to 26 women from villages in Vavuniya north by CWRD on 10th August 2007. The funding assistance for this was provided by FORUT and ICRC.

The ceremony to hand over the assistance took place in the pubic hall in Kanagarayankulam in Vavuniya north. The assistance took the following forms.

Seven women were given 18 chickens each to develop home-reared poultry rearing. Nine women were given sewing machines to help them generate an income at home
Five women were assisted with resourced and paddy seeds for paddy cultivation.
Three women were loans to start small retail shops.
One woman was given a goat.
One woman was given a cow.

Advice on savings, nutrition and greening of the land was given to the beneficiaries by experts at the event.
