[size=5]Action Against Hunger is calling on the United Nations to launch an independent investigation to finally bring those responsible for the murders of 17 aid workers in Sri Lanka in 2006 to justice.[/size]

[size=6][size=5]Six years after the humanitarian organisation’s team were executed at their offices in the town of Muttur, investigations in Sri Lanka have been hindered and obstructed, with the perpetrators still not been held to account. [/size][/size]

[size=6][size=5]On August 4 2006, armed men stormed Action Against Hunger’s offices in Muttur, forced 17 staff members on to their knees and then executed each of them with a bullet to the back of the head. This is one of the most serious crimes ever committed against humanitarian workers.[/size][/size]

[size=6][size=5]Despite three national investigations in Sri Lanka since 2006, none of the perpetrators have been brought to justice. The investigations have been plagued with obstruction, interference of politics in the judiciary and a lack of transparency and independence.[/size][/size]

[size=5]Asian countries thinking of investing in post-war Sri Lanka should put more emphasis on helping the country really overcome its past by addressing issues of injustice. It’s not enough to fund tourist hotels and roads without ensuring there is rule of law and a process to confront uncomfortable truths.[/size]

[size=5]It’s normally Sri Lanka’s relationship with India and, to a lesser degree, Pakistan that are discussed but its connections to South East Asia are also strong. Thailand and Japan both played an important role hosting peace talks during the conflict, while Malaysia has a sizeable Sri Lankan Tamil minority with strong ties back home. There are also the many Asian countries that sold arms to either side during the war and now reluctantly host increasing numbers of Tamil refugees fleeing persecution.[/size]

[size=6]Rajapaksa Govt Looking At Abolishing 13th Amendment[/size]

[size=5]The Mahinda Rajapaksa government is edging towards a head on collision with neighboring India over the implementation of the 13th Amendment to the Constitution.[/size]

[size=5]The government’s steadfastness in getting the controversial Divi Neguma Bill implemented amidst accusations that the piece of legislation usurped powers vested with the provincial councils would mess up Indo-Sri Lanka relations that are being mended following the March resolution.[/size]

[size=5]President Rajapaksa’s visit to New Delhi last month was the icebreaker after India voted in favor of a US backed resolution on Sri Lanka at the UN Human Rights Council (UNHRC) sessions in March.[/size]

[size=5]New Delhi also wanted to make its peace with Sri Lanka seeing how the Rajapaksa government was cozying up to the Chinese. In fact it only took three high-powered Chinese government delegations to arrive in the country for New Delhi to show a shift in its stance towards Sri Lanka.[/size]

[size=5]During the President’s visit to New Delhi, Indian Premier Manmohan Singh said that India would stand by Sri Lanka at future international fora and that it would try to convince the TNA to take part in the political process to find a lasting solution.[/size]

[size=5]Be that as it may, New Delhi is now at a crossroad where it is faced with showing its displeasure at the Sri Lankan government for not honoring its promises or turning a blind eye and continues to get closer to the government to keep the Chinese at bay.[/size]

[size=3][size=5]The president had hinted for some time that the chief justice had got too big for her boots. In September the Judicial Services Commission [/size][size=5](JSC), which she chairs, turned down a summons to meet Mr Mahinda Rajapaksa. When the president’s secretary telephoned the commission, he was told to send a written invitation giving reasons for the discussion. Then Manjula Tilakaratne, the JSC secretary, issued a press statement alleging unspecified efforts afoot to destroy the judiciary’s independence—the aspersions were clear enough. In October four unidentified men assaulted Mr Tilakaratne in Colombo, the capital. The attack was roundly condemned.[/size][/size]

[size=5]The bill, known as the Divineguma Act, has some alarming features. It vests the minister for economic development—who in this case is the president’s youngest brother, Basil—with sweeping powers. He would choose how monies in a big Divineguma Development Fund are used, with no parliamentary or public oversight. He would also control new banks and banking societies set up under the bill.[/size]

TNA Jaffna district Parliamentarian E. Saravanabavan, speaking during the second reading debate on Budget 2013, said India should either support or stay away from the matters of Tamils, so that they could earn their (Tamils) rights, instead of playing double games.

"Thousands of Tamils in the North and East shed blood to achieve their rights but India let them down and because of the recent behaviour of the Indian Central Government, there is a serious and reasonable doubt among the Tamil people whether India has a genuine feeling of forcing the Sri Lankan government to resolve the matters," he said.

Saravanabavan added; "Now the government is talking about abolishing the 13th Amendment to the Constitution and several ministers, including Wimal Weerawansa and Champika Ranawake, have launched a campaign in this regard. However, now Tamils have a serious doubt whether this discussion to abolish the 13th Amendment erupted with the blessings and backing of India as India is discretely silent about the whole issue," Saravanabavan charged.
