சிறிலங்கா இராணுவத்தினரின் துணை இராணுவக் குழுவான கருணா குழுவினரின் அணியில் சிறார்களை சேர்ப்பதில் இராணுவத்தில் உள்ள சில பிரிவினர் உதவி வருவதாக ஐக்கிய நாடுகளுக்கான பிரதிநிதிகள் தெரிவிப்பதாகவும் அரசாங்கம் தான் கருணா குழுவினரை வளர்த்து வருகின்றது என அவதானிகளும் கூறுவதாக ரொய்ட்டர்ஸ் செய்தி நிறுவனம் தனது ஆய்வுச் செய்தியில் தெரிவித்திருக்கின்றது.

சைமன் கார்டினர் என்பவரால் எழுதப்பட்ட செய்தியில் குறிப்பிடப்பட்ட சில பகுதிகள் வருமாறு:

இலங்கையில் மீண்டும் ஆரம்பமாகியுள்ள உள்நாட்டு போரில் காணாமல் போன மற்றும் கடத்தப்பட்ட நுற்றுக்கணக்கானவர்களின் உறவினர்களை போலவே 27 வயதான துஷ்யந்தி மலரவனும் காணாமல் போன தனது தந்தையார் மீண்டும் வரும் நாளை எண்ணி கனவுடன் வாழ்ந்து வருகின்றார்.

பேராசிரியர் எஸ். இரவீந்திரநாத்இ மட்டக்களப்பு மாவட்டத்தில் உள்ள கிழக்கு பல்கலைக்கழகத்தின் துணைவேந்தர் ஆவார். மிகவும் பலத்த பாதுகாப்புள்ள சிறிலங்காவின் தலைநகரான கொழும்பில் விஞ்ஞான கருத்தரங்கு ஒன்றில் கலந்து கொண்டிருந்த போது கடந்த ஆண்டு டிசம்பர் மாத நடுப்பகுதியில் அவர் காணாமல் போயிருந்தார்.

ஓவ்வொரு நாளும் எனது தந்தையார் மதிய போசனத்திற்கு வீட்டுக்கு வருவார். ஆனால் அன்று வரவில்லைஇ மாலையளவில் ஏதோ நடந்துவிட்டது என்பது எனக்கு தெரிந்தது. ஏனெனில் அவருக்கு முன்னர் பதவிவிலகும்படி அச்சுறுத்தல்கள் விடுக்கப்பட்டிருந்தன என துஷ்யந்தி தெரிவித்தார். அப்போது அவரது தாயார் அழுதபடி அருகில் இருந்தார்.

நாங்கள் யாரையும் குறிப்பிட்டுக் கூற விரும்பவில்லை அது அவரின் பாதுகாப்பிற்கு அச்சுறுத்தலாவதுடன்இ எமது பாதுகாப்பிற்கும் ஆபத்தானது என குடும்ப பெண்ணான துஷ்யந்தி அவரது தந்தையார் காணாமல் போவதற்கு முன்னர் வசித்த இல்லத்தில் இருந்து மேலும் தெரிவித்தார்.

56 வயதான இரவீந்திரநாத் வடபகுதியைச் சேர்ந்த யாழ்ப்பாணத்தை பிறப்பிடமாக கொண்ட தமிழர் ஆவார். 2004 ஆம் ஆண்டு விடுதலைப் புலிகள் இயக்கத்தில் இருந்து நீக்கப்பட்ட கருணா குழுவினரால் அவருக்கு அச்சுறுத்தல்கள் விடுக்கப்பட்டிருந்ததாக அவரது நண்பர்களும்இ மனித உரிமை அமைப்புக்களும் தெரிவித்துள்ளன.

கருணா குழுவினர் தமது அணிக்கு சிறார்களை சேர்ப்பதில் இராணுவத்தில் உள்ள சில பிரிவினர் உதவி வருவதாக ஐக்கிய நாடுகளுக்கான பிரதிநிதிகள் தெரிவிக்கின்றனர். கருணா குழுவினரின் தாக்குதல்களில் அரச படையினரின் பங்களிப்புக்களும் இருப்பதாக நோர்டிக் நாடுகளைச் சேர்ந்த கண்காணிப்புக் குழுவினர் தெரிவித்துள்ளனர். அரசு தான் கருணா குழுவை வளர்த்து வருகின்றது என அவதானிகளும் கூறுகின்றார்கள்.

கொழும்புஇ மட்டக்களப்பு மற்றும் 40இ000 துருப்புக்களால் பாதுகாக்கப்படும் யாழ். குடாநாடு ஆகியவற்றில் இருந்து இந்த ஆண்டில் 100 கடத்தல்கள்இ காணாமல் போதல்கள் இடம்பெற்றுள்ளதாக சிறிலங்காவின் மனித உரிமை ஆணைக்குழு தெரிவித்துள்ளது.

இருபது வருட உள்நாட்டுப் போர் மீண்டும் ஆரம்பமாகியதைத் தொடர்ந்துஇ கடந்த 2006 ஆம் ஆண்டு கடத்தல்கள்இ காணாமல் போதல் தொடர்பாக 1இ000 முறைப்பாடுகள் கிடைக்கப்பெற்றுள்ளன. இந்த எண்ணிக்கை இதனைவிட மிக அதிகம் என சில தரப்புக்கள் தெரிவிக்கின்றன.

சிறார்களை படையில் சேர்ப்பதாக விடுதலைப் புலிகளின் மீதும் குற்றச்சாட்டுக்கள் உள்ளன. ஆனால் தம்முடன் இணைய வரும் சிறார்களை தமது வயது குறித்து பொய்யான தகவல்களை வழங்குவதாக விடுதலைப் புலிகள் தெரிவித்துள்ளனர்.

1980-களின் பிற்பகுதியில் ஜே.வி.பியை நசுக்கிய போது அரசினால் மேற்கொள்ளப்பட்ட கடத்தல்கள் காணாமல் போதல் போன்றே தற்போதும் நிகழ்வதாக பலர் கருத்து தெரிவித்துள்ளனர்.

தற்போதைய கடத்தல்கள் ஒரு பயங்கரமான சூழலை உருவாக்கியுள்ளன. நாடு முழுவதும் பயப்பீதி சூழ்ந்துள்ளது என ஹெங் ஹேங்கை தளமாக கொண்டியங்கும் ஆசியாவின் மனித உரிமைகள் அமைப்பின் தலைவர் பசில் பெனாண்டோ தெரிவித்தள்ளார்.

அரசிற்கும் கிழக்கு மாகணத்தின் துணை இராணுவக் குழுவினருக்கும் தொடர்புகள் உள்ளன. எனவே இதில் தலையிட வேண்டாம் என அரசியல் மட்டத்தில் சில உடன்பாடுகள் இருக்காலம் என அவர் மேலும் தெரிவித்தார்.

கிழக்குப் பகுதியில் இலக்கத்தகடுகள் அற்ற வெள்ளை நிற வான்களில் வருவோர் மக்களை கடத்திக் கொண்டு இராணுவ சோதனை நிலையங்களிணுடாக எந்த தடைகளும் இன்றி செல்வதாக சாட்சிகளும்இ உறவினர்களும் மனித உரிமை அமைப்புக்களிடம் தெரிவித்துள்ளனர்.

யாழ். குடாநாடு சிறிலங்காவின் ஏனைய பகுதிகளில் இருந்து துண்டிக்கப்பட்டுள்ளது. அங்கு தாம் கடத்தப்படலாம் அல்லது படுகொலை செய்யப்படலாம் என அச்சமுற்ற டசின் கணக்கான மக்கள் சிறைச்சாலைகளில் அடைக்கலம் தேடியுள்ளதாக மனித உரிமை வழக்கறிஞர்களும்இ அதிகாரிகளும் தெரிவித்துள்ளனர்.

ஐக்கிய நாடுகள் சபையின் சிறப்புப் பிரதிநிதியான அலன் றொக் கருணா குழுவினரின் சிறார் படைச் சேர்ப்பில் சிறிலங்காப் படையினருக்கு தொடர்புகள் உள்ளதாக தெரிவித்திருந்தார். அவர்கள் படையினர் சுற்றுக்காவலில் ஈடுபடும் வீதிகளில் தற்போது அரசியல் அலுவலகங்களையும் திறந்துள்ளனர். ஆனால் அரசு இது தொடர்பான குற்றச்சாட்டுக்களை மறுத்துள்ளது.

இந்த குற்றச்சாட்டை நான் முற்றாக மறுக்கிறேன்இ நாங்கள் எதனையும் காணவில்லை ஒரு சிறிய அளவிலான ஆதாரங்கள் கூட படையினருக்கு எதிராக இல்லை. படையினருக்கு கருணா குழுவினருக்கு உதவவேண்டிய அவசியம் இல்லை என சிறிலங்காவின் மனித உரிமைகள் அமைச்சர் மகிந்த சமரசிங்க தெரிவித்துள்ளார்.

மகிந்த சமரசிங்க மேலும் தெரிவித்தாவது:

அவர் ஒரு அறிக்கையை வெளியிடும் போது அதற்குரிய காத்திரமான தகவலை கொண்டிருக்க வேண்டும். ஆனால் இன்றுவரை எமக்கு எந்தவிதமான காத்திரமான தகவல்களும் தரப்படவில்லை.

அரசின் விசாரணைகளில் உள்ள முக்கிய பிரச்சனை அச்சத்தின் காரணமாக சாட்சியமளிக்க ஒருவரும் முன்வருவதில்லை. சாட்சிகளை பாதுகாக்கும் சட்டம் சிறிலங்காவில் இல்லை. எனினும் நாம் இதனை விசாரணைகள் மூலம் தீர்ப்பதற்கு முயற்சிப்போம். ஆனால் பொதுமக்களின் ஒத்துழைப்பு கிடைக்காது விட்டால் எம்மால் அதை செய்ய முடியாது என்றார் அவர்.

இலங்கையில் 1983 ஆம் ஆண்டில் இருந்து இடம்பெற்று வரும் உள்நாட்டுப் போரினால் ஏறத்தாழ 68இ000 மக்கள் கொல்லப்பட்டுள்ளனர். மேலும் கடந்த 15 மாதங்களில் 4இ000 பேர் கொல்லப்பட்டுள்ளனர்.

கிழக்கு பல்கலைக்கழகத்தின் துணைவேந்தர் தற்போது மாற்றப்பட்ட போதும்இ பேராசிரியர் இரவீந்திரநாத் இன்று வரை விடுவிக்கப்படவில்லை. அவரது குடும்பத்தினர் அவர் பாதுகாப்பாக திரும்பி வருவார் என்ற நம்பிக்கையுடன் காத்திருக்கின்றனர்.

அவர் திரும்பி வருவார் என்ற நம்பிக்கை எமக்கு உண்டு என தனது சிறு குழந்தையை முழங்காலில் தாங்கியபடி துஷ்யந்தி கூறினார். நாங்கள் நல்ல எதிர்பார்ப்புடன் இருப்போம். அவரை துன்புறுத்த வேண்டாம் என நாம் அவர்களிடம் கேட்டுக்கொள்கின்றோம்.

உங்களால் முடிந்தவரை விரைவாக அவரை விடுதலை செய்யுங்கள்இ ஏனெனில் அவர் பிரச்சனைக்குரியவர் அல்லர்இ மிகவும் மென்மையானவர்இ நேர்மையானவர் என துஷ்யந்தி மன்றாட்டமாக கேட்டுக்கொண்டார்.

FEATURE - Abductions, disappearances haunt Sri Lankan civil war

COLOMBO (Reuters) - Like the relatives of hundreds of Sri Lankans who have 'disappeared' or been abducted amid renewed civil war, 27-year-old Dushyanthi Malaravan dreams of the day her missing father will come home.

Professor S. Raveendranath was serving as Vice Chancellor of the island's Eastern University in the restive eastern district of Batticaloa when he disappeared from a science fair in a heavily guarded district of the capital Colombo in mid-December.

"Every day he came home for lunch. That day he didn't arrive. By late afternoon, I knew something had happened because he had been getting threats (demanding he resign)," Malaravan said, her mother weeping beside her.

"We don't want to point at anyone, because we are afraid for his safety as well as for ours," the housewife said in the apartment where her father lived before his disappearance.

Colleagues and rights officials say 56-year-old Raveendranath, a Tamil from the northern Jaffna peninsula, had been receiving threats from a breakaway rebel faction called the Karuna group, which split from the Tigers in 2004.

A United Nations envoy says elements of the military have been helping Karuna members to abduct children as fighters. Nordic truce monitors see troop involvement in Karuna attacks, and analysts say the government is fostering the former rebels.

Sri Lanka's Human Rights Commission says nearly 100 abductions and disappearances have been reported to them so far this year in Colombo, Batticaloa and the besieged Jaffna peninsula, which is guarded by more than 40,000 troops.

That in turn comes on top of 1,000 cases reported during 2006 as the island's two-decade civil war resumed, 56 abductions of which were blamed on the Tigers, 71 on their former comrades the Karuna group and 184 of which were listed as unknown.

Other groups say the numbers are really far higher and do not include those taken inside rebel territory.

ABDUCTIONS RIFE

The Tamil Tigers have long been accused of abductions, particularly of hundreds of children to fight in their push for an independent state in Sri Lanka's north and east.

UNICEF still lists 1,710 outstanding cases of Tiger under-age recruitment and 169 cases of underage recruitment by the Karuna group.

The Tigers argue children lie about their age to join up. Released abductees Reuters has spoken to in the east say they were taken against their will.

Some see an eerie parallel between abductions in well guarded government-controlled areas and a rash of disappearances when the then government crushed an uprising by hardline Marxists in the late 1980s -- and see state involvement.

"The present set of disappearances is creating a sense of terror, fear in all the island," said Basil Fernando, executive director of the Hong Kong-based Asian Human Rights Commission.

"There's a link between the faction from the east with the government. So there is some sort of an agreement not to interfere in this at a political level," he added.

Rights groups say relatives and witnesses in the east have sighted infamous white vans with no numberplates whisking abductees unhindered through army checkpoints -- a terrifying echo of white vans used in abductions in the late 1980s.

They doubt the Tigers could be behind abductions in Colombo, because security has been tightened after a spree of rebel attacks, spot checks are routine, roadblocks widespread and hundreds of troops and police are on the streets.

SAFER IN JAIL?

In the northern Jaffna peninsula, cut off from the rest of the island by a 'border' that separates rebel and state territory, rights lawyers and officials say dozens of people have asked to be held in jail for fear of abduction or murder.

Foreign aid workers say child recruitment and abductions in the east is rife by both the Tigers and Karuna faction, which is being touted as a viable force to run the island's east.

UN envoy Allan Rock says he has credible evidence that elements within the security forces have helped to abduct children as soldiers for the Karuna faction -- which now has political offices in Batticaloa on streets patrolled by troops.

The government dismisses his allegation out of hand.

"I totally refute that allegation because we have not seen anything, an iota of evidence to point the finger to security force involvement in this because there's no necessity for the security forces to assist anyone, especially the Karuna faction," said Human Rights Minister Mahinda Samarasinghe.

"It is incumbent on him when he makes his statement to back it up with substantive information. Up to now we have not received substantive, credible information," he added.

Samarasinghe said a major frustration hampering government efforts to investigate was fear that prevents witnesses from coming forward. Sri Lanka has no witness protection scheme.

"Although we have this resolve to investigate, and conclude these investigations, if we don't have the cooperation of the public we can't do that," Samarasinghe said.

Experts say history shows very few of Sri Lanka's disappeared have resurfaced, while killings continue to mushroom. The conflict has killed around 68,000 people since 1983 -- around 4,000 of whom in the past 15 months.

Professor Raveendranath is still missing, despite the fact he has now been replaced as Vice Chancellor. But his family is clinging to hopes of a safe return.

"We are confident he will come back," Malaravan said, her toddler propped on her knee. "We must stay positive."

"We ask the people -- do not harm him," she implored. "Please release him as soon as they can, because he's not a trouble-maker. He is very soft and gentle."
