Dear Sir,

Ref: Your statement of 16/02/2009

Your aforesaid statement is biased and does not reflect the situation on the ground. For instance

your statement that ‘‘the designation of the new safe zone has provided some respite for the tens

of thousands of civilians.’’ is untrue. These Sri Lankan armed forces are continuing to attack the

civilians of this so called safe zone with artillery shells, cluster bombs and aerial bombardments.

Lives are lost on a daily basis. Dead bodies can be seen on the streets. You can verify this

through your informants. Medical doctors in Vanni have reported to the world at large on an

average that 30 to 40 Tamil civilians are killed on a daily basis and that hundreds are seriously

wounded in that targeted attacks of the government forces. Medical facilities are not available

and deaths occur without proper medical attention. It is pity that the UN and its administrative

head, the Secretary General have conveniently ignore this aspect.

Your statement that the “LTTE continues to actively prevent people leaving, and reports indicate

that growing number of people trying to leave have been shot and sometimes killed” is blatantly

false. You have swallowed government propaganda without verification. We refer you to the

letter written by Robert Evans of the EU revealing the reluctance of the Vanni Tamils to cross

over to the army side.

Your statement that “children as young as 14 are being recruited into the ranks of the LTTE” is

completely false. The UN is merely repeating malicious government propaganda.

We wish to place on record the pitiable state of the Tamil civilians who have gone to army

controlled areas. We are reliably informed that these people are held incommunicado in barbed

wire enclosed concentration camps. Young males are tortured for information and females are

gang raped by military personnel. We request the UN to spend its resources in the care and

protection of these unfortunate people. We hope that the UN will not act in an irresponsible

manner as it did in Srebrenica. We are alarmed that happenings in the above camps are not at all

healthy. We are mindful of the contribution made by the UN in caring for the Tamil civilians by

sending them food supplies. But the UN humanitarian assistance has now come to a halt. We

expect a resumption of food supplies in the near future

The glaring malaise is that UN has abandoned us to our miserable fate. The UN officials did a

dirty trick by leaving us at a critical juncture. If a UN present was available in the Vanni you

would have obtained a better picture of the ground situation. We request the Secretary General

to repair this situation. We expect and early reply from you
