Protest Against G.L. Peiris in London

On Tuesday 19 October 2010, Professor G.L. Peiris, Minister of External Affairs, Sri Lanka will deliver the Keynote Address at the International Institute of Strategic Studies (IISS) in London. This will be followed by three formal sessions of Dialogue on “Countering Terrorism & Transnational Terrorist Front Organizations”, “Post-Conflict Progress in Sri Lanka” and “Sri Lanka-UK Bilateral Relations: Future Perspectives”, led by members of the Sri Lankan delegation and IISS/UK experts.

Please contact your MP and raise your concerns that Prof G.L. Peiris, as a senior minister of the Rajapakse regime, will aim to mislead the conference by exploiting their success in ending the war in Sri Lanka without focussing on the lack of post-war progress to alleviate the suffering of Tamils on the island even 18 months after the end of the war.

Please inform your MP of the following post-war developments that show the true intentions of the Sri Lankan government:

* The persecution, intimidation, assassination and disappearance of government critics, political opponents, journalists and human rights defenders.

* Ongoing detention of over 8,000 suspected ex-combatants without charge or access to legal representation, their families or independent monitors.

* The government’s failure to withdraw wartime emergency laws more than a year after the end of the war.

* Lack of action by the government to address the political marginalisation of ethnic minorities that was at the root of Sri Lanka’s thirty years of war.

* Lack of an international independent inquiry into alleged war crimes and crimes against humanity in Sri Lanka. The government-appointed Lessons Learned and Reconciliation Committee (LLRC) is limited in its scope and lack of mandate to hold those responsible accountable for their actions.

* The passing of the 18th Amendment removing presidential term limits and eroding the independence of the judiciary and other key democratic institutions in Sri Lanka.

* State sponsored colonisation and ethnic cleansing of Tamil dominated North and East regions of Sri Lanka and heavy military presence in these areas.

* Lack of access to international aid agencies, monitors and media personnel.

* Sri Lanka is now beginning to export terror around the world, even to the UK, by appointing army generals accused of war crimes and crimes against humanity as Ambassadors and High Commissioners.

Please contact your MP by phone, email or attend their surgery. Urge them to contact the UK Foreign Office and express your concerns regarding G.L. Peiris's keynote address and assert that UK FCO must remain committed to upholding human rights and international law in Sri Lanka.

Please also express your protest against the Commonwealth’s invitation to President Rajapakse as the Guest of Honour to the closing of the Commonwealth Games in Delhi. UK blocked Sri Lanka’s bid to host the Commonwealth Summit in 2011 due to its poor human rights record. UK, as the head of the Commonwealth, must be at the forefront to uphold the fundamental principles of humanity and democracy.
