கடந்த வருடம் எந்தவித காரணமும் இன்றி கிழக்கில் செஞ்சிலுவை சங்கத்தின் அலுவலுகளை மூடச்சொன்ன சிங்களம், இப்பொழுது வடக்கிலும் அதே அணுகுமுறையை எடுத்துள்ளது போல் தெரியவந்துள்ளது.

வவுனியாவிலும் யாழ்ப்பாணத்திலும் அலுவலகங்களை கொண்டு இயங்கி வருகின்றது.

இதற்கான தெளிவான காரணங்களை தெரிவிக்காமல் இந்த வாரத்தின் தொடக்கத்தில் சிங்களம் இதை தெரியப்படுத்தியுள்ளது.

ICRC told to leave North

The Government has told the International Committee of the Red Cross (ICRC) to shut down its operations in the Northern Province, a spokesperson said yesterday.“We have been told by the government to cease all operations in this region at the earliest but no explicit time frame or deadline had been provided,” ICRC Information Officer Ms. Sarasi Wijeratne said.

The request to this effect came early this week, she said. No reason had been given either and ICRC officials would hold follow up talks with the Government later in the month, Ms. Wijeratne added.

She could not say which section of the Government had made the request but the ICRC had been told to perform its administrative work from the capital Colombo.

Media Centre for National Security spokesman Lakshman Hulugalle said he was not aware of any such request. “Although I have the mandate to speak on matters relating to the ICRC, in this case however, I am in the dark,” he added.

The ICRC currently maintains offices in the northern district of Vavuniya and in the Jaffna peninsula.

Last year the ICRC also closed down its operations in the eastern province following a similar request from the authorities.

The ICRC played a vital role during the height of the war when it was called in to facilitate the exchange of prisoners and dead combatants on both sides of the conflict.

வடக்கில் மேற்கொள்ளப்பட்டு வரும் சகல பணிகளையும் இடைநிறுத்திக் கொள்ளுமாறு அரசாங்கம் உத்தரவிட்டுள்ளதாக சர்வதேச செஞ்சிலுவைச் சங்கத்தின் பேச்சாளர் சரசி விஜேரட்ன தெரிவித்துள்ளார்.

கூடிய விரைவில் வெளியேறுமாறு அறிவிக்கப்பட்டுள்ள போதிலும் காலக்கெடு எதனையும் அரசாங்கம் விதிக்கவில்லை என அவர் குறிப்பிட்டுள்ளார்.

என்ன காரணத்திற்காக இந்த உத்தரவு பிறப்பிக்கட்டது என்பது குறித்த தகவல்கள் வெளியிடப்படவில்லை என தெரிவிக்கப்படுகிறது.

இந்த உத்தரவு குறித்து சர்வதேச செஞ்சிலுவைச் சங்கப் பிரதிநிதிகளுக்கும் அரசாங்கப் பிரதிநிதிகளுக்கும் இடையில் பேச்சுவார்த்தை நடத்தப்பட உள்ளதாகக் குறிப்பிடப்படுகிறது.

அரசாங்கத்தின் எந்தத் தரப்பினரால் இந்த உத்தரவு பிறப்பிக்கப்பட்டதென்பது குறித்து அறிவிக்கப்படவில்லை.

தலைநகர் கொழும்பில் மேற்கொண்டு வரும் நிர்வாகப் பணிகளை மேற்கொள்வதற்கு அனுமதி வழங்கப்பட்டுள்ளதாகத் தெரிவிக்கப்படுகிறது.

இதேவேளை, இந்த உத்தரவு தொடர்பில் தமக்கு எதுவும் தெரியாது என தேசிய பாதுகாப்பு தொடர்பான ஊடக மத்திய நிலையத்தின் பணிப்பாளர் லக்ஸ்மன் ஹூலுகல்ல தெரிவித்துள்ளார்.
