Govt. offers sea-planes for LTTE

The Government has offered two sea-planes owned by SriLankan Airlines to transport LTTE cadres from the east to the north and is now awaiting a response, Foreign Minister Mangala Samaraweera said.

He said if the LTTE agreed to this proposal made through the facilitator Norway, engineers would be sent from Colombo to see whether the sea-plane could land somewhere in Kilinochchi.

These two sea-planes with a capacity of 10 passengers each are now being used to fly tourists to holiday destinations in the south. The Sunday Times learns that the government has discussed with the airlines the possibility of obtaining the two sea planes free of charge, instead of Norway paying for the aircraft.

The dispute over the transport of eastern cadres for a central committee meeting in Kilinochchi was cited by the LTTE as one of the reasons for putting off the Geneva talks.The offer of the sea-planes came as the Government declared that it was committed to the peace process and was looking forward to the resumption of talks in Geneva despite the escalation of violence and tension in the aftermath of the suicide bomb attack on the army commander.

The move came as all main political parties in a joint appeal stressed the need to resolve the crisis through the democratic process of discussion directed towards peace.

On Friday the Co-Chairs of the Tokyo Donor Conference -- the EU, Japan, the US and Norway -- met and decided to meet again in Tokyo to work out further steps to bring the government and the LTTE back to the peace process.

LTTE likely to accept sea planes

Though violence continued in the North East, there were signs yesterday of a near breakthrough in the deadlocked peace process between the Government and the LTTE.

The Sri Lanka Monitoring Mission informed the government that there were positive indications of the LTTE accepting the governments sea plane offer to transport its eastern leadership to the Wanni, but it said late last night talks might not resume soon.

SLMM Head Ulf Henricsson and the Government Peace Secretariat Head Palitha Kohona yesterday met for a discussion where the SLMM told the government of the LTTE’s current thinking on the sea plane offer, Investment Promotion Minister Rohitha Bogollagama said.

We will decide on the next step based on a firm confirmation by the LTTE. We hope the talks will soon be back on track, Minister Bogollagama said.

Commenting on the possible route of the sea planes the Minister said the planes would probably travel from Batticaloa to Mullaitivu.

However, the SLMM chief told The Associated Press last night that talks between the government and the LTTE might not resume soon.

``When I look into the activities of the two parties, I am not quite so optimistic any longer about the peace talks in the near future. But we are working on it, so we will see,'' AP quoted SLMM chief Ulf Henricsson as saying.

The Tigers said no to the Geneva talks on the earlier date of April 19 and 25 insisting that normalcy must be first restored. Among their other demands was the provision of transport for their eastern leadership to the Wanni for a central committee meeting. But the LTTE citing security reasons refused the governments earlier offer of a private helicopter. Despite an optimistic Minister Bogollagama, Dr. Kohona did not want to comment on the matter until the LTTE responds officially: We are yet to get a formal response from the LTTE, Dr. Kohona said.

Yesterdays meeting came in the wake of a hard-hitting statement issued by the SLMM accusing the military of extra-judicial killings, but government front-liners vehemently denied these allegations.

When contacted Dr. Kohona said the government expressed its great dissatisfaction over the statement and the SLMM agreed to issue a revised statement.

Separately Dr. Kohona told a BMICH seminar on World Press Freedom Day that the two parties had reached a compromise on where the sea planes would land.

However he accused the LTTE of attempts to create a civilian backlash to gain an undue advantage in the current volatile situation.

Sea plane: Government accepts LTTE proposals

The Government has accepted LTTE proposals with regard to landing sites for the sea plane to transport rebel cadres from the east to the Wanni for a pre-Geneva meeting, the Daily Mirror learns.

Modalities and other logistics for the use of the sea plane to transport the LTTE eastern cadres to the Wanni are now being worked out while a Sri Lankan Airlines technical team is expected to seek LTTE approval to visit the landing sites for the sea plane in rebel controlled areas.The LTTE, while showing positive signs about the sea plane offer had later put forward some logistical conditions relating to the landing site which the Government has accepted, the Daily Mirror learns.

When contacted by the Daily Mirror, SLMM spokeswoman Ms. Helen Olafsdottir said nothing has been finalised as modalities were still being worked out.

She however said the LTTE had responded positively to the initial proposals of the Government and as such the future of the second round of Geneva talks was looking bright.

This news is a positive sign with the escalating violence, since the first round of Geneva talks in February claiming the lives of 118 civilians last month, according to SLMM statistics.

Meanwhile Government defence spokesman Minister Keheliya Rambukwella, addressing the media yesterday, said the Government was optimistic the talks would take place very soon although he was unable to confirm a concrete date for the discussions.

Minister Rambukwella avoided going deep into the sea plane offer at yesterdays press briefing but said discussions were continuing, adding that there were favourable responses from both sides.

The LTTE had initially demanded Air Force helicopters and Navy vessels for internal transport purposes like in past years following the signing of the ceasefire agreement.

The present government however changed its policy on offering Air Force helicopters and Navy vessels to the LTTE for internal transport following the assassination of former foreign minister Lakshman Kadirgamar. Air Force helicopters are however still offered for LTTE peace delegations to transport them from the Wanni to the Katunayake airport.

As a government we have made it clear that other than Police, Army or Air Force transport for the LTTE, we will be ready to consider other options. The environment is being created for the talks, Minister Rambukwella said.

An earlier Government offer of a civilian ferry to transport the cadres failed to leave the shores of Mullaitivu after the LTTE accused the Navy of allowing a naval boat to travel too close to the civilian vessel.

A follow up offer of a civilian helicopter was also turned down by the LTTE owing to its small seating capacity and security concerns. The LTTE had said it wanted a 10-seater helicopter to transport at least 30 political cadres from the east.

The LTTE has rejected a request by peace envoy Jon Hanssen-Bauer to discuss the government’s sea plane offer for the transportation of LTTE eastern leaders to the Wanni, diplomatic sources indicate.

The LTTE had reportedly said the present volatile environment was not conducive for a discussion on this matter.

எல்லாப் பிள்ளைகளுக்கும் வாழும் உரிமையுண்டு, கொழும்பிலுள்ள தமிழ்ப் பிள்ளைகள் நன்றாக வாழ்கிறார்கள். அவர்கள் சிறந்த பாடசாலைகளுக்குச் செல்கிறார்கள். இதேநிலை வட, கிழக்குப் பிள்ளைகளுக்கும் வேண்டும்.

ஜெனீவாவில் எட்டப்பட்ட இணக்கப்பாட்டினை புலிகளே மீறினர். அவர்களின் கிளேமோர் தாக்குதல் தொடர்கிறது.

இராணுவ தளபதிக்கெதிராகவும் குண்டுத் தாக்குதல் நடந்தது. புலிகள் 1983 இல் நடந்த இனக்கலவரம் போன்ற ஒன்றை மீண்டும் ஏற்படுத்த விரும்புகின்றனர். எனினும் அரசாங்கம் அதிக பொறுமையுடன் செயற்படுகிறது. புலிகளின் நடவடிக்கைக்கெதிராக வரையறுக்கப்பட்ட நடவடிக்கை மேற்கொள்ளப்பட்டது.

இதில் பொது மக்கள் கொல்லப்பட்டது மிகக் குறைவு. எனினும் பீ.பீ.ஸி. செய்தி சேவையானது, செய்திகளை திரிபுபடுத்தி வெளியிட்டது. 40 ஆயிரம் பேர் இடம் பெயர்ந்ததாக கூறியது. ஆனால், உண்மையில் 14 ஆயிரம் பேரளவில்தான் இடம் பெயர்வு நடந்தது.

எனினும், இலங்கைக்கு சமாதான தீர்வு வேண்டும். இந்நாட்டில் சமாதான முயற்சிகளை முன்கொண்டு சென்றால்தான் நாடு வளர்ச்சிப் பாதையில் செல்லும். அதேவேளை, இலங்கை போர் நிறுத்த கண்காணிப்புக் குழுவானது விடயங்களை ஆராயாமல் அறிக்கைகளை வெளியிட்டுள்ளது. இவ்வாறான செயற்பாடுகள் எம்மை அதிர்ச்சியடைய வைத்துள்ளது என்றார்.

SLMM team to inspect landing sites

An SLMM team this week is scheduled to inspect the landing sites earmarked for the seaplane, which has been proposed to transport LTTE eastern cadres to the Wanni.

The Monitors will also look at the security aspects of the eastern cadres with the LTTE raising fears the cadres may come under attack from outside forces at the time of the transport.

A SriLankan Airlines technical team already inspected the landing sites over the weekend and was expected to give the green light to the government and the SLMM for the use of the seaplane.

SriLankan Airlines is supplying the sea plane, on a request from the Norwegian facilitators, for the transport of more than 30 LTTE political cadres from the east to the Wanni.

The second round of Geneva talks, which remains stalled, wholly depends on the transportation of these cadres to the Wanni for a central committee meeting with the LTTE insisting the internal meeting has to take place before agreeing on a date for the talks.

Meanwhile SLMM head Ulf Hennrikson will meet the visiting Japanese special peace envoy Yasushi Akashi at the SLMM headquarters in Colombo today.

The transport issue of the eastern cadres as well as other aspects related to the cease fire is expected to be taken up at todays meeting.

தென் தமிழீழ தளபதிகளின் கிளிநொச்சி பயணத்துக்கான கடல் விமானம் இறங்குமிடம் குறித்து போர் நிறுத்த கண்காணிப்புக் குழுவினர் இந்த வாரம் ஆய்வு நடத்த உள்ளனர்.

சிறிலங்கா விமான சேவைகள் நிறுவனத்தின் கடல் விமானம் மூலம் தென் தமிழீழ தளபதிகள் இறக்கிவிடப்படும் தளத்தின் பாதுகாப்பு குறித்து தமிழீழ விடுதலைப் புலிகள் அச்சம் தெரிவித்துள்ளனர்.

இதையடுத்து பாதுகாப்பான இடம் ஒன்றை தெரிவு செய்ய கண்காணிப்புக் குழுவினர் ஆய்வுகளை மேற்கொண்டுள்ளனர்.

சிறிலங்கா அரசாங்கம் கடல் விமானத்தை முன்வழங்க ஒப்புக்கொண்டதாக தெரிவிக்கப்பட்டுள்ளது. இருப்பினும் தமிழீழ விடுதலைப் புலிகள் இது தொடர்பில் உத்தியோகப்பூர்வமான அறிவிப்பு எதனையும் வெளியிடவில்லை.

தமது தலைமைப்பீடத்தின் உத்தியோகப்பூர்வமான ஒப்புதலானது நோர்வே அனுசரணையாள்கள் மூலமாக தெரிவிக்கப்படும் என்று விடுதலைப் புலிகள் வட்டாரங்கள் தெரிவித்துள்ளன.
