Dear Prime Minister of Japan

Japan provides more than 60% of foreign aid to Sri Lanka. Sri Lanka is the

most militarised country in South Asia- a 'democracy' more militarised than

military-ruled Pakistan!

Northeast Sri Lanka has been devastated by 30-year war. Sri Lanka has been

more under Emergency rule than under democracy rule since 'independence'.

Sri Lanka will need a lot of foreign aid to build what has been already

destroyed. We cannot afford to destroy any more – we are near the point of

no return. The environment has been destroyed so much that even if we stop

the war today it will take 30 years for it to recover to be of value to

people. Your great attention to world environment is reflected on the

webpages of your foreign policy.

‘War on terrorism’ has given a bandwagon to some oppressive regimes to be

more oppressive.

28 years of peaceful protests gave way to 30 years of armed struggle - all

against 58 years of socio-economic destruction by discriminatory policies

of successive Sri Lankan governments.

Paradise Poisoned: Learning about Conflict, Terrorism and Development from

Sri Lanka's Civil wars(2005) by John Richardson( Professor of International

Development, American University 's School of International Service and

Director of the University's Centre for Teaching Experience):

‘’What I have learned, of fundamental importance, from Sri Lanka's civil

wars, is this: We know more than enough to choose policies that will help

prevent protracted deadly conflict and terrorism. We also know more than

enough to avoid policies that will cause protracted deadly conflict and

terrorism.’’

Please consider cutting down aid to Sri Lanka urgently now to halt its

monumental spending on militaryware and to help her later once peace

process is on rails. This is also paving way for world peace and prosperity

when the whole planet is hanging over a cliff by a thread.

Your Excellency

It gives me great hope to find that you have been conveying your vision of

education and the importance of educational transformation through the

Email magazine. I only hope the time will soon come for the children of

Northeast Sari Lanka to catch up with the rest of the world if the on-going

conflict is resolved.

Within the last eighteen months of President Rajapakse’s rule human rights

violations have soared to war-like level: more than i. 5,000 killings, ii.

1,000 abductions, iii. 300,000 internally displaced and iv. 500,000 trapped

among 50,000 hostile troops in Jaffna where university and school students

have been shot dead, shot at and arrested/tortured/murdered. Armed men are

going to houses to abduct school students in curfew hours. Recently death

threats have been served to many students and teachers of Jaffna

University. Parents have been asking Jaffna Human Rights Commission for

safekeeping their children. We get letters of plea from there asking us to

save their lives.

The suffering of the people in the Northeast is immense. It is much worse

for the IDPs living in camps. Children in the camps on being asked what

they want say that they want the shelling to stop. Some of them have been

displaced many times over the last 25 years or so. The physical and

psychological trauma of the people has gone beyond the limits of endurance

and social decay has set in.

Calls for an international human rights monitoring mechanism made by ICJ,

AI, HRW, AHRC and many civil societies have been furiously resisted by the

Sri Lankan government for more than one year.

It gives me tremendous hope to see that your foreign policy website speaks

of the great work you do in human rights, human security and conflict

prevention.

We appeal to you to reduce your aid to Sri Lanka to pressure it to remedy

the current lawlessness, human rights violations and human insecurity

prevailing in the country.
