நாளை மறுதினம் வெள்ளிக் கிழமை வரவு செலவுத் ததிட்டத்தின் மூன்றாவது வாசிப்பு மீதான வாக்கெடுப்பு நாடாளுமன்றில் இடம் பெறும் போது அரசுத் தலைமைக்குப் பெரும் அதிர்ச்சி காத்திருக்கிசின்றது. எதிர்பாராத திருப்பங்கள் இடம் பெறும். காத்திரமான எண்ணிக்கை வாக்கு வித்தியாசத்தில் நாடாளுமன்றில் இந்த வரவு செலவுத் திட்டம் தோற்க்கப்படும். இவ்வாறு எதிர்க்கட்சிகள் தரப்பின் அதன் தலைவர்கள சிலர் உறுதியாகவும், திடமாகவும் நேற்றுத் தகவல் வெளியிட்டனர்.

எதிர்க்கட்சித் தலைவர் ரணில் வெளியில் பரபரப்பை ஏற்படுத்தாமல், பல தரப்பினருடனும் கலந்து பேசி வெள்ளிக் கிழமை நாடாளுமன்ற வாக்கெடுப்புத் தொடர்பாகவும், எதிர்கால நடவடிக்கைகள் சம்பந்தமாகவும் வியூகங்கள் வகுத்துள்ளார் என்றும், வெள்ளியன்று அது நாடாளுமன்றில கட்டவிழத் தொடங்கும் போது அரசுத் தலைமைக்கு அதிர்ச்சி காத்திருக்கும் என்றும் அந்தத் தலைவர்கள் உறுதியாகத் தெரிவித்தனர்.

வரவு செலவுத் திட்டத்தைத் தோற்கடிப்பதில் திடமான உறுதி கொண்டிருக்கும் ரணில் அது தொடர்பாக தமக்குள்ள பலத்தில் அதிக நம்பிக்கை வைத்திருப்பதால், அரசுத் தரப்பிலிருந்து ஒரு கட்சி எதிரணிக்குத் தாவி, ஆதரவு தர முன்வந்த போதும், இதுவரை காலமும் அந்தக் கட்சி 'இரு தோணியில் கால் வைத்தமை போல' நடந்து கொண்ட காரணத்தை எரிச்சலுடன் சுட்டிக் காட்டி, இப்போது அக்கட்சியின் ஆதரவு தேவையில்லை என்று அதன் தலைவர்களுக்கு முகத்தில் அடித்தால் போல் பதிலடி கொடுத்து அனுப்பிவிட்டார் என்றும் தெரிகின்றது.

அரசுக் கூட்டமைப்புக்குள் முஸ்லிம்கள் தரப்பிலிருந்தும், மலையத் தரப்பிலிருந்தும் மட்டுமல்லாமல், அரசின் பிரதான கட்சியிலிருந்தும் கூட ஒரிருவர், அதுவும் முக்கியஸ்தர்கள் எதிரணிப்பக்கம் தாவுவதற்கு வாய்ப்புகள் இருப்பாதாகவும் சுட்டிக்காட்டப்படுகின்றது.

இதேசமயம், இந்த வரவு செலவுத் திட்டத்தைத் தோற்கடிப்பதற்கான சாதகமான சமிக்ஞை ஜே.வி.பி பக்கத்திலிருந்தும் மற்றைய எதிர்க்கட்சிக்குக் கிடைத்திருப்பதாவும் கூறப்படுகின்றது.

இலங்கையில் இதுவரை காலமும் இருந்த அரசுகளில் ஊழலிலும், மோசடியிலும் மிக மோசமான நிர்வாகம் மஹிந்தவின் இந்த அரசினுடையதே என்று சுட்டிக்காட்டியுள்ள ஜே.வி.பி., இநத அரசைக் கவிழ்த்து, புதிய அரசு ஒன்றை ஸ்தாபிப்பதற்கான பொதுத் தேர்தலை எதிர்கொள்வதற்குத் தயாராகும் படி மக்களுக்கு அழைப்பு விடுத்திருப்பதும் குறிப்பிடத்தக்கது.

தபால் ஊழியர்கள் சங்கத்தின் 10 ஆவது ஆண்டுப் பொதுக் கூட்டத்தில் பிரதான உரை நிகழ்த்திய ஜே.வி.பியின் தொழிற்கசங்கப் பிரிவுத் தலைவரும் நடாடாளுமன்ற உறுப்பினருமான லால் காந்த இந்த அழைப்பை விடுத்திருந்தார்.

மஹிந்த அரசு தன்னுடைய திறமையின்மை, ஊழல், மோசடிகள், நிர்வாகச் சீர்கேடு, அடக்குமுறைப் போக்கு ஆகியவற்றை மூடி மறைக்க யுத்தத்தைப் பயன்படுத்துகின்றது என்றும் அவர் அங்கு குற்றம் சுமத்தியமை குறிப்பிடத்தக்கது.

வெளிநாட்டு விஜயத்தை மேற்கொண்டிருக்கும் மஹிந்த நாளையே நாடு திரும்புகின்றார்.

அடுத்த நாள் நாடாளுமன்றத்தில் வரவு செலவுத் திட்ட வாக்கெடுப்பில் அரசு வெற்றி பெறுவதற்கான வாய்ப்புக் குறித்து ஆராய்ந்த பின்னர் சில சமயம் வியாழன் இரவு வாக்கெடுப்புக்கு முதல் நாள் நாடாளுமன்றத்தைக் கலைத்துப் புதிய பொதுத் தேர்தாலுக்கு மஹிந்த அறிவித்தாலும் ஆச்சரியப்படுவதற்கில்லை என்று எதிரணி வட்டாரங்கள் மேலும் தகவல் வெளியிட்டன.

Sri Lanka Majority Cut to One; Budget May Be Defeated (Update1)

Dec. 12 (Bloomberg) -- Sri Lankan President Mahinda Rajapaksa's majority in Parliament was cut to one seat, two days before lawmakers vote on his 2008 budget that boosts military spending to fight Tamil rebels and provides funds to rebuild the eastern region.

Rauff Hakeem led four members of his Sri Lanka Muslim Congress across the assembly floor to join the opposition. Two other lawmakers from the party stayed with Rajapaksa's Sri Lanka Freedom Party-led coalition, giving it 113 seats in the 225- member legislature, according to parliamentary data.

Rajapaksa, who is out of the country after making a visit to Japan, has the power to dissolve the legislature and call elections if parliament rejects two presentations of the budget. He was voted president for a six-year term in November 2005 while Parliament's six-year term ends in April 2010.

``An election won't solve the problems as it could bring a Parliament that pulls in a different direction to the president,'' said Dushni Weerakoon, deputy director of Sri Lanka's Institute of Policy Studies. ``The president's personal popularity is still high, so it will be a close call for the opposition to try and win a vote.''

Constraining Growth

Elections two years ahead of schedule would scuttle international aid needed to rebuild Sri Lanka's eastern region where the rebel Liberation Tigers of Tamil Eelam was defeated in July and harm economic growth constrained by Asia's highest borrowing costs.

Rajapaksa probably won't dissolve Parliament and the government's economic and peace plans will continue, Health Minister Nimal Siripala said before the Muslim party withdrew most of its support.

The government won a Nov. 19 vote on the 2008 budget with a majority 118 to 102. The final vote by lawmakers is on Dec. 14.

The central bank expects growth in the $27 billion economy to slow to 6.7 percent this year from 7.4 percent in 2006 amid the worst violence between government forces and Tamil rebels since a 2002 truce.

Raising Funding

Rajapaksa, who is also finance minister, raised funding for the army, navy and air forces by 19 percent to a record 166.4 billion rupees ($1.5 billion). He vowed in his annual budget speech on Nov. 7 to ``eradicate'' terrorism in the country.

The government has rejected a settlement that divides the country and is offering to devolve power to some provinces. The Tamil Tigers say any peace agreement must be based on a separate homeland. Fighting intensified as two attempts at peace talks in Geneva failed last year.

The main opposition United National Party, which has been calling for early parliamentary elections, said it will pursue negotiations with the LTTE to end the 24-year conflict that has killed 70,000 people.

The Marxist-oriented Janatha Vimukthi Peramuna party, or JVP, which opposed the budget last month, has demanded Rajapaksa abolish the Norwegian-brokered cease-fire agreement and scrap an all-party committee deliberating on constitutional proposals for the devolution of power.
