Sri Lanka declared yesterday that it was on the verge of crushing the Tamil Tiger rebels but warned the 250,000 civilians trapped on the front line that it could not guarantee their safety.

The stark message came as the Red Cross reported that artillery shells had killed at least nine patients at a hospital in the corner of northeastern Sri Lanka where the army has pinned down the Tigers.

There has been an international outcry, led by the Red Cross, over civilian casualties and alleged abuses by both sides in the conflict zone. President Rajapaksa said that the army was on the brink of defeating the Tigers, ending a 25-year civil war - Asia’s longest-running - that has claimed 70,000 lives.

In a message to mark Independence Day tomorrow, Mr Rajapaksa said that the army would soon bring about “the final elimination of terror from our motherland and the dawn of true freedom to all our people”. However, his Government also said in a statement that it could not protect civilians in the Tigers’ dwindling territory, urging them to take shelter in a no-fire zone that it set up the week before last.

The army resumed its assault on Sunday after giving the rebels 48 hours to allow civilians to leave the conflict zone. It accused the Tigers of using them as human shields. The Tigers deny that and say that the civilians do not want to leave the area because they are afraid of the army.

Yesterday the Red Cross said that nine patients were killed when artillery shells hit the Puthukkudiyiruppu hospital. At least 20 people were also injured in the attack, said Sarasi Wijeratne, of the International Committee of the Red Cross, from Colombo, the capital.

“We’ve requested both parties to allow the sick and injured to leave the area,” she added, saying it was not clear which side was responsible for the shelling.

Thurairajah Varatharajah, the top government health official in the area, said the shells in at least two of the attacks appeared to have been fired by the army. But the military blamed the Tigers, who have been fighting for an ethnic Tamil homeland since 1983.Dr Varatharajah has estimated that more than 300 civilians have been killed in the recent fighting. Independent verification is impossible because the Government has banned most journalists and aid workers from the front line.
