Sri Lankas third Eelam War created a political-territorial division of the island with a resultant dual state structure in the North-East. In the context of the 2002 Ceasefire Agreement and based on earlier institutional experiments, the LTTE is currently engaged in a comprehensive process of state building within the areas they control," says Prof Stokke of Department of Sociology and Human Geography, University of Oslo, in an article which examines the emerging new Tamileelam state structure. He adds that only the "facilitation and dynamics of pro-democracy forces within the LTTE," will determine the transformation from "the"strong and centralized state," that currently…

People in Batticaloa are voting in the first polls since the government drove the Tamil Tigers from eastern Sri Lanka. The elections are for a municipal council and smaller local authorities in outlying areas. But the party that is expected to win - the Tamileela Makkal Viduthalai Pulikal party (TMVP) - is made up of former Tamil Tiger rebels, and they have not laid down their arms. Pradeep Master is a leading candidate for political office, standing in Batticaloa's local polls for the TMVP. During the campaign he was out on the streets visiting shops and handing pamphlets to passers-by. But at the age of 16, he was carrying an AK-47 for the …

California wildfire burns more than 200 homes. Firefighters are battling a raging wildfire near Lake Tahoe in California that has destroyed more than 200 homes and forced about 1,000 people to leave. Officials say 460 firefighters are tackling the blaze and they expect that number to double during the day. In Alaska, fire crews were working to protect hundreds of homes in the Kenai Peninsula as a fire which broke out last week continued to smoulder. The fire spread 81 square miles (210 sq km) before being slowed by rain. High winds were hampering firefighters as they tried to tackle the fast-moving fire near the town of South Lake Tahoe in Cal…

Call for immigrant amnesty in UK Half a million illegal immigrants should be given the right to stay in Britain, a think tank has said. The Institute of Public Policy Research says such an amnesty would bring in £1bn in extra taxes, and save costs of £4.7bn needed to deport people. It is urging Home Secretary Jacqui Smith to adopt the move, saying a large scale deportation would never happen. The Home Office said an amnesty was unnecessary and would create "a strong pull for waves of illegal migration". It is not known how many illegal immigrants are in the UK, with estimates varying widely from 300,000 to 900,000. We would notice it …

Liberal Leader Bob Rae made the following statement today on the Sri Lankan government’s impeachment proceedings against the country’s Supreme Court Chief Justice: “We are gravely concerned by the Sri Lankan government’s highly controversial and unconstitutional impeachment proceedings against the country’s Chief Justice, Dr. Shirani Bandaranayake. As recently raised by the Canadian Bar Association, the lack of due process and open attack on the independence of the judiciary and the rule of law are deeply troubling. They are part of a continuing deterioration of democracy in Sri Lanka and directly violate the Commonwealth’s fundamental values. The Liberal Part…

The Canadian government has put forward a bill to make medically-assisted death available to people who are not terminally ill. The bill opens the door to allowing Canadians with degenerative illnesses like cerebral palsy to seek medically-assisted death. Health minister Patty Hajdu said the proposal would protect vulnerable people while giving Canadians autonomy. It was introduced in parliament on Monday and has cross-party support. The legislation was precipitated by a 2019 Quebec Superior Court decision that struck down the requirement for patients to prove their natural death was "reasonably foreseeable" in order to seek to terminate their life. …
