இராக்கிய யுத்ததிற்கு எதிராக பிரித்தானியாவில் பல மக்கள் சார்ந்த குழுக்கள் அரசியற் போராட்டங்களை நடத்தின, இவற்றில் லட்ச்சக் கணக்கான மக்கள் பங்கு பற்றினர், பல பாராளுமன்ற உறுபினர்கள் கூட அதற்கு எதிராக இருந்தனர்.ஆனால் நடந்தது என்ன பிரித்தானிய அரசு தனது நலங்களை முன் நிறுத்தி அமெரிக்க வல்லாதிக்கத்தின் பாற்பட்டு இராக்கிய போரிற்கு படைகளை அனுப்பியது.சர்வதேச அரசியல் நலங்கள் சார்ந்ததே ஒழிய மக்கள், மனித உரிமைகள் சார்ந்தது அல்ல.அதற்காக நாங்கள் சும்மா இருக்க வேண்டும் என்றில்லை எமது எதிர்ப்பைக் காட்டிக் கொண்டிருக்கத் தான் வேண்டும்.அரசியல் ரீதியாக தொடர்ந்து எம்மக்கள் மத்தியில் இந்த அரசுகளின் கபடத்தனத்தை வெளிக் காட்டி எமக்கு எமது ஆயுதம் ஏந்திய விடுதலைப் போரே விடுதலையை ஏற்படுத்தும் என்பதை தெளிவு படுத்தி ,எத்தினை தடைகள் வந்தாலும் நாம் போராட்ட சக்திகளை வலுப்படுத்துவதை தொடர்ந்தும் செய்ய வேண்டும் என்ற உறிதிப்பாட்டை தொடர்ந்தும் வெளிப்படுத்த வேன்டும்.இதற்காகவே தொடர்ச்சியான போரட்டங்களும், ஊடகங்களினூடான அரசியல் பரப்புரையும் தொடர்ந்து நடாத்தப்பட வேண்டும்.

லோபியிங் போன்ற கற்பனவாத பிரமைகளில் இருந்து விடுபட்டு இந்த அரசுகளின் உண்மயான தொழிற்படு முறமையினை அறிந்து நமது செயற்பாடுகளை முன் நகர்த்த வேண்டும்.

லொபியிங் பயனற்றது என்று சொல்லமுடியாது. தேவையானளவு லொபியிங் இல்லை என்ற சிவத்தம்பியின் கருத்தையும் ஏற்காமல் இருக்கமுடியாது. தடைகள் வந்துவிட்டன என்பதற்காக ஏலவே செய்யும் லொபியிங்கை கைவிட்டுவிடவும் கூடாது.

ஒன்று மட்டும் சரியாக தெரியவில்லை "விடுதலைப்புலிகள்" என்ற பெயரை மட்டும் தடை செய்வதால் உவர்கள் என்ன சாதிக்கப்போகிறார்கள்? அந்தப்பெயரிலே வெளிநாடுகளில் வங்கிக்கணக்குகள் அல்லது சொத்துக்கள் இருக்கும் எனவும் அவை மில்லியன் கணக்கில் பெறுமதியானதாக இருக்கும் எனவும் அவர்கள் நினைக்கிறார்களா? அப்படி வைத்திருக்க புலிகள் என்ன அடிமுட்டாள்களா? :?: :?: :shock:

The role of the Americans is dictated by their new strategy based on their changed interests in Asia. During 2004-05 America reduced its military presence in Japan and South Korea. To compensate for this they will now increase their influence in the Indian Ocean. China has increased its presence in these same oceans, as has India. The background for them all is the wish for control of the sea routes from the west, through the Malacca Strait into the South China Sea.

They had clearly not understood that the realpolitik concept governing the warfare of the government and the interest of the major powers is based on power. This is in sharp contrast to their naive perception of a peaceful harmonisation of conflicting interests as a basis for an idealistic concept of assistance; naive because they do not consider the forces in the globalised situation in which Sri Lanka now finds itself.

அதை எப்படிச் செய்யிறது?

இதற்கு ஒருபடி மேலேசென்று லொபியிங் செய்வதென்றால் அந்த பிரதிநிதிகளை தனிப்பட்ட ரீதியிலோ குழுக்களாகவோ சந்தித்து எமதி இடர்பாடுகள் நலங்கள் குறித்து பேசுவது. இதற்காக ஒரு விழாவையோ அன்றி ஒரு இராப்போசனத்தையோ கூட ஒழுங்கு செய்து அந்தப்பிரதிநிதிகளுக்கும் அழைப்பு விட முடியும். அவ்வாறு அவர்களின் பிரசன்னம் இருக்கும் போது. எமது நலன் குறித்த presentation, உரைகள், நாடகங்கள் மூலம் தமிழ்மக்களின் இடர்பாடுகளை எடுத்துச்சொல்லமுடியும். இவ்வாறு செய்வதன்மூலம் எமக்கு வெளிப்படையாக ஆதரவு தரும் பிரதிநிதிகளை சம்பாதிக்க முடியும். உதாரணமாக அமெரிக்காவில் சிக்காகோ வாழ் தமிழ்மக்களால் செய்யப்பட்ட இந்த லொபியிங் காரணாமாக congressman Danny K. Davis எமக்கு வெளிப்படை ஆதரவாளராக மாறியது மட்டுமல்லாமல். இவர் அமெரிக்க அரசாங்கத்தின் தடையைக்கூட உதறித்தள்ளிவிட்டு வன்னி சென்றுவரும் அளவுக்கு எமக்கு ஆதரவானவராக மாறியுள்ளார். இவர் போன்ற பல congressmen/congresswomen எமக்கு வெளிப்படையாக ஆதரவு தரும்போது. அமெரிக்க அரசாங்கத்தின் அபிப்பிராயத்தில் மாற்றத்தை நிச்சயம் எதிர்பார்க்க முடியும்.

இதற்கு அடுத்தபடியும் இருக்கிறது. அதற்கு நிறைய பணம் செலவாகும். ஆனால் இதனால் உடனடிப்பலன் கிடைக்கும். "ஆறு மாதத்தில் தடையை நீக்கச்செய்வோம் அதற்கு எவ்வளவு மில்லியன் டொலர்கள் தருவீர்கள்" என்று கேட்குமளவுக்கு lobbyist செல்வாக்கு இருக்கிறதென்று சொல்லக்கேள்விப்பட்டிருக்கி

தமிழ்மகன் சொல்வதைப் போல எந்த அரசியல் கொள்கைகளையும் வகுப்பத மனிதர்களே!! எனவே அடிமேல் அடித்தால் அம்மியும் நகரும். கனடாப் பிரதமர் எவ்வாறு சிங்கள பேரினவாதக் கொள்கைகளுக்கு துணை போனார் என்பத வெளிப்படையாகத் தெரியும். தேர்தல் காலத்திலேயே அவர் இலங்கைப் பிரச்சனையை விமர்சிக்கின்றார் என்றால் அவர் தனிப்பட்டரீதியில் இலங்கை ஆட்களோடு கொண்டுள்ள நெருக்கம் தெரியும்.

நாரதர் சொல்வது போல இது பயனில்லாத விடயமாக இருக்கட்டும். ஆனால் நாம் ஒரு முயற்சியைச் செய்யவதில் தவறு இருக்கப் போவதில்லையே!! ஒன்றுமே இல்லாத நிலையில் இருப்பதை விட, எதோ ஒரு சதவீத வெற்றியைப் பெற்றோம் என்றால் கூட அது ஒரு பாரிய வெற்றி தான்.

Blaming the lobby

As someone who has been facing the full brunt of the might of the pro-Israel lobby in the US, Joseph Massad* explains the deceit behind blaming the lobby for US policies towards the Palestinians and the Arab world

In the last 25 years, many Palestinians and other Arabs, in the United States and in the Arab world, have been so awed by the power of the US pro-Israel lobby that any study, book, or journalistic article that exposes the inner workings, the substantial influence, and the financial and political power of this lobby have been greeted with ecstatic sighs of relief that Americans finally can see the "truth" and the "error" of their ways.

The underlying argument has been simple and has been told time and again by Washington's regime allies in the Arab world, pro-US liberal and Arab intellectuals, conservative and liberal US intellectuals and former politicians, and even leftist Arab and American activists who support Palestinian rights, namely, that absent the pro- Israel lobby, America would at worst no longer contribute to the oppression of Arabs and Palestinians and at best it would be the Arabs' and the Palestinians' best ally and friend. What makes this argument persuasive and effective to Arabs? Indeed, why are its claims constantly brandished by Washington's Arab friends to Arab and American audiences as a persuasive argument? I contend that the attraction of this argument is that it exonerates the United States' government from all the responsibility and guilt that it deserves for its policies in the Arab world and gives false hope to many Arabs and Palestinians who wish America would be on their side instead of on the side of their enemies.

Let me start with the premise of the argument, namely its effect of shifting the blame for US policies from the United States onto Israel and its US lobby. According to this logic, it is not the United States that should be held directly responsible for all its imperial policies in the Arab world and the Middle East at large since World War II, rather it is Israel and its lobby who have pushed it to launch policies that are detrimental to its own national interest and are only beneficial to Israel. Establishing and supporting Arab and other Middle East dictatorships, arming and training their militaries, setting up their secret police apparatuses and training them in effective torture methods and counter-insurgency to be used against their own citizens should be blamed, according to the logic of these studies, on Israel and its US lobby. Blocking all international and UN support for Palestinian rights, arming and financing Israel in its war against a civilian population, protecting Israel from the wrath of the international community should also be blamed not on the United States, the studies insist, but on Israel and its lobby. Additionally, and in line with this logic, controlling Arab economies and finances, dominating key investments in the Middle East, and imposing structural adjustment policies by the IMF and the World Bank which impoverish the Arab peoples should also be blamed on Israel, and not the United States. Finally, starving and then invading Iraq, threatening to invade Syria, raiding and then sanctioning Libya and Iran, besieging the Palestinians and their leaders must also be blamed on the Israeli lobby and not the US government. Indeed, over the years, many pro-US Arab dictators let it leak officially and unofficially that their US diplomat friends have told them time and again how much they and "America" support the Arab world and the Palestinians were it not for the influence of the pro- Israel lobby (sometimes identified by the American diplomats in more explicit "ethnic" terms).

While many of the studies of the pro-Israel lobby are sound and full of awe-inspiring well- documented details about the formidable power commanded by groups like the American Israel Public Affairs Committee (AIPAC) and its allies, the problem with most of them is what remains unarticulated. For example, when and in what context has the United States government ever supported national liberation in the Third World? The record of the United States is one of being the implacable enemy of all Third World national liberation groups, including European ones, from Greece to Latin America to Africa and Asia, except in the celebrated cases of the Afghan fundamentalists' war against the USSR and supporting apartheid South Africa's main terrorist allies in Angola and Mozambique (UNITA and RENAMO) against their respective anti-colonial national governments. Why then would the US support national liberation in the Arab world absent the pro-Israel lobby is something these studies never explain.

The arguments put forth by these studies would have been more convincing if the Israel lobby was forcing the United States government to pursue policies in the Middle East that are inconsistent with its global policies elsewhere. This, however, is far from what happens. While US policies in the Middle East may often be an exaggerated form of its repressive and anti- democratic policies elsewhere in the world, they are not inconsistent with them. One could easily make the case that the strength of the pro-Israel lobby is what accounts for this exaggeration, but even this contention is not entirely persuasive. One could argue (and I have argued elsewhere) that it is in fact the very centrality of Israel to US strategy in the Middle East that accounts, in part, for the strength of the pro-Israel lobby and not the other way around.

Some would argue that even though Israel attempts to overlap its interests with those of the US, that its lobby is misleading American policy- makers and shifting their position from one of objective assessment of what is truly in America's best interest and that of Israel's. The argument runs as follows: US support for Israel causes groups who oppose Israel to hate the US and target it for attacks. It also costs the US friendly media coverage in the Arab world, affects its investment potential in Arab countries, and loses its important allies in the region, or at least weakens these allies. But none of this is true. The United States has been able to be Israel's biggest backer and financier, its staunchest defender and weapon-supplier while maintaining strategic alliances with most if not all Arab dictatorships, including the Palestinian Authority under both Yasser Arafat and Mahmoud Abbas. Moreover, US companies and American investments have the largest presence across the Arab world, most prominently but not exclusively in the oil sector. Also, even without the pathetic and ineffective efforts at US propaganda in the guise of the television station Al-Hurra, or Radio Sawa and the now-defunct Hi magazine, not to mention US-paid journalists and newspapers in Iraq and elsewhere, a whole army of Arabic newspapers and state-television stations, not to mention myriad satellite television stations celebrate the US and its culture, broadcast American programmes, and attempt to sell the US point of view as effectively as possible encumbered only by the limitations that actual US policies in the region place on common sense. Even the offending Al-Jazeera has bent over backwards to accommodate the US point of view but is constantly undercut by actual US policies in the region. Al-Jazeera, under tremendous pressure and threats of bombing from the United States, has for example stopped referring to the US occupation forces in Iraq as "occupation forces" and now refers to them as "coalition forces". Moreover, since when has the US sought to win a popularity contest among the peoples of the world? Arabs no more hate or love the United States than do Latin Americans, Africans, Asians, or even and especially Europeans.

Finally we come to the financial argument, namely that the US gives an inordinate amount of money to Israel -- too exorbitant a cost that is out of proportion to what the US gets in return. In fact, the United States spends much more on its military bases in the Arab world, not to mention on those in Europe or Asia, than it does on Israel. Israel has indeed been very effective in rendering services to its US master for a good price, whether in channelling illegal arms to central American dictatorships in the 1970s and 1980s, helping pariah regimes like Taiwan and apartheid South Africa in the same period, supporting pro-US, including Fascist, groups inside the Arab world to undermine nationalist Arab regimes, from Lebanon to Iraq to Sudan, coming to the aid of conservative pro- US Arab regimes when threatened as it did in Jordan in 1970, and attacking Arab nationalist regimes outright as it did in 1967 with Egypt and Syria and in 1981 with Iraq when it destroyed that country's nuclear reactor. While the US had been able to overthrow Sukarno and Nkrumah in bloody coups, Nasser remained entrenched until Israel effectively neutralised him in the 1967 War. It is thanks to this major service that the United States increased its support to Israel exponentially. Moreover, Israel neutralised the PLO in 1982, no small service to many Arab regimes and their US patron who could not fully control the organisation until then. None of the American military bases on which many more billions are spent can claim such a stellar record. Critics argue that when the US had to intervene in the Gulf, it could not rely on Israel to do the job because of the sensitivity of including it in such a coalition which would embarrass Arab allies, hence the need for direct US intervention and the uselessness of Israel as a strategic ally. While this may be true, the US also could not rely on any of its military bases to launch the invasions on their own and had to ship in its army. American bases in the Gulf did provide important and needed support but so did Israel.

AIPAC is indeed powerful insofar as it pushes for policies that accord with US interests and that are resonant with the reigning US imperial ideology. The power of the pro-Israel lobby, whether in Congress or on campuses among university administrators, or policy-makers is not based solely on their organisational skills or ideological uniformity. In no small measure, anti- Semitic attitudes in Congress (and among university administrators) play a role in believing the lobby's (and its enemies') exaggerated claims about its actual power, resulting in their towing the line. But even if this were true, one could argue, it would not matter whether the lobby has real or imagined power. For as long as Congress and policy-makers (and university administrators) believe it does, it will remain effective and powerful. I of course concede this point.

What then would have been different in US policy in the Middle East absent Israel and its powerful lobby? The Israel Lobby?

Let's look at (1), and ask the obvious question: for whom has policy been a failure for the past 60 years? The energy corporations? Hardly. They have made "profits beyond the dreams of avarice" (quoting John Blair, who directed the most important government inquiries into the industry, in the '70s), and still do, and the ME is their leading cash cow. Has it been a failure for US grand strategy based on control of what the State Department described 60 years ago as the "stupendous source of strategic power" of ME oil and the immense wealth from this unparalleled "material prize"? Hardly. The US has substantially maintained control -- and the significant reverses, such as the overthrow of the Shah, were not the result of the initiatives of the Lobby. And as noted, the energy corporations prospered. Furthermore, those extraordinary successes had to overcome plenty of barriers: primarily, as elsewhere in the world, what internal documents call "radical nationalism," meaning independent nationalism. As elsewhere in the world, it's been convenient to phrase these concerns in terms of "defense against the USSR," but the pretext usually collapses quickly on inquiry, in the ME as elsewhere. And in fact the claim was conceded to be false, officially, shortly after the fall of the Berlin Wall, when Bush's National Security Strategy (1990) called for maintaining the forces aimed at the ME, where the serious "threats to our interests... could not be laid at the Kremlin's door" -- now lost as a pretext for pursuing about the same policies as before. And the same was true pretty much throughout the world.

That at once raises another question about the M-W thesis. What were "the Lobbies" that led to pursuing very similar policies throughout the world? Consider the year 1958, a very critical year in world affairs. In 1958, the Eisenhower administration identified the three leading challenges to the US as the ME, North Africa, and Indonesia -- all oil producers, all Islamic. North Africa was taken care of by Algerian (formal) independence. Indonesia and the were taken care of by Suharto's murderous slaughter (1965) and Israel's destruction of Arab secular nationalism (Nasser, 1967). In the ME, that established the close US-Israeli alliance and confirmed the judgment of US intelligence in 1958 that a "logical corollary" of opposition to "radical nationalism" (meaning, secular independent nationalism) is "support for Israel" as the one reliable US base in the region (along with Turkey, which entered into close relations with Israel in the same year). Suharto's coup aroused virtual euphoria, and he remained "our kind of guy" (as the Clinton administration called him) until he could no longer keep control in 1998, through a hideous record that compares well with Saddam Hussein -- who was also "our kind of guy" until he disobeyed orders in 1990. What was the Indonesia Lobby? The Saddam Lobby? And the question generalizes around the world. Unless these questions are faced, the issue (1) cannot be seriously addressed.

When we do investigate (1), we find that US policies in the ME are quite similar to those pursued elsewhere in the world, and have been a remarkable success, in the face of many difficulties: 60 years is a long time for planning success. It's true that Bush II has weakened the US position, not only in the ME, but that's an entirely separate matter.

That leads to (2). As noted, the US-Israeli alliance was firmed up precisely when Israel performed a huge service to the US-Saudis-Energy corporations by smashing secular Arab nationalism, which threatened to divert resources to domestic needs. That's also when the Lobby takes off (apart from the Christian evangelical component, by far the most numerous and arguably the most influential part, but that's mostly the 90s). And it's also when the intellectual-political class began their love affair with Israel, previously of little interest to them. They are a very influential part of the Lobby because of their role in media, scholarship, etc. From that point on it's hard to distinguish "national interest" (in the usual perverse sense of the phrase) from the effects of the Lobby. I've run through the record of Israeli services to the US, to the present, elsewhere, and won't review it again here.

M-W focus on AIPAC and the evangelicals, but they recognize that the Lobby includes most of the political-intellectual class -- at which point the thesis loses much of its content. They also have a highly selective use of evidence (and much of the evidence is assertion). Take, as one example, arms sales to China, which they bring up as undercutting US interests. But they fail to mention that when the US objected, Israel was compelled to back down: under Clinton in 2000, and again in 2005, in this case with the Washington neocon regime going out of its way to humiliate Israel. Without a peep from The Lobby, in either case, though it was a serious blow to Israel. There's a lot more like that. Take the worst crime in Israel's history, its invasion of Lebanon in 1982 with the goal of destroying the secular nationalist PLO and ending its embarrassing calls for political settlement, and imposing a client Maronite regime. The Reagan administration strongly supported the invasion through its worst atrocities, but a few months later (August), when the atrocities were becoming so severe that even NYT Beirut correspondent Thomas Friedman was complaining about them, and they were beginning to harm the US "national interest," Reagan ordered Israel to call off the invasion, then entered to complete the removal of the PLO from Lebanon, an outcome very welcome to both Israel and the US (and consistent with general US opposition to independent nationalism). The outcome was not entirely what the US-Israel wanted, but the relevant observation here is that the Reaganites supported the aggression and atrocities when that stand was conducive to the "national interest," and terminated them when it no longer was (then entering to finish the main job). That's pretty normal.

ஆனால் அவ்வாறு நாங்கள் திருமலை மட்டக்களப்பை கட்டுப்பாட்டில் வைத்தாலும் உடனடியாக வெளிநாட்டு அரசுகளின் அபிப்பிராயத்தில் மாற்றம் ஏற்படப்போவதில்லை. ஏனென்றால் இன்றைய காலகட்டத்தில் அவர்களின் மனதில் இருப்பதெல்லாம் தமிழர்கள் "பயங்கரவாதிகள்", "காட்டுமிராண்டிகள்", "முரண்டு பிடிப்பவர்கள்" என்பனவையாகும். பயங்கரவாதிகள் (terrorist) என்ற சொல்லைக் கேட்டவுடனேயே அச்சமும் கோபமும் வருகிற அளவுக்கு அமெரிக்க 9/11, ஸ்பெயின் குண்டுவெடிப்பு மற்றும் லண்டன் 7/7 ஆகியன மேற்குலகை மாற்றியிருக்கின்றன. இதனால் தான் இலங்கையரசு "பயங்கரவாதி" என்ற பெயர்ப்பலகையை தமிழர் கழுத்தில் தொங்கவிட ஒற்றைக்காலில் நிற்கிறது. அதில் வெற்றியும் பெறுகிறது. இதனால்தான் "நாங்கள் பயங்கரவாதிகள் அல்ல" என்பதை அந்நாடுகளின் வெகுசன பிரதிநிதிகள் மூலம் எடுத்துச்சொல்லி புரியவைக்கவேண்டும் என நான் கருதுகிறேன்.

மேற்குறித்தவாறு நாம் செய்ய விளையும் போது களத்திலும் அதற்கு உதவும் விதமாக (ஆனால் தேச நலன்களைப் பாதிக்காத விதத்தில்) நடவடிக்கைகள் மேற்கொள்ளப்பட வேண்டும்.

The myth of the `Jewish lobby'

The power and influence of major U.S. Jewish organisations owe a lot to the convergence of their views with the neo-conservative elements who dominate the ruling coalition in Washington.

SHORTLY after 9/11, a group of non-resident Indians (NRI) in the United States formed the Indian American Political Action Committee (INAPAC, shortly to be renamed USINAPAC). USINAPAC held two related briefs: to ensure that Indian Americans enjoy the same amount of political power it feels is held by the Jewish American community, and to deploy that power in the service of India, so that India may have something akin to the U.S.-Israeli "special relationship".

Formed in stealth and without any adequate claim to being a representative of the Indian American community, USINAPAC did however make common cause with various Jewish American lobby groups as the mainstream NRI group. On July 16, 2003, the American Jewish Committee (AJC), the American Israel Political Action Committee (AIPAC) and the USINAPAC held their first joint briefing.

Congressman Frank Pallone, a New Jersey Democrat and former co-chair of the India Caucus of the U.S. Congress, said: "One of the first things I would hear whenever I went around to the Indian American communities was how we can emulate the Jewish community, particularly how we can emulate AIPAC - in terms of their lobbying abilities, their grassroots abilities, their ability to organise the community politically." Kumar Barve, the highest elected Indian American and majority leader in the Maryland House of Delegates, told The Washington Post: "I think Indian Americans see the American Jewish community as a yardstick against which to compare themselves. It's seen as the gold standard in terms of political activism."

There are less than six million Jews in the U.S., just about two per cent of the population. If they can determine U.S. foreign policy, then they should certainly be the model for all communities that have the same agenda.

AIPAC, without a doubt, is a very strong lobbying organisation - in 2000, it gave the fourth largest donation to members of Congress who sit on both sides of the aisle. With an annual budget in excess of $15 million, a group of registered lobbyists and a staff in the hundreds, AIPAC can send out the troops to patrol the halls of Congress if any Bill inimical to the Israeli right-wing appears on the floor. The genius of AIPAC is that it sits at the centre of almost a hundred pro-Israel groups and coordinates their donations. Money lubricates the American political system, and AIPAC has been able to use its funds strategically to gain the support of a slew of elected representatives.

AIPAC and the AJC are powerful, but they do not determine U.S. foreign policy. They are powerful not just because of their money, but because their views converge with those of the neo-conservative elements who dominate the ruling coalition in Washington.

நிச்சயமாக. அமெரிக்கா மற்றும் ஐரோப்பிய ஒன்றியத்தின் தடைகள் எதனால் என்று நினைக்கிறீர்கள்? இலங்கை அரசாங்கத்தின் தூண்டுதல் ஒரு காரணமாக இருந்தாலும், இதற்கு முக்கிய காரணம் புலிகளின் சாதிக்கக் கூடிய வல்லமையே. இன்று அவர்களை வளர விட்டால் நாளை கியூபா, லிபியா, ஏன் வடகொரியா போல த்மக்கு எதிரான ஒரு வலிய சக்தியாக நாளை உருவெடுக்கும் சாத்தியக்கூறுகள் இருப்பதாக அவர்கள் கருதக்கூடும். இதனால் முளையிலேயே கிள்ளி எறிய நினைக்கிறார்கள் போலும். தடைகளையும் தாண்டி முன்னேறக்கூடிய வலு எங்களிடம் இருந்தாலும், இந்த தடைகள் இல்லாத நிலை இருக்குமாயின் எமது விடுதலை நோக்கிய பயணத்தூரம் பாதியாக குறைக்கப்படும். தடைகளை இல்லாமல் செய்ய முடியாது போனாலும் அதன் தாக்கத்தை சிறிதளவு குறைக்கவாவது இந்த lobbying பயன்படும் என்று நான் கருதுகிறேன். நாங்கள் மேலைநாடுகளின் எதிரிகள் அல்ல என்பதை அவர்களுக்கு சிறிதளவாவது புரிய வைத்தாலே அது பெரிய வெற்றிதான்.

எமது வளங்களை உந்த பெரிய lobbying professionals இடம் இழக்க முடியாது என்பதும் ஒருபுறம் உண்மை. ஆதலால் எம்மால் முடிந்தளவு செலவில்லாமல், அல்லது குறைந்த செலவில் செய்யக்கூடிய lobbying ஐ செய்ய ஒவ்வொரு புலத்தமிழனும் முன்வரவேண்டும்.

குறைந்தது வாரம் ஒரு மின்னஞ்சல் அனுப்புவதாலோ கடிதம் எழுதுவதாலோ உங்களுக்கு ஒன்றும் குறைந்துவிடவோ வேலை மினக்கெடவோ போவதில்லை. மின்னஞ்சல் மற்றும் கடிதத்தை நீங்கள் எழுதக்கூட வேண்டியதில்லை எல்லாம் சரியான வார்த்தைப்பிரயோகங்களுடன் எழுதி இணையவலையில் நிறைய உள்ளன. அவற்றை பிரதிபண்ணி உங்கள் பெயருடன் அனுப்புவது மட்டுமே நீங்கள் செய்யவேண்டியது.

பல்வேறுவழிகள் உள்ளன. மிகச்சுலபமானதும் எல்லோராலும் செய்யப்படக்கூடியதுமான வழி தத்தமது பிரதேசத்திற்குரிய வெகுசன பிரதிநிதிளுக்கு எமது தேச நடப்புகள் பற்றி உடனுக்குடன் மின்னஞ்சல் அல்லது கடிதமூலம் தெரிவிப்பது. எமக்கு எதிரான அறிக்கைகளுக்கு அவர்கள் ஆதரவளிக்க வேண்டாம் என்று எடுத்தியம்புவது. இவ்வாறான lobbying உடனடி பலன் தராததுபோல் தோன்றினாலும் "அடிமேல் அடியடித்தால் அம்மியும் நகரும்" என்பதுபோல சிறிது சிறிதாக அவர்கள் அடிமனதில் எமக்கு சார்பான அபிப்பிராயம் ஏற்படத் துணைபுரியும் என்பதில் ஐயமில்லை.

இதற்கு ஒருபடி மேலேசென்று லொபியிங் செய்வதென்றால் அந்த பிரதிநிதிகளை தனிப்பட்ட ரீதியிலோ குழுக்களாகவோ சந்தித்து எமதி இடர்பாடுகள் நலங்கள் குறித்து பேசுவது. இதற்காக ஒரு விழாவையோ அன்றி ஒரு இராப்போசனத்தையோ கூட ஒழுங்கு செய்து அந்தப்பிரதிநிதிகளுக்கும் அழைப்பு விட முடியும். அவ்வாறு அவர்களின் பிரசன்னம் இருக்கும் போது. எமது நலன் குறித்த presentation, உரைகள், நாடகங்கள் மூலம் தமிழ்மக்களின் இடர்பாடுகளை எடுத்துச்சொல்லமுடியும். இவ்வாறு செய்வதன்மூலம் எமக்கு வெளிப்படையாக ஆதரவு தரும் பிரதிநிதிகளை சம்பாதிக்க முடியும். உதாரணமாக அமெரிக்காவில் சிக்காகோ வாழ் தமிழ்மக்களால் செய்யப்பட்ட இந்த லொபியிங் காரணாமாக congressman Danny K. Davis எமக்கு வெளிப்படை ஆதரவாளராக மாறியது மட்டுமல்லாமல். இவர் அமெரிக்க அரசாங்கத்தின் தடையைக்கூட உதறித்தள்ளிவிட்டு வன்னி சென்றுவரும் அளவுக்கு எமக்கு ஆதரவானவராக மாறியுள்ளார். இவர் போன்ற பல congressmen/congresswomen எமக்கு வெளிப்படையாக ஆதரவு தரும்போது. அமெரிக்க அரசாங்கத்தின் அபிப்பிராயத்தில் மாற்றத்தை நிச்சயம் எதிர்பார்க்க முடியும்.

இதற்கு அடுத்தபடியும் இருக்கிறது. அதற்கு நிறைய பணம் செலவாகும். ஆனால் இதனால் உடனடிப்பலன் கிடைக்கும். "ஆறு மாதத்தில் தடையை நீக்கச்செய்வோம் அதற்கு எவ்வளவு மில்லியன் டொலர்கள் தருவீர்கள்" என்று கேட்குமளவுக்கு lobbyist செல்வாக்கு இருக்கிறதென்று சொல்லக்கேள்விப்பட்டிருக்கி

The folly of Eelam punditry

Today it is clear beyond all reasonable doubt that India and the US-UK-Japan Bloc are trying to influenceand manage Sri Lanka's peace process to promote and consolidate their respective strategic and economic interests.

I have been ceaselessly drumming this point wherever I got a hearing here and abroad. But the obfuscation of the political reality caused among Tamils since January 2002 is so great that it is well nigh impossible as the days pass by to cut through the thick and fast accumulating layers of rhetoric and rigmarole surrounding the so called peace process and to show our people the stark truth ? that even if the Tigers were to discuss peace with Colombo for the next hundred years an acceptable political solution is not possible.

This is not to say that the peace talks should be called off completely. On the contrary, if it suits the long term strategic and economic interests of the Tamils then the LTTE should stick to it for all its worth.

But it should do so if and only if it can make an intense endeavour to shake the people out of their current political stupor.

Those who say that we should keep quiet not rock the boat by clamouring about the true motives of the US-UK-Japan Bloc- while certain objectives are being achieved through the peace process, should remember the developments which led up to the Indo-Lanka Treaty and the arrival of the Indian army.

From 1983 to 86, it was taboo among Tamils to propagate the truth that India was exploiting their cause to gain a foothold in Sri Lanka. The few who dared to speak about India's hegemonistic designs were admonished not to be too rash lest we provoke Delhi's ire and cause a disruption in the weapons handouts by the RAW.

Nevertheless, a very small group of intellectuals both within and on the fringes of the armed Tamil Eelam movement did their best to awaken the people from their awesomely naive Indophile proclivities.

Their ideas were placed before the Tamil public at the time chiefly in two works the booklet, 'Vankam Thantha Paadam' and the street play, 'Maayamaan'. Butthese were mere enlightening drops in the ocean ofobfuscation about India and its role in the negotiations between the armed Tamil movement and the Sri Lankan government between 1983 and 87.

Tamil political pundits who were dealing with India would tell us: ": Hush, don't rock the boat. Speak not too loudly, lest someone record your utterances and take the cassette to Delhi and get us in trouble ".

There were also those who acknowledged that Delhi had ulterior intentions which would eventually be detrimental to the Tamil cause but felt that it was prudent to keep silent about the matter with a view to enhancing the armed movement's power by availing of India's hospitality and weapons handouts.

These men realised the truth from their experience and associations in India but were scared that any concerted attempt to educate the Tamil masses might alarm and antagonise Delhi into denying politicalstatus to the Tamil liberation movement and its valuable rear base in Tamil Nadu.

Another pet theme of theirs was that we may eventually be able to coax or convince Delhi to politically recognise the armed Eelam groups as comprising alegitimate national liberation movement. That Indira Gandhi had recently recognised the Palestinian Liberation Organisation (PLO) as a national liberation movement fuelled false hope among some Eelam political pundits. They believed that if we behaved ourselves with India then we may get the same legitimacy and political status and this, according to their skewed wisdom, would inexorably speed up the realisation of Eelam.

Their argument sounded so credible at the time that the obvious and logically simple truth was completely overlooked.

Even as it provided military training and arms supplies to the Tamil liberation groups, Delhi continued to state quite unequivocally and consistently that it stands by the unity and territorial integrity of Sri Lanka.

Therefore it was clear as crystal that the arms and support given by Delhi for the Tamil movement were not to help achieve Eelam but for bringing pressure on the Sri Lankan state in order to make it toe the line.

Even a brief perusal of the strategic issues which were at stake in the Indian Ocean in the seventies and eighties - in easily and widely accessible documents - would have made it amply clear what India was really after in Sri Lanka.

Yet the Eelam pundits who were pontificating from their offices in Madras saw not the larger than life writing on the wall that the whole Eelam episode between 1983 and 87 was choreographed by Delhi to achieve a permanent strategic foothold in Sri Lanka and cement it with a permanent treaty on the pretext of underwriting a half baked settlement to the Tamil problem.

But this simple, logically obvious truth was never visible even faintly to the vast mass of the Tamils in the northeast because their perceptions were totally obfuscated by the ups and downs, side shows,personalities, high lights, break downs, communiques,letters, revelations, analysis, photo spreads,editorials etc., etc., of the process to settle the conflict and meet the legitimate political aspirationsof the Tamils mediated by India between 1983 and 1987.

In the end what did the foolish Eelam pundits get in return for the cause by keeping the lid on the truth about India's real intentions, by preventing the earlymobilisation of our people politically against external aggression on our soil? Nothing.

They got no political recognition or legitimacy for the Tamil liberation movement. The Indian training and arms were useless.

And above all, when faced with the dire prospect of foreign aggression we saw the people of Jaffna welcoming the Indian army warmly, as their true saviours. At Suthumalai, to the eternal shame of the Tamil cause, the crowds urged the LTTE leader to handover his organisation's weapons to the Indian army. Also, the Tamil community was deeply divided. There was no national political or defence plan to face the situation.

The price the Tamil liberation movement as a whole had to pay for not educating the people about the truth of India's intentions was high.

At this juncture, even a doddering dullard would findthe deja vu in escapable.

The Tamil nation cannot afford to make the same mistake again. The current peace process is moving along a path trodden before by India and Sri Lanka.The obfuscators, both professional and casual, in the media, academia and the diplomatic corps are active again with greater vigour and sophistication, aided in no small measure by the continuing folly and intellectual shallowness of the Eelam punditry,inducing widespread political dullness and apathy among the Tamil masses.

We see the carrots of political recognition and economic assistance being dangled before the LTTE for the sole, ulterior purpose of stabilising the Sri Lankan state in a manner that would make itsufficiently pliable to accommodate the strategic and economic interests of the US-UK-Japan Bloc.

We already hear fools (and there are many of the educated variety among Tamils) declaring that weshould swallow our pride and yield to the dictates of the world's sole super power, that the US would bomb the Vanni back to the stone age if the LTTE does not toe the line.

Any foreign force can have its way in a country only if its people are divided, politically obfuscated and are irredeemably sunk in political stupor. The creeping intellectual/political barrenness in the northeast should be stopped without further delay. LTTE officials too should stop making pedestrian,boringly predictable utterances on public forums and,instead, make every endeavour to stir the people's reason, intellectual curiosity, their sense of community, their imagination and their intellectual fervour. This is the only way forward to decisively break the vicious circle of political obfuscation by which our people are deeply but blissfully afflicted today.

America may be the mightiest nation on the earth today but that cannot detract an iota from our right to live with honour, dignity and freedom in the land of our fore bears. It cannot for a moment make us give up an inch of our lands to help India or the US Bloc stabilise the Sri Lankan state for the sole purpose offurthering their strategic and economic interests.

சமாதானம் என்ற சுலோகத்தின் கீழ் அமெரிக்கா, ஜப்பான், இந்தியா, பாகிஸ்தான், சீனா போன்ற நாடுகளின் தலையீடுகள் முன்னெப்போதும் இல்லாதளவிற்கு முனைப்படைந்திருக்கின்றது. இதில் நாம் முக்கியமாக கவனிக்க வேண்டியது என்னவென்றால் இன்று தடைகள் குறித்து பேசும் அனைத்து அந்நிய சக்திகளும் கடந்த காலத்தில் தமது நலன்களிலிருந்து சிங்கள இனவாத சக்திகளை பலப்படுத்தி வந்த சக்திகள் என்பதாகும். இதன் மூலம் இவ்வாறான சக்திகள் அனைத்துமே கடந்தகாலத்தில் தமிழர் விடுதலைப் போராட்டத்தில் ஓர் எதிர்நிலைப் பாத்திரத்தையே ஆற்றியிருக்கின்றன. மேற்படி அரசுகள் கடந்தகாலத்தில் தமிழ் மக்கள் மிக மோசமாக சிறிலங்கா அரசாங்கத்தால் ஒடுக்கப்பட்டபோதும், அரசபடைகளால் அழித்தொழிப்பற்கு ஆளான போதும் மக்கள் தமது இருப்பிடங்களிலிருந்து விரட்டியடிக்கப்பட்ட போதும் அதனை தடுத்துநிறுத்துவதில் அக்கறையற்று தொடர்ந்தும் சிறிலங்கா அரச கட்டமைப்பை பலப்படுத்துவதிலேயே தமது கவனத்தை செலுத்திவந்திருக்கின்றன. இனிவரும் காலத்திலும் மேற்படி அந்நிய சக்திகள் சிங்கள நலன்களை தாண்டி தமிழரின் அரசியல் நியாயங்களை புரிந்துகொள்ளப் போவதில்லை. தமிழர் தேசத்தின் நலன்களுக்கு இணைவாக செயற்படப்போவதில்லை. இதில் நாம் குழம்ப வேண்டியதில்லை. கடந்த நான்கு வருடங்களுக்கும் மேலாக விடுதலைப்புலிகள் தமிழ் மக்களின் அரசியல் நியாயங்களை பல சந்தர்ப்பங்களிலும் கூறி வந்திருக்கின்றனர். பல வெளிநாட்டு ராஜதந்திரிகளுக்கும் விளக்கமளித்திருக்கின்றனர். சர்வதேச சமூகம் தமிழ் மக்களின் அரசியல் நியாயங்களை புரிந்து கொள்ள வேண்டுமென வேண்டுகோள் விடுத்து வந்திருக்கின்றனர். அதன் பின்னரும் ஐரோப்பிய யூனியன் எதேச்சாதிகார நிலையில் விடுதலைப்புலிகளை பயங்கரவாதப் பட்டியலில் சேர்ப்பது குறித்து பரிசீலிக்க முற்படுகின்றதாயின் இனியும் நாம் குழம்புவதற்கு என்ன இருக்க முடியும். விடுதலைப்புலிகளை தடை செய்வதானது வெறுமனே விடுதலைப்புலிகள் மீதான தடையல்ல. அது தமிழ் மக்களின் அரசியல் நியாயங்கள் மீதும் தமிழ் மக்களின் ஜனநாயகக் கோரிக்கைகள் மீதானதுமான தடையாகும்.

முன்னர் அமெரிக்காவும் அதனுடன் உளவுப் பரிவர்த்தனை ஒப்பந்தங்களைக் கொண்டிருந்த கனடா, இங்கிலாந்து, அவுஸ்திரேலியா போன்ற நாடுகள் விடுதலைப்புலிகளை தடைசெய்திருந்த போதும் ஐரோப்பிய யூனியன் விடுதலைப்புலிகளை தடைசெய்ய முயற்சிக்கவில்லை. ஆனால் இன்று ஐரோப்பிய யூனியன் விடுதலைப்புலிகளை தடைசெய்வது குறித்து பரிசீலிப்பதன் ஊடாக எதிர்காலத்தில் இலங்கை அரசியலில் ஒரு தீர்க்கமான பாத்திரத்தை ஆற்ற முயற்சிப்பதாகவே நாம் கணிக்க வேண்டியிருக்கிறது. ஏற்கனவே அமெரிக்கா இலங்கை அரசியலில் அதிக தலையீட்டைப் பிரயோகித்துவரும் நிலையில் எதிர்காலத்தில் அதற்கு சமதையான தலையீட்டை ஐரோப்பிய யூனியனும் பிரயோகிக்கக் கூடும். இவ்வாறு இலங்கை அரசியலில் தலையீடு செய்ய முயலும் அனைத்து அந்நிய சக்திகளும் மையங் கொள்வதோ தமிழர் பிரச்சினையிலாகும். இன்று இலங்கை அரசியலில் தலையீடு செய்யும் அனைத்து அந்நிய சக்திகளும் தமிழ் மக்கள் தமது இறுதி இலக்கை அடைவதைத் தடுத்து தமிழர் விடுதலைப் போராட்டத்தை சமஷ்டி வரையறைக்குள் முடக்குவதற்கு முயற்சிக்கப் போவது நிச்சயம். விடுதலைப் போராட்டத்தின் பின்தளமாகத் தொழிற்படும் நாடுகளில் விடுதலைப்புலிகளை தடை செய்வதன் மூலம் அதனைச் சாத்தியப்படுத்த முடியுமென்பதே மேற்படி வல்லாதிக்க சக்திகளின் கணிப்பாகும். விடுதலைப்புலிகளையும் தமிழ் மக்களையும் தாம் தீர்வு எனக் கருதும் ஒன்றிற்குள் சிறைப்படுத்துவதே தற்போது சர்வதேச சக்திகள் அனைத்தினதும் ஏகநிலைப்பாடாகும். இந்த பின்னணியைக் கருத்தில் கொண்டுதான் அமெரிக்க, ஐரோப்பிய சக்திகள் தமது புலித்தடை அரசியைலை நகர்த்தி வருகின்றன. இந்த இடத்தில் தமிழர் தேசம் எதிர்கொள்ளும் முக்கிய சவால் என்னவென்றால் போர் வலுச்சம நிலையை தொடர்ந்தும் சாதகமாக வைத்திருத்தலும் அதனை அடுத்த கட்டத்திற்கு நகர்த்துதலுமாகும். கடந்த நான்கு வருடங்களுக்கும் மேலாக சமாதான முன்னெடுப்புகள் நிலை கொண்டிருந்ததானது விடுதலைப்புலிகளின் போர் வலுச் சமநிலையிலும் தமிழ் மக்களின் ஆதரவிலுமேயன்றி எந்தவொரு சர்வதேச சக்திகளினதும் தலையீட்டினாலோ அல்லது அழுத்தங்களினாலோ அல்ல. அதுபற்றி நம்மிடம் தெளிவான பார்வையிருப்பது அவசியம். இது பற்றி சிங்கள ஆய்வாளர்கள் மிகைப்பட்ட கணிப்புகளை செய்தபோதும் சர்வதேச சக்திகள் விடுதலைப்புலிகளின் போர் வலுச்சமநிலை குறித்து தெளிவாகவே இருந்திருப்பதாகவே கருதவேண்டியுள்ளது. எனவே இனிவரும் காலத்திலும் தமிழர் விடுதலைப் போராட்டத்திற்கு அடித்தளமாக இருக்கப்போவது விடுதலைப்புலிகளின் போர்வலுச்சமநிலையும் மக்களின் ஆதரவுத்தளமுமே அன்றி வேறு எதுவுமல்ல. எனவே போர்வலுச்சமநிலையை அடுத்த கட்டத்திற்கு நகர்த்துதல் என்னும் புள்ளியிலிருந்துதான் சர்வதேச தலையீடுகளை நாம் அணுகவேண்டியிருக்கிறது. இந்த இடத்தில்தான் தமிழர் தேசியத்தின் உச்ச இலக்கை வெற்றிகொள்வதில் புலம்பெயர் சமூகத்தின் பாத்திரம் என்ன? என்ற கேள்விக்கு சரியானதொரு விடையைக் கண்டுபிடிக்க வேண்டியிருக்கிறது. புலம்பெயர் தமிழ் மக்கள் தமிழர் விடுதலைப் போராட்டத்தின் பலமான பின்தளமாக இருக்கின்றனர் என்று நாம் நம்பிவந்த நிலையிலேயே விடுதலைப்புலிகளை பயங்கரவாத இயக்கமாக தடைசெய்யும் நிகழ்ச்சி நிரலும் தொடர்ச்சியாக அரங்கிற்கு வருக்கின்றது. எனவே தமிழர் தேசிய அரசியலின் நியாயத்தன்மைகளை சர்வதேச மயப்படுத்துவதில் புலம்பெயர் சமூகத்தின் பங்களிப்பில் சில இடைவெளிகள் இருக்கின்றன என்ற முடிவுக்கே நாம் வரவேண்டியுள்ளது. தற்போதைய சூழலில் அவ்வாறான இடைவெளிகளை இனங்கண்டு நிவர்த்தி செய்வதுடன் புலம்பெயர் தமிழ் மக்களை மையப்படுத்தி இரண்டு வகையான அரசியல் வேலைத்திட்டத்தை முன்னெடுக்க வேண்டியிருக்கிறது. ஒன்று புலம்பெயர் தமிழ் மக்களை அரசியல் ரீதியாக அமைப்பாக்கி வெகுசன மட்டத்தில் தமிழர் தேசத்தின் மீது மேற்கொள்ளப்படும் சிங்களத்தின் ஒடுக்குமுறைகளுக்கு எதிராக தொடர்ச்சியான போராட்டங்களை முன்னெடுத்தல் (ஆர்ப்பாட்டங்களாக, கண்டனக் கூட்டங்களாக) மற்றையது ஒவ்வாரு நாடுகளிலுமுள்ள சிவில் சமூக அமைப்புக்களுடனும், முற்போக்கான அமைப்புக்களுடனும் உறவுகளை ஏற்படுத்துவதுடன் அவர்களூடாக தமிழர் அரசியல் நியாயங்கள் குறித்து குறிப்பிட்ட அரசின் இராஜதந்திரிகளுக்கும் அரசியல் தரப்பினருக்கும் விளக்கமளித்தல் அழுத்தங்களை பிரயோகித்தல். அரசுகள் ஏற்கனவே நிறுவனப்பட்டுள்ள அரசுகளையே ஆதரிக்கும் என்பதைக் கருத்தில் கொண்டே நமது தொடர்புகளை வலுப்படுத்த வேண்டும்.

சிறிலங்கா அரசானது தமிழர் விடுதலைப் போராட்டத்தை பலவீனப்படுத்தும் எல்லா முயற்சிகளிலும் தோல்வியடைந்திருப்பதுடன் தனது ஆட்சித் திறனைப் பேணிக் கொள்ள முடியாமல் தினறிக்கொண்டிருக்கும் நிலையில் தம்மை மீள ஒழுங்கமைப்பதற்கு சர்வதேச வல்லாதிக்க சக்திகளையை முழுமையாக சார்ந்திருக்கின்றது. தமிழர் தேசத்தைப் பொறுத்தவரையில் அடுத்த கட்டத்தை நகர்த்துவதற்கு பெரும் தடையாக இருப்பதும் சர்வதேச சக்திகளின் குறுக்கீடுகளாகும். இதனை எதிர்கொள்வதற்கு புலம்பெயர் தளத்தை சரியாகக் கையாள்வதைத் தவிர வேறு மார்க்கங்கள் இல்லை. சமகால விடுதலைப் போராட்ட அனுபவங்களை பார்ப்போமானாலும் அப்போராட்டங்கள் சர்வதேச மயப்பட்டதிற்கும் சர்வதேசத்தால் அங்கீகரிக்கபட்டதற்கும் அப்போராட்டம் சார்ந்து புலம்பெயர்ந்த மக்களின் பங்களிப்புகளே குறிப்பாக பங்காற்றியிருக்கின்றன. இன்று பலஸ்தீன விடுதலைப் போராட்டம் இந்தளவிற்கு சர்வதேச முக்கியத்துவம் பெறுவதற்கும் அது தேசமாக அங்கீகரிக்கப்படுவதற்கும் புலம்பெயர்ந்து வாழும் பலஸ்தீன மக்களின் தொடர்ச்சியான அரசியல் பிரசாரங்களும் தாயகம் நோக்கிய அவர்களின் செயல்பாடுகளும் முக்கிய பங்காற்றியிருக்கின்றன. வல்லாதிக்க சதிகளால் பலஸ்தீன விடுதலைப் போராட்டம் பலவீனப்படாமல் தொடர்ந்தும் நிலைபெறுவதற்கும் தொடர்ச்சியாக சர்வதேசத்தின் கவனத்தைப் பெற்றுவருவதிலும் புலம்பெயர் மக்களின் பங்களிப்பு குறிப்பானது. இதேபோன்றே குர்திஸ் போராட்டத் தலைவர் ஒச்சலானை துருக்கிய ஒடுக்குமுறை அரசு வஞ்சகமாக கைது செய்தபோது பல நாடுகளிலும் பரந்து வாழ்ந்த புலம்பெயர் குர்திஸ் மக்கள் நடத்திய ஆர்ப்பாட்டங்களினாலும் பிரசாரங்களினாலும் அவ்விடயம் சர்வதேசமயப்பட்டதுடன் குர்திஸ் போராட்டமும் சர்வதேசத்தின் கரிசனைக்குரியதாக மாறியது. பல உதாரணங்கள் நம்முன்னுள்ளன. இன்று தமிழர் தேசிய விடுதலைப் போராட்டம் எதிர்கொண்டிருக்கும் சவாலை வெற்றி கொள்வதில் புலம்பெயர் மக்களே தீர்க்கமான பாத்திரத்தை ஆற்றமுடியும். இதில் நாம் மக்களை குறை சொல்வதில் அர்த்தமில்லை. தமிழர் தேசியத் தலைமையும், புலம்பெயர் சூழலிலுள்ள தமிழ் தேசிய சக்திகளும், முன்னேறிய பிரிவினரும் மக்களை அவ்வாறானதொரு அரசியல் நோக்கி வழிநடத்தும் போதுதான் சாதாரண மக்கள் மேற் குறிப்பிட்டது போன்ற செயற்பாடுகளுக்கு பழக்கப்படுவார்கள். இன்றைய சூழலில் தழிழர் தேசத்தின் போர் வலுச் சமநிலையை அடுத்த கட்டத்திற்கு நகர்த்துவதற்கு பெரும் தடையாக இருக்கும் சர்வதேச தடைகளையும், அழுத்தங்களையும் வெற்றி கொள்வதற்கான மார்க்கங்கள் சர்வதேச வல்லாதிக்க சக்திகள் தமிழர் போராட்டத்தின் நியாயங்களை புரிந்துகொள்ளும் நிலையிலிருந்து நிச்சயமாக சாத்தியப்படப் போவதில்லை.

1985 In January, United States Senator Edward Kennedy visits South Africa to show his anti-apartheid support. He is hosted by Bishop Desmond Tutu the recipient of the 1984 Nobel Peace Prize; Kennedy also visits Winnie Mandela.

South Africa's church leaders take up the anti-apartheid cause, led by Bishop Tutu.

During the summer, anti-apartheid rallies and protests take place in New York City, Atlanta and Washington.

World famous musicians, including Bruce Springsteen and Miles Davis, release the anti-apartheid disk "Sun City.' The song "Free Nelson Mandela" reaches the Top Ten on rock-music charts in England.

Botha offers to free Mandela if he will renounce violence. Mandela's daughter Zindzi reads his response rejecting the deal to a packed stadium near Johannesburg.

In November, Minster of Justice Kobie Coetsee makes an unexpected visit to Mandela who is hospitalized for prostate surgery. Although a social visit, it marks a turning point. On Mandela's return to prison, he is put in a separate cell from his comrades so the government can have private access to him.

June 1988 On the 24th anniversary of Mandela's imprisonment, a rock concert called "Freedomfest - Nelson Mandela's 70th Birthday Celebration" is held outside London and televised in 60 countries.

August 1989 Botha resigns and F.W. de Klerk is sworn in as acting president. Mandela is encouraged when de Klerk releases most of the Rivonia Trial prisoners, including Sisulu, and begins to dismantle the apartheid structure. He abandons the long-term master plan of congregating blacks into separate homelands, and accepts the principle of "power sharing" with them. De Klerk recognizes that apartheid is not working. Despite millions of arrests for violations of the pass laws, blacks continue to migrate into banned areas.

February 11, 1990 After 27 years of imprisonment, Mandela is released. His new life is busy, visiting old friends and supporters, becoming deputy president of the ANC, and traveling with Winnie to the U.S., Europe and North Africa. In Sweden, he visits his old friend Oliver Tambo.

April 13, 1992 Mandela announces his separation from Winnie. She resigns as head of Social Welfare for the ANC, but not from the National Executive Committee.

Violence continues in townships with frequent clashes between police and residents. Mandela is outraged and says the police are supporting the violence rather than stopping it. Mandela holds de Klerk responsible; de Klerk is adamant that he does not have the power to control the violence.

May 1992 Another round of talks are held at CODESA 2 to construct a plan for a future democracy. The talks end in stalemate, but both sides agree to continue to work towards a solution.

June-September 1992 Frustrated over the unsuccessful negotiations, the ANC decides on a policy of "rolling mass action" consisting of strikes, protests and boycotts, to show the government the support the ANC has across the country. Meanwhile, the violence continues with an Inkatha raid on ANC members that leaves 46 dead in Boipatong township.

The rolling mass action culminates in a general strike protesting the violence.

இலங்கை இனப்பிரச்சனையின் இன்றைய நிகழ்வுகளுக்குப் பின்னால் நடக்கக் கூடிய தமிழ் மக்களினது அத்தனை அழிவுகளுக்கும் சர்வதேசமே பொறுப்பேற்க வேண்டும் என்று தமிழீழ விடுதலைப் புலிகளின் முக்கிய உறுப்பினர் க.வே.பாலகுமாரன் குற்றம் சாட்டியுள்ளார்.

"உலகம் எப்போதும் ஒரு இலக்கு நோக்கி நகருகிறது- அந்த இலக்கை அடைவதற்கு அடிப்படை முரண்கள் காரணமாக இருக்கின்றன. ஒவ்வொன்றிலும் ஒத்திருக்கும் எதிர்த் தன்மைகள் ஒன்றிணைந்து ஒரு புதிய நிலையை எடுக்கும்" என்பார் கார்ல் மார்க்ஸ். இதை அவர் சுருக்கமாக "எதிர்மறையின் எதிர்மறை" என்பார். அதாவது ஒரு மரம் இருக்கிறது. அதனுள் ஒரு விதை இருக்கிறது. அந்த விதையிலிருந்து மற்றொரு புதிய மரம் உருவாகிறது. இந்த புதிய மரமானது விதை வெடித்துச் சிதறி உருவாகிறது. இதைத்தான் கார்ல் மார்க்ஸ் எதிர்மறையின் எதிர்மறை என்பார். தமிழ் மக்களிடம் ஒரு அடிமைக் கருத்தாக்கம் இருந்தது. அதன் பின்னர் புலிகளின் விடுதலைக் கருத்தாக்கத்தால் அது முரண்பட்டு இன்னொரு நிலைக்குச் சென்றது.

அதன் பின்னர் இன்று அந்தக் கருத்தாக்கம் புத்தாக்கம் பெற்று இன்று உலகளாவி பரந்து நிற்கிறது. இதுவே எதிர்மறையின் எதிர்மறை என்பார்கள். இது ஒரு "இயங்கியல்". இந்த இயங்கியல் கோட்பாட்டை உலகம் ஏற்றுக் கொண்டிருக்கிறது. ஆனால் சிங்களத்திலோ இந்த எதிர்மறையின் எதிர்மறை என்பது இன்னொரு எதிர்மறையாக உருவெடுத்து- "இயங்கியல் மறுப்பியலாக" உருவெடுத்து நிற்கிறது. 1948 ஆம் ஆண்டு முதல் இனச் சிக்கலில் மூன்றாம் தரப்பினரது தலையீட்டை முற்று முழுதாக சிங்களம் எதிர்த்து வந்துள்ளது. நடுவர் தலையீட்டு தமிழர் தரப்பு கோரியபோதெல்லாம் முழுமையாக எதிர்த்த சிங்களம், ஒரு நிலையில் இந்தியத் தலையீட்டுக்குத் தானே கோரியதும் சந்திரிகா காலத்தில் சர்வதேசத் தலையீடாக நோர்வேயை வரவழைத்ததும் இதற்கு அப்பால்- இன்றைக்கு ஐக்கிய நாடுகள் சபையினது படைகள் இங்கே வரும் என்று ஐக்கிய தேசியக் கட்சியின் ஒரு தலைவர் கூறுவதுமான விந்தைதான் இன்று நடைபெறுகிறது.

சுதுமலையில் தேசியத் தலைவர் அவர்கள், "தமிழ் மக்களினது பாதுகாப்புக்கு இந்தியா பொறுப்பேற்க வேண்டும்" என்று கூறியது போல- இன்னொரு பிரகடனத்தை வெளியிடாத நிலையிலும் "இன்றைய நிகழ்வுகளுக்குப் பின்னால் நடக்கக் கூடிய தமிழ் மக்களினது அத்தனை அழிவுகளுக்கும் சர்வதேசமே பொறுப்பேற்க வேண்டும்" என்று தெளிவாகச் சொல்லுகிறோம். சர்வதேசத்தின் மனசாட்சியானது ஒரு கழிவிரக்க நிலைக்கு தள்ளப்படப் போகிறது என்பதை முன்கூட்டியே நாம் தெரிவித்துவிடுகிறோம். சர்வதேசத்தை நம்பி நாங்கள் வாழாமல்- எங்களது வெற்றிக்கான ஒரு துணைக் காரணியாக சர்வதேசத்தைச் சேர்த்துக் கொண்டிருப்பதால் எங்களுடைய தாயகத்தின செயற்பாடுகளுக்கான அத்தனை வலிமையையும் பெற்றுக்கொள்ள முயற்சிப்பதால் இதை மக்களுக்குத் தெரிவிக்கிறோம். இந்தியத் தலையீட்டை மறுத்தவர்கள் இந்தியத் தலையீட்டை வரவேற்றார்கள்- சர்வதேசத் தலையீட்டை மறுத்தவர்கள் சர்வதேசத் தலையீட்டை வரவேற்றார்கள்- இப்போது இவர்கள் ஐ.நா.வுக்கும் செல்வார்கள்.

ஏனென்றால் சிங்களத்துக்கு எதுவும் செய்யத் தெரியாது. தமிழ் மக்களினது கோரிக்கைகளை மழுங்கப்படிப்பதற்கும் தமிழீழ விடுதலைப் புலிகளை அழிப்பதற்கு மட்டுமே இந்த உலகம் உதவும் என்று நினைக்கிறது. எத்தகைய தலையீடு என்பதையும் எங்களது செய்திகளைச் சொல்லுகிற வாய்ப்பாகவும் மறுக்கப்பட்ட மக்களினது குரலை வெளிப்படுத்துகிற வாய்ப்பாகவும் நாம் பயன்படுத்திக் கொள்வோம். ஆனாலும் சிங்களமோ தமிழ் மக்களுக்கு எதிராகவே சொல்லிச் சொல்லி முழுமையாக தனது அடிப்படையான ஆதாரமான கருத்தை இழந்து அம்மணமாக நிற்கிறது.
