பொதுநலவாய நாடுகள் தலைவர்கள் மாநாட்டில் பங்கேற்க வேண்டாம் என பிரித்தானிய பிரதமர் டேவிட் கமருனிடம் கோரிக்கை விடுக்கப்பட்டுள்ளது. பிரித்தானிய பாராளுமன்ற உறுப்பினர்கள் இந்தக் கோரிக்கையை முன்வைத்துள்ளனர். எதிர்வரும் 2013ம் ஆண்டில் பொதுநலவாய நாடுகள் தலைவர்கள் மாநாடு இலங்கையில் நடைபெறவுள்ளமை குறிப்பிடத்தக்கது.மனித உரிமை மற்றும் அரசியல் உரிமை விவகாரங்களில் மெய்யாகவே அபிவிருத்தி ஏற்பட்டுள்ளது என்பது தொடர்பில் நம்பகமானதும், சுயாதீனமானதுமான உறுதிப்படுத்தல்கள் கிடைத்தால் மட்டுமே இலங்கை அமர்வுகளில் பங்கேற்க முடியும் என பிரித்தானிய பிரதமர் தெரிவித்திருந்தார்.

இலங்கையில் பாரியளவில் மனித உரிமை மீறல்கள் இடம்பெற்று வருவதாகவும் இவ்வாறான ஓர் பின்னணியில் பொதுநலவாய நாடுகள் தலைவர்கள் மாநாட்டை இலங்கையில் நடாத்துவது பொருத்தமற்றது எனவும் பாராளுமன்ற உறுப்பினர்கள் சுட்டிக்காட்டியுள்ளனர்.பிரித்தானிய வெளிவிவகார அமைச்சு வெளியிட்டுள்ள அறிக்கையில் இந்த விடயம் குறிப்பிடப்பட்டுள்ளது. 2009ம் ஆண்டு யுத்தம் நிறைவடைந்த போதிலும் நூற்றுக் கணக்கானவர்கள் தொடர்ந்தும் தடுத்து வைக்கப்பட்டுள்ளதாகத் தெரிவிக்கப்படுகிறது. சட்டவிரோத கடத்தல்கள் காணாமல் போதல்கள் இலங்கையில் வழமையான நிகழ்வாக மாற்றமடைந்துள்ளது எனக் குறிப்பிடப்படுகிறது.

பொதுநலவாய நாடுகள் அமைப்பின் தார்மீகப் பொறுப்புக்களை உறுப்பு நாடுகள் உதாசீனம் செய்யக் கூடாது என சுட்டிக்காட்டப்பட்டுள்ளது. பொதுநலவாய நாடுகள் அமர்வுகளில் பங்கேற்பது தொடர்பில் தமது வெளிப்படையான கருத்தை டேவிட் கமருன் பகிரங்கமாக அறிவிக்க வேண்டுமென பாராளுமன்ற உறுப்பினர்கள் கோரியுள்ளனர்.

[size=5]The House of Commons Foreign Affairs Committee report published last week has suggested that the British Prime Minister should boycott CHOGM scheduled to be held in Colombo in 2013 if there is no visible improvement in the human rights record in Sri Lanka. [/size]

[size=5]The report says that continuing evidence of serious human rights abuses in Sri Lanka shows that the Commonwealth’s decision to hold the 2013 Commonwealth Heads of Government Meeting in Colombo was "wrong". The Committee urges the Prime Minister to state publicly his unwillingness to attend the Colombo meeting unless he receives "convincing and independently-verified evidence of substantial and sustainable improvements in human and political rights in Sri Lanka."[/size]

[size=5]The report comes amidst hectic activity by human Rights activists and the pro-LTTE Diaspora in the United Kingdom swinging into action in a bid to halt either both the Queen and the British PM or at least one of them from attending the summit. [/size]

[size=5]Despite the anti-Sri Lanka rumblings, a Sri Lankan diplomat based in Europe has assured President Mahinda Rajapaksa that he will use his personal contacts with the British authorities to ensure the participation of the Queen and the Prime Minister, it is understood.[/size]

[size=5]Meanwhile, several British MPs and Sri Lankan and Indian Tamil politicians attended the World Tamil Conference in the British Parliament in London last week.[/size]

[size=5]At the sessions, they have urged the United Nation member states to set up an ‘International Independent Investigation’ into the "conduct of the Sri Lankan State against the Tamils and to investigate the war crimes, crimes against humanity and the crime of genocide against the Tamils".[/size]

[size=5]British MPs who attended the conference condemned the UN and the international community for not acting responsibly to protect the Tamils. British MPs Robert Halfon, Lee Scott, Simon Hughes, Jeremy Corbyn, Siobhain McDonagh and Garath Thomas addressed the meeting.[/size]

[size=5]On Friday, the Human Rights Consortium together with Commonwealth Advisory Bureau held a meeting in University of London. The topic of the meeting was "Towards truth, justice and a political solution in Sri Lanka: what role will the Commonwealth and its 2013 Summit in Colombo play"[/size]

[size=5]Director of Commonwealth Advisory Bureau Daisy Cooper chaired the first session. A member of the UN Secretary General’s Panel of Experts on Accountability in Sri Lanka, Yasmin Sooka made a speech on "Commonwealth of reconciliation and transitional justice".[/size]

[size=5]Frances Harrison, former BBC correspondent, who covered the war in Sri Lanka and the author of "Still Counting the Dead", chaired the second session. [/size]

[size=5]*Prof. Mark McGovern of Edge Hill University and Suthaharan Nadarajah of School of Oriental and African Studies delivered two speeches in that session. The topic was "What could a political solution in Sri Lanka look like?"[/size]

[size=5]The third session was chaired by Fred Carver, Director, Sri Lanka Campaign for Peace and Justice. Dr. Rajesh Venugopal of London School of Economics gave a speech on "India’s influence and the Commonwealth’s engagement with Sri Lanka and milestones on the road to the 2013 Colombo CHOGM".[/size]

[size=5]In the fourth session, Canada’s Special Envoy on Commonwealth Renewal, Senator Hugh Segal made a speech on "Scoping the opportunity". That was chaired by Prof. Philip Murphy, Director, Institute of Commonwealth Studies.[/size][/size]
