US based international advocacy group Human Rights Watch (HRW) has come out hard on the government, supporting allegations of complicity of state troops in child recruitment first made by the UN and the SLMM.

HRW said that it too would be releasing its own report next month.

"The HRW will be issuing a report summarising some of our findings from our mission to Sri Lanka last month. Our research was carried out independently and fully supports the findings of Ambassador Rock concerning the Karuna group's abductions and the use of children in Batticaloa, Trincomalee and Ampara Districts. We also found complicity and sometimes active support in the abductions by the Sri Lanka armed forces and police," Senior Legal Advisor, HRW, James Ross told The Sunday Leader.

He added that the information collected by HRW was based on interviews with witnesses and parents of more than 20 abducted children and young men and said a full report detailing recent abductions and use of children as soldiers by the Karuna group as well as by the LTTE will be published in December.

HRW said that it had also forwarded details of some of its findings to the government in a letter. The government acknowledged it had received the letter but said that allegations had proven baseless.

"HRW along with other international human rights organisations continue to send us letters, requesting for a speedy investigation into the recruitment of child soldiers. The government is continuing with its investigations but to date have not received any evidence, linking the security forces with the Karuna faction. Most of this evidence provided by the international organisations are false and fabricated," said Defence Spokesperson Minister Keheliya Rambukwella.

The HRW report is likely to intensify the attention on allegations that government troops were facilitating and in some instances directly involved in child recruitment by the Karuna group in the east.

Special Advisor to UN Special Rapporteur on Children in Armed Conflict, Allan Rock is also due to present his report on his trip to Sri Lanka to the UN Security Council's Working Committee on children and armed conflict in the coming weeks. The UN has indicated that evidence of troop involvement would be included in the report.

A debate on children in armed conflict is scheduled to be taken up by the Security Council on November 28.
