India calls for north-east merger

India has called upon President Mahinda Rajapakse to honour the Indo-Lanka Agreement and give legal force to the north-east merger.

The request of Indian Prime Minister Manmohan Singh was communicated to President Mahinda Rajapakse by External Affairs Secretary Shiv Shankar Menon on Thursday at Temple Trees during their one to one meeting.

The Sunday Leader learns Menon had told the President the Indo-Lanka Agreement was a bilateral agreement between two sovereign countries subject to international law and cannot be vitiated through a reference to domestic law.

Informed sources said the President was also told by Menon that the merger was a consequence of the Indo-Lanka Agreement that was aimed at providing for the political aspirations of the Tamil speaking people and not the LTTE.

It is learnt, Prime Minister Manmohan Singh will personally inform President Rajapakse of India's position on the merger when the duo meets this week in New Delhi.

President Rajapakse had earlier told a TNA parliamentary delegation that he was unhappy with the Supreme Court decision to demerge the provinces and would take remedial steps.

The President had also reiterated this position with Menon, it is learnt.

Meanwhile Opposition Leader Ranil Wickremesinghe informed the Indian External Affairs Secretary on Thursday that the UNP stands ready to support any legislation introduced by the government to give legal effect to the merger in terms of the Indo- Lanka Agreement.

The JVP has threatened to withdraw support to the government if legislation is introduced to give legal force to the merger.

The Co-Chairs, USA, EU, Japan and Norway too last week called on the government not to disturb the specific arrangements made for the north and east.
