சிறிலங்கா அரசிற்கு கடுமையான செய்திகளை வழங்கியிருக்கும் பௌச்சர்

சிறிலங்கா இராணுவத்தினருடன் சேர்ந்தியங்கும் துணை இராணுவக்குழுக்களின் நடவடிக்கைகளை கட்டுப்படுத்தி, மனித உரிமைகளை மேம்படுத்துவதுடன் ஊடக சுதந்திரத்தையும் உறுதி செய்யும் படி அமெரிக்காவின் பிரதி வெளியுறவுச் செயலாளர் ரிச்சர்ட் பௌச்சர் சிறிலங்கா அரசாங்கத்துக்கு கடுமையான வேண்டுகோளை விடுத்துள்ளார்.

இலங்கைக்கான தனது மூன்று நாள் பயணத்தின் முடிவின் போது ஊடகவியலாளர்கள் மாநாட்டில் அவர் தெரிவித்துள்ளதாவது:

இலங்கையில் இடம்பெற்று வரும் சம்பவங்களை அமெரிக்கா உன்னிப்பாக கவனித்து வருகின்றது.

நான் அமெரிக்காவின் வெளியுறவுச் செயலாளர் கொண்டலீசா றைஸ் மற்றும் உயர் அதிகாரிகளுடன் இலங்கை தொடர்பாக தொடர்ச்சியான சந்திப்புக்களை நடத்தி வருகின்றேன்.

இலங்கையின் நிலைமைகள், உல்லாசப்பயணிகளின் வரவுகள் குறைந்து போவதனால் எற்பட்டுள்ள பொரளாதார நெருக்கடி, வானூர்திப் போக்குவரத்து, நிதி உதவிகள் போன்றவை தொடர்பாக கலந்துரையாடி வருகின்றேன்.

நாட்டில் தோன்றியுள்ள பெரும் வன்முறைகளால் மிலேனியம் அபிவிருத்தித் திட்டங்களும் திருப்தி தரும் அளவிற்கு முன்னெடுக்கப்படவில்லை. இலங்கையின் நிலைமைகளை நாம் உன்னிப்பாக அவதானித்து வருகின்றோம்.

அரசாங்கம், தனது அதிகாரங்களை ஊடகத்துறையின் மீது பிரயோகித்து வருவதை அறிக்கைகளில் அவதானித்துள்ளோம். நாம் ஊடகத்துறையினரின் பாதுகாப்பு தொடர்பாகவே எப்போதும் பேசி வருகின்றோம்.

மனித உரிமை மிறல்களில் ஈடுபடுவோர் மீது நடவடிக்கைகள் எடுக்கப்படும் என அரசாங்கத்துடனான சந்திப்பில் எனக்கு தெரிவிக்கப்பட்டிருந்த போதும், அதற்கு அதிகளவு செயற்பாடுகள் தேவை. கேள்வி என்னவெனில் எவ்வாறு இதனை நடைமுறைப்படுத்தப் போகின்றனர் என்பதுதான்.

கடத்தல்கள், காணாமல் போதல், படுகொலைகள் போன்ற பெருமளவான மனித உரிமை மீறல்களுக்கு துணை இராணுவக் குழுவினரே காரணம். அரசாங்கம் இந்த குழுக்களை கட்டுப்படுத்த வேண்டும். அதன் தேவை குறித்தும், அவற்றை எவ்வாறு நடைமுறைப்படுத்துவது என்பது குறித்தும் நாம் கலந்துரையாடி உள்ளோம். இதில் முன்னேற்றம் ஏற்படும் என நான் நம்புகிறேன்.

படுகொலைகள், கடத்தல்கள் காரணமாக யாழ். குடாநாட்டில் உள்ள மக்கள் அச்சத்துடன் வாழ்கின்றனர். அதிகளவான மக்கள் கவலைகளுடன் வாழ்கின்றனர். பயங்கரவாத நடவடிக்கைகளுக்கு எதிரான போரில் நாம் இலங்கை மக்களுக்கு உதவுவோம்.

அனைத்து கட்சிக்குழுவினால் முன்வைக்கப்படும் அரசியல் தீர்வுத்திட்டம் பேச்சுவார்த்தைகளை மீள ஆரம்பிப்பதற்கான ஒரு அடிப்படையாக அமையும் என நாம் எதிர்பார்க்கின்றோம் என்றார் அவர்.

US concerned at Sri Lanka abuses, halts some aid

COLOMBO, May 10 (Reuters) - The United States has halted some aid to Sri Lanka as human rights abuses rise amid renewed civil war, a top U.S. State Department official said on Thursday.

Wrapping up a three-day visit to the island, Assistant Secretary of State for South and Central Asian Affairs Richard Boucher said Washington was concerned by a spate of abductions and killings blamed on each side during the two-decade conflict.

"There's a deterioration of human rights on the island," Boucher told a media briefing a day after he visited an army-held enclave in the island's war-torn north.

"There are two aspects that concern us most, one is abductions and killings, and the second is freedom of the press."

Nordic truce monitors and a U.N. envoy have accused elements of the military of involvement in extrajudicial killings and abductions of children as fighters for a breakaway rebel faction, which analysts say is aligned to the government.

The Tigers have long been accused of serial abductions and are listed as a terrorist organisation by the United States, Britain and the European Union among others.

"There's a responsibility not just to deal with the behaviour of people in government employment, in official circles, in the security forces, but also to have government get control of the paramilitaries so the people can live more safely," Boucher said.

His visit comes at a time of heightened conflict between the the military and Tigers. Their protracted conflict has killed nearly 70,000 people since 1983.

It also comes after Britain last week suspended around $3 million dollars in debt relief aid, citing concerns about human rights abuses and mushrooming defence spending.

"We also carefully evaluate programmes," Boucher said. "We're comfortable that we have a great many programmes here that support the people of Sri Lanka, that help displaced people.

"There's one programme in the planning process from the Millennium Challenge Corporation ... that hasn't been proceeding forward because there are concerns in that area, about the ability to carry out the project given the security situation and the human rights situation."

The Tigers have vowed to intensify their fight for an independent state in the north and east, while the government has pledged to wipe out all rebel military assets.

Many investors are jittery amid fears the war will escalate.

"Growth is still steady, but if you look at it, you have problems of cancelled tourists, cancelled flights, suspended aid programmes. This is not good for the future," Boucher said.

SRI LANKA: US diplomat renews calls to halt rights violations

COLOMBO, 10 May 2007 (IRIN) - A senior US diplomat expressed concern on Thursday over worsening human rights violations in Sri Lanka and renewed pressure on the government to deliver on its promises to curb abuses.

US State Department official Richard Boucher, ending a three-day visit to the island, said he was troubled by the deterioration since his last visit in October.

"People are more fearful and face more difficulties … Overall, there has been a deterioration in Sri Lanka's human rights record," said Boucher, the assistant secretary of state for South and Central Asian affairs.

"We are very concerned," he said, adding that the US was calling for the Sri Lankan government to deliver on its pledges to protect human rights.

"As a democratically elected government, you have obligations to protect human rights, to hold people accountable for past abuses and to protect people from future abuses," Boucher told reporters.

Boucher met President Mahinda Rajapakse, who told him the government had to be vigilant about the security situation but assured him that it backed investigations into rights violations.

"President Rajapakse told Ambassador Boucher that the government was doing its best to ensure that there were no human rights violations and that all reports of human rights of violations were looked into," the president's office stated.

Boucher said he had discussed with the president the floundering 2002 ceasefire agreement brokered by Norway, the issue of media freedom and the increase in violence.

He flew to the embattled northern Jaffna peninsula on Wednesday and met government officials, aid workers, the clergy and members of civil society.

"Lots of people are worried about their security, afraid of the abductions and killings that are going on … More needs to be done to create a climate where people can be safe," Boucher said of the situation in Jaffna.

The region is largely controlled by the state, which has a heavy military presence to hold back attempts by the Liberation Tigers of Tamil Eelam (LTTE) to gain more territory in the north. The district, which was also hit by the 2004 tsunami, faces shortages of food, medicines and other essentials, with supply lines affected by the increased fighting.

News agency reports quoted aid workers saying they had raised the issue of abductions and lack of freedom of movement, while the Catholic Bishop of Jaffna, Thomas Saundranayagam, told Boucher international help was required to end the strife.

Rights groups have accused government troops, the LTTE and a paramilitary group allegedly backed by the security forces for growing numbers of extra-judicial murders, abductions, disappearances and the military recruitment of children.

U.S. concerned about Sri Lanka's human rights, envoy says

COLOMBO, Sri Lanka (AP) - The United States is concerned about deteriorating human rights in Sri Lanka, where a decades-long separatist insurgency has led to abductions, killings and intimidation of the media, an envoy said Thursday.

U.S. Assistant Secretary of State Richard Boucher met government, military and civil leaders in this island nation during his three-day visit that ends Thursday.

Boucher told reporters that the U.S. has closely followed Sri Lanka's affairs and "there are two aspects that concern us: one is the abductions and killing, two is the freedom of the press."

He said while the government had put forward guidelines on how to deal with suspects believed linked to separatist Tamil Tiger rebels "those in government employment must implement them."

Boucher said the U.S. recognizes that Sri Lanka continues to face the threat of terrorism by Tamil Tigers and will continue assistance to eliminate the threat. But he urged the government and opposition parties to share power with ethnic minority Tamils on whose behalf the rebels are claiming to fight.

Earlier Thursday President Mahinda Rajapakse met Boucher and told the envoy that Sri Lanka needs to be "vigilant" about its national security in dealing with its ethnic conflict, hinting that the South Asian nation is leaning away from compromising with rebels.

The remarks by the president appear to reinforce earlier comments that Sri Lanka would take military action against rebels when it deems its national security is at stake.

Earlier in the week, government spokesman Keheliya Rambukwella acknowledged that a Norwegian-brokered 2002 cease-fire "has been violated over and over again" by both sides and warned "wherever national security is threatened, we will take appropriate action."

Boucher traveled to the Jaffna peninsula, a predominantly ethnic Tamil area in northern Sri Lanka on Wednesday where he said the U.S. would try to help alleviate the suffering of civilians living on the war-ravaged peninsula.

U.S. State Department spokesman Sean McCormack told reporters in Washington the U.S. wants the Tigers and the government back at the negotiating table. "Richard is there to try to further our efforts in this regard," he said.

The Tamil Tiger rebels began fighting in 1983 to establish an independent homeland in Sri Lanka's north and east for the country's mostly Hindu Tamils, who have faced decades of discrimination by the predominantly Buddhist Sinhalese majority.

The Jaffna peninsula is the heart of that violent struggle.

The war killed at least 65,000 people before a Norwegian-brokered cease-fire in 2002. But the peace process has steadily unraveled since December 2005, and air raids, bus bombings, suicide attacks and jungle clashes have claimed an estimated 4,000 lives since then.

Sri Lanka's promise to stem bloodshed broken: US

COLOMBO (AFP) - The United States Thursday accused Sri Lanka of going back on promises to protect human rights and said the situation in the embattled island had "deteriorated" in the past year.

Visiting US diplomat Richard Boucher said there was more bloodshed and that the government of President Mahinda Rajapakse had failed to honour pledges to reduce violence since he took office in November 2005.

"People are more fearful and face more difficulties. Overall there has been a deterioration in Sri Lanka's human rights record," Boucher said when asked how he assessed the situation in Colombo since his last visit in October.

Boucher, the US Assistant Secretary for South and Central Asian affairs, told reporters here that he wanted to see Colombo deliver on the promises made to the international community to reduce violence stemming from a bitter ethnic conflict with Tamil rebels.

"We are very concerned," he said after his closed-door meeting with Rajapakse at his tightly-guarded Temple Trees residence.

Boucher said he raised concerns with Rajapakse about the collapse of a truce with the rebels, attacks on media and the escalation of extra-judicial killings that have left more than 4,800 dead since December 2005.

Rajapakse's office in a statement said Boucher was told that Colombo was "doing its best" to ensure there were no rights violations.

Boucher on Wednesday travelled to the embattled northern peninsula of Jaffna where 350,000 civilians and 40,000 government troops have lived under virtual siege conditions since the only land access was closed in August.

The rebel Liberation Tigers of Tamil Eelam (LTTE) launched an abortive assault on the peninsula on August 11, prompting the military to shut the main highway to the region.

Jaffna is now supplied through risky air and sea transport routes vulnerable to Tamil Tiger attack.

Despite government assurances of food and permitting a limited amount of fishing in the area, Boucher said residents in Jaffna continued to live in fear.

"Lots of people are worried about their security, afraid of the abductions and killings that are going on. Going forward, more needs to be done to create a climate where people can be safe," he said.

Boucher's dinner with key local personalities was cancelled as he had to leave before the international airport closed here for the night. The closure came into effect from Thursday amid fears of nocturnal air raids by Tigers.

Boucher's concerns over rights abuses were welcomed by the New York-based Human Rights Watch.

"Human Rights Watch welcomes Richard Bouchers stated concern about human rights, and in particular his visit to Jaffna, where he witnessed the peoples suffering first-hand," the group's Asia director Brad Adams said.

In March, Boucher's deputy, Steven Mann, urged Sri Lanka to address human rights issues amid reports that more than 700 people had "disappeared" in the past year.

More than 60,000 people have died in the 35-year ethnic conflict.
