இலங்கையின் மனிதாபிமானச் சிக்கல்கள் மற்றும் அரசியல் கருத்து இணக்கம் என்பன குறித்து புலம்பெயர் தமிழர் பிரதிநிதிகளுடன் அமெரிக்க இராஜாங்கத் திணைக்கள துணை அமைச்சர் றொபேர்ட் ஓ பிளேக் சந்தித்துப் பேசியுள்ளார்.

இச்சந்திப்பின் போது சிறிலங்காவுக்கான அமெரிக்க தூதரகத்தின் பாதுகாப்பு விவகார அதிகாரி ஜேம்ஸ் மூரேயும் உடன் இருந்தார் என அமெரிக்க இராஜாங்கத் திணைக்களம் வெளியிட்ட அறிக்கை தெரிவிக்கின்றது.

புலம்பெயர் தமிழர்கள் சார்பில் அமெரிக்காவில் உள்ள தமிழ் அமைப்புக்களைச் சேர்ந்த 16 பிரதிநிதிகள் இச்சந்திப்பில் கலந்துகொண்டனர்.

கடந்த செவ்வாய்க்கிழமை நடைபெற்ற இச்சந்திப்பின்போது, புலம்பெயர் தமிழர்களின் கவலைகளையும் நோக்கங்கள் குறித்தும், மனித உரிமை சிக்கல்கள் தொடர்பில் அமெரிக்கா எடுத்துவரும் நடவடிக்கைகள் பற்றியும் பகிர்ந்து கொள்வதற்கு கிடைத்த இந்தச் சந்தர்ப்பத்துக்காக றொபேர்ட் ஓ பிளேக்கும் ஜேம்ஸ் மூரேயும் மகிழ்ச்சி தெரிவித்தனர்.

இந்த ஆண்டில் சிறிலங்காவுக்கு 5 கோடியே 60 லட்சம் டொலர் பெறுமதியான உதவிகளை அமெரிக்கா வழங்கியுள்ளது.

தமிழ் மக்கள் தடுத்து வைக்கப்பட்டுள்ள முகாம்களில் நிலவும் நெருக்கடியைக் குறைத்தது, இடம்பெயர்ந்தவர்களைப் பதிவுசெய்தது, மனிதாபிமான அமைப்புக்கள் முகாம்களை அணுகுவதற்கான அனுமதியை விரிவுபடுதியது போன்ற சிலவற்றை சிறிலங்கா அரசு செய்து இருந்தாலும் இன்னும் செய்ய வேண்டியது எவ்வளவோ இருக்கின்றது என்று பிளேக் மற்றும் மூரே தெரிவித்தனர்.

இடம்பெயர்ந்த மக்கள் பாதுகாப்பாகவும் விரைவாகவும் தமது சொந்த இடங்களுக்குத் திரும்பவேண்டும், அனைத்துலக மனிதாபிமான அமைப்புக்கள் முகாம்களை அணுகுவதற்கான அனுமதி தொடர்ந்து வழங்கப்படவேண்டும், தடுத்து வைக்கப்பட்டுள்ள மக்களின் நடமாட்ட சுதந்திரத்தை மேம்படுத்துவதற்கு உதவக்கூடிய வகையில் அவர்களுக்கு தேசிய அடையாள அட்டைகளை வழங்க வேண்டும் போன்ற கோரிக்கைகளை அமெரிக்கா முன்வைத்துள்ளது.

சிறிலங்கா அரசு கருத்து இணக்கம் நடவடிக்கைகளை மேற்கொள்ள வேண்டும் என்பதை பிளேக் அழுத்தமாகக் குறிப்பிட்டார்.

சிறிலங்கா அரசு நாட்டில் நீடித்திருக்கக்கூடிய அமைதியை ஏற்படுத்த வேண்டும், அனைத்துத் தரப்பினர் மத்தியிலும் நீதியையும் பகை மறப்பு நடவடிக்கைகளையும் ஊக்கப்படுத்த வேண்டும், அதிகாரத்தைப் பகிர்ந்து கொள்வது தொடர்பில் சிறிலங்காவுக்கு உள்ளேயும் வெளியேயும் உள்ள தமிழர்கள் உள்ளிட்ட அனைத்துத் தரப்பினருடனும் பேச்சுக்களை நடத்தவேண்டும், மனித உரிமைகள் விடயத்தில் முன்னேற்றங்களை எட்டவேண்டும் என்றும் அமெரிக்கா வலியுறுத்தியுள்ளது.

அரசியல் கருத்து இணக்கம் நடவடிக்கை மற்றும் நாட்டின் மீள்கட்டுமானம் என்பன தொடர்பில் சிறிலங்கா அரசும் அமெரிக்காவில் உள்ள புலம்பெயர் தமிழ்ச் சமூகமும் ஒருவரோடு ஒருவர் கலந்துரையாடக்கூடிய சந்தர்ப்பங்களைத் தேடவேண்டும் என்றும் பிளேக் மற்றும் மூரே ஆலோசனை வழங்கினர்.

தாம் தொடர்ந்தும் அமெரிக்க புலம்பெயர் தமிழர் சமூகத்துடன் ஆலோசனைகளில் ஈடுபடுவதை விரும்புகிறார்கள் எனத் தெரிவித்த அவர்கள் இருவரும், இச்சந்திப்புக் குறித்த பின்னூட்டுங்களையும் தமக்கு வழங்குமாறு கேட்டுக்கொண்டனர்.

இச்சந்திப்பு அமெரிக்க இராஜாங்கத் திணைக்களத்தில் நடைபெற்றது. கொழும்பில் உள்ள தூதரகத்தில் இருந்து காணொலி இணையத் தொடர்பு மூலமாக மூரே இதில் கலந்துகொண்டார்.

The US is focusing on humanitarian aid for the IDPs interred in Vavuniya and elsewhere. Basic food is available to all, although variety in the diet remains a problem. Sanitation and health care are improving, but are not yet up to international standards. The US is providing most of the food aid for the IDP camps. There are now 8 zones in Manik Farm as attempts are made to ease congestion.

6,000 to 9,000 IDPs have been released, mostly the elderly and the disabled. The US is advocating that other vulnerable populations also be released, along with those who have family to stay with. US Asst Secretary of State for Migration Eric Schwartz, who visited Sri Lanka as his first overseas trip in his new position, received information that 75,000 IDPs are being released in August: 15,000 to Vavuniya, 25,000 to Kilinochchi and 35,000 to other areas (Jaffna, Batticaloa, Trincomalee, etc.).

During his visit, Asst Sec Schwartz was assured by the GoSL that their first priority is to resettle the IDPs. He visited all sectors of Manik Farm on a government-led tour. Other American officials have had the ability to tour the camps without military or government escorts. Journalists continue to have only limited access.

There are still many protection issues. Basic to protection is the registration of IDPs. This registration is proceeding, with 125,000 IDPs being registered and in the process of receiving ID cards, 55% of the total, according to Charge d'Affaires James Moore in the US Embassy in Colombo. Issues remain for the ICRC, which has not been a presence in the camps since early in July. Until that time they had some access to captured combatants. UNHCR is working on family reunification. UNHCR will not be taking over the camps, according to Asst Sec Blake, because Sri Lanka is a 'sovereign nation.'

The Dept. of State is urging us to provide them with names and date of birth of anyone who has disappeared to follow up on specific cases. There are many rumors, but INGOs & governments have received few specific cases.

The US is emphasizing that return of IDPs does not have to wait for complete demining and has given $6 million to 4 demining INGOs, while urging the GoSL to come up with a comprehensive plan for demining, rather than current piecemeal efforts. The GoSL is holding bi-weekly meetings on demining, with a US representative always present. 15 villages in Mannar have been declared safe.

The US is encouraging the reintegration of former combatants & is giving $6 million for this effort, while looking for other donors for this effort. The Ministry of Justice under Milinda Maragoda is in charge of the rehabilitation effort.

The US has no recent information about the 5 doctors, but believes that they remain at police headquarters in Colombo and will continue to bring up their case.

There is no conditioning of humanitarian aid by the US, but very comprehensive benchmarks toward improvement on issues to do with the IDPs, including access, registration, & resettlement have been established. Achievement of these benchmarks over the next 3-6 months will determine whether development aid will be provided. This is the first time that benchmarks of this nature have been used in the resettlement of IDPs and the Bureau of Migration thinks they are such a good idea they will be widely used.

Asst Sec Blake said that the US is a strong supporter of devolution of power in Sri Lanka and some level of autonomy for the Tamils. Political reconciliation will signal the real end to the conflict. Devolution and reconciliation are factors in the benchmarks set up to assess progress. The President's statement that a political solution is possible only after the presidential election in 2010 is disappointing. The State Dept. sees the Tamil diaspora as an important stakeholder for future reconciliation.

Concerning fears following KP's abduction, Asst Sec Blake said that people in the US may be affiliated with the LTTE but will not be allowed to be prosecuted or persecuted by Sri Lankan unless they break US laws by providing material assistance.

The assembled Tamil organizations asked many questions concerning US policy and actions toward the crisis for the Tamils in Sri Lanka. We also presented our concerns based on information that we have received from friends, family and other sources, especially concerning the situation of the IDPs, resettlement, the continued militarization of the NorthEast, disappearances and torture, colonization of Tamil areas, the use of development aid for the subjugation of the NorthEast, the appropriation of the resources of the NorthEast by outsiders and our hopes for political change. Thanks to all those who contributed to helping this meeting take place and all those who traveled great distances at their own expense.
