யாழ்ப்பாணத்தின் பல பகுதிகளிலும் இராணுவத்தினர் மக்கள் பதிவுகளை மேற்கொண்டு வருகின்றனர்.ஒவ்வொரு வீடு வீடாகச் செல்லும் இராணுவத்தினர் குடும்பப் பங்கீட்டு அட்டையைப் பார்த்து பதிவதுடன் குடும்பத்தினரின் விபரங்களையும் பதிவு செய்து வருகின்றனர்.

இதன்போது குடும்ப உறுப்பினர்களை அடையாளப்படுத்தும் குடும்ப அடையாள அட்டைகளையும் பார்வையிட்டுச் செல்கின்றனர்.

குடும்பத்தில் எத்தனை பேர் இருக்கின்றனர். வெளிநாட்டில் எத்தனை பேர் வசிக்கின்றனர் மற்றும் வாகனங்கள் உள்ளனவா என்பது தொடர்பான கேள்விகளை இராணுவத்தினர் மக்களிடம் கேட்டு பதிவுகளை மேற்கொண்டு வருகின்றனர்.

யுத்த காலப் பகுதியில் மக்கள் பதிவுகளை இராணுவத்தினர் மேற்கொண்டிருந்தனர்.

தற்போது நீண்ட இடைவெளிக்குப் பின்னர் இராணுவத்தினர் பதிவுகளை மேற்கொண்டு வருகின்றமையினால் மக்கள் மத்தியில் ஒரு குழப்பகரமான நிலை உருவாகியுள்ளது.

யாழ்.கல்வியங்காடு ஜே 259 கிராமசேவகர் பிரிவுக்குட்பட்ட மக்களை ஒளிப்படத்துடன் குடும்பப் பதிவுகளை மேற்கொள்ளுமாறு அந்தப் பகுதி கிராமசேவையாளர் எஸ். செல்வச்சந்திரன் இன்று ஞாயிற்றுக்கிழமை (6.2.2011) அறிவித்துள்ளார்.

இதனைத் தொடர்ந்து கிராமசேவையாளர் அலுவலகத்தில் அந்தப் பகுதி மக்கள் குடும்பமாகச் சென்று காலை 8 மணி முதல் பிற்பகல் 1 மணிவரை ஒளிப்படங்களை எடுத்தனர்.

இந்த விடயம் தொடர்பாக கிராமசேவையாளர் எஸ் செல்வச்சந்திரன் கருத்துத் தெரிவிக்கையில் “ ஒளிப்படத்துடன் மக்கள் பதிவுகளை மேற்கொள்ளுமாறு யாழ் அச்செழு இராணுவ அதிகாரி உத்தரவிட்டார்” என்றார் அவர்

இந்தக் குடும்பப் பதிவு தொடர்பாக மக்கள் பல்வேறுபட்ட கருத்துக்களைக் கூறி வருகின்றனர்.

இவ்வாறான நடவடிக்கைகளைக் கொண்டு வருவது தமக்கு நல்லதொரு பாதுகாப்பாக இருக்கிறது என்றும் இன்னும் சிலர் கிராமசேவையாளர் அலுவலகத்திலேயே படங்களை எடுப்பதனால் தமக்கு இலகுவாக இருப்பதாகவும் கூறினார்.

‘Nazi-style registration of civilians in Jaffna’

The occupying SL military in Jaffna is directly engaged in registration of individuals and families in the Jaffna peninsula in recent times. Everyday, covering area by area, the SL military is distributing forms to collect information and is insisting of family photographs along with children to be given to them. The activity of the SL military, reminding the Nazi practice before the Holocaust, creates terror in the minds of the people in Jaffna, said a human rights activist in Jaffna. Meanwhile, undeclared curfew is imposed in Jaffna by the SL military and police, who have brought the street movement of people almost to an end after 6:00 p.m. by harassing them through numerous checkpoints after dusk.

Earlier, the registration was limited to the resettled people from Vanni. However, citing the recent killings and robberies, the military has started registering all the residents.

The registration is being intensively carried out in the islets, Thenmaraadchi and in the remote villages throughout the other areas in the first stage.

Informed sources said the terror-campaign in Jaffna was let loose first through killings, abductions and the smokescreen of robberies. Later, the militarisation of policing came into effect and now the 'Nazi-style' registration. All are aimed at a permanent Sinhla military rule of Eezham Tamils for a long time to come, the sources said.

The local media has been 'instructed' to carry news that all the 'robbery' cases had been resolved and gangs are identified and arrested. But, enquiries with relevant police sources show that no such things took place.

The militarisation campaign is being carried out on one hand, by the SL Colonial Commander in Jaffna Maj. Gen. Mahinda Hathurusinghe, said to be backed by SL Defence Secretary Gotabhaya Rajapaksa, and on the other hand by elements aligned with SL Colonial governor Maj. Gen. Chandrasri, said to be backed by SL Presidential Advisor Basil Rajapaksa. But, both the factions are keen in the common aim of militarisation for the subjugation of Tamils, the sources further said.

Meanwhile, TNA parliamentarian Suresh Premachandran, on Sunday morning has raised the question whether the registration of civilians in Jaffna is taking place under instructions from Colombo or by the SL military command occupying Jaffna.

In the end of 1990s also, the occupying SL army had asked the people of Jaffna to display their family photographs at the entrance of their houses. It was implemented until the beginning of the peace process. Tamils living and visiting Colombo were asked to register with the police. But now, when the Colombo government and its international friends claim the end of the war, why this Nazi-style registration by the occupying army demanding the people to register themselves in their own land, wonder the residents in Jaffna.
