இலங்கையில் ஈழத் தமிழர்கள் மீது நடத்தப்பட்டது இனப்படுகொலையே என்பதைச் சொல்லிக் கொண்டே இருப்பதுதான் அரசியல்பணி என சென்னை கருத்தரங்கில் அரசியலறிவியல் ஆய்வாளர்கள் வலியுறுத்தியுள்ளனர்.

சென்னை லயோலா கல்லூரியில், ஐ. நா. நிபுணர் குழு அறிக்கை புவிசார் அரசியலெனும் நெருப்பாற்றில் தமிழீழ விடுதலைப் போராட்டம் எனும் தலைப்பில் சனிக்கிழமை மாலை கருத்தரங்கம் நடைபெற்றது. தமிழர்களைக் காப்பாற்றுவோம் இயக்கம் இதற்கு ஏற்பாடு செய்திருந்தது.

நிகழ்வில் முக்கிய பேச்சாளர்கள்பேசியதிலிருந்து....கலாநிதி பால் நியூமேன், (பேராசிரியர், பெங்களூர் பல்கலைக்கழகம்)முள்ளிவாய்க்காலில் முடிந்த போரில் கொல்லப்பட்ட மக்களின் எண்ணிக்கையைப் பற்றி யாரும் சொல்லமுடியாத நிலைதான் இருக்கிறது. செயற்கைக் கோள் படங்களில் வெளியான பிறகு, சர்வதேச மனித உரிமை அமைப்புகளின் அழுத்தங்களை அடுத்து, ஐநா பொதுச் செயலாளர் பான் கீ மூன் இலங்கைக்குப் பயணம் செய்தார். அப்போது இலங்கை ஜனாதிபதி மஹிந்தவுடன் கூடிப் பேசித்தான், ஒரு விசாரணைக் குழுவை அமைப்பது என முடிவுசெய்யப்பட்டது. அதன்படி மஹிந்தவின் ஒப்புதலுக்குப் பிறகே ஐ.நா பொதுச்செயலரால் மூன்று நிபுணர் குழு அமைக்கப்பட்டது. அதே குழுவின் கருத்துக்களை இன்று மஹிந்த எதிர்க்கிறார் என்பது குறிப்பிடத்தக்கது.

கொடூரமான போரில் கொல்லப்பட்ட மக்களின் எண்ணிக்கையை பல்வேறு விதமாக சொல்லிக்கொண்டு இருந்தார்கள். இது என்ன கிரிக்கெட் ஆட்டக்காரர் ளின் எடுத்த ஓட்டங்களின் எண்ணிக்கையா, என்ன? மே 13 அன்று, ஒரு லட்சம் பேர் கொல்லப்பட்டதாக பொதுவாக சொல்லப்பட்டது. இந்திய அரசு 70 ஆயிரம் மக்கள் கொல்லப்பட்டதாக கூறியது. இலங்கை அரசோ 10 ஆயிரம் பேர்தான் உயிரிழந்ததாக கூறியது. சர்வதேச செஞ்சிலுவைச் சங்கத்தினரோ தாங்கள் கப்பலில் சிகிச்சைக்காக எடுத்துச் சென்ற நோயாளிகளின் எண்ணிக்கை மட்டுமே 14 ஆயிரம் பேர் என்று கூறியது. இன்று வரை எத்தனை பேர் போரினால் கொல்லப்பட்டார்கள் என்று தெரியவில்லை.

2008 செப்ரெம்பரில் உலக உணவுத்திட்டக் கணக்குப்படி, வன்னியில் 4 லட்சம் மக்கள் இருந்தார்கள். இதில் 70 ஆயிரம் பேர் குழந்தைகள் என்று யுனிசெவ் தெரிவித்தது. ஆனால், அரசோ ஒரு லட்சம் பேர்தான் அங்கு இருக்கின்றனர் எனக் கூறி, அந்த எண்ணிக்கை ஆள்களுக்கு மட்டுமே உணவு வழங்க உலக உணவுத் திட்டத்தினரை அனுமதித்தது. அதாவது ஒரு நபருக்குத் தரவேண்டிய உணவை நான்கு பேர் பகிர்ந்து உண்ண வேண்டிய நிர்ப்பந்தம் உருவாக்கப்பட் டது. அரசு இதைத் தெரிந்தே திட்டமிட்டு செய்தது. அரசு மட்டுமல்ல, விடுதலைப் புலி ளும் மனித உரிமைகளை மீறியதாகக் கூறப்பட்டுள்ளது. விடுதலைப் புலிகள் இயக்கத்தை அரசோடு ஒப்பிடும் அளவுக்கு சொன்னாலும், அது அரசு அல்லவே. சர்வதேச மனித உரிமை தொடர்பான ஐ.நா. ஒப்பந்தங்களில் இலங்கை அரசுதானே கையொப்பம் இட்டிருக்கிறது. அங்கு ஒப்புகொண்டுவிட்டு மீறுவது தான் அரசுக்கு அழகா, அதுதான் அதன் பொறுப்பா? மக்களையும் போராளிகளையும் வேறுபடுத்திப் பார்க்காமல் இராணுவத் தாக்குதலை நடத்தியது அப்பட்டமான மனித உரிமை மீறல். கடைசியாக, எல்லாம் முடிந்த பிறகு, இலங்கை அரசு "வோர் டூரிஸம்" நடத்திக் கொண்டு இருக்கிறது. சிங்கள பிக்குகளுக்கும் பிற நாட்டுப் பயணிகளுக்கும் இதன் மூலம் தமிழர்களை நாங்கள் வென்றுவிட்டோம் என திரும்பத் திரும்பக் காட்டுவதன் மூலம் தமிழர்கள் தோல்வி அடைந்தவர்கள் என்பதை இன்னும் சொல்லிவருகிறது என்றார் பால் நியூமேன்.

‘Disseminate Lanka’s genocidal ambitions’

Even though the United Nation’s Advisory Panel’s report asserts massive war crimes were committed by Sri Lanka during the last phase of the war, Tamils should not only toe the UN’s line, but disseminate to the international community that the state had indeed orchestrated a genocide on thousands of innocent Tamils under the pretext of ‘war on terrorism’, Prof Manivannan from Madras University has said.

Addressing a conference on ‘UN Advisory Panel Report-Eezham Freedom Struggle in geo-political web’ here at Loyola College on Saturday, Manivannan said, “We the Tamilians have the moral obligations to go beyond the UN line of only war crime were committed by Lanka and should expose the island nation, which organised a mass genocide to kill the aspirations of a community over the past six decades, to the world.”

Though many of us feel let down by the UN panel for merely stating that war crimes were committed by Lanka, we should see the report in a new dimension that it would (in future) pave way for the Tamils and even the other communities feeling suppression in their countries to rely upon the report to seek justice from internationally acclaimed tribunals, Manivannan said.

Since the massacre and systematic cleansing were meted out on ethnic Tamils for the past six decades, it is high time for the island nation to own up the moral responsibility to render justice to the oppressed Tamils in the country in future, Manivannan demanded.

Besides him, Prof. Paul Newman from Bangalore presented the mandate of the UN panel and elaborated on how the three-member panel worked to collect different data to nail the Lankan state, which had committed war crimes at the end of the war in 2009.
