The Sri Lankan High Commissioner to India Prasad Kariawasam had warned India that the nations which don't attend will be isolated. Some veteran diplomats feel that surrendering before the Tamil parties will actually harm India's standing in the Common Wealth. But the Congress is scared of losing its alliance partner DMK (currently not a member of the UPA) in an all important election year. The Prime Minister has come under intense pressure over his visit to the island nation. "The Prime Minister has a conscience, enough if acts according to his conscience. I did not threaten on withdrawing support. It's been long time since we withdrew our support," DMK chief Karunanidhi said. Political parties and various groups in Tamil Nadu are strongly opposed to India's participation in the summit and the Tamil Nadu Assembly recently adopted a resolution demanding a complete boycott of the event alleging that Sri Lanka has indulged in atrocities against ethnic Tamils.

PM not to attend CHOGM; Salman Khurshid to represent India
External affairs minister Salman Khurshid will head the Indian delegation at the CHOGM Summit to be held in Sri Lanka next week.

NEW DELHI: External affairs minister Salman Khurshid will head the Indian delegation at the CHOGM to be held in Sri Lanka next week with Prime Minister Manmohan Singh deciding against undertaking the visit in view of the opposition by parties in Tamil Nadu as well as a section in Congress.

The decision on level of Indian representation and Singh skipping the meet will be communicated to the Lankan government by Sunday, sources said.

"The Prime Minister is likely to write to Sri Lankan President Mahinda Rajapaksa by Sunday regarding his decision," government sources said.

However, there was no official announcement over Singh's decision to skip the Commonwealth Heads of Government Summit on November 15-16.

Political parties in Tamil Nadu and several other outfits have opposed India's participation at any level in the CHOGM alleging that the Sri Lankan government had committed gross violation of human rights and had no plans to devolve powers to the ethnic Tamils.

However, Khurshid has been favouring Singh's presence in the CHOGM scheduled on November 15, maintaining that it was vital as it will reflect India's interests. According to MEA, it is also paramount to the nation's strategic and security interests.

Asked if there was a possibility of Vice-President Hamid Ansari representing India at the CHOGM if Singh decides not to go, MEA spokesperson did not give a direct reply.

He, however, said in 10 summit level meetings since 1993, the Prime Minister represented India five times while on four occasions, ministers had headed the Indian delegation. There was one instance of the Vice President representing India.

"So what you can summarize from this is that what we have followed in terms of participation in the CHOGM is an approach of something akin to horses for courses.

"We focused on what is required for our national interest, our foreign policy priorities and our international obligations. Taking those into account we have our delegations led by different people," he said.

Attendance not important if it is against people’s sentiments, says Congress leader

Bowing to political pressure, Prime Minister Manmohan Singh will not be attending the Commonwealth Heads of Government Meeting (CHOGM) beginning on Friday in Colombo, highly placed government sources have said.

This came at the end of a day in which the government dropped ample hints that it was not necessary for the Prime Minister to attend every commonwealth conclave.

As etiquette demands that the hosts should be first informed about the decision, government officials declined to publicly announce who would represent India at the summit.

External Affairs Minister Salman Khurshid, who is anyway going to Colombo mid-week, will therefore represent India at CHOGM; there will be no stopover at Jaffna, capital of Sri Lanka’s Northern Province, where most of the alleged human rights abuses occurred in the final stages of the conflict in 2009.

Meanwhile, a senior Congress functionary stressed on Saturday that it was not important for the Prime Minister to attend CHOGM, especially if it went against the sentiments of a section of the Indian population — the people of Tamil Nadu, in this case. For the Congress, with a difficult election ahead in 2014, the goodwill of potential alliance partners is of paramount concern.

Diplomats pointed out that over the last two decades, an Indian Prime Minister had participated in five of 10 CHOGMs. On four occasions, a Central Minister led the Indian delegation and at the previous CHOGM at Perth, Vice-President Hamid Ansari had represented the country.

“What we have followed is an approach akin to horses-for-courses. We focus on what is required in terms of our national interest, international obligations and foreign policy priorities. You would observe from the diversity of participants in the 10 summit meetings that we have followed what suits our national interests on each occasion,” explained Ministry of External Affairs spokesperson Syed Akbaruddin.

His colleague, Pavan Kapoor, pointed out that no CHOGM sees a cent-per-cent participation of all the invited Heads of Government.

Mr. Akbaruddin provided a third justification — ever since India joined the Commonwealth, no Indian Prime Minister had attended more than two summits staged abroad. As Prime Minister, Dr. Manmohan Singh had participated in the Kampala (2007) and Port of Spain (2009) CHOGMs. “What we are trying to give is a perspective,” he offered.

Mr. Kapoor pointed out that the CHOGM process would begin on Monday with a meeting of senior officials followed by an interaction among Foreign Ministers. CHOGM, as is its tradition, will have deliberations from Friday morning to Sunday afternoon. India had informed Colombo that senior diplomat Navtej Sarna and Mr. Kapoor will be at the officials’ meeting and Mr. Khurshid assisted by Foreign Secretary Sujatha Singh at the pre-CHOGM Ministerial.

nj48DMK President M Karunanidhi Saturday welcomed Prime Minister Manmohan Singh’s decision not to take part in the Commonwealth Summit in Sri Lanka in view of opposition by political parties in Tamil Nadu and said it came as “some consolation”. However, the Press Trust of India reported that Karunanidhi, who has been against India’s participation in the Commonwealth Heads of Government Meeting (CHOGM) being held in Colombo next week citing the Sri Lankan Tamils issue, dubbed as ‘debatable’ External Affairs Minister Salman Khurshid leading the Indian delegation. “It is some consolation to us that at least the Prime Minister has given respect to our voice and is not attending the summit,” he told reporters in Chennai. Asked about his party’s stand that India should boycott the CHOGM and the announcement that Khurshid would represent the country, Karunanidhi, whose party pulled out of UPA in March over the Sri
Lankan Tamils issue, said “that is debatable”.
Political parties in Tamil Nadu and several other outfits have opposed

The state assembly had also passed a unanimous resolution opposing
