SRI LANKA: Genocide requires immediate influx of aid

Dear Ms. Patel,

The ethnic conflict in Sri Lanka has entered its deadliest phase. While the mainstream news media is reporting "military victories" by the Government of Sri Lanka in the North of the island against the Liberation Tigers of Tamil Eelam (LTTE), hundreds of Tamil civilians trapped in the war zone have been killed by daily aerial bombing and shelling. As the civilian death toll rises, Sri Lanka proves the accuracy of its listing by the Genocide Prevention Project as a "Red Alert" country -- a ranking reserved for countries experiencing ongoing or imminent genocide.

Today the Regional Director of Health Services (RDHS) in Mullaitivu district issued an urgent appeal to the Government of Sri Lanka, the International Committee of the Red Cross (ICRC), the United Nations and the international community for medical supplies. The emergency appeal stated that 300 civilians have been killed and 1,000 are injured in areas with little or no medical supplies and only nine medical doctors providing services. The RDHS reported that without medical aid in the next 24 hours, hundreds more would die.

There are 300,000 Tamil civilians displaced by the conflict in the North and many of them have been sent to "safe zones" created by the Sri Lankan government. Local hospital workers have reported that these "safe zones" have been extensively shelled and bombed, reflecting the genocidal intent of the Sri Lankan government. A recent New York Times article mentioned that a United Nations official, not authorized to speak with media, stated there have been at least 11 aerial attacks by the Government on hospitals inside LTTE-held areas in the North.

The International Committee of the Red Cross said it is "extremely concerned" about the safety of civilians fleeing from the military advances. Paul Castella, an ICRC official, told the BBC that thousands of displaced civilians are now concentrated in an area so small that there are "serious concerns for their physical safety and living conditions".

We urge you to pressure the Sri Lankan government to cease its military offensive and allow humanitarian aid into the region. International non-governmental organizations are ready and willing to serve the suffering Tamil population but the continued military onslaught makes this impossible. Meanwhile, the genocide continues.

This is an urgent communication to bring to your kind attention the genocide in progress in Northern Sri Lanka.You may be aware of the bitter civil war in SL that is raging for more than 25 years now. The war has taken a ferocious form over the last couple of days, generating a large scale humanitarian crisis in the North of SL. 400 000 Tamil civilians are trapped within a 300 square km land, lacking shelter, food and medicines. The worst dawned on those civilians yesterday (01-25-09) when the SL Army artillery barrage rained more than 1000 artillery shells on civilians fleeing the war zone and massacred more than 300 and injuring more than 1000. The injured are literally left alongside the road, many bleeding to death, since there are no one to help or transport them to a Hospital. One of the two hospitals that were serving these people till yesterday, was forced to close down due to the artillery barrage. Dear Senator, I am writing this to you because I know that earlier resolutions by US Senate helped to improve the worsening human rights situation in SL. I beg to you, please use your position in the Senate Foreign relations committee to bring this un-reported, undeclared genocide of SL govt over Tamils to the higher echelons of the US govt. I earnestly request that you use your good offices to pressurize the SL govt to stop the genocide and treat Tamils as human beings.
