ஐ.நா. மனித உரிமை பேரவையின் 22வது கூட்டத்தொடரில் சமர்ப்பிக்கப்படவுள்ள பிரேரணைக்கு இலங்கை அரசு ஒத்துழைப்பு வழங்குமென அமெரிக்கா நம்பிக்கை கொண்டுள்ளதென சர்வதேச விவகாரங்களுக்கான அமெரிக்காவின் உதவி வெளிவிவகார அமைச்சர் எஸ்தர் பிரிமீர் தெரிவித்துள்ளார்.

 

இலங்கை அரசால் நியமிக்கப்பட்ட நல்லிணக்க ஆணைக்குழுவின் சிபாரிசுகளை அமுல்படுத்த வேண்டும். அத்துடன், நீண்டகாலமாக நிலவிவரும் இனப்பிரச்சினைக்கும் தீர்வுகாணப்படவேண்டும். அதுவரை இலங்கை தொடர்பில் இந்தப் பேரவையின் செயற்பாடுகள் முடிவடைந்துவிட்டன என ஏற்றுக்கொள்ள முடியாது என்றும் அவர் குறிப்பிட்டுள்ளார்.

 

ஐ.நா. மனித உரிமைகள் பேரவையின் 22வது கூட்டத்தொடரில் நேற்று செவ்வாய்க்கிழமை  உரையாற்றும்போதே அவர் மேற்கண்டவாறு கூறியுள்ளார்.

இலங்கையில் நீண்டகாலமாக தேக்கநிலையில் இருந்துவரும் நல்லிணக்கப்பாட்டு அமுலாக்கம், பொறுப்புக்கூறும் கடப்பாடு ஆகியவற்றை இலங்கை துரிதமாக மேற்கொள்ள இப்புதிய தீர்மானம் ஓர் உந்துசக்தியாக அமையும். அதேவேளை, இந்த நீண்டகாலப்பணிகளை காலதாமதமின்றி மேற்கொள்ள சர்வதேச கண்காணிப்பாளர்களின் உதவியும் ஒத்தாசையும் இதன் மூலம் இலங்கைக்குக் கிடைக்கும்.

 

அதேவேளை, கடந்தமுறை ஐ.நா. மனித உரிமை பேரவைக் கூட்டத்தொடரில் நிறைவேற்றப்பட்ட தீர்மானமானது, சிவில் சமூகம் சார்ந்த பொறுப்புகளை தொடர்ந்தும் மேற்கொள்ள ஊக்குவித்துள்ளது.

 

நல்லிணக்கத்தை ஏற்படுத்தி பொறுப்புக்கூறும் தன்மையை வெளிப்படுத்துவதற்கு இந்தத் தீர்மானம் உந்து சக்தியாக அமையும் என நாம் கருதுகின்றோம்.

 

இவ்வாறு சர்வதேச விவகாரங்களுக்கான அமெரிக்காவின் உதவி வெளிவிவகார அமைச்சர் எஸ்தர் பிரிமீர் ஐ.நா கூட்டத்தொடரில் உரை நிகழ்த்தும்போது தெரிவித்துள்ளார்.

US not satisfied with SL action

 

The United States today said that Sri Lanka continues to fall short in implementing even the recommendations of its own Lessons Learned and Reconciliation Commission, in addressing the underlying sources of its longstanding ethnic conflict.

Assistant Secretary of State for International Organization Affairs Esther Brimmer said at the 22nd session of the UN Human Rights Council in Geneva that the United States will introduce another resolution at this session to ensure that the international community continues to monitor progress, and to again offer assistance on outstanding reconciliation and accountability issues.

“The Council’s work remains unfinished so long as Sri Lanka continues to fall short in implementing even the recommendations of its own Lessons Learned and Reconciliation Commission, or in addressing the underlying sources of its longstanding ethnic conflict. Last year’s HRC resolution encouraged brave civil society groups on the ground to continue their efforts, and the United States will introduce another resolution at this session to ensure that the international community continues to monitor progress, and to again offer assistance on outstanding reconciliation and accountability issues. The United States hopes this resolution will be a cooperative effort with the Sri Lankan government,” she said.
