அவுஸ்திரேலியாவில் அடைக்கலம் கோரிய ஈழத் தமிழ் அகதிகளை அமெரிக்காவில் குடியேற்ற முடிவு

அவுஸ்திரேலியாவில் சட்டவிரோதமாகப் பிரவேசித்து அடைக்கலம் கோரிய 83 தமிழர்களையும் அமெரிக்காவில் குடியேற்றுவதற்குத் திட்டமிடப்பட்டிருப்பதாகத் தெரியவந்திருக்கின்றது.

புதிய உடன்படிக்கை ஒன்றின் அடிப்படையிலேயே இதற்கான திட்டம் வகுக்கப்பட்டிருப்பதாக அவுஸ்திரேலியாவிலிருந்து வெளிவரும் 'த அவுஸ்திரேலியன்' என்ற நாளேடு செய்தி வெளியிட்டிருக்கின்றது.

அவுஸ்திரேலியாவில் அடைக்கலம் கோரியிருக்கும் இவர்களை அமெரிக்காவில் குடியேற்றுவதற்கும் அதற்கு பதிலாக குவந்தனாமோ குடாவில் உள்ள கியூபா நாட்டு அகதிகளை அவுஸ்திரேலியாவுக்கு கொண்டு வரவும் புகலிடம் கோருவோர் பரிமாற்றம் என்னும் உடன்படிக்கையின் மூலம் ஜோன் ஹவாட் அரசாங்கத்தினால் தீர்மானிக்கப்பட்டுள்ளதாக தெரிவிக்கப்படுகின்றது.

இந்த புதிய திட்;டத்தின் பிரகாரம் அவுஸ்திரேலியாவும் அமெரிக்காவும் வருடம் தோறும் 200 புகலிடம் கோரும் மக்களை பரிமாற்றிக் கொள்ள முடியும். இது 'அங்கீகாரம் அற்ற படகு மூலம் வந்தவர்களை எமது நாட்டுக்குள் அனுமதிக்க மாட்டோம்' என்ற அவுஸ்திரேலியாவின் குடிவரவுத்துறை அமைச்சர் ஹெவின் அன்றூவின் கருத்துக்கு வலுச்சேர்ப்பதாக உள்ளதாகவும் கூறப்படுகின்றது.

இந்த நடவடிக்கையின் பிரகாரம் அமெரிக்கா செல்லும் முதலாவது அணியில் சிறிய பசுபிக் தீவான நெளருவில் தங்கவைக்கப்பட்டுள்ள புகலிடம் கோரிய 83 ஈழத் தமிழர்களும் பர்மிய நாட்டைச் சேர்ந்த எட்டுப்பேரும் அமெரிக்காவுக்கு அனுப்பிவைக்கப்பட உள்ளதாக தெரிவிக்கப்படுகின்றது.

மீளக்குடியமர்வு உடன்பாடானது முதலில் அவுஸ்திரேலியாக்கும் வேறு ஓரு நாட்டிற்கும் இடையிலேயே மேற்கொள்ளப்பட்டு இருந்தது. பின்னர் இது அவுஸ்திரேலியா நெளரு, பப்புவா நியூக்கினியா, இந்தோனேசியா போன்ற நாடுகளில் உள்ள அடைக்கலம் கோரிய மக்களையும் பரிமாற்றக் கூடியதாக விரிவாக்கப்பட்டுள்ளது.

இந்த நடவடிக்கை புகலிடம் கோருவோர் தொடர்பாக மிகவும் முக்கியமான பிரச்சினையை எதிர்நோக்கும் நாடுகள் அரசியல் இலாபம் தேட உதவும் எனவும் தெரிவிக்கப்படுகின்றது.

இது தொடர்பாக அவுஸ்திரேலியாவின் குடிவரவுத்துறை அமைச்சர் ஹெவின் அன்றூ தெரிவித்துள்ளதாவது:

"அமெரிக்காவுடன் மேற்கொள்ளப்பட்டுள்ள இந்த உடன்பாடு அனைத்துலக திட்ட அமைப்பின் பாதுகாப்பை உறுதிப்படுத்துவதுடன், அவுஸ்திரேலியாவின் எல்லைகளையும் பாதுகாக்கும். இதன் பிரகாரம் கடற்கரையோரங்களில் வந்திறங்கி பின்னர் மேலதிக நடவடிக்கைகளுக்காக நெளருவிற்கு கொண்டு செல்லப்பட்ட மக்கள் தொடர்பாக அமெரிக்கா கவனத்தில் எடுக்கும். அதற்கு மாற்றீடாக அமெரிக்காவில் புகலிடம் கோரியவர்களை மீளக்குடியமர்த்த அவுஸ்திரேலியா நடவடிக்கை எடுக்கும்" எனத் தெரிவித்தார்.

இந்த திட்டம் கடந்த வாரம் அவுஸ்திரேலியாவின் குடிவரவுத்துறை செயலாளரான அன்றூ மெற்கபே யினால் வொசிங்ரனில் விவாதிக்கப்பட்டிருந்தது. ஒவ்வொரு வருடமும் கியூபாவில் இருந்து வரும் அகதிகளை அமெரிக்கா குவந்தனாமோ குடாவில் உள்ள கடற்படைத் தளத்தில் தடுத்து வைப்பதுண்டு. தற்போது அங்கு 150 பேர் தடுத்து வைக்கப்பட்டுள்ளனர்.

இந்த வருடம் பெப்ரவரி மாதம் அவுஸ்திரேலியா கடற்படையினரால் அனைத்துலக கடற்பரப்பின் மேற்கு கரையில் வைத்து கண்டு பிடிக்கப்பட்ட 83 ஈழத் தமிழர்களையும் நெளருவுக்கு அவுஸ்திரேலியா அரசாங்கம் கொண்டு சென்று தடுத்து வைத்துள்ளது குறிப்பிடத்தக்கது.

ASYLUM-SEEKERS detained on Nauru will be resettled in the US - and Cuban refugees held at Guantanamo Bay brought to Australia - under a "refugee exchange" program unveiled by the Howard Government.

Under the new scheme, Australia and the US will each resettle up to 200 refugees processed in the other country every year, bolstering Immigration Minister Kevin Andrews's vow that unauthorised boat arrivals would not make it to the Australian mainland.

The first group to go will be the 83 Sri Lankans and eight Burmese currently having their protection claims processed by Australian immigration officials on the tiny Pacific Island nation of Nauru, Mr Andrews's office told The Australian last night.

The resettlement agreement, which is the first of its kind between Australia and another country, expands Australia's use of other countries for refugees, such as Nauru, Papua New Guinea and Indonesia.

The move will deliver political benefits to both governments in the highly sensitive issue of refugee policy. But it will likely enrage critics of the Coalition's immigration policies, which they claim shift asylum-seekers out of sight and out of mind.

Mr Andrews said the arrangement with the US would "ensure the integrity of the international system of protection and the integrity of Australia's borders is maintained by providing protection for those who need it".

"Under this arrangement, the US will consider people who arrive in excised offshore places and have been taken to Nauru for further processing," he said.

"In turn, Australia will consider for resettlement asylum-seekers intercepted by the United States."

The scheme was negotiated by Immigration Department secretary Andrew Metcalfe in Washington last week.

Every year, the US intercepts thousands of Cuban "rafters" or "balseros" - asylum-seekers fleeing the rule of Fidel Castro by sea on their wooden "balsas" - who are then detained at the US naval base at Guantanamo Bay.

About 150 Cubans are currently held in Guantanamo Bay. Cuban immigration is a vexed issue for the US as it faces increasing pressure amongst the large Cuban-Latino population in states such as Florida for a relaxation in Cuban immigration. However, foreign policy experts say Washington is constrained from doing this because it would create a flood of refugees.

A spokeswoman for Mr Andrews said the scheme would be reviewed in April 2009.

"The US referrals to Australia are likely to include Cubans intercepted at sea and currently accommodated at the naval base in Guantanamo Bay," she said. "For Australia, the arrangement is likely to involve the referral of Sri Lankans and Rohingya (a Burmese ethnic minority) currently in Nauru."

The 83 Sri Lankans were transferred to Nauru after being intercepted by the Australian navy in international waters off the west coast in February.

Mr Andrews formalised the arrangement last night in the NSW Hunter Valley at the annual "Four Countries Conference" - a meeting of Australian, Canadian, US and British immigration ministers and officials. All four countries at the meeting also signed the first memorandum of understanding for co-operation on war-crime screening.

The MOU will facilitate background checks of suspected war criminals in other countries.
