அனைத்துலக இராஜதந்திரிகளுக்கு சிறிலங்கா அரசு கடும் எச்சரிக்கை

"சிறிலங்காவின் சட்ட விதிகளை மீறும் இராஜதந்திரிகளுக்கு எதிராக நடவடிக்கை எடுப்பதற்கு அரசாங்கம் ஒருபோதும் தயங்க மாட்டாது" என்று அந்நாட்டு அரசாங்கம் எச்சரித்துள்ளது.

நேற்று புதன்கிழமை நடைபெற்ற வாராந்த பாதுகாப்பு மாநாட்டிலேயே பாதுகாப்பு விவகாரங்களுக்கான பேச்சாளரும் அமைச்சருமான கேகலிய ரம்புக்வெல மேற்கண்டவாறு தெரிவித்துள்ளார்.

அவர் மேலும் தெரிவித்துள்ளதாவது:

"அரசாங்கம் சில இராஜதந்திரிகளின் (பெயர்கள் குறிப்பிடப்படவில்லை) நடவடிக்கைகளை உன்னிப்பாக அவதானித்து வருகின்றது. நாம் சுற்றி வளைத்து பேச விரும்பவில்லை. சில வருடங்களுக்கு முன்னர் சிறிலங்காவின் விவகாரங்களில் தலையிட்டமைக்காக பிரித்தானியாவின் இராஜதந்திரி ஒருவர் நாட்டை விட்டு வெளியேறுமாறு கேட்கப்பட்டிருந்தார். அதே போன்றதான நிகழ்வுகள் நடைபெறுமாக இருந்தால் அரசாங்கம் நடவடிக்கைகள் எடுக்கத் தயங்காது.

பல சந்தர்ப்பங்களில் அரசாங்கத்திற்கு எதிராக இராஜதந்திரிகள் செயற்பட்டுள்ளனர். ஆனால் நாம் அவை தொடர்பாக நடவடிக்கைகளை எடுத்துள்ளோம். எனினும் இது தொடர்பாக ஒரு இராஜதந்திரி மீது நாம் நடவடிக்கைகளை எடுக்கவில்லை, அவர் தொடர்பான அதிகாரிகளுக்கு தெரிவித்துள்ளளோம்.

நாட்டில் அதிகரித்துள்ள மனித உரிமை விவகாரம் குறித்து அரசாங்கம் நடவடிக்கைகளை எடுத்து வருகின்றது. அதற்கான விசாரணைகளை மேற்கொள்ள விசாரணை ஆணைக்குழுக்களை அமைத்ததுடன் அவர்களின் பணிகளை மேற்பார்வை செய்ய சுதந்திரமான அனைத்துலக நிபுணர் குழுவையும் நியமித்துள்ளது. எனினும் சில இராஜதந்திரிகள் சிறிலங்கா தொடர்பாக எதிரான அபிப்பிராயங்களை தொடர்ந்து ஏற்படுத்தி வருகின்றனர்.

இராஜதந்திர சமூகத்திற்கு நாட்டின் நிலைமைகள் தொடர்பாக நாம் வாராந்தம் தெரிவித்து வருகின்றோம். இந்த நடவடிக்கைகளில் ஈடுபடும் சிறப்பு உள்ளக அமைச்சர் குழுவில் பாதுகாப்பு மற்றும் நீதித்துறையை சேர்ந்த அரசாங்க அதிகாரிகள் உள்ளடங்கியுள்ளனர்.

அனைத்துலகத்திற்கு எதிரான பரப்புரை செயற்பாடுகள் முன்னெடுக்கப்படுகின்றன. களத்தின் நிலைமைகள் தெரிந்த போதும் பல இராஜதந்திரிகள் தவறான தகவல்களை வழங்குகின்றனர். இதற்கு சிறந்த உதாரணமாக சிறுபான்மையினரே பெரும்பாலான கடத்தல்களிலும், மனித உரிமை மீறல்களிலும் ஈடுபடுகின்றனர். அனைத்துலக மனித உரிமை அமைப்புக்கள் மற்றும் ஏனைய அமைப்புக்கள் கூறுவது போல அரசாங்கப் படையினர் அல்ல.

இந்த நாட்டில் கடத்தல்கள் ஒன்றும் புதியன அல்ல. அது நீண்ட காலமாக நடைபெற்று வருகின்றது. அது குழு மோதல்கள், போதைவஸ்த்து கடத்தல்கள் சம்மந்தப்பட்டவை" என்றார் அவர்.

இதை சொல்லுவதன் மூலம் தாம் தொல்வி அடைந்த அரசு என்பதை மனதார ஏற்று கொண்டுள்ளார் ரம்புக்கல.ஆனால் தற்போது புலிகள் விரிக்கும் வலையில் விழுந்து கொண்டு இருகின்றது இலங்கை அரசு எனத்தான் எடுக்க வேன்டும்

Action against those who exceed mandate

The Government yesterday warned it would not hesitate to take action against foreign diplomats who exceeded their mandate in this country, in the wake of some making public statements questioning the human rights situation in the country and the commitment of the warring parties to future talks.Defence spokesman Keheliya Rambukwella said the Government was closely following the actions of a certain diplomat, without naming him, stating as a sovereign state the Government would not succumb to threats.

“We don’t want to be pushed around,” Minister Rambukwella told the media at the weekly defence news briefing adding that if deemed necessary the Government would be forced to take action similar to that done a few years back when a British envoy was asked to leave the country for meddling in Sri Lankan affairs.

“There are several cases where diplomats have acted against their mandate but we have dealt with the issue accordingly. But there is one diplomat we have yet to deal with and the relevant authorities have been informed,” Minister Rambukwella said.

The defence spokesman said that despite the Government taking measures to deal with concerns raised over human rights concerns in the country by putting together a commission of inquiry monitored by an Independent International Group of Eminent Persons (IIGEP) some diplomats were continuing to portray a negative image of Sri Lanka.

The minister recalled that the diplomatic community was being kept well informed on the situation in the country on a weekly basis through the special inter-ministerial committee consisting of officials from the Government, Defense and Attorney General’s Departments.

“The propaganda machine is active again internationally. Most diplomats despite knowing the ground situation are portraying a wrong picture,” he said.The minister said that there was ample evidence to prove ‘minorities’ were involved in most abductions and other rights abuses and not defence officials as alleged by international rights groups and other organizations.

“Abductions are nothing new in this country. It has been happening for a long time and it can be related to drug or other gangs,” he said.

He, however, said any police officer found to have acted against the law would be dealt with accordingly and added action had already been taken against some 150 police officers who had breached the regulations.
