இலங்கை நிலைமைகள் குறித்து இந்திய பிரதமர் மன்மோகன்சிங்குக்கு விளக்கம் அளிக்க சிறிலங்கா அரச தலைவர் மகிந்தவின் செயலாளர் லலித் வீரதுங்க புதுடில்லி பயணம் மேற்கொண்டுள்ளார்.

சிறிலங்கா சுதந்திரக் கட்சி முன்வைத்துள்ள அதிகாரப் பகிர்வுத் திட்டம், தமிழீழ விடுதலைப் புலிகளின் 4 வான் தாக்குதல்கள் உள்ளிட்டவை குறித்து இந்தியப் பிரதமருக்கு மகிந்த கொடுத்தனுப்பிய தகவல்களை லலித் வீரதுங்க கையளித்துள்ளார் என்று கூறப்படுகிறது.

மேலும் புதுடில்லியில் லலித் வீரதுங்க முகாமிட்டிருந்த போது கடந்த வெள்ளிக்கிழமை சிறிலங்காவின் பண்டாரநாயக்க அனைத்துல வானூர்தி நிலையத்து சிறப்பு இந்திய வான்படை வானூர்தி மூலம் ஒரு குழுவினர் வந்துள்ளனர்.

இந்திய அரசாங்கத்தால் சிறிலங்காவுக்கு இலவசமாக வழங்கப்பட்ட 2 டி ராடார் செயற்பாடுகள் குறித்து இந்திய வான்படையினர் ஆலோசனை நடத்தியுள்ளனர். மேலும் சிறிலங்கா கோரியிருந்த மூன்றாவது 2 டி ராடார் குறித்தும் இந்திய அதிகாரிகள் கவனமெடுத்துள்ளனர்.

இதனிடையே பிரித்தானிய பிரதமர் ரொனி பிளேயர், மகிந்தவுக்கு அனுப்பியுள்ள கடிதம் ஒன்றில் இலங்கை அமைதி முயற்சிகளை மீளத் தொடங்க நோர்வே அனுசரணையாளர்களுடன் இணைந்து உதவ தயாராக இருப்பதாகத் தெரிவித்துள்ளார். இது தொடர்பில் விவாதிக்க ரொனி பிளேயரின் இரு சிறப்புத் தூதுவர்கள் கொழும்புக்கு வருகை தர உள்ளனர். மகிந்தவுக்கான ரொனி பிளேயரின் கடிதத்தை கொழும்பில் உள்ள பிரித்தானிய தூதுவர் டொமினிக் சில்கொட், மகிந்தவிடம் ஒப்படைத்தார்

சிறிலங்கா அமைச்சர்களைச் சந்திக்க தமிழக முதல்வர் கருணாநிதி மறுத்துள்ளதாக தெரிகிறது.

அண்மையில் சிறிலங்கா அமைச்சர் பி. சந்திரசேகரன், முதல்வர் கருணாநிதியை சந்திக்க அனுமதி கேட்டிருந்ததாகவும் ஆனால் கருணாநிதியின் சட்டமன்ற பொன்விழாவை சுட்டிக்காட்டி சந்திரசேகரனுக்கு அனுமதி மறுக்கப்பட்டதாகவும் கூறப்படுகிறது.

இருப்பினும் ஈழத் தமிழ் மக்களைப் படுகொலை செய்து வரும் சிறிலங்கா அரசாங்கத்தின் அமைச்சரவையில் இடம்பெற்றுள்ள ஒருவரை சந்திக்க விரும்பாததால்தான் மலையக கட்சியைச் சேர்ந்த சந்திரசேகரனுக்கும் கூட அனுமதி மறுக்கப்பட்டதாக செய்திகள் தெரிவிக்கின்றன

மன்மோகன் சிங்குக்கு மகிந்த ராஜபக்ஷே அவசர கடிதம்

பிதரமர் மன்மோகன் சிங்குக்கு இலங்கை அதிபர் மகிந்தா ராஜபக்ஷே அவசரக் கடிதம் ஒன்றை அனுப்பியுள்ளார்.

ராஜபக்ஷேவின் செயலாளரான லலித் வீரதுங்கா அவசரமாக டெல்லி வந்துள்ளார். ராஜபக்ஷே கொடுத்த கடிதத்துடன் அவர் இந்தியா வந்துள்ளார்.

இதுகுறித்து இலங்கை அதிபர் மாளிகை அதிகாரிகள் கூறுகையில், கடிதத்தில் என்ன எழுதப்பட்டுள்ளது என்பதை தெரிவிக்க இயலாது.

ஆனால், இனப் பிரச்சினை தொடர்பான கடிதம் என்பதை மட்டும் தெரிவிக்க முடியும் என்று குறிப்பிட்டுள்ளனர்.

இலங்கையில் புதிய அரசியல் நிர்வாக அமைப்பை ஏற்படுத்த ஆளுங்கட்சியான இலங்கை சுதந்திராக் கட்சி பரிந்துரைத்துள்ளது. அதன்படி தற்போது உள்ள ஜனாதிபதி ஆட்சி முறைக்கு முடிவு கட்ட சுதந்திராக் கட்சி பரிந்துரைத்துள்ளது. இந்தியாவில் உள்ளது போன்ற நிர்வாக முறைக்கு மாறவும் சுதந்திராக் கட்சி பரிந்துரைத்துள்ளது.

ஆனால் இந்த பரிந்துரையை அனைத்துத் தமிழர் கட்சிகளும் நிராகரித்து விட்டன. இந்தப் பின்னணியில்தான் மன்மோகன் சிங்குக்கு ராஜபக்ஷே அவசரக் கடிதம் அனுப்பியுள்ளார்.

அதிபரின் கடிதத்துடன் சுதந்திராக் கட்சியின் பரிந்துரைகளின் பிரதியையும் எடுத்துக் கொண்டு வீரதுங்கா டெல்லி வந்துள்ளார். மேலும், விடுதலைப் புலிகளின் விமானத் தாக்குதல் தொடர்பாகவும் அவர் பிரதமருடன் ஆலோசிக்கவுள்ளதாகத் தெரிகிறது.

இலங்கைக்கு கடந்த 2 ஆண்டுகளுக்கு முன்பு இரு 2டி ரேடார்களை இந்தியா இலவசமாக அளித்தது. ஆனால் இந்த ரேடார்களால் விடுதலைப் புலிகளின் விமானங்களைக் கண்டுபிடிக்க முடியவில்லை. இதனால், இலங்கை பாதுகாப்புத் துறையினர் பெரும் அதிருப்தி அடைந்தனர்.

இதையடுத்து இந்திய நிபுணர் குழு இலங்கைக்கு சென்றுள்ளது. ஏற்கனவே கொடுக்கப்பட்ட ரேடார்களில் என்ன பிரச்சினை என்பதை இந்தக் குழுவினர் ஆய்வு செய்யவுள்ளனர். மேலும் 3வதாக ஒரு ரேடாரையும் கொடுக்க இந்தியா முன்வந்துள்ளது.

இதற்கிடையே, விடுதலைப் புலிகளின் தாக்குதலை சமாளிக்க ரஷியாவிடமிருந்து மிக் 29 ரக விமானங்களை வாங்க இலங்கை ராணுவம் முடிவு செய்துள்ளது. விரைவில் இந்த விமானங்கள் வந்து சேரும் வகையில் நடவடிக்கை எடுக்கப்பட்டுள்ளதாம்.

Rajapakse sends ‘special message’ for Indian PM

Colombo, May 6 The Sri Lankan President, Mr Mahinda Rajapakse has sent a “special message” for the Indian Prime Minister, a top presidential aide said.

Mr Rajapakse’s secretary, Mr Lalith Weeratunga arrived in New Delhi last week to deliver the message to Prime Minister, Dr Manmohan Singh.

The official, however, refused to divulge the exact contents of the special message to the Indian Prime Minister, but hinted that it was related to the resolution of the ethnic conflict.

Visit by the presidential secretary to India has come a couple of days after President, Mr Mahinda Rajapakse’s ruling Sri Lanka Freedom Party (SLFP) unveiled its much-awaited devolution proposal to end the lenghty civil war.

The key feature of the SLFP proposals was to replace the existing provincial council system with district as a unit of devolution.

Leaving aside the Tamil Tiger rebels, all other Tamil political parties, including those who support and being part of the Rajapaksa government have rejected the SLFP proposals outright describing it as “too little too late”.

Meanwhile, an independent English weekly, the ‘Sunday Times’ reported that the special message sent to the Indian Prime Minister includes steps taken by President, Mr Rajapaksa to introduce his Sri Lankan Freedom Party’s devolution proposals to solve the ethnic conflict.

“Mr Weeratunga had also taken a copy of the (SLFP) proposals to New Delhi”, the media report said, adding that he was also to brief India on the fresh threat by the LTTE aircraft, which have carried out three air strikes within a month.

The second air raid by the LTTE light wing aircraft in the wee hours on April 28 led to panic with several people getting injured due to anti-aircraft fire by the government forces.

Moved by the air-strike capabilities of the Tigers as Sri Lanka is , a team of Indian experts have arrived in Colombo on Friday allegedly to assist the Sri Lankan authorities in matters relating to the effective functioning of the 2D radar system provided free by the government of India a couple of years ago.

“New Delhi has also heeded a government call for a third 2D radar,” the media report said in its lead story on the front page.

Rajapaksa aide's secret visit

Lalith Weeratunga, Sri Lankan President Mahinda Rajapaksa's Secretary, flew to New Delhi earlier in the week to brief Prime Minister Manmohan Singh and Indian think tanks on the developing political and military situation in Sri Lanka.

External Affairs Ministry sources told Hindustan Times on Sunday, that Weeratunga met his counterpart, TKA Nair, the Principal Secretary to the Prime Minister, Agriculture Minister Sharad Pawar, and Tourism Minister Ambika Soni and interacted with a number of other ministers.Weeratunga stated the Rajapaksa government's perspective on the four aerial raids conducted by the LTTE in March-April, and explained the contents of the devolution proposal recently submitted by the ruling Sri Lanka Freedom Party (SLFP) to resolve the ethnic conflict in the island country.

The air raids by the LTTE have pushed the Sri Lankan government to shop for appropriate air defence equipment abroad and seek help from friendly countries, including India. Earlier, India had worked out an air defence system for the capital city of Colombo and given two 2D radars free of charge. But clearly, these were not enough. Ground radars are not enough for effective air defence. Aircraft must have radar facilities on board and they should be able to undertake operations at night. The Sri Lankan Air Force (SLAF) was ill-equipped in these respects and knowing these, the LTTE had always attacked at night.

India had earlier been involved in the modernisation of the Palaly airbase in the northern district of Jaffna. But the Sri Lankans would not accept India's conditions and decided to go ahead with the work themselves. However, given the dangers of encouraging the growth of a rogue Air Force in the region, India has agreed to continue cooperation in setting up an air defence system. The Sunday Times has reported that an Indian team had arrived in Colombo on Friday to examine the working of the 2D radars and set up one more.

According to The Sunday Times the Sri Lankans are looking to buy MIG 29 aircraft, fully equipped for night operations. But experts consider this of little use in tackling the LTTE's slow moving, low flying aircraft. They recommend the Indian HAL HJT-36 and the K-8 used by Pakistan and China, which have the right speed and capability to tackle the Zlin Z-143 aircraft of LTTE.

The American Pacific Command had recommended in 2002 that MI-24 helicopter gunships, already with the Sri Lankan Air Force, be suitably equipped and used, as these were very useful in fighting insurgencies, including an aerial threat. They can land and take off anywhere, are of the right speed and are heavily armed. USA had also suggested that instead of buying more aircraft, money should be spent on buying spare parts and maintenance.

While New Delhi may take a sympathetic attitude to Colombo's demand for assistance to fight the Tigers, it is unlikely to view the devolution package proposed by Rajapaksa's party with favour. The package says that the unit of devolution will be the district and not the province. This is a blow to the Tamils who have been demanding "provincial autonomy" in lieu of full independence since 1948.When President JR.Jayewardene proposed District Development Councils in 1981, the Tamils rejected it demanding autonomy for the whole of the Tamil-speaking North East. When they worked the DDCs, they found that they had no powers.

இதுவே லலித் வீரதுங்கவின் டில்லி விஜயத்தின் பிரதான நோக்கம் என்றாலும் அன்மையில் தலைநகர் கொழும்பு மீது விடுதலைப்புலிகள் அடுத்தடுத்து மேற்கொண்ட வான் தாக்குதலை அடுத்து நாட்டின் தேசிய பாதுகாப்புக்கு ஏற்பட்டிருக் கும் அச்சுறுத்தல் தொடர்பில் இந்திய அர சின் ஆதரவை கோரும் விதமான விட யமும் பிரதமர் மன்மோகன் சிங்குக்கு அனுப்பிவைக்கப்பட்டிருக்கும
