கடத்தப்பட்டு காணாமல்போனோர் தொடர்பாக நாளை புதன்கிழமை காலை கொழும்பு பிறைற்றன் ஹோட்டலில் நடைபெறும் மக்கள் கண்காணிப்புக் குழுவின் 2 ஆவது மாநாட்டில் பங்கேற்குமாறு மேலக மக்கள் முன்னணி அனைவருக்கும் அழைப்பு விடுத்துள்ளது.

ஆமர் வீதிச் சந்திக்கு அருகிலுள்ள இந்த ஹோட்டலில் நடைபெறும் மேற்படி மாநாடு தொடர்பாக மக்கள் கண்காணிப்புக் குழுவின் ஏற்பாட்டாளர் மனோ கணேசன் விடுத்துள்ள அறிக்கையில்,

மக்கள் கண்காணிப்புக் குழுவிடம் கடத்தல், காணாமல் போதல் தொடர்பில் பெருந்தொகையானோர் புகார் செய்துள்ள நிலையில் இன்னும் கணிசமாகப் பாதிக்கப்பட்டோர் நடைமுறைச் சிக்கல்கள் காரணமாக புகார் செய்யவில்லை. எனினும், இம்மாநாட்டில் புகார் செய்தவர்கள் மட்டுமன்றி, பாதிப்புக்குள்ளான அனைவரும் கலந்துகொள்ள வேண்டும்.

எமது தேசிய, சர்வதேச போராட்டங்கள் காரணமாக பாரிய நிர்ப்பந்தங்கள் எழுந்துள்ளமையால் இத்தகைய மனித உரிமை மீறல்களில் ஈடுபட்டுள்ள பல சூத்திரதாரிகள் கைது செய்யப்பட்டு வருகின்றார்கள். ஆனால், கீழ் மட்டத்தைச் சார்ந்தவர்கள் மீது எடுக்கப்படும் நடவடிக்கை இவ்விடயத்தில் பெரும்பங்கு வகிக்கின்றவர்கள் மீது எடுக்கப்பட்டதாக இதுவரை தகவல்கள் இல்லை.

தற்போது காணாமல்போன அனைவரையும் விடுவிக்கும் கடப்பாடு பொலிஸாருக்கும் அரசாங்கத்திற்கும் இருக்கின்றது. ஆகையால், காணாமல்போனவர்களில் பெரும்பாலானோர் வீடு திரும்பிவிட்டார்கள் என்று கூறி இந்த விடயத்தை மறைத்துவிட எவரையும் அனுமதிக்க முடியாது.

எனவே, எமது உறவுகளுக்காக குரல்கொடுத்து அவர்களுக்கு இழைக்கப்பட்ட அநீதியை உலகத்திற்கு அறிவித்து நியாயத்தை தேடிப் பெற்றுக்கொள்ளும் உரிமை எங்களுக்கு இருக்கின்றது. எமது அழைப்பை ஏற்று எதிர்க்கட்சித் தலைவர் ரணில் விக்கிரமசிங்க உட்பட பல்வேறு தலைவர்களும் தேசிய, சர்வதேச மனித உரிமை நிறுவனங்களின் பிரதிநிதிகளும் சர்வதேச சமூகத்து பிரதிநிதிகளும் கலந்துகொள்ளவுள்ளதாகவும் தெரிவிக்கப்பட்டுள்ளது.

சிறிலங்கா இராணுவத்தினராலும் துணை இராணுவக் குழுவினராலும் கடத்தப்பட்டோரின் உறவினர்கள் பங்கேற்ற மாநாடு கொழும்பில் இன்று புதன்கிழமை நடைபெற்றது.

மக்கள் கண்காணிப்புக் குழுவின் ஏற்பாட்டில் கொழும்பு ஆமர் வீதிச்சந்தியில் உள்ள பிறைற்றன் ரெஸ்ட் கட்டடத்தில் இன்று முற்பகல் 11.45 மணிக்கு இந்த மாநாடு தொடங்கியது.

மாநாட்டில் காணாமல் போனோரது உறவினர்கள் 300-க்கும் மேற்பட்டோர் பங்கேற்றனர்.

தொடக்க நிகழ்வாக படுகொலை செய்யப்பட்ட நாடாளுமன்ற உறுப்பினர் ரவிராஜ் உள்ளிட்டோருக்கு இரண்டு நிமிடம் அகவணக்கம் செலுத்தப்பட்டது.

ஐக்கிய தேசியக் கட்சியின் தலைவர் ரணில் விக்கிரமசிங்கவிடம் காணாமல் போனவர்களது உறவினர்கள் நேரடியாக தமது முறைப்பாட்டை தெரிவித்தனர்.

அதனையடுத்து காணாமல் போன 131 பேரின் விபரம் அடங்கிய ஆவணத்தை ரணில் விக்கிரமசிங்கவிடம் மேலக மக்கள் முன்னணியின் கொழும்பு மாவட்ட நாடாளுமன்ற உறுப்பினரும், மக்கள் கண்காணிப்புக் குழுவின் பிரதிநிதியுமான மனோ கணேசன் கையளித்தார்.

பெரிய திமிங்கலங்கள் கைது செய்யப்படவில்லை

இந்த மாநாட்டில் மனோ கணேசன் பேசியதாவது:

கடத்தப்பட்டு காணாமல் போனவர்களது உறவினர்களின் மனக்குமுறல்களுக்கு மத்தியில் இரண்டாவது முறையாக இந்த மாநாட்டை கொழும்பில் நடத்துகிறோம். மகிந்தவும் அவரது அரசாங்கமும் தான் இந்த கடத்தல்களுக்கு பதில் கூற வேண்டும். அதுவரை நாங்கள் ஒயப்போவதில்லை.

ஒரு சிலரை கைது செய்துவிட்டு கடத்தல்களுயுடன் தொடர்புடையோரை கைது செய்துவிட்டதாக அரசாங்கம் பொய் கூறுகிறது. அரசாங்கம் கைது செய்திருப்பது சிறு துரும்புகளைத்தான். பெரிய திமிங்கலங்கள் இன்னமும் கைது செய்யப்படவில்லை.

காணாமல் போனவர்கள் வெளிநாடுகளுக்குச் சென்றுவிட்டதாக அரசாங்கம் கூறுவது முழுக்க பொய்யானது. நாங்கள் 40 சிறிலங்கா காவல் நிலையங்களுக்கு காணாமல் போனவர்கள் குறித்த விபரங்களை அனுப்பினோம். அந்தந்த காவல் நிலையங்களில் இருந்து வந்த தகவலின்படி காணாமல் போன எவரும் வெளிநாடு செல்லவில்லை என்பது உறுதி செய்யப்பட்டுள்ளது.

அப்படி அவர்கள் வெளிநாடு சென்றிருந்தால் அவர்களின் விபரங்களை அரசாங்கம் வெளியிடலாமே. ஏன் வெளியிடவில்லை. அரசாங்கம் பொய் கூறுகிறது. யுத்தம் நடத்துவதற்காக எவரும் கடத்தப்படவில்லை- காணாமல் போகவில்லை என்று கூறுகிறது.

எம்மிடம் இதுவரை 131 முறைப்பாடுகள் பதிவு செய்யப்பட்டுள்ளன. கடத்தப்பட்டு காணாமல் போனவர்களுக்கு என்ன நடந்தது என்பது தெரியும் வரை எமது உயிருக்கு பயந்து நாம் ஓயமாட்டோம் என்றார் அவர்.

காணாமல் போனவர்களது உறவினர்கள் சிறிலங்கா குற்றப் புலனாய்வுத் திணைக்களத்தை மிகக் கடுமையாக விமர்சித்தனர். அனைவரும் இப்படியே எழுந்து குற்றப் புலனாய்வுத் திணைக்கள தலைமை அலுவலகத்திற்கு செல்வோம் என்று அங்கிருந்த பலர் தமது மனக்குமுறல்களை வெளிப்படுத்தினர்.

குடும்பத்தோடு கடத்தல்

மாநாட்டில் கலந்துகொண்ட தெய்வானை என்ற பெண்மணி கூறியதாவது:

எனது கணவரும், போதகருமான யோகராஜா, எமது இரண்டு பிள்ளைகளான டானியல், டேவிட் மற்றும் உறவினர்கள் இருவருடன் கடவுச்சீட்டை எடுப்பதற்காக கொழும்பிற்கு கடந்த வருடம் வந்தனர்.

அவர்கள், கடவுச்சீட்டு எடுத்துவிட்டு கொச்சிக்கடையில் நின்ற போது அவர்களை குற்றப் புலனாய்வுத் திணைக்களத்தினர் சந்தேகத்தின் பேரில் கைது செய்வதாகக் கூறி அழைத்துச் சென்றனர். ஆனால் அவர்கள் இதுவரை வீடு திரும்பவில்லை.

எனது குடும்பமே இப்படி கடத்தப்பட்டிருப்பது குறித்து அனைத்துலகம் அக்கறை செலுத்த வேண்டும். அவர்களை மீட்டுத்தர வேண்டும். அவர்கள் இன்றி நான் தனிமையில் வாடுவதை விட என்னையும் கடத்திக்கொலை செய்து விடுங்கள் என்று கூறிவிட்டு அங்கு வந்திருந்த வெள்ளைக்கார பெண்மணியின் காலில் விழுந்து தனது குடும்பத்தை மீட்டுத்தருமாறு கதறி அழுது மன்றாடினார்.

சத்திர சிகிச்சைக்கு சென்ற மகன் கடத்தல்

மற்றொரு தாய் கூறியதாவது

எனது மகனுக்கு சிறுநீரக சத்திர சிகிச்சை செய்வதற்காக வவுனியாவில் இருந்து கண்டிக்கு வந்தோம்.

சத்திர சிகிச்சைக்குரிய போதிய பணம் எம்மிடம் இல்லாததால் முச்சக்கர வாகனத்தில் ஒலிபெருக்கியை பொருத்தி மக்களிடம் பெற்ற பணத்தைக்கொண்டே மகனின் சத்திர சிகிச்சைக்குரிய பணத்தை திரட்டினேன். அப்படி திரட்டிய பணத்துடன் நானும் எனது மகனும் கண்டிக்கு வந்தோம்.

கண்டியில் பலமுறை எனது மகனை குற்றப் புலனாய்வுத் திணைக்களத்தினர் விசாரணை செய்தனர். பின்னர் நீங்கள் போகலாம் என்றனர். சத்திர சிகிச்சையும் முடிந்தது. அதன் பின்னர் மகன் கடைக்குச் சென்று வருவதாகக் கூறி வெளியே சென்ற போது குற்றப் புலனாய்வுத் திணைக்களத்தினர் மீண்டும் அவனை பிடித்தனர்.

நான், உடனே அவர்களிடம் சென்று மகனுக்கு சத்திர சிகிச்சை செய்த விடயத்தை கூறி மகனை விடுதலை செய்யும் படி மன்றாடினேன். விசாரணை முடிந்ததும் விடுவிப்பதாக புலனாய்வுத் திணைக்களத்தினர் கூறினர்.

அடுத்த முறை நான் சென்று மகனை பார்க்க முடியுமா என்று கேட்டபோது தாங்கள் அவரை கைது செய்யவில்லை என்று கூறி என்னை விரட்டி விட்டனர் என்று கண்ணீருடன் கதறினார்.

இவர்களைப்போன்று அங்கு திரண்டிருந்த பலரும் தமது மனக்குமுறல்களை வெளிப்படுத்தினர்.

பலர் அழுது அழுது மயங்கி விழுந்தனர். தமது தந்தையை கண்டுபிடித்து தருமாறு கோரி சிறுவர்கள் பலரும் அங்கு கதறி அழுதனர்.

மக்கள் கண்காணிப்புக்குழுவின் ஏற்பாட்டில் இடம்பெற்ற இந்த மாநாட்டிற்கு குழுவின் ஏற்பாட்டாளரும் மேலக மக்கள் முன்னணியின் தலைவருமான மனோகணேசன் தலைமை தாங்கினார். இதில் ஐக்கிய தேசிய கட்சியின் பாராளுமன்ற உறுப்பினர்களான லக்ஷ்மன் கிரியெல்ல, ரவி கருணாநாயக்க, ஜயலத் ஜயவர்த்தன, மக்கள் கண்காணிப்புக்குழுவின் தலைவர் சிறிதுங்க ஜயசூரிய ஆகியோர் கலந்துகொண்டனர்.

கூட்டத்திற்க எதிர்க்கட்சி தலைவர் ரணில் விக்ரமசிங்க அழைத்துவரப்பட்டபோது அவரின் கரங்களை பற்றிப்பிடித்த மக்கள் தமது உறவுகளின்றி இனியும் வாழ முடியாது என்றும் உறவினர்களை மீட்டுத்தாருங்கள் என்றும் கதறி அழுதனர்.

கடத்தப்பட்ட மற்றும் காணாமல் போனவர்களின் புகைப்படங்களை கைகளில் ஏந்தியிருந்த உறவினர்கள் கூட்டம் முடியும்வரை கதறி ஆழுத வண்ணம் இருந்தனர்.

இங்கு கருத்து தெரிவித்த காணாமல் போனோரது உறவினர்களில் ஒருவரான சுப்ரமணியம் லோகேந்திரன் என்பவர்:

எனது மகள் காணாமல் போய் பல மாதங்கள் கடந்துவிட்டன. இருப்பினும் இதுவரை எந்த தகவலும் கிடைக்கவில்லை. அண்மையில் நாங்கள் ஜனாதிபதியை சந்தித்து பேசினோம். இந்த சம்பவங்களுக்கும் அரசாங்கத்துக்கும் தொடர்பில்லை என்று அவர் கூறிவிட்டார். இருப்பினும் மகளை கண்டுபிடிக்க நடவடிக்கை எடுப்பதாக கூறினார் என்று அழுதவண்ணம் கூறினார்.

மற்றுமொரு பெண் கருத்து தெரிவிக்கையில் : எனது கணவரை கடத்தியுள்ளனர். இதுவரை எந்த தகவலும் கிøட்கவில்லை. ஜனாதிபதியை சந்தித்து பேசியபோது அவர் எனது பிள்ளையின் தலையை தடவிவிட்டு கணவரை மீட்க நடவடிக்கை எடுப்பதாக கூறினார். அத்துடன் எனது கணவர் வெளிநாடு சென்றிருக்கலம் என்றும் அரசாங்கத்தை அசௌகரித்துக்குள்ளாக்க சிலர் இவ்வாறு செய்வதாகவும் கூறினார். நான் தற்போது எனது பிள்ளைகளை விட்டுவிட்டு வெளிநாடு செல்லவுள்ளேன். எனக்கு வேறு வழி தெரியவில்லை. எனது பிள்ளைகளை பார்த்துக்கொள்ளுமாறு இங்குள்ளவர்களிடம் கோருகின்றேன் என்றார். இவ்வாறு பலர் தமது துயரங்களை வெளிப்படுத்தினர்.

இதேவேளை இதுவரை கடத்தப்பட்டு மற்றும் காணாமல் போயுள்ள 133 பேரின் விபரங்கள் அடங்கிய அறிக்கையை சிவில் கண்காணிப்புக்குழுவின் ஏற்பாட்டாளர் மனோ கணெசன் எம்.பி. எதிர்க்கட்சி தலைவர் ரணில் விக்ரமசிங்கவிடம் கைளித்தார். இந்த மாநாட்டில் வெளிநாட்டு தூதரகங்களின் அதிகாரிகளும் கலந்து கொண்டனர்.

Mahinda 'lying' on disappearances

Human rights activists in Sri Lanka have accused President Rajapaksa of trying to introduce peace meal solutions to rights violations.

Chairman of the Civil Monitoring Committee (CMC), Siritunga Jayasuriya said the President has learnt a new tactic to solve burning problems in the country.

"When an issue is raised, he call the affected and comfort them and send them back," Jayasuriya told a press gathering in Colombo.

Haiti and Somalia

"It is therefore, I think it is time for us to come to the streets".

The main opposition meanwhile accused the government of bringing the human rights situation similar to that of countries like Haiti and Somalia.

Opposition and United National Party (UNP) leader Ranil Wickramasinghe said people are entitled to seek help from foreign countries as human rights situation deteriorate.

"We can seek help from anybody to protect our sovereignty," he told journalists.

The CMC has convened a meeting of the relatives of those disappeared to the capital on Monday.

1000 relatives gathered

Over one thousand relatives who gathered to the capital accused President Rajapaksa's government of lying on what happened to their relatives.

Subramanium Logendrarajah, from Borella, said his daughter, Komathie, disappeared on 22 August 2006.

When the relatives of the disappeared met President Rajapaksa, they were told that nearly 90 per cent of who were reported as missing have either come back home or gone abroad.

'Slinging mud' on government

"President asked us not to sling mud on the government," he said.

CMC convenor parliamentarian Mano Ganeshan questioned President Rajapaksa: "Whom are you lying this?"

DA Hariet Nona, form Maradankadawala, said that she heard no news of her son and his wife since they disappeared a year ago.

The CMC has already recorded 133 incidents of disappearances.

Relatives of Sri Lanka "disappeared" demand answers

COLOMBO, Aug 1 (Reuters) - Hundreds of relatives of Sri Lankan civilians who have disappeared amid renewed civil war between the state and Tamil Tiger rebels called on President Mahinda Rajapaksa's government on Wednesday to find them.

Rights groups say hundreds of people, many of them minority ethnic Tamils, have been reported abducted or disappeared this year and 1,000 more in 2006. Rebels, paramilitaries, elements of the security forces, and underworld gangs have all been blamed.

Under international pressure to investigate accusations of abuse by the military as it fights the separatist Tigers, Rajapaksa's administration says the numbers are overblown and many cases are fakes intended to discredit the government.

At a protest meeting of around 300 relatives of the missing, Kandiya Sathiavel, a 61-year-old retired labourer, said he was still hunting for his son a year after he disappeared from a largely Tamil neighbourhood in the capital, Colombo.

"He has a school bus. Someone called him for a hire, but he never turned up. They found the vehicle a day later nearby, but still my son hasn't turned up," he said, crying. "I don't know who to blame. I just want my son." No ransom was sought.

A U.N. envoy has accused elements of the military of helping a renegade rebel faction called the Karuna group, which analysts say is allied to the government, to abduct children as fighters. UNICEF and other aid groups say both the Tigers and the Karuna continue to abduct children, particularly in the restive east.

Residents in the Tigers' northern stronghold have told Reuters their relatives are being forcibly recruited by the rebels, sometimes whisked away in the night to training camps to fight in a war that has killed nearly 70,000 people since 1983.

HUNDREDS MISSING

"My father went missing and I'm asking from the government and the abductees to release him or tell us what happened to him," said 19-year-old Welnayagam Kokuladharshani, whose father disappeared in Colombo in May last year. She has since abandoned her studies to work to feed her mother, sister and brother.

Sri Lanka's Human Rights Commission received complaints of 186 cases of disappearances in May and June alone. Of those, 23 cases were blamed on the Karuna group and seven on the Tigers. The rest were marked as unknown.

In June, two Sri Lanka Red Cross workers were snatched by men who identified themselves as police in Colombo. Their bodies were found two days later. The authorities deny any involvement.

Police have made a series of arrests in recent weeks in connection with abductions and extortion. Among those arrested were a member of the air force and four policemen, but rights groups say the government is not doing enough.

"There are so many bogus cases," said government defence spokesman and Minister of Foreign Employment Promotion Keheliya Rambukwella. "There are a few genuine cases also... We should get together and work for a solution."

The Civil Monitoring Commission rights group, trying to solve 133 cases of disappearances of mainly ethnic Tamils, has called on the government to prove its claim that many of the reported missing have simply gone abroad or eloped with lovers.

"We are asking the government: What has happened to these people?" said commission head Mano Ganeshan. "The government has appointed several commissions to enquire about this, but nothing came of it. Still they are missing."

Hundreds of relatives demand justice for missing people in Sri Lanka

COLOMBO, Sri Lanka: Hundreds of Sri Lankans, many carrying photos of their abducted relatives, tearfully demanded Wednesday that the government investigate the fates of scores of minority Tamils who have "disappeared" across the country in recent months.

Civil rights groups say more than 100 ethnic Tamils have been kidnapped amid the new wave of fighting between Tamil Tiger rebels and the government, which is controlled by the majority Sinhalese community. The fighting has plunged parts of the country into chaos and displaced tens of thousands of people.

Shaking with emotion, Thevani Yogarajan, 50, said her husband, a Pentecostal minister, and two sons, both in their 20s, have not been heard from since they went to the capital, Colombo, in March to get passports so they could travel to India and escape the fighting.

"Give me my innocent children. They haven't harmed anyone. Please give them back," she wailed to the crowd at the rally in Colombo organized by the Civil Monitoring Commission, a group that campaigns against abductions.

"How can I live when three members of my family have gone missing?" she asked before fainting.

Sirithunga Jayasuriya, chairman of the group, blamed the government for the abductions. He said most of those taken attended Tamil Tiger rallies, and the kidnappings were the government's retribution.

Other rights groups have accused the government of summarily executing those suspected of links to the Tamil separatists.

Several spokesmen for the government and police declined to comment on the allegations when asked by The Associated Press. Government officials have repeatedly denied such accusations in the past.

A total of 155 people have been kidnapped in the Colombo area since last year, Jayasuriya said. Of those, 16 were released after their families paid a ransom, he said. Only five of those kidnapped were Sinhalese, he said.

Many of those abducted were snatched when they fled to the capital from war-torn areas, their relatives said. Others were from Colombo. Some of their abductors demanded a ransom, while others were silent.

"The government must take speedy action to investigate the abductions, otherwise we will have reasonable doubt about the government's complicity in them," said Ranil Wickremesinghe, the opposition leader in Parliament.

More than 300 people packed a hall in Colombo on Wednesday to discuss what to do about their missing relatives. Some carried photographs of the missing. Many were weeping, while others shouted in anger, demanding the government find their loved ones.

The families said many of the victims were abducted by masked men in white vans, reminiscent of abductions that occurred earlier in the country's more than two-decade war and were also blamed on security forces.

Badra Ruhunage, 37, said men in a white van snatched her husband, Vairamuttu Varadarasan, 40, in January and she has heard nothing about his fate.

"It ruined our lives," she said. "I have five children and how can I feed them?"

Violence has soared between government forces and Tamil Tiger rebels since December 2005, killing more than 5,000 people in clashes, assassinations and air attacks, despite a Norway-brokered 2002 cease-fire.
