உலக வல்லரசு நாடுகளின் சில புலனாய்வு சேவையினர் இலங்கையின் வடக்கில் நடைபெறும் யுத்தம் தொடர்பான புதிய தகவல்களை அறியும் நோக்கில் மறைமுகமாக செய்மதி படங்களை எடுத்து வருவதாக இலங்கை பாதுகாப்பு துறையின் புலனாய்வுப் பிரிவினருக்கு தகவல்கள் கிடைத்துள்ளன.

வடக்கில் இடம்பெற்று வரும் மோதல்கள் தொடர்பாக வாராந்தம் செய்திமதி மூலம் புகைப்படம் எடுப்பதுடன் தற்போதைய போர் நிலைமைகளை கண்காணித்து அந்த தகவல்களையும் தமது நாடுகளுக்கு வெளிநாட்டு புலனாய்வு சேவைகள் வழங்கி வருவதாகவும் கண்டறியப்பட்டுள்ளது.

Low-Cost Small Satellite Launch Options Better for Non-U.S. Firms

LOGAN, Utah — In recent years small satellite builders have made quantum leaps in efficiency just by using off-the-shelf consumer microelectronics. But while those advances have made their spacecraft even more attractive to potential users, the high cost of getting satellites into orbit continues to frustrate some in the small satellite industry — at least those based in the United States.

"The last three years has seen a real growth in capability and I think that’s going to continue for the next three to five years," said Sir Martin Sweeting, chief executive officer of Surrey Satellite Technology Ltd. in the United Kingdom.

When it comes to launch prices, Sweeting said, the United States currently has its own "rather peculiar internal market."

Domestic launch prices for U.S.-built small satellites are often higher than the customers can afford, Sweeting said. "That’s why there’s been a trend outside the United States to use the former Soviet Union for launches … which are excellent, and which there are many, and for which the prices are about right," he said.

To lower domestic launch prices for small satellites, the United States desperately needs either to use Russian launch capability or generate something internally that forces internal competition in America, Sweeting said.

Launches are available from Russian and Ukrainian organizations aboard such vehicles as the Dnepr and the Cosmos.

Eurockot Launch Services, a joint venture of Europe’s EADS Space Transportation and Russia’s Khrunichev Space Center, offers launches aboard its Rockot launcher. Rockot is a three-stage, liquid-propellant launch vehicle capable of launching payloads with a mass of up to 1,900 kilograms, according to the company’s Web site.

Access to space was a key theme at the 17th annual Conference on Small Satellites, held here Aug. 11-14 at Utah State University. The American Institute of Aeronautics and Astronautics and Utah State University sponsored the meeting.

The technical improvements in small satellites are making it possible to use smaller, affordable spacecraft for applications that have real use to the end users, Sweeting said.

Sweeting said that mass-produced microelectronics, have made small satellites more powerful and productive. Commercial computer processors and memory hardware, accelerometers used in car airbags, mobile telephone technology — all of these developments have aided in the business of building small satellites, he said.

Within 10 years it should be feasible to put an entire spacecraft onto a frame the size of a credit card, Sweeting said. Numbers of these tiny satellites could fly in formation, clustered in ways to create communications networks, as well as carry out specialized Earth observations.

While satellites are improving, the launch problem is being attacked by both the U.S. military and the private sector.

Matt Bille, an analyst with Booz Allen Hamilton’s office in Colorado Springs, Colo., said the new Falcon launcher being developed by the private company SpaceX and the interest of the Defense Advanced Research Projects Agency in lowering launch costs, mean "the chances for a breakthrough are better than they’ve been in a long time."

But Bille acknowledged that many in the satellite community are skeptical about promises of lower launch costs.

"The microsatellite community has been burned by promises of cheap launchers before, and a ‘wait and see’ attitude certainly makes sense," Bille said.

"I’m quite optimistic that we’ll see a serious price reduction, even if some of the predictions prove too low," Bille told Space News.

The renewed interest in small launchers has raised hopes in states like Florida that have already invested in spaceport infrastructure for such vehicles, said Edward Ellegood, director, Policy and Program Development at Florida Space Research Institute, based at the Kennedy Space Center in Florida.

"This new crop of launchers brings a bit more to the table. They aren’t relying on the now-gone Iridium-Globalstar replenishment market, and there is a growing DoD interest in enabling their success as low-cost ‘quick reaction’ launchers," Ellegood said.

If a new breed of small launch vehicle is developed that finally gives the military a launcher that can be used on short notice, the entire space industry would benefit, Ellegood said.

The use of small satellites is not as revolutionary an idea as it once seemed several years ago, said Mark Bailey, Marketing Manager for Starsys Research in Boulder, Colo. "There’s no need to get on a soap box and scream about revolutionizing the industry anymore. Small satellites are now a part of the industry," he said.

The real question is whether small satellites have found their niche, or are they still going to keep progressing, Bailey said. He senses that satellite builders are in a stage of mitosis — splitting into two industries.

"One industry is all about making small satellites and making them either as cheap as possible or as capable as possible in the range that fits small satellites. Then you have the big satellite industry that’s making spacecraft as big as they possibly can, because they are revenue-making machines," Bailey said.

Bailey believes that the small satellite industry is looking for the next wave of technology to make diminutive spacecraft as capable as a NASA Earth Observing System platform or a large weather-monitoring satellite operated by the National Oceanic and Atmospheric Administration.

If this occurs, "now you’ve really revolutionized the industry through the next step," Bailey said.

Rex Ridenoure, president of Ecliptic Enterprises in Pasadena, Calif., expects to see a blossoming of small satellite applications. High quality remote sensing, charting of the space environment, testing out sensors or other space gear, and providing situational awareness functions for the military — these and other duties are ideal fits for small satellites, he said.

An emerging theme, Ridenoure said, is use of small orbiting platforms carrying cameras to watch other events in space, such as rendezvous and docking of hardware.

Small satellites are also candidates for deep space missions, such as a lunar farside communications relay, or for deployment on surfaces of distant celestial bodies, even comets and asteroids, Ridenoure said. "And there’s probably a few applications that nobody has thought of yet."
