The cable was written by the Ambassador Robert O. Blake. The cable, dated May 18, 2007, updated the Secretary of State on Sri Lanka’s issue of paramilitary operations and asked strictly protect Sri Ranga Jeyaratnam as their source. Sri Ranga is described as a person who has close personal ties to the Rajapaksa family. Sri Ranga was elected to represent opposition United National Party in 2010 general elections and later crossover to ruling party. Prior to becoming a member of Sri Lankan Parliament, Sri Ranga served in numerous positions at the Shakthi TV (MTV) station. In 2008, the East-West Center invited Sri Ranga to participate in “The New Generation Seminar” (NGS) along with other young leaders from the United States and Asia Pacific. The program is developed around a thematic focus and provides participants with an opportunity to strengthen their understanding of Asia Pacific-U.S. developments and challenges, build a regional network and to become leaders with a more international perspective. He participated in the 18th New Generation Seminar held in Honolulu, Youngstown and Washington D.C. during September and October of 2008 Ambassador Blake wrote “The GSL has a history of funding paramilitary groups. Popular Tamil TV talk show host Sri Ranga Jeyaratnam (strictly protect), who has close personal ties to the Rajapaksa family, pointed out that under former President Kumaratunga, the GSL had begun the practice of paying paramilitaries to refrain from engaging in criminal pursuits. "சந்திரிக்காவின் காலத்தில் ஈ பி டி பி உட்பட பல தமிழ் ராணுவக் குழுக்கள் கொழும்பில் நாசகார வேலைகளில் ஈடுபடுவதைத் தடுக்கும் முகமாக அவர்களுக்கு மாதக் கொடுப்பனவு ஒன்றினை அரசாங்கம் செய்துவந்தது. ஆனால், பாரிய பண நெருக்கடியினுள் இன்று சிக்கியிருக்கும் ராஜபஷ அரசின் பாதுகாப்புச் செயலாளர் இக்குழுக்களுக்கான கொடுப்பனவுகளை முற்றாக நிறுத்திவிட்டதால் அக்குழுக்கள் தமக்குத் தேவையான பணத்தினை தமிழ் வர்த்தகர்கள், குடும்பங்கள் ஆகியோரிடமிருந்து கப்பமாகப் பெற்றுக்கொள்ளுமாறு பணித்திருந்தார். இதனாலேயே கொழும்பிலும் வவுனியாவிலும் பெருமளவு தமிழர்கள் கடத்தப்பட்டுப் பணம் பறிக்கப்படுவதும், பலர் கொல்லப்படுவதும் நடக்கிறது. இதனாலேயே தற்பொழுது மிகமோசமான அசம்பாவிதங்களும், நீதியற்ற நிலையும் காணப்படுகின்றது". "கருணாவோ டக்கிளஸோ முழுக்க முழுக்க தமிழ்ச் சமூகத்திலிருந்து வந்திருந்தாலும்கூட, அவர்கள் தமது மக்களையே அரச ஆணையின்பேரில் பணத்திற்காகக் கடத்திக் கொல்கிறார்கள்". துரோகத்தின் நாட்காட்டி : நாள் 2, ஐப்பசி 2008 தனது மீள்வருகைக்காக இன்னொரு துணைராணுவக்குழுத் தலைவன் டக்கிளஸ் தேவானந்தாவிடம் உதவிகேட்கும் துணை ராணுவக்குழுத் தலைவன் கருணா கிழக்கில் தனது பலத்தினை தனது முன்னைநாள் அடியாளும் , இந்நாள் கிழக்குமாகாண முதலமைச்சருமான கொலைக்குழுத் தலைவன் பிள்ளையானிடம் முற்றாக இழந்துவிட்ட ராணுவத் துணைக்குழுவின் தலைவன் கருணா, கிழக்கில் தன்னை மீண்டும் நிலைநிறுத்திக்கொள்வதற்கு அரச ராணுவத்தின் இன்னொரு துணைக்குழுவான ஈ பி டி பி தலைவன் டக்கிளஸ் தேவானந்தாவிடம் உதவி கோரியுள்ளான். இலங்கையின் பாதுகாப்பு அமைச்சரும், ஜனாதிபதியின் சகோதரனுமான கோத்தாபய ராஜபக்ஷவின் அறிவுருத்தலின்பேரிலேயே முன்னாள் துணை ராணுவக்குழுவின் தலைவன் கருணா டக்கிளஸைச் சந்தித்து இவ்வுதவியினை வேண்டியிருப்பதாகக் கொழும்பு வட்டாரங்கள் தெரிவிக்கின்றன. கருணா நாட்டினை விட்டுப் போலியான கடவுச்சீட்டு மற்றும் விசாவினைப் பாவித்துத் தப்பியோடி, லண்டனில் குடிவரவு அதிகாரிகளால் பிடிக்கப்பட்டு சிறையில் 9 மாதகாலம் அடைக்கப்பட்டபின் மீண்டும் இலங்கைக்கே நாடுகடத்தப்பட்டது நினைவிருக்கலாம். கருணா சிறையிலடைக்கப்பட்ட காலத்தில் அவனால் நடத்தப்பட்ட ராணுவத் துணைக்குழுவினை தனது முழுமையான கட்டுப்பாட்டிற்குள் கொண்டுவந்த அவனது அடியாளும் கொலைக்குழுத் தலைவனுமான பிள்ளையான் அரசுடனான தனது நெருக்கத்தினைப் பாவித்து பாரிய தேர்தல் முறைகேடுகள் மூலம் கிழக்கு மாகாண முதலமைச்சர் ஆகியதுடன், கிழக்கு மாகாணத்தில் தனது பிடியையும் இறுக்கிக்கொண்டான் என்பது குறிப்பிடத்தக்கது. இச்சந்திப்புப் பற்றிக் கருத்துக்கூறிய துணைராணுவக்குழு ஈ பி டி பீ கருணா லண்டன் சிறையில் இருந்தகாலத்திலேயே தனது அரசியல் செயற்பாடுகள்பற்றி தனது அடியாட்களுடன் பேசத் தொடங்கிவிட்டதாகவும், தான் மீண்டும் இலங்கைக்கு நாடுகடத்தப்படுமிடத்து தனது அரசியல்க் கட்சியினை மீண்டும் ஆரம்பிக்க நினைத்திருந்ததாகவும், இத்கற்குப் பிள்ளையானிடம் சமரசப் பேச்சிற்குத் தூது அனுப்பியிருந்ததாகவும் கூறுகிறார்கள். கொழும்பில் தங்கியிருக்கும் கருணா கிழக்கிலிருந்து தனது ஆதரவாளர்களையும், முன்னாள் கட்சி அங்கத்தவர்களில் முக்கியமானவர்களையும் கொழும்பிற்கு அழைத்து தனது புதிய அரசியல் முயற்சி பற்றிப் பேசிவருவதாகவும், இவ்வாறான ஒரு கூட்டம் ஒன்றிற்கு பாதுகாப்புச் செயலாளர் விசேட அதிதியாகக் கலந்துகொண்டு அக்கட்சியின் எதிர்கால செயற்பாடுகள் குறித்து ஆலோசனைகளை வழங்கியதாகவும் தெரியவருகிறது. கருணா சிறையில் அடைக்கப்பட்ட காலத்தில் அவனது கட்சிக்கும் ஈ பீ டி பி துணை ராணுவக் குழுவிற்கும் இடையில் கடுமையான மோதல் நிலைப்பாடு நிலவியதென்பதும், இரு ராணுவத் துணைக்குழுக்களும் தமக்குள் மோதிக்கொண்டதில் நூற்றுக்கணக்கான துணைப்படைக் கூலிகள் கொல்லப்பட்டதும் நினைவிலிருக்கலாம். கருணாவின் கட்சிக்கு தலைவனாக பிள்ளையான் வரும்வரையில் அவன் கொழும்பில் தங்கியிருந்து இலங்கை ராணுவ புலநாய்வுப்படையினரால் இயக்கப்படும் வெள்ளை வான் கடத்தல்களுக்குப் பொறுப்பாக இருந்துவந்ததுடன், கொழும்பில் தமிழ் வர்த்தகர்களை மிரட்டிக் கப்பம் வாங்குவதற்கும் பொறுப்பாக இருந்துவந்தான் என்பதும் தெரிந்ததே. கிழக்கில் அவன் கருணா துணைராணுவக்குழுவிற்கு தலைமையேற்ற நாளில் இருந்து ஈ பீ டி பி குழுவுடன் மோதல்ப்போக்கினைக் கடைப்பிடித்து வந்ததுடன், தேர்தலுக்குப் பின்னரான காலத்தில் பல ஈ பி டி பி துணை ராணுவக் கூலிகளையும் கொன்றிருந்தான். இதனாலேயே கிழக்கில் தனது நடவடிக்கைகளை ஈ பீ டி பீ துணைராணுவக்குழு முற்றாகக் கைவிடவேண்டிய நிலைக்கும் தள்ளப்பட்டது. தேவானந்தாவிடன் உதவிவேண்டியதை மறைத்துவரும் கருணா, கிழக்கில் தமது துணை ராணுவக்குழுக்களிடையேயான மோதல்களைத் தவிர்த்து ராணுவத்தின் கீழ் ஒரு அமைப்பாக செயற்படுவது தொடர்பாகவே தாம் பேச்சுவார்த்தையில் ஈடுபட்டதாக கூறியிருக்கிறான். பரராஜசிங்கத்தின் கொலையுடன் கருணாவும் டக்கிளஸும் நேரடியாகத் தொடர்புபட்டிருந்தமை, கருணா தனது கொலைக்குழுவினை வடமாகாணத்திற்கும் விஸ்த்தரித்திருந்தமை குறித்த விக்கிலீக்ஸின் ஆவணம் ஒன்று. “The Karuna group is probably the most active Sri Lankan paramilitary in abductions and extrajudicial killings. The ambassador wrote; “Father Bernard, a Catholic priest from Jaffna, confirmed that Karuna has extended his activities to Jaffna from his base in the East. Bernard has documented 52 new abduction cases in Jaffna in the month of March 2007, many of which he believes are the responsibility of the Karuna group. In February 2007, he presented more than 200 files to One-Man Commissioner (and personal friend of the President) Mahanama Tilakaratne. However, Bernard told PolOff that he was discouraged with the One-Man Commission (ref B), since Tilakaratne had not made the effort to investigate even a single case in Jaffna. Father Bernard told us he has evidence of 747 abductions in Jaffna from November 2005 to February 2007. However, because of GSL interference and limited resources, he was only able to document a sample of 200 of these cases for presentation to Tilakaratne. Father Bernard described one abduction in which a man suspected of having ties to the LTTE was taken and a ‘calling card’ was left with a picture of Karuna on the front and a calendar on the back, indicating that the man’s ‘time had run out.'”
