Spain's PM vows to catch bombers

Spanish Prime Minister Jose Maria Aznar has said that those who carried out the Madrid train bombings will be punished.

Ten bombs exploded on trains at three stations during the morning rush hour, killing 190 and wounding 1,200.

Mr Aznar made it clear he believed the armed Basque separatist group Eta was behind the co-ordinated blasts.

But Interior Minister Angel Acebes later revealed that an Islamic tape had been found with detonators in a stolen van recovered near Madrid.

The van was found in the town of Alcala de Henares - where three of the four bombed trains originated. The other train passed through the town.

Where the blasts happened

Mr Acebes said the tape - one of seven discovered in the van - contained verses of the Koran, in Arabic, relating to education.

"Because of this, I have just given instructions to the security forces not to rule out any line of investigation," he said.

However, the minister added that Eta remained the "main line of investigation".

A political group close to Eta has denied that it carried out the attacks.

Campaigning for Sunday's general election in Spain has been suspended, and three days of national mourning have been declared.

In a televised address, King Juan Carlos described the bombing as "madness which has no possible justification".

Expressing deep sympathy with the families of the victims, he said: "Your king is suffering alongside you, is sharing your anger and is confident that the rule of law will prevail so that these cowardly assassins will answer for their crimes".

In his address, Mr Aznar urged Spaniards to take to streets in protest at the attacks on their capital - and some have already heeded this call.

"Terrorism is not blind," he said.

"These terrorists wanted to cause as much damage as possible. It is a massacre. They have killed many people simply for being Spanish."

He added: "The criminals who have caused so many deaths today will be arrested... We will succeed in finishing off the terrorist band."

"Terrorist band" is a term normally used by the government to describe Eta.

'Arab resistance' blamed

Other government ministers - and much of the country's media - have explicitly linked Eta to the attacks.

Spanish anti-terrorist sources quoted by the AFP news agency said the explosive used in the attacks on four commuter trains was of a kind habitually used by Eta.

They said the devices appeared to have been set off by remote control.

No warnings were issued ahead of the explosions.

The BBC diplomatic correspondent Barnaby Mason says that if Eta was responsible, the simultaneous attacks mark an unprecedented increase in scale, ruthlessness and co-ordination.

Some observers say the bombings bear the hallmarks of the Islamic militant network al-Qaeda, which has threatened revenge on Spain for its government's backing of the US-led invasion and occupation of Iraq.

And the leader of the banned Basque political party Batasuna, Arnaldo Otegi, blamed "Arab resistance".

"Eta has always issued a warning whenever it left a bomb to explode," he said, adding: "Spain maintains occupation forces in Iraq and we should not forget that it had a responsibility for the war in Iraq."

Panic and chaos

The bombings are being described as the most deadly terror attack in Europe since Pan-Am Flight 103 was blown out of the sky by a bomb above the Scottish town of Lockerbie in 1988, and the worst in Spanish history.

They struck between 0730 and 0800 local time (0630-0700GMT) as trains brought thousands of people to work in the capital.

The main attack was at one of Madrid's major stations, Atocha, in the city centre.

Explosions hit a train as it was entering the huge interchange shortly after 0630 GMT, while other blasts went off on a train as it was passing Tellez street just outside the terminal.

Bombs also tore into carriages on trains at El Pozo and Santa Eugenia stations.

"People started to scream and run, some bumping into each other," Juani Fernandez, a civil servant who was on a platform at Atocha when the bombs went off, told the Associated Press.

"I saw people with blood pouring from them, people on the ground."

Three other devices hidden in backpacks were defused by police explosives experts.

Helicopters and dozens of ambulances ferried victims to hospitals, while appeals for blood donations were broadcast on national radio.

"It was butchery on a brutal scale," said Juan Redondo, an inspector for Madrid Firefighting Department. "This catastrophe goes beyond the imaginable."

Political and religious leaders across the world have condemned the attacks, with many describing them as an attack on democracy.

US President George W Bush said it was a "vicious act of terrorism" and telephoned Mr Aznar and King Juan Carlos to express his condolences

Accounts of 20 Russian citizens were blocked on a request from the Russian Prosecutor General's office.

According to the office, the money was related to ongoing investigations into misappropriation of state funds.

Mr Khodorkovsky, Russia's richest man, has been in jail since October, charged with fraud and tax evasion.

Escape

The investigation has prompted some former Yukos executives and shareholders to flee the country, claiming that the probe is politically motivated.

Leonid Nevzlin, Vladimir Dubov and Mikhail Brudno are currently living in Israel and were among those whose accounts were frozen on Thursday.

Investigators also named Platon Lebedev, who was arrested last year.

According to a spokeswoman for Russia's Prosecutor General, the accounts held "personal cash deposits by private individuals somehow or another implicated in the misappropriation of particularly large amounts of state funds".

Mr Nevzlin, however, was unconcerned by the actions of the Swiss authorities.

"There have never been billions on these accounts," he said. "I had less than $100,000 as collateral for my four credit cards.

"I guess I'll just have to use my other accounts."

He also said that the move was a public relations stunt to bolster support for Russian President Vladimir Putin ahead of Sunday's election.

Some observers claim that the Russian probe was sparked by Mr Khodorkovsky's financing of opposition political groups in Russia.

It is thought that Russia's current administration was willing to overlook how certain businesspeople accumulated massive wealth after the fall of communism as long as they didn't dabble in politics.

As well as turning the spotlight on himself, Mr Khodorkovsky also brought increased scrutiny onto Yukos.

The Russian tax ministry says the company owes $3.3bn in back taxes and fines, roughly equivalent to the firm's net profits for 2002.

Yukos, which says it has a clean tax record and acted appropriately, has tried to defuse the situation by bringing in a number of new and mainly US executives.

விடுதலைப் புலிகளுடனான சந்திப்பில் பிரிட்டிஷ் படைத்துறை அதிகாரி

தமிழீழ விடுதலைப் புலிகளின் தலைமைப் பீடத்தை சந்திப்பதற்காக வன்னி சென்ற பிரித்தானிய உயர்ஸ்தானிகராலயக்; குழுவில், பிரித்தானிய படைத்துறையின் உயர் அதிகாரி ஒருவரும் இடம்பெற்றிருந்ததாக தெரிவிக்கப்படுகிறது.

Sri Lanka Tigers vow to take back land as rivals brace along river bank

TRINCOMALEE, Sri Lanka (AFP) - Sri Lanka's rival Tamil Tiger factions deployed fighters on the banks of a river here as the main guerrilla outfit vowed to take back territory from a renegade regional commander.

The political wing leader of the main Liberation Tigers of Tamil Eelam (LTTE) in the northeastern port district of Trincomalee, S. Thilak, said the group's fighters were poised against the breakaway faction of V. Muralitharan.

The renegade leader, better known as Karuna, has said he commands about 5,000 fighters, which accounts for about a third of the original force of the LTTE which has fought for three decades to set up a separate Tamil homeland.

"Both sides have their cadres camping on the two banks of the Verugal river that marks the district border," Thilak told reporters here Friday after talks with a visiting Norwegian peace envoy, Erik Solheim.

But Thilak said there had been no fighting between the two groups, who according to the military were within small-arms range of each other.

Both sides have sought to play down fears of an internecine war, but government forces have been placed on alert to avoid getting dragged into a fresh conflict.

The military in Trincomalee, 260 kilometres (160 miles) northeast of Colombo, said it was concerned after hearing explosions overnight from an area held by the Tigers, but that the blasts turned out to be a rebel exercise.

The main LTTE's northern-based political leader S.P. Thamilselvan said the rebels were taking "careful steps" to bring the eastern districts of Batticaloa and Ampara back under their control "without any bloodshed or danger to our cadres."

"Karuna not only has been relieved of his responsibilities, he has been removed from the movement," Thamilselvan was quoted as saying by the pro-rebel Tamilnet.com website.

"By rejecting to abide by the movement's ruling he is pushing himself into a dangerous corner."

The LTTE leadership acknowledged for the first time that Karuna, its former eastern commander, had a fighting force but said his support was dwindling.

"Cadres under Karuna's command are distancing (themselves) and deserting him gradually," Thamilselvan said.

"Karuna is increasingly facing danger from among his own group of cadres."

Karuna told AFP in an interview Tuesday he led the unprecedented split because the main Tiger leadership was preparing for war despite a February 2002 ceasefire and had ignored the interests of Tamils in eastern Sri Lanka.

Solheim was in Sri Lanka as part of a previously arranged visit to review the Norwegian-arranged ceasefire, but had no plans to travel to the Batticaloa district where Karuna holds sway.

Solheim said Norway was keeping out of the internal rift in the LTTE, which in September 2002 opened Oslo-brokered talks with the Colombo government to end the civil war which has claimed more than 60,000 lives.

The Norwegians suspended their brokering role in November after President Chandrika Kumaratunga accused rival Prime Minister Ranil Wickremesinghe of conceding too much in talks with the Tigers.

Kumaratunga assumed the portfolios of defence and interior and the Norwegians said they would "return home and wait" until there was "clarity as to who was really in charge in Colombo."

The rivalry between the president and the prime minister has led to snap elections to be held April 2.

The alliance said that if elected, it would form a parliamentary committee to write the new constitution, which it would put before Sri Lanka - 's 19 million people in a referendum. Any changes to the constitution currently require a two-thirds majority of Parliament. Sri Lanka - , a former British colony called Ceylon, had a completely parliamentary democracy until Wickremesinghe's United National Front Party changed it in 1977, creating a presidential position. The president can sack the government and call elections at any time, and is also the head of the country's armed forces.

Speaking of the role played by the Norwegian monitors, the ANC member said " I don't know. Nordic countries have been doing a good job. They have a history of being impartial" On the issue of inviting India as a monitor Ebrahim had this to say " As for India, India is just next-door. It is ok if all the parties accept them. We don't know if all the parties would accept them. What are their attitudes towards India? If the North is suspicious of India then they cannot play that role. Negotiations with LTTE, Presidency to be abolished - UPFA manifesto

"The ceasefire will continue. We are committed to take all measures required to prevent the nation from going back to war," said the United People's Freedom Alliance (UPFA) in its forty four-page election manifesto released Thursday night at the Sri Lanka Foundation Institute, political sources in Colombo said.

The major constituent parties of the UPFA are the Sri Lanka Freedom Party and Janatha Vimukthi Peramuna. General Secretaries of the constituent political parties were present at the occasion, sources said.

The manifesto further said that UPFA has committed itself to solve the ethnic problem through a process of negotiated political settlement. " Steps will be taken to enter into a process of negotiation with the LTTE and other groups to bring about, on reasonable conditions, a sustainable solution. Negotiations will be transparent," the UPFA election manifesto said.

The UPFA will also continue the process of rehabilitation and reconstruction in the northeast with renewed vigour, said the manifesto.

On the proposed constitutional reforms the UPFA said in its manifesto that the Executive Presidency will be abolished and a new electoral system will be adopted. A new constitution with the peoples' approval will be formulated.

The manifesto devoted several pages to educational reforms, which have been identified as essential to the future well being of the society.

சர்வதேச சமூýகமே எமது கோரிக்கையை நியாயமானதென அங்கீகரிக்கக் கூýடிýய ஒரு சாதகமான சூýழல் உருவாகிவரும் இந்நேரத்தில், அனைத்தையும் தலைகீழாகப் புரட்டிýவிடும் இந்தப் பிரதேசவாத பிளவுக்கு நாம் முகங் கொடுக்காது, நமது ஐக்கியத்தைக் கட்டிý வளர்க்க வேண்டும். எமது போர் வரலாற்றில் வெற்றியைப் பின்னுக்குத் தள்ளும் எந்தவித சதிக்கும் ஆட்படாது இருக்க வேண்டும். எமக்கு ஏற்பட்டுள்ள இத் தலைக் குனிவை நிமர வைக்க கை கோர்ப்போம்.

தமிழ் பேசும் மக்களின் பிரச்சினை கூýர்மையடைந்து ஆயுதப் போராட்ட நிலைமை தோன்றுவதற்கு முன்னரே அறப் போராட்ட காலத்திலேயே எம்மிடம் வடக்கு, கிழக்கு என்கிற பேதம் ஒருபோதும் இருந்ததில்லை. காலத்திற்குக் காலம் இயற்கை அழிவுகள் ஏற்பட்ட போதும் எமக்கு உதவிய கரங்களுக்குரியவர்கள் பிரதேசம் கடந்த உணர்வுடையவர்களாகவே இருந்துள்ளனர். எமது போராட்டம் தனித்த ஒரு பிரதேசத்தை முன்வைத்து ஆரம்பிக்கப்பட்டதல்ல. ஒட்டுமொத்தமாக தமிழீழப் பிரதேசங்களை வென்றெடுக்கும் ஒரே நோக்கத்துடன் தான் எமது நடவடிýக்கைகள் ஆரம்பிக்கப்பட்டன. அமரர்களான இராசமாணிக்கம், இராஜவரோதயம் போன்ற தலைவர்கள் கட்டிýக்காத்து வளர்த்த ஐக்கியத்தை தனது சுயநலத்திற்காகவும் குறுகிய நோக்கத்திற்காகவும் இராசதுரை அவர்களின் வழியில் காட்டிýக் கொடுக்க முனைந்துள்ள துரோக நடவடிýக்கை தற்போது நிகழ்ந்துள்ளது. இதனையிட்டு மட்டக்களப்பைச் சேர்ந்த தமிழ் பேசும் மக்களாகிய நாம் வெட்கித் தலை குனிகின்றோம்.

தமிழினத்திற்காக தங்களது உயிரைத் தியாகம் செய்தவர்களின் குருதிகளில் பிரதேச வாதம் இருந்ததா? தமிழ் மக்களின் இன விடுதலைக்காக தன்னுயிரைத் தியாகம் செய்த அன்னை ப10பதியின் தியாக உணர்விற்கு நாம் கொடுத்துள்ள விலை இந்தப் பிரதேச வாதம் தானா?.

எப்போது நாம் பிளவுபடுவோம்? எப்போது போராட்டம் பின்னடைவு கானும் எனக் காத்திருக்கும் பேரினவாத சக்திகளுக்கும் எம்மிடையே இருக்கும் சில குறுகிய மனப்பான்மையுடையோர்க்கும் மகிழ்ச்சிய10ட்டக் கூýடிýய இந்த நிலைமை உண்மையில் விடுதலையை விரும்பும் எம் போன்றோருக்கு தலை குனிவையும் பெரும் சோகத்தையும் ஏற்படுத்தியுள்ளது.

சுவாமி விபுலானந்தர், புலவர்மணி பெரியதம்பிப்பிள்ளை போன்ற தமிழ் சான்றோர்களால் பேணி வளர்க்கப்பட்டு வந்த எமது தமிழ் பண்பாட்டிýற்கு ஏற்பட்டிýருக்கும் பெரும் களங்கம் இதுவாகும். எம்மைப் பிளவுபடுத்துவதற்கு ஆரம்ப காலத்திலிருந்தே தீவிரமாகச் செயல்பட்ட டிý.எஸ்.சேனாநாயக்கவின் சதிமுயற்சியும் பின்னர் ஜே.ஆர்.ஜெயவர்தன அதன் பின்னர் சந்திரிகா, கதிர்காமர் ஆகியோரின் சதிமுயற்சிகள் எமது பிரதேசத்தைச் சேர்ந்த இந்த ஒருவரின் செயலுக்கு எந்த விதத்திலும் சளைத்ததல்ல என்னும் ஒரு முடிýவிற்கு எம்மை வரத் தூண்டிýயுள்ளன.

தமிழ் பேசும் மக்களுக்கு வழிகாட்டக் கூýடிýய ஒரு விடிýவெள்ளியாக, நம்பிக்கை நட்சத்திரமாகத் தோன்றியுள்ள ஒரே தலைவர் பிரபாகரன் ஆவார். அவருடைய தலைமையில் நாம் வென்றடைய வேண்டிýய உரிமையை நாம் குழி தோண்டிýப் புதைக்க இருக்கும் இந்தச் சதிக்கு நாம் விலை போகாதிருக்க உறுதி கொள்வோமாக.

எவ்வளவு இரத்தம், எவ்வளவு உயிர்கள், எத்தனை உறுப்புகள் தமிழீழ விடிýவுக்காக இழக்கப்பட்டன. அவற்றிற்கு நாம் என்ன பதில் சொல்லப் போகின்றோம்? இன்று துரோகத்தின் உச்சக்கட்டம் எமது பிரதேசத்தில் இருந்தே கிளம்பியிருக்கிறது. இந்தச் சோகம் பெரும் மனக்கிலேசத்தையும், உள வேதனையையும் எம்மிடையே ஏற்படுத்தியுள்ளது. இதனை எவ்வாறு தீர்த்துக் கொள்வது? மட்டக்களப்பு வாழ் மக்களே சற்று சிந்தியுங்கள். சர்வதேச சமூýகமே எமது கோரிக்கையை நியாயமென அங்கீகரிக்கக்கூýடிýய ஒரு சாதகமான சூýழல் உருவாகிவரும் இந் நேரத்தில் அனைத்தையும் தலைகீழாகப் புரட்டிýவிடும் இந்தப் பிரதேசவாத பிளவுக்கு நாம் முகங் கொடுக்காது நமது ஐக்கியத்தைக் கட்டிý வளர்ப்போமாக. எமது போர் வரலாற்றில் வெற்றியைப் பின்னுக்குத் தள்ளும் எந்தவித சதிக்கும் ஆட்படாது இருப்போமாக. எமக்கு ஏற்பட்டுள்ள இந்தத் தலை குனிவை நிமிர வைக்க கை கோர்ப்போமாக.

விடுதலைப்புலிகள் இயக்கத்தில் ஏற்பட்டுள்ள பிளவினால் உருவாகியுள்ள புதிய நிலைமையை இலங்கை முஸ்லிம்கள் நிதானமாக அனுக வேண்டி யுள்ளது. எனவே இது குறித்து கருத்து வெளியிடும் போது வடக்கு கிழக்கு பகுதி தமிழ் மக்களினது மனதைப் புண்படுத்தும் வகையில் கருத்து வெளியிடாமல் முஸ்லிம் அரசியல் வாதிகள் நிதானமாக நடந்து கொள்ள வேண்டுமென }லங்கா முஸ்லிம் மீடியா போரம் முஸ்லிம் அரசியல்வாதிகளிடம் வேண்டுகோள் விடுத்துள்ளது.

விடுதலைப்புலிகள் இயக்கத்தில் ஏற்பட்டுள்ள பிளவினால் வடக்கு கிழக்குப் பகுதிகளில் புதிய அரசியல் சூ ழலொன்றும் பதற்ற நிலைமையும் உருவாகி இருக்கிறது.

இந்த நிலையில் நாட்டில் பலர் புலிகள் இயக்கத்தில் ஏற்பட்டுள்ள பிளவைப் பார்த்து மன வேதனை அடைவதையும் வேறு பலர் அதனைக் கண்டு கொக்கரித்துச் சிரிப்பதையும் நாம் காண்கிறோம்.

புதிய நிலைமையை இலங்கை முஸ்லிம்கள் நிதானமாக அனுக வேண்டி யுள்ளது. குறிப்பாக தற்போது தேர்தல் காலம் என்பதால் பெரும் எண்ணிக்கையானோர் அரசியல் மேடைகளில் பேசுவதால் அந்த நிதான அனுகுமுறை மிகவும் முக்கியமாக இருக்கிறது.

புலிகளிடம் ஏற்பட்டுள்ள இந்தப் பிணக்கில் எந்தப் பிரிவினர் சரியானவர்கள் என்றோ எந்தப் பிரிவினர் பிழையானவர்கள் என்றோ தீர்ப்பு வழங்குவது முஸ்லிம்களின் பணியல்ல. அதேவேளை இந்தச் சிக்கல் எவ்வாறு தீர்க்கப்படும் என்பது எவராலும் கூறமுடியாது.

அதேவேளை இந்தப் பிரச்சினை மோதலில் முடிந்தாலும் சுமுகமாக முடி ந்தாலும் வடக்கு கிழக்கு முஸ்லிம் மக்கள் தமிழ் மக்களோடு ஒன்று சேர்ந்து வாழ்ந்தேயாக வேண்டும். எனவே கடந்த கால கசப்புணர்வுகளால் உந்தப்பட்டு அநாவசியமாக வட பகுதி தமிழ் மக்களினதோ அல்லது கிழக்குத் தமிழ் மக்களினதோ மனதைப் புண்படுத்தும் வகையில் கருத்து வெளியிடாமல் முஸ்லிம் அரசியல்வாதிகள் கவனமாக நடந்து கொள்ள வேண்டும் என }லங்கா முஸ்லிம் மீடியா போரம் கேட்டுக் கொள்கிறது.

அவ்வாறு கருத்து வெளியிடுவதால் வடக்கிலும் கிழக்கிலும் வாழும் முஸ்லிம்களிடையேயும் கசப்புணர்வுகள் உருவாகலாம் என்பதையும் சுட்டி க் காட்ட விரும்புகிறோம்.
