நிபுணர்கள் குழுவால் கம்போடியாவுக்கு ஏற்பட்ட நிலைமை இலங்கைக்கும் ஏற்படலாம் பீதியில் -மஹிந்த

இலங்கையில் யுத்தம் இடம்பெற்ற முறைகள் குறித்து தமக்கு ஆலோசனை வழங்குவதற்காக ஐக்கிய நாடுகள் செயலாளர் பான் கீ மூன் நியமித்த நிபுணர்கள் குழு, இலங்கைப் படையினரின் யுத்த குற்ற விசாரணைக் குழுவாக மாறும் அறிகுறிகள் தென்படுகின்றன. இந்த நிபுணர் குழுவுக்கு எதிராக இலங்கையில் எதிர்ப்புகள் வெளியிட்ட வேளையில் இந்தக்குழு, தமக்கு ஆலோசனை வழங்குவதற்கு மாத்திரமே நியமிக்கப்பட்டுள்ளதாக பான் கீ மூன் தெரிவித்திருந்தார்.

எனினும் தற்போது படையினர் மீது யுத்தக்குற்றச்சாட்டை சுமத்தும் முதல் கட்ட நடவடிக்கையாக இந்தக்குழுவுக்கு அலுவலர்களாக எட்டு பேர் நியமிக்கப்பட்டுள்ளதாக தெரிவிக்கப்படுகிறது.

இன்னர் சிற்றி பிரஸின் தகவல்படி, தென்னாபிரிக்காவின் ஜெசீகா நியூவேர்த் தலைமையில் இந்த குழு நியமிக்கப்பட்டுள்ளது. இதற்கிடையில் உயர்மட்டத்தின் அழுத்தம் அல்லது விருப்பத்தின் அடிப்படையில் அவர் நியமிக்கப்பட்டுள்ளதாகவும் கருத்துக்கள் முன்வைக்கப்படுகின்றன.

இலங்கைக்கு எதிராக மனித உரிமைகள் குற்றச்சாட்டை முன்வைத்த ஐக்கிய நாடுகள் சபையின் மனித உரிமைகள் ஆணையாளர் நவநீதம்பிள்ளையின் தோழியான ஜெசீகா நியூவேர்த், இந்த குழுவில் இணைத்துக் கொள்ளப்பட்டமையை அடுத்து இந்த குற்றச்சாட்டு முன்வைக்கப்படுகிறது.

இந்த நிலையில், இலங்கைக்கு எதிரான நிபுணர்கள் குழு, எட்டு பேர் கொண்டு உருவாக்கப்படும் பட்சத்திலேயே, இலங்கை அரசாங்கத்தினால் நியமிக்கப்பட்டுள்ள மாண்புமிக்கோர் குழுவுக்கு நிகராக செயற்பட முடியும் என ஐக்கிய நாடுகள் கருதுவதாக இன்னர் சிற்றி பிரஸ் தெரிவித்துள்ளது.

அத்துடன் ஒரு நிபுணர் குழுவில் எட்டு பேர் நியமிக்கப்பட வேண்டும் என்று கூறப்படுகிறது. எனினும் இது தொடர்பில் இன்னர் சிற்றி பிரஸுக்கு கருத்து தெரிவித்துள்ள நிபுணர் ஒருவர், ஐக்கிய நாடுகளின் சூடான் தொடர்பான நிபுணர்கள் குழுவில் எட்டு பேர் உள்ளடக்கப்படவில்லை எனத் தெரிவித்துள்ளார்.

இதற்கிடையில், இலங்கை ஜனாதிபதி மகிந்த ராஜபக்ஷ, இந்த குழுவின் செயல்பாடுகள் தொடரும் பட்சத்தில், கம்போடியாவுக்கு ஏற்பட்ட நிலைமை இலங்கைக்கும் ஏற்படலாம் என்ற அச்சத்திலேயே அதற்கு எதிர்ப்பு காட்டி வருவதாக இன்னர் சிற்றி பிரஸ் தெரிவித்துள்ளது.

Staff of 8 to be appointed to the UN expert panel, Jessica Neuwirth the chief of staff

Friday, 16 July 2010 08:11 administrator .Eight officials are to be appointed as the staff of the UN expert panel that was appointed to advice the UN Secretary General on alleged war crimes in Sri Lanka. Jessica Neuwirth, a long time UN human rights official and founder of Equality Now is to head the panel staff.

Matthew Russell Lee of the Inner City Press reported that a Council representative of a Permanent Five member confirmed on Thursday evening that Jessica Neuwirth will be the chief of staff of the UN's Panel of Experts.

The Council representative also told Inner City Press that Sri Lanka is “out of control... they went too far.”

Jessica Neuwirth, happened to be a friend of Navi Pillai, the human rights chief who was pressing for a international investigation on alleged war crimes in Sri Lanka during the last phase of the war last year.

Indicating staff strength of eight for the panel, the Inner City Press said that some in the Sri Lanka government circles fear that the staffing the panel with eight people may strengthen the panel further and extend its mandate. The Goldstone’s panel on Israel and Sudan panel didn't have this much of staff.

Inner City Press said: with a staff of eight, the Panel should at least opine of the credibility of the Rajapaksa Administration's “Lessons Learnt” panel. The Rapjapaksa’s are afraid, they say, of this “becoming like Cambodia,” with a UN affiliated tribunal, or even Sierra Leone.

Meanwhile the Non Aligned Movement countries will take their time to decide on the letter initiated by Sri Lanka against the appointment of the expert panel by Ban Ki-Moon.

We'll “take our time” on the Sri Lanka letter, the current head of the Non Aligned Movement has told Inner City Press on Thursday night and has added that “a lot of comments” against the letter were received from NAM members, on “the relation to the flotilla” and other issues.
