Tamil university students get Sinhala summons for military course

Genocidal regime of Mahinda Rajapaksa in further militarization of state in the island introduces an obligatory course conducted by the military for all students selected for the universities. The three-weeks course in selected centres of the SL Armed Forces begins on Sunday and Tamil students received summons letters in Sinhala, BBC News said Thursday. Meanwhile, Students Unions in the island have moved to the Supreme Court to stop the programme, and the court on Saturday has asked the SL Attorney General to postpone the commencement of the programme by one week.

Colombo gives a name ‘Leadership Training Programme’ for the course, implying that it thinks that a genocidal Army is the best institution in the country to impart knowledge of leadership to university students, commented a university academic.

The training includes physical drills and conflict management in a bid to increase mental and physical fitness, as well as a course on Sri Lanka’s future and global changes, the BBC reported.

The military’s programme is particularly dangerous to the Eezham Tamil students whose country in the island is being occupied the genocidal military of Sri Lanka, Tamil political observers said.

A UN panel report has recently indicted the Sri Lanka Army for the serious war crimes and crimes against humanity it had committed.

Sri Lanka students fight military training scheme

Student unions in Sri Lanka have objected to a new scheme under which university entrants must undergo three weeks of training in military camps. The unions have petitioned their country's Supreme Court to stop the programme, which begins on Sunday.

Training will include physical drills and conflict management in a bid to increase mental and physical fitness.

The government has defended the initiative, which it says is about leadership skills.

From Sunday, every student who has recently won a university place will have to report to a specified military or police camp. There are 28 dotted around the country

Military influence

Each prospective student, male or female, will be schooled for three weeks in disciplines including physical drill, conflict management, and "Sri Lanka's future and global changes".

The government says carefully chosen experts will increase the students' leadership skills and mental and physical fitness.

But student organisations say they don't think training in military camps is a positive thing.

An online petition is circulating, calling the measure "despotic".

One union leader said it pointed to the military's growing influence, with more and more officers heading government institutions.

The unions have appealed against the scheme in the Supreme Court, which is to give a ruling on Friday.

An ethnic Tamil student, who received a summons letter in the majority Sinhala language with no translation, expressed apprehension to BBC News.

His father said he believed it was a plan to discourage Tamil and Muslim students from taking up higher education. But ethnic Sinhalese and Muslim students told the BBC they had no problems with going to the camp.

பல்கலைக்கழக நுழைவு அனுமதி பெற்ற மாணவர்களுக்கான கட்டாய தலைமைத்துவப் பயிற்சிமுகாம்களை ஏற்கனவே திட்டமிட்டபடி நடத்தப்போவதாக இலங்கை உயர் கல்வி அமைச்சு அறிவித்துள்ளது.

அவற்றை பின்போடுமாறு இலங்கை உயர் நீதிமன்றம் கேட்டிருந்தபோதிலும், அந்த பயிற்சிகளை தாம் ஏற்கனவே திட்டமிட்டிருந்தபடி நடத்தப் போவதாக இலங்கை கல்வியமைச்சின் செயலாளர் சுனில் நவரட்ண தெரிவித்துள்ளார்.

இராணுவ முகாம்களில் நடத்துவதற்காக திட்டமிடப்பட்டிருக்கும் இந்த பயிற்சிகளுக்கு தடைவிதிக்குமாறு கோரி தாக்கல் செய்யப்பட்ட வழக்கு விசாரணையில் இருக்கும் நிலையில் இந்த முதல்கட்ட பயிற்சி முகாம்களை பின்போடுவது குறித்து பரிசீலிக்குமாறு உயர்நீதிமன்றம் கேட்டிருந்தது.

ஆனால், அப்படி பின்போடுவதால் அரசுக்கு பெரும் இழப்பு ஏற்படும் என்று நவரட்ண தெரிவித்துள்ளார்.

''இந்த விடயம் தொடர்பில் நாங்கள் ஏற்கனவே 90 மில்லியன் ரூபாய்களை செலவிட்டு விட்டதால் நாம் இதனை நிறுத்த முடியாது. இதனை நிறுத்தினால் அதனால் பொது நிதிக்கு பெரும் இழப்பு ஏற்படும். அத்துடன் இதற்காக பல பயிற்சி நிலையங்களை நாங்கள் எடுத்திருக்கிறோம், அவற்றை ரத்துச் செய்தால் அதனாலும் பெரும் இழப்பு ஏற்படும்'' என்று நவரட்ண தெரிவித்துள்ளார்.

மாணவர்களுக்கான தலைமைத்துவ பயிற்சிகளை இராணுவ முகாம்களின் நடத்தும் இந்தத் திட்டத்துக்கு மாணவர் அமைப்புக்கள் மற்றும் பல தரப்பினர் மத்தியில் எதிர்ப்பு கிளம்பியிருந்தது. அதனை நிறுத்துமாறு கோரி மாணவர் அமைப்பு ஒன்று இந்த வழக்கை தாக்கல் செய்திருந்தது.

முன்னர் சர்வதேசம் தமிழர் தரப்பை "கட்டாய இராணுவப்பயிற்சி" என்ற காரணத்தை பாவித்து பல தடைகளை போட்டது. அதே அளவுகோலால் அளந்து பார்த்து உலகத்தை நடவடிக்கை எடுக்க வைக்கவேண்டும்.

இல்லதுபோயின், மனித உரிமைகள் என்பது கூட 'சர்வதேசத்தின் ஒரு ஆயுதம்' என்ற குற்றச்சாட்டு உண்மையனதாகிவிடும்.

Leadership Training makes graduates SMART

Sri Lankan authorities denied that the Supreme Court has suspended a government plan to make Leadership training compulsory for students who qualify for university education

Dr. Sunil Jayantha Navarathna, Secretary to the Ministry of Higher Education in a telephone interview with News.lk dismissed the story that the Supreme Court has ordered the suspension or postponement of the Leadership and positive thinking training program meant for new university entrants.

Several local and foreign media had reported that the Supreme Court had ordered the Higher Education ministry to delay implementation of the training program until a ruling is made on a legal challenge to the scheme.

"In-fact the Supreme Court had requested whether we can postpone it at least by a week, but we have made all the arrangements for the program to begin on Monday (May 23). We even have incurred an expenditure of Rs 90 million for the program. The trainees will be given residential three weeks training with costumes, food and lodgings and the total cost of the project will be Rs 185 million" Dr. Navarathna said.The Ministry of Higher Education has made arrangements to provide 3 weeks training in Leadership and Positive Attitude Development to all 22,000 students who have qualified to enter Universities this year. They will be given training in two batches with 10,000 students being enrolled for training on May 23 under the first batch

Dismissing the allegation of providing military training to university students Dr Navarathna emphasized that the training to be provided are very much needed to build the personality, leadership skills, conflict resolution and other skills to change the mindset of graduates to make them the real leaders.

"This is not a military training at all but a leadership skill development training to make them dependable on their own. Unfortunately to accommodate such a large number of people defence establishment are the only place where required facilities are available. So this is the best option we have" urged Dr. Navarathna

Dr Navarathna reminded that under the current context the cream of the cream, only around five percent of the children who enter schools annually qualify to enter universities. Our annual intake to schools is around 400,000. On an average over 200,000 students sit for G.C.E (A/L) examination which is highly competitive and only 22,000 (around 5%) gain entry to national universities.

The fresher in the University has the A/L mentality because of disgorging what they learnt attitudes without any exposure on extra curricula activities Further, our university system has not been properly designed to suit the present needs. This has aggravated the situation by making the Graduates unemployed because they are highly backward and highly dependable on others without any practical experience or personality skills to face the challenges.

So, we have now re-oriented the entire educational system to break this G.C.E.(A/L) mind set of University students to make them suitable for the job market. If we go to the market there are enough job opportunities but many of our university students go as unemployed graduates. This system should be changed; the cream of the cream five percent of student population who enter universities in future should be able to change this situation. In conclusion secretary to Ministry of Higher Education emphasized that what the Government expected was to make the graduates to be the development brigades of the country but not the fighting brigades carrying out placards in their hands asking for mere jobs in unproductive sectors which is a burden to the country.This would ensure the products of our universities in future as SMART,

Leadership training - a component of Undergrads orientation program

Sri Lankan Higher Education authorities will go ahead with its proposed program of providing leadership Training to the University entrants as scheduled on May 23. Accordingly, the first batch of 12,000 of the 22,000 new entrants will enroll themselves for three weeks training on leadership and positive thinking at 28 locations

Sri Lanka's main opposition parties criticize the latest move by the University authorities as the military training not to be seen anywhere in the world.

Higher Education Minister S.B. Dissanayake dismissing the criticism said that this is not a military training but a leadership and positive thinking training conducted for university entrants from this year. Accordingly 22,000 students who will be enrolled for university education in this year will undergo this training at 28 Locations Island wide. The only difference is these locations will comprise 18 army, 2 navy camps, 2 air force, 4 cadet and 2 police training centers.

"Just because these are military locations the critics are trying to interpret it as military training" higher education ministry sources said

The ceremonial launch of this program will be held at Temple Trees under the patronage of President on May 23.

Several academics hail the government initiative saying that the university output should be able to face the future challenges in a positive manner. Universities all over the world have modified and added new components to university education system from time to time.

Even in Sri Lanka earlier the qualified students were directly enrolled for university education. But seven years ago a system of orientation program was introduced to university system in Sri Lanka. Now two additional components, English education and the IT have been included in to the orientation program.

Even the external degree programs have been value added with English and Computer studies.

Professor Ariyarathna Athugala of the Kelaniya University said that the proposed leadership training is a value added component of the orientation program that was introduced to university system seven years ago.

Professor Athugala said that whether we like it or not our environment keep on constantly changing. It is up to the authorities to adapt themselves to the changing environment. Leadership and positive thinking training to be provided to the University entrants would help young graduates to orientate themselves with the changing socio cultural and economic environment.

Sri Lankan universities were the only place where it produces outputs continuously even though those out puts had no market opportunities. Because of this pathetic situation the governments in power were compelled to absorb them however much they were unproductive.

The private sector which was considered to be the engine of growth didn't like to employ the graduate output from most of Lankan universities saying the products do not match with the market requirements.

The introduction of orientation program some years ago in to the university educational system and value addition to it with new components of English and IT studies has brought some strength and market opportunities to our undergraduates.

Higher Education Secretary Dr. Sunil Jayantha Navaratne says the proposed leadership training programme will help those entering universities this year to counter unruly elements responsible for ragging. He said that those following the programme will have the strength to meet the challenge.

It is a known fact that in spite of Sri Lankan undergraduates having adequate knowledge of various subjects they learnt at universities, they lacked management skills, supervising capabilities. Some of them who have completed their degree in English medium have a fear psycho in expressing their views in English languages because of inferior complexity. The leadership training introduced now would help inculcate their individual personality in future.

Sri Lanka is not the only country which has introduced such leadership and orientation program for university entrants. Sri Lanka is late and it is better than never to introduce such a valuable program. Several other countries inclusive of the countries in the region have already introduced such a training and orientation program thereby giving their graduate a good market opportunity. The latest move by the government with Leadership and positive thinking training will definitely enhance the market opportunities to our young undergraduates in the country and abroad.
