தீவகப் படுகொலையில் சிறிலங்கா இராணுவம், ஈ.பி.டி.பிக்கு தொடர்பு: சர்வதேச மன்னிப்புச் சபை

யாழ். தீவகப் படுகொலை சம்பவ இடத்தில் சிறிலங்கா இராணுவத்தினர் மற்றும் ஈ.பி.டி.யினர் இருறதுள்ளனர் என்று சர்வதேச மன்னிப்புச் சபையான Amnesty International குற்றம்சாட்டியுள்ளது.

சர்வதேச மன்னிப்புச் சபை வெளியிட்டுள்ள அறிக்கை:

இலங்கையில் அதிகரித்து வரும் வன்முறைகளால் அப்பாவி பொதுமக்கள் படுகொலை செய்யப்படுகின்றனர்.

கடந்த 2002 ஆம் ஆண்டு சிறிலங்கா அரசாங்கத்துக்கும் தமிழீழ விடுதலைப் புலிகளுக்கும் இடையேயான யுத்த நிறுத்த ஒப்பந்தம் நடைமுறையில் உள்ள போதும் ஒரு உக்கிரமற்ற தணிவான போர் இலங்கையில் நடைபெற்றுக் கொண்டிருக்கிறது.

ஒரு மாத காலத்தில் 200-க்கும் மேற்பட்ட பொதுமக்கள் கொல்லப்பட்டுள்ளனர். 20ஆயிரம் பேர் இடம்பெயர்ந்துள்ளனர்.

யுத்த நிறுத்த ஒப்பந்தம் சீர்குலைந்து மீண்டும் ஒரு முழு அளவிலான யுத்தம் ஏற்படக்கூடும் என்று அஞ்சுகிறோம்.

இலங்கையின் வடக்கு-கிழக்கில் கடந்த மே 13 மற்றும் 14 ஆகிய நாட்களில் மட்டும் 18 அப்பாவி பொதுமக்கள் படுகொலை செய்யப்பட்டுள்ளனர்.

சிறிலங்கா கடற்படையின் முழுக்கட்டுப்பாட்டில் உள்ள யாழ். ஊர்க்காவற்றுறை பகுதியில் மட்டும் 13 தமிழ் பொதுமக்கள் படுகொலை செய்யப்பட்டுள்ளனர்.

கடந்த 13 ஆம் நாள் இரவு 8.30 மணியளவில் அடையாளம் தெரியாத நபர்கள் ஊர்க்காவற்றையில் உள்ள அல்லைப்பிட்டியில் செல்லத்துரை அமலதாஸ் என்பவரது வீட்டுக்குச் சென்று துப்பாக்கி முனையில் கதவைத் திறந்துள்ளனர்.

அங்கு 4 மாத குழந்தை மற்றும் 4 வயது சிறுவன் உட்பட 8 பேர் சம்பவ இடத்திலேயே படுகொலை செய்யப்பட்டுள்ளனர். மற்றொரு நபர் மருத்துவமனையில் அனுமதிக்கப்பட்ட பின்னர் உயிரிழந்துள்ளார்.

அதே நாள் இரவு 10.30 மணியவில் புளியங்கூடல் என்ற இடத்தில் 72 வயது முதியவரான முருகேசு சண்முகலிங்கம் என்பவரது வீட்டுக்குள் நுழைந்த அடையாளம் தெரியாத நபர்கள் அவரையும் அவரது குடும்பத்தைச் சேர்ந்த இருவரையும் படுகொலை செய்துள்ளனர்.

புளியங்கூடலில் 10 கடைகள் எரிக்கப்பட்டுள்ளன. வங்காளவாடியில் இரத்தினம் செந்தூரன் என்ற தேநீர் விடுதி உரிமையாளர் வீட்டுக்குள் நுழைந்த நபர்கள் அவரையும் படுகொலை செய்துள்ளனர். அவரது குடும்பத்தைச் சேர்ந்த மற்ற உறுப்பினர்கள் படுகாயமடைந்த நிலையில் உயிர் தப்பியுள்ளனர்.

ஊர்காவாற்றுறை தீவகப் படுகொலைக்கு சிறிலங்கா அரசாங்கம் கண்டனம் தெரிவித்துள்ளது. சிறிலங்கா காவல்துறையின் விசாரணை நடைபெற்று வருகிறது. அரசாங்கத்தின் இந்த தொடக்க நடவடிக்கையை சர்வதேச மன்னிப்புச் சபை வரவேற்கிறது.

ஆனால் கடந்த கால முழுமையற்ற, முறையற்ற விசாரணை முறைகளால் சர்வதேச மன்னிப்புச் சபை கவலை கொள்கிறது. ஆகையால் அரசாங்கம் சுயாதீனமான, பாரபட்சமற்ற விசாரணையை மேற்கொள்ள வேண்டும். இந்த விசாரணையின் முடிவுகள் பகிரங்கப்படுத்தப்பட வேண்டும்.

இச்சம்பவத்துக்கு யார் காரணமாக இருந்தாலும் அவர்கள் நீதியின் முன்னால் நிறுத்தப்பட வேண்டும். உரிய விசாரணைகளும் தண்டனையும் வழங்கப்படாததால்தான் பொதுமக்கள் மீதான வன்முறை அதிகரித்து உயிரிழப்புகள் ஏற்படுகின்றன.

ஊர்காவற்றுறை படுகொலைக்கு சிறிலங்கா கடற்படையினரே காரணம் என்று தமிழீழ விடுதலைப் புலிகள் குற்றமாட்டியுள்ளனர். கடற்படையினர் மறுத்துள்ளனர்.

ஆனால் சிறிலங்கா கடற்படையினரும் தமிழ் அரசியல் கட்சியான தமிழீழ விடுதலைப் புலிகளுக்கு எதிரான அமைப்பான ஈழ மக்கள் ஜனநாயக கட்சி (ஈ.பி.டி.பி)யினரும் படுகொலைச் சம்பவ இடத்தில் இருந்துள்ளனர் என்று எமக்கு மிக நம்பகமான தகவல்கள் கிடைத்துள்ளன என்று சர்வதேச மன்னிப்புச் சபையின் அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

The unarmed Nordic Sri Lanka Monitoring Mission (SLMM) said probable Tamil Tiger rebel attacks on the military have been followed by disappearances and open killings of ethnic Tamil civilians.

"We have very strong indications that at least part of the government troops have been involved in these killings," Jouni Suninen, the Finnish ex-army officer who heads the monitors' northern Vavuniya office, told Reuters.

"The pattern is clear," he added. In one case, a civilian was killed 60 yards from an army checkpoint. The soldiers told the monitors they heard nothing.

Suninen said at least 40 people have been killed in the last month by suspected rebels, soldiers or associated groups around Vavuniya, just beyond the southern border of Liberation Tigers of Tamil Eelam (LTTE) territory.

The government denies any involvement in civilian killings, which come amid fears a low intensity conflict raging despite a 2002 truce could escalate into an all out return to a two-decade civil war that killed over 64,000 people.

The Tigers have pulled out of peace talks indefinitely and have warned the island is moving toward the fringes of war.

"Our troops are not involved in anything like that," said army spokesman Brigadier Prasad Samarasinghe. "They are disciplined." Continued...

For the first time, the monitoring mission's field staff were authorized to speak on the record to Reuters about what they had found. They say publicity is the only weapon they have.

Previously, all media comment from the SLMM - which has 60 unarmed monitors from Denmark, Sweden, Finland, Norway and Iceland - has come from its Colombo headquarters.

Driving along a road only a couple of miles from the border in his white jeep, Finnish homicide policeman Jukka Heiskanen points out where three suspected Tiger fragmentation mine ambushes hit military patrols.

Some believe the Tigers deliberately wanted to inflame tensions and provoke retaliation to win sympathy in their struggle for a separate homeland for ethnic Tamils.

The monitors say suspected military killings target civilians believed to be rebel-linked. Ponnuthurai Thayanithi, 27, killed last week, had one sister who had died fighting for the rebels but was not believed to have any direct link.

"This is where the girl was killed in the middle of the day," Heiskanen said. "As you can see, we're about 60 meters from an army checkpoint. There are always three soldiers there. The girl had two bullets in her head. They didn't hear or see anything."

Heiskanen said he asked the soldiers why they had not noticed the killing taking place within sight and earshot. They said that as the shots were fired, there was a particularly strong gust of wind, so they had heard nothing.

"I said 'how do you know what was the exact time?'" he said. "It is ridiculous. They don't even try to make things up."

Police initially refused to come and inspect the body, said Heiskanen, adding the SLMM patrols were increasingly moving beyond simple monitoring into peacekeeping.

I enclose, with minimal comment, a letter I have just received. I think it is from a former student of mine. The only comment I will make is that what is going on in Trincomalee is, in my book, “mass murder’ or even ‘genocide’. One could ‘dress’ these up and call them by some other name eg ‘fighting terrorism’, ‘defending the nation’ etc, but mass killing is mass killing, genocide is genocide, whatever the dressing. It is for us to point this out to the international community which continues to supply the gun boats, bombs and rockets for these atrocities to continue.

Can I comment further on this letter? Of course I can but I will not do so in any detail. I will leave it to you to decide, now that I have drawn your attention to the facts on the ground. I will only make few observations which you might not appreciate.

1. What the Sri Lankan Armed Forces are doing in Trincomalee is not “bad”, it is much worse than “bad”. It is not cruelty, it is beyond cruelty and into the realm of barbarism or savagery, take your pick. By extension, those who direct such behavior and/or are in a position to stop such atrocities, are guilty of the same.

Am I accusing President Rajapakse of barbarism? Yes I am. Am I accusing President Kumaratunga of barbarism a la the bombing of Jaffna with half a million people in 1995 and the ‘disappearances’ of people who have been held without charge or trial in custody, their bodies subsequently recovered from mass graves in Chemmani? Yes I am. Do I believe the Sri Lankan Army Corporal, a Sinhalese, I might add, when he gave evidence under oath in the Supreme Court in the Krishanthy murder trial, that he and his fellow soldiers were asked to bury people (it was he who told us where they were buried) who were not yet dead? Yes I do. Am I accusing President Jayawardene of barbarism a la the July 1983 massacre of Tamil civilians in Colombo when he and his cronies opted to watch the massacre or even encourage it? Yes I am.

Let us not try to do some ‘dressing up’ to make these (including what is now going on in Trinco), look better than they are. Let us tell it like it is. This is barbaric. Full stop. End of story. Amen.

2. If the Sinhala South wants to be ruled by a barbaric regime, that is their choice. There is no need for the people in the North and East to be ruled by this same regime. The latter have voted overwhelmingly for a separate Tamil State (at the 1977 Elections). There is no evidence to date that they have changed their mind, Mr Karuna not withstanding.

Will the Tamils be better off under the LTTE? I do not know. What I do know is that they cannot possibly be worse off. As I have said in an earlier communication, a recent (2005) survey in the Government-controlled areas in the North East, showed that some 85% of people wanted the ISGA implemented i.e. to be ‘ruled’ by the LTTE. Are they wise or mad? I do not know, but it is their choice. Had such a study been conducted in the LTTE-controlled area, I’d say the result would be somewhere near 100%. That is speculation, so shall we have a vote? And will the international community force the Sri Lankan Government to accede to the wishes of the people, as shown by that vote? If not, then there is no point getting the information.

3. To negotiate with such a regime is an exercise in futility, comparable with the folly of prolonged negotiations with the Chandrika Kumaratunga regime. All that it achieves is for the Sinhala regime to be given time to enhance its destructive power, the evidence of which was seen in Jaffna in 1995. We are going down the same road, with predictably the same results. I have no doubt that the LTTE realises this. Our role is to make sure that the International community knows this. That is where we, in the expatriate community, have failed so miserably.

4. There is concern, justifiably so, of child recruitment by the LTTE. Just look at the right column in the table given below – the children under 5 years of age who are going though what they are. That is where the LTTE recruits are going to come. I can be sure of 3 certain recruits. These are the 3 children who watched their mother bleed to death with a severed hand, the ICRC desperately trying to get her to Trincomalee Hospital, and being not allowed to do so by the Army. There, for sure, are three ready-made recruits for the LTTE, the ‘Black Tigers’ and the suicide squad.

5. The Sinhala Government is too stupid to realise that Eelam is not a creation of the Tamils or even of the LTTE. It is a creation of Sinhala ethno-religious chauvinism and State brutality. The division of the country is not going to come because the Tamils wanted it, but because it was forced on them by the abysmal stupidity of a succession of Sinhala Governments since Independence, especially since 1956. It is too late now to turn the clock back. Indeed, the events now unfolding in Trinco are turning the clock forward at a spectacular rate.

My first reaction on reading the letter I received was to catch the first plane and get to Trinco to be with my people in their greatest hour of need. Yes, they are my people although they speak a different language. However, I think that I will be of greater use to them if I stay alive here than go to Trinco and be killed like my friend Joseph Pararajasingham.The very least I can do for these people, who are paying for what they have not done, is to apprise the International community of what is going on. This is what I tried to do in my earlier article on The killing of innocents in Sri Lanka (27.4.06). Here is now a Report from the ground, the ‘ground reality’. You can do what you like with it. If it is going to the dustbin, let it go. If mass murder and genocide are acceptable, so be it.

Monitors confirm deep penetration, extrajudicial killings chargesInternational truce monitors this week said they believed reports Sri Lanka Army troops were conducting Deep Penetration raids into Tamil Tiger controlled areas, killing several civilians. Their comments came as the LTTE said its frontlines to the north and south of Vanni were attacked by infiltrating SLA soldiers. Meanwhile, the international monitors also said Sri Lankan security forces are responsible for extrajudicial killings with the troops so unconcerned as to the consequences as to not even provide plausible denials.

The Nordic-staffed Sri Lanka Monitoring Mission (SLMM) office in the northern town of Vavuniya told Reuters Monday it has recorded at least seven attacks in LTTE-controlled areas, including several on civilians.

The monitors believe military patrols are working alongside anti-Tiger Tamil armed groups.

"We believe that the Sri Lankan army and Tamil armed groups are operating behind LTTE lines," truce monitor Bernt Gulbrandesen told Reuters. "There are so many incidents it has to be an organized thing."

Monitors also said that paramilitaries of the Karuna Group were being deployed in Vavuniya.

“I firmly believe that Karuna is going around this area,” Mr Jouni Suninen, head of the district office of the SLMM in Vavuniya told Reuters.

“We have eyewitnesses who tell us they have seen Karunas around. I cannot see how they could be operating here without the support of the army.”

Sri Lanka’s military and government reject accusations that there are backing the renegade LTTE commander in a campaign against the LTTE.

Howver, the monitors in Vavuniya told Reuters they are confident they have evidence. They say they believe Karuna’s men are operating from army camps and carrying out attacks behind rebel lines.

“We have eyewitnesses telling us that they are based in army camps,” said Mr Suninen.

Reuters quoted the Tigers as saying the first attack on them in their controlled areas was a claymore fragmentation mine ambush on a LTTE political wing leader in January, during a spike in violence that preceded a first round of peace talks in Switzerland.

People have disappeared at government checkpoints and turned up dead. A white van seen before some of the killings appears to have moved with impunity through checkpoints and in one case was reportedly seen leaving an army camp, the monitors say.

HIGH COMMISSIONER FOR HUMAN RIGHTS EXPRESSES CONCERN OVER INCREASING NUMBER OF KILLINGS OF CIVILIANS IN SRI LANKA

United Nations High Commissioner for Human Rights Louise Arbour today expressed deep concern about the rising violence in Sri Lanka, in particular the increasing killings of civilians, including children. The victims have also included staff of humanitarian agencies, which are facing increasing threats in their important work.

"These violations are not only ceasefire violations, but also serious breaches of international human rights and humanitarian law", the High Commissioner said. She stressed that the Government of Sri Lanka and LTTE have obligations beyond the Ceasefire Agreement to respect basic human rights and humanitarian norms and these obligations apply regardless of the status of the Ceasefire Agreement and whether the country is at peace or war.

Paramount among these is respect for the right to life, said the High Commissioner, noting the concerns raised by the Special Rapporteur on extrajudicial, summary and arbitrary killings in his recent report about the targeting of both civilians and members of the security forces taking no active part in hostilities.

A duty of the state in maintaining security and law and order is to ensure crimes of this nature are properly investigated and punished, whoever is responsible, she said.

The High Commissioner also expressed concern about recent threats and obstruction to the work of the Sri Lankan Monitoring Mission and urged the parties to give their fullest cooperation and reinforce SLMM's capacity to respond to violations.

"I recommend that the Government of Sri Lanka seek international police and forensic support for investigations into killings to ensure justice and accountability", she said.

The High Commissioner urged the parties to take immediate steps to de-escalate the violence, resume dialogue and strengthen the monitoring and protection of human rights.

இலங்கையில் இடம்பெறும் மீறல் சம்பவங்கள் தனியாக யுத்த நிறுத்த மீறல்கள் மட்டுமல்ல, சர்வதேச மனித உரிமைகள் மற்றும் சர்வதேச சட்டங்களை பாரதூரமாக மீறும் சம்பவங்களாகும் என்று மனித உரிமைகளுக்கான ஐ.நா. உயர்ஸ்தானிகர் லூயிஸ் ஆர்பர் நேற்று புதன்கிழமை விடுத்த அறிக்கையில் தெரிவித்திருக்கிறார்.

லூயிஸின் அறிக்கை நேற்று ஜெனீவாவில் வெளியிடப்பட்டிருக்கிறது.

யுத்த நிறுத்த உடன்படிக்கைக்கு அப்பால் அடிப்படை மனித உரிமைகள் மற்றும் மனிதாபிமான ஒழுங்கு விதிகளுக்கு மதிப்பளிக்க வேண்டிய கடப்பாடு இலங்கை அரசாங்கத்துக்கும் விடுதலைப் புலிகளுக்கும் இருக்கிறது. நாட்டில் போரோ சமாதானமோ அல்லது யுத்த நிறுத்தத்தின் நிலைமையோ எதுவாக இருப்பினும் சர்வதேச மனித உரிமைகள், சட்டங்களுக்கு மதிப்பளிக்கப்பட வேண்டும் என்று லூயிஸ் அழுத்தி உரைத்திருக்கிறார்.

இந்த மனித உரிமைகளில் மிகவும் முக்கியமானது உயிர் வாழ்வு உரிமையாகும் என்று குறிப்பிட்டிருக்கும் உயர்ஸ்தானிகர், சண்டையில் ஈடுபடாத பொதுமக்களும் பாதுகாப்பு படையினரும் இலக்காக்கப்படுவதாக அண்மையில் கவலை தெரிவித்திருந்த சட்டத்திற்கு புறம்பானதும் கண்மூடித்தனமானதுமான படுகொலைகள் தொடர்பாக ஆய்வு செய்யும் ஐ.நா.வின் சுயாதீன நிபுணர் ஒருவரின் கருத்துகளையும் சுட்டிக் காட்டியிருக்கிறார்.

இதேவேளை, இந்தப் படுகொலைகள் தொடர்பான விசாரணைகளை மேற்கொண்டு நீதியையும் பதிலளிக்கும் கடப்பாட்டையும் உறுதிப்படுத்த இலங்கை அரசாங்கம் சர்வதேச பொலிஸையும் இரசாயனப் பகுப்பாய்வு உதவியை நாடவேண்டுமென தான் சிபார்சு செய்வதாகவும் லூயிஸ் கூறியிருக்கிறார்.

சம்பந்தப்பட்ட தரப்பினர் வன்செயல்களை முடிவுக்கு கொண்டு வர வேண்டும், பேச்சை ஆரம்பிக்க வேண்டும். மனித உரிமைகளைப் பாதுகாக்கவும் கண்காணிக்கவும் உரிய நடவடிக்கைகளை வலுப்படுத்த வேண்டும் எனவும் அவர் வலியுறுத்தியிருக்கிறார்.

அத்துடன், போர் நிறுத்தக் கண்காணிப்புக் குழுவினருக்கு அவர்கள் தமது பணியை மேற்கொள்ள முடியாமல் விடுக்கப்பட்ட அச்சுறுத்தல்கள், தடைகள் குறித்து கவலை தெரிவித்த லூயிஸ், கண்காணிப்புக் குழுவுக்கு முழுமையான ஒத்துழைப்பு வழங்குமாறும் மீறல் சம்பவங்கள் தொடர்பாக அவர்கள் உரிய முறையில் செயற்படுவதற்குரிய வலுவை அதிகரிக்குமாறும் அவர் கேட்டுக் கொண்டுள்ளார்.

தமது பாதுகாப்பை தாங்களே தேடும் சூழ்நிலையில் தமிழர் அரசிடமிருந்து ஆக்கபூர்வமான நடவடிக்கை இல்லை

அரசிடமிருந்தும் இராணுவத்திடமிருந்தும் தமக்கு பாதுகாப்பில்லையென்பதை அண்மைக்கால படுகொலைச் சம்பவங்கள் மூலம் உணர்ந்துள்ள தமிழ் மக்கள் தமக்குரிய பாதுகாப்பை தாமே மேற்கொள்ளும் சூழ்நிலைக்குள் தள்ளப்பட்டுள்ளதாகத் தெரிவிக்கும் தமிழ் தேசிய கூட்டமைப்பு, தமிழ் மக்களைப் பாதுகாப்பதற்குரிய எந்தவொரு ஆக்கபூர்வமான நடவடிக்கையையும் அரசு முன்னெடுக்கவில்லையெனவும் குற்றம் சாட்டியுள்ளது.

வட,கிழக்கில் அரச கட்டுப்பாட்டு பகுதிகளில் தமிழ் மக்கள் படுகொலை செய்யப்படுவது தொடர்பாக ஜனாதிபதியின் கவனத்திற்கே கொண்டு செல்லப்பட்டிருக்கும் போதும், இதற்கு அரசாங்கம் இதுவரை எந்த நடவடிக்கையும் எடுக்காமல் பாராமுகமாக நடந்து கொள்கிறது. தமிழ் மக்களுக்கு பாதுகாப்பு வழங்க தவறியுள்ள அரசாங்கம் தீய அரசியல் நோக்கத்துடனேயே நடந்து கொள்கிறது.

பாதுகாப்பு உத்தரவாதமின்மை காரணமாக வட,கிழக்கில் தமிழ் மக்கள் அரச கட்டுப்பாட்டு பகுதிகளில் இருந்து தத்தமது இடங்களை விட்டு வேறு இடங்களுக்கும், கடல் வழியாக இந்தியாவுக்கும் இடம் பெயர்ந்து கொண்டிருக்கையில், அரசாங்கம் வட,கிழக்கு நிலைமைகளை உண்மைக்கு புறம்பாக சோடித்து திரிபுபடுத்துகிறது.

இவ்வாறு வட,கிழக்கின் தற்போதைய நிலைவரங்கள் தொடர்பாக தமிழ் தேசியக் கூட்டமைப்பினர் பாராளுமன்றக் கட்டிடத்தில் நேற்று புதன்கிழமை நடத்திய ஊடகவியலாளர் மாநாட்டிலேயே இக் கருத்துகள் முன்வைக்கப்பட்டன.

ஜெனீவா பேச்சுகளின் முன்னரும் சரி, அதற்கு பின்னரும் சரி அரச கட்டுப்பாட்டுப் பகுதிகளில் தமிழ் மக்கள் தொடர்ந்தும் படுகொலை செய்யப்பட்டு வருவதாகவும், புங்குடுதீவைச் சேர்ந்த இளம் பெண் தர்ஷினி பாலியல் பலாத்காரத்திற்கு உட்படுத்தி கொலை செய்யப்பட்டமை, திருகோணமலையில் 5 மாணவர்கள் படுகொலை. திருகோணமலை தமிழ் மக்கள் பேரவைத் தலைவர் விக்னேஸ்வரனின் படுகொலையென பாதுகாப்பு படையினராலும், அவர்களுடன் சேர்ந்தியங்கும் சமூக விரோத சக்திகளாலும் மேற்கொள்ளப்படும் தமிழ் மக்கள் மீதான தாக்குதல்களும், வன்முறைகளும் தொடர்ந்து கொண்டிருப்பதாக சுட்டிக்காட்டி இந்த ஊடகவியலாளர் மாநாட்டில் பேசிய தமிழ் தேசியக் கூட்டமைப்பின் பாராளுமன்றக் குழுத் தலைவர் இரா. சம்பந்தன் மேலும் தெரிவித்ததாவது;

அதியுயர் பாதுகாப்பு வலயத்தில் வைத்து சுட்டுக் கொல்லப்பட்ட விக்னேஸ்வரனின் படுகொலை உட்பட ஏனைய சகல படுகொலைகள் தொடர்பாகவும் பாராளுமன்றத்தில் மட்டுமன்றி ஜனாதிபதியின் கவனத்திற்கும் எடுத்துச் சென்றிருக்கின்றோம். ஆனால் அரசாங்கம் இதை நிறுத்த எந்த நடவடிக்கையும் எடுத்ததாக எமக்கு தெரியவில்லை. மாறாக, வன்முறைகள் அதிகரித்து தமிழ் மக்கள் படுகொலைகள் தொடர்கின்றன.

கடந்த பெப்ரவரி மாதம் நடைபெற்ற ஜெனீவா பேச்சுகளின் போது அரசாங்கமும், விடுதலைப் புலிகளும் வன்முறைகளில் ஈடுபடுவதில்லையென இணங்கியிருந்தனர். அதன் பின்னர் புலிகள் வன்முறைகளில் ஈடுபட்டதாக எமக்கு தெரியவில்லை. அரசாங்கம் தான் போர் நிறுத்த உடன்படிக்கையை மட்டுமன்றி ஜெனீவா பேச்சுகளின் இணக்கப்பாடுகளையும் மீறி செயற்பட்டு வருகிறது.

கடந்த ஏப்ரல் மாதம் 12 ஆம் திகதி திருகோணமலையில் குண்டு வெடித்ததை அடுத்து அங்கு கலவரம் மூண்டது. இதன் போது பல தமிழ் மக்கள் வெட்டி படுகொலை செய்யப்பட்டதுடன், இன்னும் பலர் காயமடைந்தனர். கடைகளும் தீக்கிரையாக்கப்பட்டன. இச் சம்பவத்தின் பின்னர் அங்கு நிலைமையை ஆராயவென சிங்கள உறுப்பினர்களை மட்டுமே கொண்ட சுயாதீன குழுவொன்று அங்கு சென்றிருந்தது.

அக் குழுவின் அறிக்கையின் படி சம்பவத்தின் போது பாதுகாப்பு படையினர் சம்பவ இடத்தில் பணியில் இருந்ததாகவும், 30 பேரைக் கொண்ட குழுவே வன்முறையில் ஈடுபட்டதாகவும் தெரிவிக்கப்பட்டுள்ளது. இதுதான் இன்று வட,கிழக்கின் நிலைமை.

இவ்வாறானவர்களை சட்டம் தேடிச் சென்று தண்டிக்காது இவர்கள் நீதிமன்றத்தில் நிறுத்தி தண்டிக்கப்பட வேண்டியவர்கள். ஆனால் படையினர் இவர்களுக்கு பாதுகாப்பு வழங்குகின்றனர்.

ஜெனீவா பேச்சுகளின் பின்னர் இரு தரப்புகளும் தாக்குதல்களில் ஈடுபடுவதில்லையென இணங்கிக் கொண்ட போதிலும் கொழும்பில் இடம் பெற்ற இராணுவ தளபதி மீதான தாக்குதலை அடுத்து மூதூரில் படையினர் தாக்குதல் நடத்தினர். கேட்டால் பதில் தாக்குதல் என்றார்கள். கொழும்பில் நடந்த தாக்குதலுக்கு மூதூரில் ஏன் பதில் தாக்குதல் நடத்த வேண்டும்? அப்படியே பார்த்தாலும் புலிகளின் தலைவர் வே.பிரபாகரன் மூதூரில் இல்லையே, இத்தாக்குதலினால் அப்பாவி தமிழ், முஸ்லிம் பொது மக்களே கொல்லப்பட்டனர். அத்துடன் அலைப்பிட்டிச் சம்பவத்திலும் 15 அப்பாவி பொது மக்களே கொல்லப்பட்டனர்.

பாதுகாப்பு படையினர் தமிழ் மக்களை துன்புறுத்தும் வகையிலேயே செயற்பட்டு வருகின்றனர். இதனால் தமிழ் மக்களின் பாதுகாப்பு கேள்விக் குறியாகியுள்ளது. இதனால் அச்சம் கொண்டிருக்கும் மக்கள் தத்தமது இருப்பிடங்களை விட்டு வேறு இடங்களுக்கும், கடல் கடந்து தமிழகத்துக்கும் சென்று கொண்டிருக்கின்றனர். இவ்வாறு கடல் கடந்து செல்கையில் இடையில் ஏற்பட்ட விபத்தால் சிலர் மரணித்துள்ளதுடன், இன்னும் சிலர் காணாமல் போயுள்ளனர். அத்துடன், நடுக்கடலில் தத்தளித்துக் கொண்டிருந்த 20 பொதுமக்களை மீனவர்கள் காப்பற்றி பொலிஸாரிடம் ஒப்படைத்த போது அரசாங்கம் அவர்களை காப்பாற்றுவதற்கு பதிலாக சிறையில் அடைத்துள்ளது. இது என்ன நியாயம்?

அதேபோல், பாதிக்கப்பட்ட மக்களுக்கு உதவி கிடைக்காமல் தடுப்பதற்காக வேண்டி சிலர் அரச சார்பற்ற அமைப்புகள் மீது தாக்குதல் நடத்துகின்றனர்.

அரசாங்கம் தமிழ் மக்களின் பாதுகாப்பை உறுதிப்படுத்த தவறிவிட்டது. ஆதலால் அரசாங்கத்தின் பாதுகாப்பில் தமிழ் மக்கள் இன்று நம்பிக்கை இழந்திருக்கின்றனர். அரசாங்கம் இதில் தனது பணியை நிறைவேற்ற தவறிவிட்டது. பாதுகாப்பு படையினர் தமிழ் மக்களுக்கு எதிரான தாக்குதல்களில் சம்பந்தப்பட்டிருப்பது தெரிய வந்திருக்கிறது. எனவே, சம்பந்தப்பட்டவர்களை சட்டத்தின் முன் நிறுத்தி, தமிழ் மக்களின் பாதுகாப்பை உறுதிப்படுத்த அரசாங்கம் செயற்பட வேண்டும்.

ஆனால், அரசாங்கமோ வட,கிழக்கு நிலைமைகளை உண்மைக்கு புறம்பாக சோடித்து திரிபு படுத்துவதில் முனைப்புடன் செயற்பட்டு வருகிறது. தமிழ் மக்கள் மீதான வன்முறைகளை கட்டுப்படுத்த தவறிவிட்டது. அதற்கு மாறாக எமது மக்களை இடம்பெயரச் செய்யவும், அச்சுறுத்தவும் அரசாங்கம் சதி செய்கிறது.

இதேவேளை, இது குறித்து சர்வதேச சமூகம் உன்னிப்பாக ஆராய்ந்து நியாயமாக செயற்பட வேண்டும். குறிப்பாக இந்தியா இதில் அக்கறையுடன் செயற்பட வேண்டும்.

இதேநேரம், ஐரோப்பிய ஒன்றியம் புலிகளை தடைசெய்து விட்டதாக இன்னும் தெரிவிக்கவில்லை. அதற்காக ஆராய்ந்தே வருகிறது. அப்படியே தடை செய்தாலும் அது இலங்கை அரசாங்கத்தின் மீதுள்ள நம்பிக்கையால் மேற்கொள்ளப்பட்ட நடவடிக்கை என கூறமுடியாது. பயங்கரவாதம் என்பதை சர்வதேச சமூகம் ஏற்றுக் கொள்ளாது. ஒரு குண்டு வெடித்தாலும் அது பயங்கரவாதம் தான். எனவே, இத் தடையானது இலங்கை அரசின் மீதான நம்பிக்கையெனவோ அல்லது தமிழ் மக்களுக்கு நியாயபூர்வமான தீர்வு கிடைப்பதில் இருந்து அரசாங்கம் தப்பித்துக் கொள்ளலாம் எனவோ நினைத்து விடக்கூடாது.

அத்துடன் இந்தியா, இலங்கை தமிழ் மக்களின் பிரச்சினையில் சாதகமாக நடந்து கொள்ளுமென நம்புகிறோம். அத்துடன் மூத்த அரசியல்வாதியான கலைஞர் கருணாநிதி தமிழக முதல்வராக தெரிவாகியுள்ளார். அவர் எமது பிரச்சினையில் அக்கறையுடன் செயற்படுவாரென நம்புகிறோம்.
