The UN, backed by the US and Britain, has urged the Sri Lankan government and Tamil Tiger rebels to back a "humanitarian pause" in fighting.

A senior UN official said the civilian population trapped in the conflict zone in the north was not being allowed out.

Amnesty International said on Friday that thousands of civilians were increasingly at risk in the conflict.

Troops have pushed the rebels from most of the territory they held during heavy fighting in the past few weeks.

The rebels are now restricted to a small area of jungle and coast in Mullaitivu district.

Remarks by Ambassador Rosemary DiCarlo, U.S. Alternate Representative to the U.N. for Special Political Affairs, on Sri Lanka, at the Security Council Stakeout, March 26, 2009

Ambassador DiCarlo: OK, the meeting is still going on. We had a very interesting briefing from Under Secretary General Holmes, a sobering briefing I would say, and we had the Representative of Sri Lanka who also made some comments.

I just want to express my Government’s deep concern about the deteriorating humanitarian situation in Sri Lanka. We are very concerned about the individuals who are trapped between the guns of the Government of Sri Lanka and the LTTE. The UN estimates, and this is what we were informed of today, that there are between 150,000 to 190,000 people who are trapped in the conflict zone. We are very concerned that the Government of Sri Lanka continues its shelling of areas where there are large number of civilians very close to hospitals, very close to civilian facilities. We understand that quite a number of civilians have perished because of these attacks.

We have urged the Government of Sri Lanka to cease the shelling near civilian areas. We have promises, but we need to see results. Now we have also joined others in calling for a humanitarian pause. We think that it is absolutely essential in order to get aid in. We have reports from the UN, from aid agencies about the lack of food, the lack of medicines, it’s a very critical situation so a pause would help certainly.

Now I just want to address the LTTE. We condemn the LTTE. You know it is designated by the U.S. Government as a terrorist organization and we certainly condemn the fact that they use civilians as human shields. But we asked and called on them as others have to lay down their arms, to renounce violence, to negotiate with the government of Sri Lanka. We nevertheless feel that in its actions to address this situation, the Government of Sri Lanka must pay more attention to protecting the civilian population in this conflict.

Reporter: (inaudible) have any offer to actually help extract trapped civilians? And do you have any view on what should happen in the longer term between the Government of Sri Lanka and the Tamil population that sort of gave rise to the conflict?

Ambassador DiCarlo: Well first of all, you know, we have worked very closely with the United Nations and I should add that we are very very grateful to the Secretary General, to Under Secretary General Holmes, and all the UN agencies who are there, who are doing a fabulous job and stepping in. The Government of Sri Lanka has worked with the UN when it has not worked with or worked well let’s say with other aid agencies, and the United Nations has tried very hard to negotiate and to allow for the release of the civilians who are trapped, calling on both side to address this situation.

As far as the long term process, obviously we want to see the Government of Sri Lanka to come forward with a program or with an initiative that allows Tamil citizens to have a viable role in the society, and we are talking about those who renounce violence, who are very separate from the LTTE. We think that will make a very big difference in the final resolution of this problem.

Reporter: Does the U.S. think that the UN or its own funds should be used for these camps set up outside the zone of conflict in which people can’t leave and they are not allowed to receive visitors?

Ambassador DiCarlo: My understanding is that UNHCR is allowing funds for three months, that’s my understanding, but that’s something you would have to ask Under Secretary General Holmes, that is what I believe we have heard.

But obviously these camps are not long term camps. I think it is extremely important that conditions are created so that those who are in the camps can return home soon. if they should choose, or relocate to places where they would like to live. These are meant to be temporary interim camps and we want to see the Government of Sri Lanka actually move forward to create those conditions so they can leave those camps very soon. We have also called for in the past and continue to call for access to these IDPs, not only by aid agencies, but also by their families.

Reporter: Did you discuss press freedom?

Ambassador DiCarlo: No we have not discussed it. We have discussed the humanitarian situation thus far.

You may also have seen the statement issued by the Commonwealth Secretary-General on 30 January 2009, in which he expressed deep concern about the welfare of the large number of civilians trapped in the conflict zone in the northern Vanni region, and about reported civilian casualties, and welcomed President Rajapaksa's assurance of safe passage for the affected civilians.

It is the Secretary-General's continued hope that the rights of civilians will be respected by all concerned in this continuing conflict. The Commonwealth also believes that any solution to the conflict, in order to be durable, should be a political one.

The whole world was made to believe that the LTTE wanted it and Prahba and Pottu organised it.

Several people have been prosecuted and sentenced,some even to be hanged.

The hanging is not carried out jet, due to the appeal to the president by civil sprited citizens,who had grave concern that travesty of justic is in the making because of the way the trial was conducted.

The true culprits of the murder are at large and innocent people are behind bars and even facing death sentence.

Nalini,said to Priyanka,when Priyanka met her in the jail recently that the only crime she made was to be present at the meeting.

One of the public spirited citizen who has campaigned for a long time to find out the truth behind the murder of Rajiv Gandhi is a long time member of the Congress Party-TRICHI VELUCHAMY.

He was not only the member of the Congress Party,he was also asigned by the party to receive and be responsible to look after SUBRAMANIYA SAMY,when he came to India from States, to campaign in the general election for the Congress Party-the last one for Rajiv.

Veluchamy and the Suramania Samy were to geather during the campaign and when Subramania Samy addressed the election rallies of the party,Veluchamy translated the English speech of Subramaiya Samy,as he could not speak Tamil,even though he is supposed to be a Tamil.Veluchamy taught him to say `Vanakkam`.

During their association in the period of campaign,Trichy noted some odd behaviour of Subramaniya Samy.He was pusseled and could not figure out his behaviour.

Just four or five days before the election day,Subramania Samy told Trichy that he was going to catch a plane that evening to Delhi,as he had an important matter to attend in Delhi.It was already late to catch the plane and Trichy asked him how is he going to be in time.He said he will somehow or other manage it.

Then Trichy asked him,why he wanted to got to Delhi,when only few days left for the polling?

For that Subramaniya said,only if the polling took place.

Trichy was taken back asked him what does he meant?

Suramainia Samy bluffed and said, `anything could happen within that few days`!

In fact, really an important thing did happen before the polling day.

The day-after Subramaniya `left` for Delihi,in the morning,Trichy wanted to contact him,and rang to his wife`s home in Delhi.

The wife answered the call and said to Trichy that Samy was not in Delhi but in Chennai.

Several other Congress Party members wanted to contact him,but couldn`t.

Where was Subramaniya Samy those days?

Was he really in Delhi?

Who were the people he met in Delhi?

Or was he in Chennai at that time, he was purperted to be in Delhi, and who were people he met and what did he was upto those few days, before Gandhi was murdered?

Even though he was out of reach or contact for Trichy and other Congress people at that time ,but immediately after the bomb blast,which killed Rajiv,Subramaniya Samy rang somebody and told about the death of Rajiv.

How did he knew the death immediately?

Where was he at that time?

In Delhi or Chennai?

The odd behavior of Samy from the time he arrived from states and

his `disappearance` just before the bomb blast,raised suspicion on him by Trichy,and he recolected other incidences during his association with Samy and he repoted to the authrities.

But the authorities didn`t want to know any thing about it.

Then Trichy appeared in the hearing of the Jaines Commission and gave his version of the events.

The Jaine`s commisission which was appointed to find out the murderes of Rajiv,could not find the them and in its conclusion of the report the Commision mentioned the statement given by Trichy Veluchamy to the commission.

During the hearing of the Commision even though several people gave their evidence,but PRIYANKA was present only when Trichy Veluchamy gave evidence and his statemen.

Later,Soniya also met Trichy spoke and got all the details of his believe.

Did nothing of Trichy`s version of events!

131 civilians, including 32 children were killed in various types of attacks carried out by the Sri Lanka Army (SLA) and the Sri Lanka Air Force (SLAF) inside the safety zone throughout the day on Thursday, according to data collected from various local NGO workers and medical authorities within the civilian pocket besieged by the SLA. 49 of 252 wounded were children. SLA fired RPG shells, deployed long-range gunfire and mortar shells targeting the 4 km stretch from Puthumaaththa'lan to Valaignarmadam. 7 members of a family, including 4 children below the age of 10, were killed in RPG attack by the SLA in Maaththa'lan. 31 travellers were killed in gunfire and mortar attacks on Wednesday. Meanwhile SLAF bombardment claimed the lives of 27 civilians.

Multi Barrel Rocket Fire (MBRL) was also reported inside the safety zone at Pokka'nai around 3:00 p.m. Wednesday. 16 civilians, including 4 children, were killed by a single MBRL rocket that hit an IDP hut in the coastal side of Pokka'nai. 9 of the 27 wounded were children. Many of the dead succumbed to burn injuries caused by MBRL fire. 33 more civilians including 11 children were killed and 72 wounded included 27 children in Pokka'nai area in MBRL and artillery fire. Many tarpaulin shelters and properties were destroyed in MBRL fire. 3 shops were destoryed in Pokka'nai.

Civilians wounded in Vanni on 25 March 2009

The SLA opened fire from the other side of the lagoon towards the 4 km stretch of the road from Maaththa'lan to Valaignarmadam, killing 17 civilians including 9 travellers.

Mortar attack was reported along the same stretch from 4:00 a.m. to 7:00 p.m. At least one mortar shell hit the area every 5 to 10 minutes, causing 23 deaths. Many of the wounded succumbed to their injuries due to the lack of medical transportation as the road was being continuously targeted by the SLA which used RPG rockets, gun and mortar fire to attack the road and the surrounding tarpaulin huts of the IDPs.

TRO and Tamileelam police officials were struggling to save the lives of the wounded.

Meanwhile, SLAF bombers attacked the area within the 'safety zone' at least 6 times. Two SLAF bombers attacked Pachchaip-pulmoaddai and Mu'l'livaaykkaal, dropping around 29 bombs, killing 27 civilians including 6 children, 12 females and 3 elderly on the spot. The attack destroyed 37 tarpaulin shelters.

85 tarpaulin huts with the properties were destroyed in the attacks inside the safety zone by the SLA and the SLAF on Wednesday.
