முள்ளிவாய்க்கால் அவலத்தின் பின்னர் மீண்டும் ஒரு போர்ச்சூழல் போன்ற நிலைமை தாயகத்தில் உருகியுள்ளது. மக்கள் மீது சிங்கள அடக்குமுறை மீண்டும் கட்டவிழ்த்து விடப்பட்டுள்ளது. நாளுக்கு நாள் இந்த அடக்குமுறை அதிகரித்து செல்லுகின்றது.

அவர்களின் பொருளாதார வாழ்வாதாரம் மறுக்கப்பட்ட நிலையில் அந்த மக்கள் மீண்டும் ஒரு சூனிய வாழ்க்கைக்குள் தள்ளப்பட்டுள்ளனர்.

இந்த மக்கள் செய்ததாக குற்றம் எதுவும் இல்லை. ஆனால் இவர்கள் அனாதைகளாக விடப்பட்டது

போன்ற ஒரு உணர்வே உள்ளது.

இந்த அவலத்தில் இருந்து மக்களை மீட்க வேண்டிய கடமை, பொறுப்பு புலம்பெயர் மக்களுக்கு, அமைப்புக்களுக்கு நிறையவே உண்டு.

அகூதா இங்கு அட்டவணைப்படுத்தப்பட்ட நோக்கங்களில் ஒன்றைத்தான் தெரிவு செய்யக்கூடியதாக இருக்கிறது. சிங்கள அரசின் இந்த மர்ம மனிதர் விடயம் என்பது ஒற்றை நோக்கைக் கொண்டதல்ல என்பதை அனைவராலும் இலகுவாகப் புரிந்து கொள்ளமுடியும்.

• தாயகத்தில் சிங்கள குடியிருப்பை பலப்படுத்துவது
  
• என்பன மட்டுமல்ல போர் குற்றங்கள் தொடர்பான விடயங்களில் இருந்து தம்மை தற்காத்துக் கொள்வதற்காக ஆடப்படும் நாடகமாகக்கூட இருக்கலாம்.

மக்கள் புரட்சி வெடிக்கும்

இராணுவத்தைக் கொண்டு மென்மேலும் ஒடுக்குமுறை கையாளப்படும் இதையும் சர்வதேசம் தங்களுக்கு சாதகம் கிடைக்குமென்றால் கணக்கில் எடுக்கும் மற்றப்படி....

எனக்கென்னவோ இலங்கைத்தீவில் தமிழ்மக்கள் மட்டுமில்லை இனிவரும் காலங்களில் சிங்களர்களும் அழிவார்கள் என்றே படுகிறது.

இது என்னை பொறுத்தவரை பொதுவாக எல்லா பிரச்சனைகளையும் திசை திருப்பவே என்பதுபோல் தான் உள்ளது.அமெரிக்கா கூட "அந்திறேக்ஸ்" பவுடர் பிரச்சனை கொண்டுவந்தது இதுபோலத்தான்.

மைக்கல் மூர் இன் "போலிங் டூ கொலோம்பைன்" படம் பார்க்கவும்.எல்லாம் புட்டு புட்டு வைக்கின்றார்.

என்பது எனது கருத்து.

(2) வது கருத்துக்குக் காரணம் கடந்த இரண்டு வருட அனுபவத்தில் தமிழர் பிரதிநிதிகள் (உள்ளூர், வெளியூர் இரு தரப்பினரும்) தமிழ் மக்களின் பிரச்சனைகளை உரிய முறையில், உரிய முக்கியத்துவம் கொடுத்து, உரியவர்களிடம் கொண்டு சென்றதில்லை. Channel 4 போல யாராவது எமக்கு கைகொடுப்பார்கள் என்று எவ்வித முறையான முயற்சிகளும் இல்லாமல் வெறுமனே காத்திருக்கின்றனர் இருக்கின்றனர்.

எனவே "இலங்கைக்கு எதிரான நிலைப்பாட்டை சர்வதேசம் எடுக்கும்" என்று ஏன் சிலர் கருதுகின்றனர் என விளங்கவில்லை.

நாம் உரிய முயற்சிகள் எடுத்தால் மட்டுமே "இலங்கைக்கு எதிரான நிலைப்பாட்டை சர்வதேசம் எடுக்கும்" எனபது சாத்தியமாகும். இந்த முயற்சிகள் பிச்சை எடுக்கும் நிலையிலிருந்து (கூட்டமைப்பினர் அயல்நாட்டு இனப்படுகொலையாளர்களிடம் பிச்சைப்பாத்திரம் ஏந்தி நிற்பது போலல்லாது), எமது உரிமையை, எமக்கான நியாயத்தை, ஜனநாயகம் மனிதாபிமானம் பேசும் சர்வதேசத்தின் கடமைகளை வற்புறுத்திக் கோரும்போது மட்டும் தான் சாத்தியமாகும்.

இந்த மர்ம ஆசாமிகள் இன்னும் கொஞ்ச நாட்களில் காணாமற் போய்விடுவார்கள். ( மீண்டும் வரலாம்)

• சுமூகநிலை ஏற்பட்டுவிட்டதென்று தமிழர்களை மீண்டும் நாடுதிருப்பப்படும் நடவடிக்கையை நிறுத்தும் உபாயம்.
  

• முஸ்லீம்களை அச்சுறுத்தும் உபாயம்.(அவர்களிற்கும் அரசியல் அதிகாரம் வேண்டுமென குரல் கொடுக்கிறார்கள்)
  

• ஒரு போராட்டத்திற்கெதிரான தந்திரோபாய நடவடிக்கையின் தொடர்ச்சி.
  

• சிங்களவரின் பொருளாதாரப் பிரச்சனைகளை திசை திருப்பல்.
  

• பிரச்சனை இன்னும் தீரவில்லை, ஆகவே அரசியல் தீர்விற்கான காலம் இன்னும் வரவில்லை என்று தமிழ‌ர்களை முன்னேறவிடாமல் தொடர்ந்து தேக்க நிலையில் வைத்திருத்தல்.
  

• மேற்கொண்டு தாயகத்தில் உள்ள தமிழரிற்கெதிரான அரசியல், பொருளாதார பாதகமான நடவடிக்கைகளை அரசு எடுக்கப் போவதற்கான அறிகுறி. அவர்களை அச்ச நிலையில் வைத்திருந்து தன்னுடைய வேலையை இலகுவாக்கும்.

Subject : Sri Lanka - The rights of minorities continues to be threatened

Dear Secretary General,

A large number of areas outside the big cities of Sri Lanka have been gripped for the last one month by a most extraordinary panic verging on mass hysteria. The localities of Akaraipattu, Ampara, Puttalam, Kandy, Baticaloa, Kurunegala, Kinya, Trincomalee, Badulla, Nawalapitiya, Muthur, Mannar, Mllavi, Naavaanthurai and many more have been affected. The police force is on heightened alert, troops have been deployed accusations and counter accusations are traded and the government is scrambling to salvage what’s left of its reputation. The worst affected are areas of Muslim concentration though there is as yet no explanation, rational or irrational, why this should be so. It should be also noted that no areas of Sinhala domination has been affected.

Police brass dismiss talk of ‘grease devils’ as pure myth and fantasy, President Rajapakse says there is a plot to destabilise his government and the Defence Secretary has put mosques in affected areas under military protection. As the police chief explains that from time to time there have always been unexplained attacks on women and unsolved break-ins, but what started off the current hysterics on a big scale was the rape and murder of five women, about a month ago at Kahawatte, to satisfy a grudge borne by an army officer. Though the two low level operatives were apprehended it did nothing to quell the proliferation of incidents and the spread of panic to an ever increasing number of rural areas. It is hard to make an accurate estimate, but skimming through the newspapers it seems that there have been well over 25 to 30 incidents in the last four weeks.

The so-called ‘grease devils’ are men, nude or semi-nude, who coat their bodies with oil or grease and waylay women, groping, scratching, molesting, and sometimes allegedly raping the unwary.

Neither the government nor the military want the state of emergency lifted; the government because it uses the regulations to manipulate elections and keep up other impositions, the army because it does not wish to lose its far-flung power, have military camps dismantled and its numerical size cut down. Therefore the allegation is perfectly plausible as a conspiracy of two arms of the state intended to prolong the state of emergency in the face of mounting local and international pressure to have it lifted.

When a government loses public credibility and has no residue of transparency, then understandably, the worst interpretation of every incident takes possession of the public mind. Hence, while it is not possible to discount the likelihood that the government or the military may be behind the ‘grease devils’ outbreak, one also cannot discount the possibility that these two institutions are simply getting their just deserts for past transgressions.

President Mahinda Rajapakse claims that there is a conspiracy to discredit him and his government but has still not produced a shred of evidence or said who is responsible. Nor have the authorities made the identity and connections of those who have been apprehended available.

In the meantime the minorities in the island of Sri Lanka continue to live in fear.
