COLOMBO, May 26 (Reuters) - Sri Lanka's government and Tamil Tigers were divided on Wednesday over the basis for restarting stalled peace talks, with a disagreement over the rebels' demand that negotiations be based on their power-sharing proposal.

A rebel Web site said Norwegian envoy Erik Solheim told Tiger political wing leader S.P. Thamilselvan the president wanted talks on a final settlement to end the 20-year civil war alongside discussions on their interim proposal.

"In responding to the president's thinking, Mr. Thamilselvan said that institutionalising the ISGA (Interim Self-Governing Authority) should take place first," the Liberation Tigers of Tamil Eelam (LTTE) Peace Secretariat Web site said.

Norway, which brokered a truce signed in February 2002 that has given the island its longest period of peace since the war broke out in 1983, is trying to secure a date to resume direct talks the Tigers suspended in April last year.

A top Tiger negotiator said two weeks ago Norway would make an announcement in a "day or two" on when and where talks could restart, but when no announcement was forthcoming it led to worries of new differences between the two sides.

Solheim was to meet President Chandrika Kumaratunga late on Wednesday or on Thursday to convey the Tigers's message, after she apparently snubbed him by not finding time to meet him before his trip to the rebel-held north as initially planned.

"I think everything hinges on what the president tells Solheim," said a source close to the Tigers.

"If it (the sticking point) is the ISGA, I think it's going to become a real deal-breaker. I don't think the LTTE has the space to step back from that," he said.

TIGER PROPOSALS LAST YEAR

The Tigers, who have been fighting for a separate state for minority Tamils, put forward the interim power-sharing proposal in October last year, and have not budged since from their position that they want it to be the basis for talks.

They cited a lack of rebuilding in the war-torn north and east as the main reason for breaking off talks, and say only with the ISGA can they "demonstrate to the people that their urgent humanitarian needs would be effectively met".

"The specific details of an ISGA can be discussed, but as a concept it can't be stepped back from," the source said of the proposal, which would grant the rebels power over rehabilitation.

Kumaratunga is under pressure to finalise a date for talks before a June 1 donor meeting, with aid conditional on progress in the peace process, but compromising on the power-sharing proposal could mean alienating a key wing of her coalition.

Her United People's Freedom Alliance won a minority mandate at elections last month but more than one-third of its seats belong to the People's Liberation Front (JVP), a hardline Sinhalese nationalist party that says it will only agree to talks that also address how to permanently end the separatist war.

Kumaratunga, who is also defence minister, also appointed former Prime Minister Ratnasiri Wickremanayake as her deputy on Wednesday, as well as giving him a cabinet portfolio with the buddhism ministry and Ministry of Public Security, Law and Order.

She also appointed D.E.W. Gunasekera, a Communist Party member and former chairman of state television as Minister of Constitutional Reforms.

Former premier named Sri Lanka's deputy defence minister

Colombo, May 26 (DPA) President Chandrika Kumaratunga expanded the ruling United People's Freedom Alliance (UPFA) cabinet by appointing a former prime minister as the de facto defence minister and naming two other ministers, Presidential Secretariat officials said today.

Former prime minister Ratnasiri Wickremanayake was named as the Minister of Public Security Law and Order and the deputy defence minister. Kumaratunga also appointed D E W Gunasekara as minister of Constitutional Affairs while former professor Vishwa Warnapala was named as the deputy minister of Foreign Affairs.

The appointments raise the number of cabinet ministers to 37.

They were sworn in this morning.

President Kumaratunga still holds the Defence portfolio. However, the deputy defence minister is considered a powerful post as most activities are handled by that portfolio.

During Kumaratunga's previous regime, 1994 to 2000, the deputy defence minister, General Anuruddha Ratwatte, spearheaded many of the military operations against the Tamil rebels of the Liberation Tigers of Tamil Eelam (LTTE).

The LTTE is currently following a cease-fire with the Sri Lankan government forces under a Norwegian backed peace process.

Wickremanayake was the premier for three months in the latter part of 2000 before facing fresh elections. He was reappointed as the premier for a second term lasting until December 2001.

Besides the Public Security, Law and Order ministry, which deals with the police and prisons, Wickremanayake will head Buddhist Affairs.

The UPFA, elected to power during the April 2 parliamentary elections, had promised to keep the number of cabinet ministers to 35, but have now broken that pledge with today's appointments.

போட்டியின்றித் தெரிவுகள் நடந்திருப்பது என்பது சபாநயாகர் தெரிவில் தான் பெற்ற வெற்றிகளைத் தொடர்ந்தும் பாதுகாக்க முடியாத அளவுக்கு கட்சி நிலவரங்கள் மாறி இருப்பதாக யு.என்.பி அஞ்சியதே காரணம்.

சில கிழமைகளுக்குள் சந்திரிக்கா நடாளுமன்றத்தில் கட்சி நிலவரங்களைத் தனக்குச் சாதகமாக மாற்றி அமைத்து விட்டார் என்பதே இதன் அர்த்தம்.

முஸ்லிம் காங்கிரஸைக் குழப்பியதிலும் இ.தொ.கா வைத்தளம்பச் செய்ததிலும் கூட அவர் கணிசமான அளவு வெற்றி பெற்று விட்டதாகவே தோன்றுகிறது.

சந்திரிக்கா இப்படிச் செய்வார் என்பது ஏற்கனவே நன்கு எதிர்பார்க்கப்பட்ட ஒன்றுதான். நடாளுமன்றத்தில் தனது கூட்டு முன்னணியின் நிலையை ஸ்திரப்படுத்தும் முகமாகவே அவர் அவசரப்பட்டு சமாதானம் செய்யத் தொடங்கினார். இதற்காக கொழும்புக்கும் கிளிநொச்சிக்கும் இடையில் பல தடவைகள் ஹெலிகொப்டர்கள் பறக்க வேண்டியிருந்தது. நோர்வேயில் இருந்து அதன் வெளியுறவு அமைச்சர் பீற்றசனும் துணையமைச்சர் ஹெல்கேசனும் மினக்கெட்டு கொழும்புக்கும் கிளிநொச்சிக்கும் வரவேண்டியிருந்தது.

Tamil rebels reject Sri Lankan government proposal for peace talks

SHIMALI SENANAYAKE - Associated Press Writer - COLOMBO, Sri Lanka - (AP) Tamil Tiger rebels said Wednesday that peace talks to end Sri Lanka - 's 19-year civil war could begin only after the government discusses their demands for self-rule in the north and east.

The announcement came after Tiger political leader S.P. Thamilselvan met with Norway's top peace-broker Erik Solheim to discuss the government's proposed agenda for peace talks.

The government plan suggested the two sides could discuss the Tigers' proposal for autonomy while simultaneously negotiating an end to the conflict.

But a rebel statement said talks on self-rule ``should take place first and the discussion on the core issues can be followed later.''

The announcement was a setback to the country's efforts to revive peace talks aimed at ending the separatist war, which began in 1983 and killed 65,000 people before a cease-fire halted fighting two years ago.

President Chandrika Kumaratunga's hardline party has previously rejected the rebels' plan for autonomy, calling it a stepping stone to a separate state.

Norway has been battling to bridge widening divisions between the government and the rebels to finalize arrangements to resume peace talks. This is Solheim's second visit in two weeks.

The rebels withdrew from peace talks in April 2003 over demands for more autonomy in the regions they control. Despite the deadlock, a Norwegian-brokered cease-fire between the rebels and government in February 2002 has largely held firm.

The Tamil Tigers had initially demanded a separate state for minority Tamils, but agreed during previous negotiations to accept regional autonomy instead.

SLMC sacks three MPs

Alladin Hussein in Colombo, May 26, 2004, 11.17 p.m.. The Sri Lanka Muslim Congress (SLMC) has sacked three of their MPs, Rishard Badiudeen, M. Najeeb and Hussein Bhaila with immediate effect.

Badiudeen and Najeeb were sacked from the party over their alleged involvement in the sex and blackmail scandal involving SLMC Leader Rauff Hakeem. According to SLMC sources, the party's High Command has gathered sufficient evidence that these two members had plotted against Hakeem, with assistance from the Government, to bring disrepute to Leader Hakeem.

While Hussein Bhaila was sacked from the party, because he deserted the SLMC and joined the United Peoples Freedom Alliance Government recently in Parliament. These three MPs were initially suspended from the party a few weeks back. The High Command officially took the decision last week to sack these three, but the decision was put into effect only this week.

முன்னைய சந்திரிகா அரசில் அனுரத்த ரத்வத்தை வகித்த பிரதி பாதுகாப்பு அமைச்சர் பதவிக்கு முன்னாள் பிரதமர் ரத்னசிறீ விக்ரமநாயக்கவும், இராஐhங்க அமைச்சராக டியூ குணசேகரவும், பிரதி வெளிவிவகார அமைச்சராக விரிவுரையாளர் விஷ்வா வர்ணபாலவுமே இவ்வாறு ஐனாதிபதியால் புதிதாக நியமிக்கப்பட்டு, சத்தியப்பிரமாணம் எடுத்துக் கொண்டுள்ளனர்.

இலங்கை அரசாங்கம் விடுதலைப் பலிகளுடன் மீண்டும் சமாதானப் பேச்சுக்களை ஆரம்பித்தால் 25 மில்லியன் யுூரோ நாணயங்கள் காத்துக்கொண்டு இருப்பதாக ஐரோப்பிய ஒன்றியப் பேச்சாளர் எமா உட்வின் நேற்றுக் கூறியுள்ளார்.
