Sri Lanka : une amnistie proposée aux rebelles

Le Sri Lanka accordera une amnistie aux rebelles des Tigres tamouls qui déposeraient les armes face à l'offensive de l'armée gouvernementale. «Il y a des informations selon lesquelles des groupes de gens participant à des activités terroristes dans le nord (de l'île) sont prêts à se rendre», a déclaré au Parlement le Premier ministre Ratnasiri Wickremanayake en allusion aux insurgés séparatistes des Tigres de libération de l'Eelam tamoul (LTTE).

«C'est une sage décision et nous sommes disposés à les accueillir», a-t-il dit, sans être plus précis sur cette éventuelle amnistie.

Quelques heures plut tôt, le secrétaire sri-lankais à la Défense, Gotabhaya Rajapakse, avait rejeté toute négociation avec les Tigres tamouls sur les conditions de leur reddition, comme l'avaient plaidé mardi les Etats-Unis et l'Union européenne.

Au terme de 37 années de conflit, l'armée est lancée dans son offensive finale dans le nord-est de l'île contre les Tigres retranchés sur une bande de terre de 200 km2. Là-bas, survivent environ 200.000 habitants. Des centaines ont été tués depuis le 1er janvier, selon l'ONU et le Comité international de la Croix-Rouge (CICR).

"It's a wise decision and we are prepared to receive it," he said, without being more specific about a possible amnesty.

A few hours earlier, the Sri Lankan Secretary of Defense Gotabhaya Rajapakse had rejected any negotiation with the LTTE on the conditions of their surrender, as was argued Tuesday the United States and the European Union.

After 37 years of conflict, the army launched its final offensive in the north-east of the island against the Tigers cut a strip of land of 200 km2. There, about 200,000 inhabitants survive. Hundreds have been killed since 1 January, according to the UN and the International Committee of the Red Cross (ICRC).
