புதுடெல்லி: டெல்லி சட்டசபையில் ஜன் லோக்பால் மசோதா  தாக்கல் ஆவதில் ஏற்பட்ட தோல்வியை தொடர்ந்து முதலமைச்சர் அரவிந்த் கெஜ்ரிவால் பதவி விலகினார்.

ஜன் லோக்பால் மசோதாவை டெல்லி சட்டசபையில் தாக்கல் செய்ய முடியாமல் போனதை தொடர்ந்து அடுத்தக்கட்ட நடவடிக்கை குறித்து ஆலோசிப்பதற்காக ஆம் ஆத்மி கட்சியின் அவசரக் கூட்டம் கட்சி தலைமை அலுவலகத்தில் இன்று மாலை நடந்தது.

இந்த கூட்டத்திற்கு பிறகு தனது டெல்லி முதலமைச்சர் பதவியை ராஜினாமா செய்வதாக அரவிந்த் கெஜ்ரிவால் கூறினார்.

 

ஊழலுக்கு எதிராக பதவி விலகுவது அதிர்ஷ்டம் : கெஜ்ரிவால்

முன்னதாக, ஜன் லோக்பால் மசோதா தாக்கல் ஆவதில் தோல்வியையடுத்து, மாலையில் மீண்டும் சட்டசபைக்கு வந்து விளக்கம் அளித்துப் பேசிய கெஜ்ரிவால், சட்டசபையில் இதுவே தனது கடைசி கூட்டத்தொடர் என்றும், ஊழலுக்கு எதிராக பதவி விலகுவதை அதிர்ஷ்டவசமாக கருதுவதாகவும்,கடந்த இரு தினங்களாக  டெல்லி சட்டசபையில் நடந்த நிகழ்வுகளால் தாம் மிகவும் மனமுடைந்து உள்ளதாகவும் கூறினார். அவையில் பேசுவதற்கு கூட எதிர்க்கட்சி உறுப்பினர்கள் அனுமதிப்பதில்லை என குற்றம் சாட்டிய அவர், ஜன்லோக்பால் டெல்லி மாநில அரசின் அதிகார வரம்புக்கு உட்பட்டதே என்றும், ஜன்லோக்பால் மசோதாவுக்கு மத்திய அரசின் அனுமதி தேவையில்லை என்றும் கூறினார்.

மேலும் டெல்லி சட்டமன்றத்தில் எதிர்க்கட்சிகளின் போராட்டம் அதிருப்தி அளிக்கிறது.ஜன் லோக்பாலை நிறைவேற்ற என் உயிரையும் தியாகம் செய்ய தயார்.எம்.எல்.ஏ.க்கள் சட்டத்தை மதிக்கவில்லை. சட்டத்தை மீறி எம்.எல்.ஏ.க்கள் செயல்படுகின்றனர்.

 

அம்பானிக்கு எதிராக வழக்கு பதிவு செய்த போது கூட இவ்வளவு எதிர்ப்பு கிளம்பவில்லை. டெல்லி அரசுக்கு எதிராக பா.ஜனதாவும், காங்கிரசும் இணைந்து சதி செய்கின்றன.அனுபவமில்லாததால் நாங்களும் சில நேரம் தவறுகள் செய்ய செய்ய வாய்ப்பு உள்ளது" என்றார்.

அவரது பேச்சை தொடர்ந்து சட்டசபையை மறுதேதி குறிப்பிடாமல் சபாநாயகர் ஒத்திவைத்தார்.

 

சட்டசபையில் அமளி

இம்மசோதாவை தாக்கல் செய்வது அல்லது பதவி விலகுவது என்பதில் உறுதியாக இருப்பதாக  முதலமைச்சர் கெஜ்ரிவால் தெரிவித்திருந்த நிலையில், ஜன் லோக்பால் மசோதாவை தாக்கல் செய்யலாமா அல்லது வேண்டாமா என்பது குறித்து கெஜ்ரிவால் சட்டசபையில் வாக்கெடுப்பு நடத்த முடிவு செய்துள்ளதாகவும், இந்த வாக்கெடுப்பில் அரசு தோல்வியடைந்தால், பதவி விலகுவது என கெஜ்ரிவால் திட்டமிட்டுள்ளதாகவும் ஆம் ஆத்மி கட்சி வட்டாரங்கள் தெரிவித்திருந்தன.

 

இத்தகைய பரபரப்பான சூழ்நிலைகளுக்கு இடையே டெல்லி சட்டசபை இன்று தொடங்கியதும் ஜன்லோக்பால் மசோதா தாக்கல் குறித்த  விவாதம் எடுத்துக்கொள்ளப்பட்டது. ஆனால் ஆளுநர் அனுமதிக்கவில்லை என்பதால், இந்த மசோதாவை தாக்கல் செய்யக்கூடாது என பா.ஜனதா மற்றும் காங்கிரஸ் உறுப்பினர்கள் கடும் எதிர்ப்பு தெரிவித்து அமளியில் ஈடுபட்டனர். ஆளுநர் அனுமதித்தால் மசோதாவுக்கு ஆதரவளிக்க தயார் என்றும், கெஜ்ரிவால் விதிமுறைகளின்படி நடந்துகொள்ளவேண்டும் என்றும் பா.ஜனதா அறிவித்தது.

இந்நிலையில் உறுப்பினர்களின் தொடர் அமளியால்  டெல்லி சட்டசபை 20 நிமிடங்களுக்கு ஒத்திவைக்கப்பட்டது. இதனையடுத்து அனைத்துக்கட்சி கூட்டத்தை சபாநாயகர் கூட்டினார்.

ஆளுநர் கடிதம்

சட்டசபை மீண்டும் கூடியதும் காங்கிரஸ் மற்றும் பா.ஜனதா உறுப்பினர்களின் வலியுறுத்தலுக்கு ஏற்ப, ஜன் லோக்பால் மசோதா தொடர்பாக ஆளுநர் தமக்கு எழுதிய கடிதத்தை சபாநாயகர் அவையில் வாசித்தார். அதில் தனது அனுமதி இல்லாமல் மசோதாவை தாக்கல் செய்யக்கூடாது என ஆளுநர் அறிவுறுத்தி இருந்தார்.

இதனையடுத்து ஆளுநரின் கடிதம் தொடர்பாக அவையில் வாக்கெடுப்பு நடத்த வேண்டும் என பா.ஜனதா மற்றும் காங்கிரஸ் உறுப்பினர்கள் வலியுறுத்தினர்.

ஆனால் அதனை கண்டுகொள்ளாமல் பா.ஜனதா மற்றும் காங்கிரஸ் உறுப்பினர்களின் கூச்சல் குழப்பங்களுக்கு இடையே ஜன் லோக்பால் மசோதாவை முதலமைச்சர் கெஜ்ரிவால் தாக்கல் செய்ததாக அறிவிக்கப்பட்டது. இதனைத் தொடர்ந்து கெஜ்ரிவால் கோபத்துடன் அவையிலிருந்து வெளியேறினார்.

 

பா.ஜனதா- காங்கிரஸ் கடும் எதிர்ப்பு

இந்நிலையில் மாலை 4.30 மணிக்கு அவை நடவடிக்கை மீண்டும் தொடர்ந்த நிலையில், சட்டசபை பா.ஜனதா தலைவர் ஹர்ஷவர்தன்  எழுந்து, " நீங்கள் அரசியல் சாசன விதிகளை பின்பற்றவில்லை என்றால், உங்களுக்கு எதிராக நாங்கள் நம்பிக்கை இல்லா தீர்மானத்தை கொண்டுவந்து,  புதிய சபாநாயகரை தேர்ந்தெடுக்க வேண்டியதிருக்கும் " என சபாநாயகரை நோக்கி கூறினார்.

 

வாக்கெடுப்பில் தோல்வி

அதேப்போன்று காங்கிரஸ் உறுப்பினர்களும் மசோதா தாக்கலுக்கு எதிர்ப்பு தெரிவித்தனர். இதனையடுத்து மசோதாவை தாக்கல் செய்ய வாக்கெடுப்பு நடத்தப்பட்டது.

இந்த வாக்கெடுப்பில், மசோதாவுக்கு ஆதரவாக ஆம் ஆத்மியின் 27 பேர் மட்டுமே வாக்களித்தனர். ஜன்லோக்பால் மசோதா தாக்கல் செய்வதற்கு எதிராக 42 எம்.எல்.ஏ.க்கள் வாக்களித்தனர். இதையடுத்து சட்டமன்றத்தில் ஜன்லோக்பால் மசோதா தாக்கல் செய்யப்படவில்லை என்றும், பெரும்பான்மை ஆதரவு இல்லை என்பதால் மசோதாவை தாக்கல் செய்ய முடியாது என்றும் சபாநாயகர் திர் அறிவித்தார்.

இதுகுறித்து அவர் கூறும்போது, ''ஜன்லோக்பால் மசோதாவுக்கு எதிர்க்கட்சிகள் தொடர்ந்து எதிர்ப்பு தெரிவித்தனர். அவர்களின் தொடர் அமளியை அடுத்து மசோதாவை தாக்கல் செய்ய வாக்கெடுப்பு நடத்தப்பட்டது.

இந்த வாக்கெடுப்பில், மசோதாவுக்கு ஆதரவாக ஆம் ஆத்மியின் 27 பேர் மட்டுமே வாக்களித்தனர். ஜன்லோக்பால் மசோதா தாக்கல் செய்வதற்கு எதிராக 42 எம்.எல்.ஏ.க்கள் வாக்களித்தனர். இதையடுத்து சட்டமன்றத்தில் ஜன்லோக்பால் மசோதா தாக்கல் செய்யப்படவில்லை'' என்றார்.

 

சபாநாயகர் மறுப்பு

மசோதா தாக்கலானதாக கெஜ்ரிவால் அறிவித்த நிலையில், ஓட்டெடுப்பில் ஏற்பட்ட தோல்வியைத் தொடர்ந்து சபாநாயகர் அதனை மறுத்தது, இவ்விஷயத்தில் கெஜ்ரிவாலுக்கு  பின்னடைவை ஏற்படுத்தி உள்ளது.

 

டெல்லி உயர் நீதிமன்றம்

இதனிடையே, ஜன் லோக்பால் மசோதாவை சட்டசபையில் தாக்கல் செய்வதை தடுக்கும் அதிகாரம் டெல்லி ஆளுநருக்கு உள்ளதை எதிர்த்து தொடரப்பட்ட வழக்கை டெல்லி உயர் நீதிமன்றம் இன்று விசாரணைக்கு ஏற்றுக்கொள்ள ஒப்புக்கொண்டுள்ளது.

இவர் ஜன் லோக்பால் மசோதாவினைத் தாக்கல் செய்யும் போதே இது தோல்வியுறும் என்றே தாக்கல் செய்து இருக்கின்றார். யார் எதிர்ப்பர் யாரார் ஆதரிப்பர் என்று கணக்கிட முடியாத முட்டாளாக அவர் இருக்கக் கூடியவர் அல்ல. அது தோற்றவுடன் அதனைச் சாட்டி பதவி விலகுவது, பின் நாடாளுமன்ற தேர்தலில் தானும் ஒரு வேட்பாளராக நிற்பது, அத்துடன் ராஜினாமா மூலம் கிடைக்கப் பெறும் அனுதாப வாக்குகளை வைத்து பல இடங்களில் வெல்வது என்பது இவரது திட்டங்களாக இருக்கும்.

 

இவர் காங்கிரசின் நண்பர். காங்கிரசின் எதிர்ப்பாளர்களின் வாக்குகள் பிரிந்து போய் இவருக்கும் சரிபாதி கிடைக்கும் போது கடுமையாக பாதிக்கப்படப் போவது பி.ஜே.பி. தான்.

Delhi anti-corruption chief minister Arvind Kejriwal quits

 

 

Delhi Chief Minister Arvind Kejriwal has resigned after an anti-corruption bill was blocked in the state assembly.

Opposition politicians blocked the bill, which would have created an independent body with the power to investigate politicians and civil servants suspected of corruption.

They argued it was unconstitutional to introduce legislation that did not have the approval of the federal government.

His anti-corruption party made a spectacular debut in recent elections.

But correspondents say his refusal to seek prior approval for the bill is part of a power struggle unfolding between his local administration and the federal government.

'Unusual style'

Mr Kejriwal, who spent 49 days in power, had been threatening to resign if the anti-corruption bill was blocked.

He had also written to India's Home Minister Sushil Kumar Shinde asking him to withdraw a 2002 order making federal consent compulsory for laws introduced into Delhi's assembly.

Addressing hundreds of supporters outside his party headquarters on Friday, Mr Kejriwal said his attempt to fight corruption by bringing in new legislation had been blocked by India's two leading parties, the Congress and the Bharatiya Janata Party (BJP).

"My cabinet has decided that we are quitting. Here is my resignation letter," he said.

The bill was blocked by opposition Congress and BJP MPs in a chaotic session at the Delhi Assembly earlier on Friday.

Later, as politicians tried to shout him down in the parliament, he said: "We need to look within us. People don't like politicians. I have read the constitution; nowhere does it say we need the centre's permission to table bills.

"I will consider myself fortunate if I have to sacrifice the chief minister's post and my life to eradicate corruption."

Mr Kejriwal, who has described himself as an anarchist, brought an unusual style to government, says the BBC's Sanjoy Majumder in Delhi.

The highlight of this was when he spent two nights in the open to press the federal government to grant him greater control over the city police.

He is now expected to launch his party's campaign for the national elections due in the summer, our correspondent adds.

Arvind Kejrwal's Speech After Resigning as Delhi CM

Friends, We gathered two months back. We came together on Dec 8 when the results of Delhi assembly elections were announced. I had spoken to everyone from this very window. We had won 28 seats and we were sure that we would form the government.

We had promised that we wouldn't take the support of Congress or BJP but Congress forcefully gave us its support. We made the government only after consulting the public. We formed the government on Dec 28 and we took oath. Our biggest promise was that we would pass the Jan Lokpal bill. We would make strict laws against corruption.

But today, in the assembly, when we tried introducing the bill, both the Congress and the BJP got together. This hasn't ever happened in the history of India. Everyone knew that Congress and BJP met behind veils and looted the country together but in the last two days, this game has been played out in front of everybody. Today the two parties did not even allow the bill to be introduced in the assembly.

They dropped the Jan Lokpal bill. But why? Because we registered an FIR against Mukesh Ambani three days back. Registered an FIR against Veerappa Moily. Mukesh Ambani is the man who runs this country. Mukesh Ambani said Congress is my shop and I can purchase whenever I want. The UPA government has been run by Mukesh Ambani for the last 10 years and for the last one year, he has been running Modi ji.

Where does Modi get so much money from? He travels in helicopters. He organises such huge rallies. Money comes because Mukhesh Ambani backs him. As soon as we touched Mukesh Ambani, the two parties got together. They did not allow the Jan Lokpal because they thought that Kejriwal has a small anti-corruption bill now and he is creating so much trouble. If the Jan Lokpal bill gets passed, all politicians would land up in jail.

That is why the two patries got together and dropped the Jan Lokpal bill. They were also afraid that if the government goes on, it is only Ambani and Moily now but after a while even Sharad Pawar's turn could come. Friends, I am a very small man. I am not here for the chair. I am here for the Jan Lokpal Bill. Today the Lokpal bill has been dropped and my government has resigned.

I request that Delhi assembly be dissolved and fresh polls be conducted. I am ready tpo sacrifice the Chief Minister's chair a hundred times for Lokpal bill. I am ready to die for this bill. We have just had a cabinet meeting and we have decided that we will resign.

Since Dec 28, none of our seven ministers have slept properly. We have been working day and night. We have left no stone unturned for the people of Delhi. We have worked with honesty. It could be that we have made mistakes. We are human beings. But we have tried with full honesty.

These people say that we don't know how to govern. In 5 years, BJP and Congress could not manage to audit Discoms but we got it done in just 5 days. We filed an FIR against Sheila Dikshit's corruption. We filed an FIR against Mukesh Ambani. If we took crores of rupees and gave some to BJP and Congress, they would say that we are doing great work. Friends, whatever happened in the parliament yesterday has made my heart sour.

They used pepper spray in the parliament yesterday. They broke my microphone. They gave bangles to one of our ministers. They threw our papers. What does it mean to give bangles? Do they BJP wallahs not respect women? They say a lot of big things. They call the parliament a temple. But I ask, do they break idols in a temple? Do they tear the Quran in a mosque? I feel ashamed.

BJP wallahs have embarrassed both the parliament and the assembly. Whatever we do, they call it unconstitutional. When we filed an FIR against Mukesh Ambani, Moily called it unconstitutional. When we brought the Jan Lokpal bill, they called it unconstitutional. I have read the constitution. Nowhere is it written that to present a bill, we have to take the Centre's permission.

Is the central government that of the British and is Delhi's Lt. Governor its Viceroy? We don't want to listen to the Centre. We will only follow the constitution and are ready to sacrifice our lives for it. This nation wants to smell freedom now. People won't stay quiet anymore. I am going straight to the Lt. Governor and I pray. We are very small people. I pray that God gives us good counsel and a chance to die for the country.

டெல்லி சட்டமன்றத்தில் ஜன லோக்பால் மசோதா நிறைவேற்ற முடியாததை தொடர்ந்து, முதல்-மந்திரி அரவிந்த் கெஜ்ரிவால் கடந்த வெள்ளிக்கிழமை தனது பதவியை ராஜினாமா செய்தார். இதைத்தொடர்ந்து, நடைபெற உள்ள பாராளுமன்ற தேர்தலில் ஆம் ஆத்மி கட்சிக்காக அரவிந்த் கெஜ்ரிவால் தீவிர பிரசாரத்தில் ஈடுபட உள்ளதாக அக்கட்சி வட்டாரங்கள் தெரிவித்துள்ளன. 

இதற்கிடையே பாராளுமன்ற தேர்தலில் போட்டியிடுவதற்காகவே அரவிந்த் கெஜ்ரிவால் முதல்-மந்திரி பதவியை ராஜினாமா செய்ததாக புகார் எழுந்தது. அதன்படி மக்களிடம் அனுதாபத்தை பெறுவதற்காக ஜன லோக்பால் மசோதாவை காரணம் காட்டி அவர் பதவி விலகியதாக பல்வேறு தரப்பினர் புகார் தெரிவித்தனர். 

இந்த புகார்களை அரவிந்த் கெஜ்ரிவால் மறுத்துள்ளார். இதுகுறித்து தொலைக்காட்சி நிறுவனம் ஒன்றுக்கு பேட்டியளித்த அவர் கூறியிருப்பதாவது:- 

பாராளுமன்ற தேர்தலுக்கு நாங்கள் இன்னும் தயாராகவில்லை. எனவே பாராளுமன்ற தேர்தலில் போட்டியிடுவதற்காக நான் ராஜினாமா செய்யவில்லை. 

உண்மையை சொல்லவேண்டுமென்றால் பாராளுமன்ற தேர்தலுக்காக, ஒரு முதல்-மந்திரி பதவி விலக வேண்டியதில்லை. முதல்-மந்திரி பதவியில் இருந்து விலகுவது என்பது சூதாட்டமல்ல. டெல்லி மாநில அரசு தான் எனது நோக்கம். 

டெல்லியில் அடுத்த தேர்தல் எப்போது நடத்தினாலும், நாங்கள் அதிக மெஜாரிட்டியுடன், அதாவது 50 இடங்களுக்கு குறையாமல் வெற்றி பெறுவோம். டெல்லியில் 4 டிகிரி வெப்பநிலையில் போலீசாருக்கு எதிராக தெருவில் இறங்கி போராட்டம் நடத்தியது நாடகம் என்று கூறுகிறார்கள். 

ஆனால், ஏராளமான பெண்கள் என்னிடம் வந்து, நான் தான் முதன் முதலில் அவர்களுக்காக உண்மையாக போராடுவதாக கூறினர். டெல்லியில் எந்த கட்சியும் செய்யாத சாதனைகளை, வெறும் 49 நாட்களில் நாங்கள் செய்துள்ளோம். 

ஊழலை ஒழிப்பதற்காக ஆம் ஆத்மி அரசு கடுமையாக உழைத்தது. ஆனால் ஊடகங்கள் அனைத்தும் எங்களுக்கு எதிராக செயல்பட்டன. எங்களுடைய சாதனைகளை அவை எடுத்துக்காட்டவில்லை. பாராளுமன்றத்தில் நிறைவேற்றப்பட்டுள்ள லோக்பால் மசோதா வலிமையற்றது. 

இதைப்போல டெல்லியில் லோக் ஆயுக்தா அமைக்கப்பட்டும், கடந்த 15 ஆண்டுகளில் எந்த ஒரு நபரையும் சிறைக்கு அனுப்ப முடியவில்லை. எனவே தான் நாங்கள் லோக்பால் மசோதாவை எதிர்க்கிறோம். ஒரு சாதாரண மனிதனாக, நாட்டின் வளர்ச்சியையே நான் விரும்புகிறேன். 

ஆனால் அநீதி, சட்ட விதிமீறல் போன்றவை இருந்தால் இந்த வளர்ச்சியை அடைய முடியாது. மக்களுக்கு தேவையான பாதுகாப்பு குறித்து நரேந்திரமோடியோ, ராகுல் காந்தியோ பேசுவதில்லை. 

இவ்வாறு அரவிந்த் கெஜ்ரிவால் கூறினார்.
