Tamil rebel crisis deepens: leaders dismiss breakaway commander, but he refuses to relinquish control

SHIMALI SENANAYAKE - Associated Press Writer - COLOMBO, Sri Lanka - (AP) A split in Sri Lanka - 's Tamil Tiger rebels widened Saturday when guerrilla leaders dismissed a powerful commander who had earlier broken away from the main insurgent army but he refused to relinquish control of his 6,000 troops.

The Tigers' eastern commander, Vinayagamoorthi Muralitharan, also known as Karuna, pulled his fighters away from the 15,000-strong army in an unprecedented dispute with the northern-based top leader over his demands that the eastern region send recruits to the north.

The schism is the biggest blow to the rebel group since it began its insurrection in 1983, and the guerrillas usually kill anyone who dissents or challenges their leadership. It is also a major threat to an already highly fragile cease-fire between the rebels and government forces.

``It's a very tricky situation that can seriously affect the cease-fire and the peace process,'' Hagrup Haukland, deputy chief of a European team of truce monitors, told The Associated Press.

One of Muralitharan's senior officers quoted the commander as saying Saturday that he did not think the split would lead to fighting between the two factions, but if the northern group attacks the east, then ``we are fully able to counter and challenges.''

A senior military official, speaking on condition of anonymity, said government forces in the north and east had been put on alert.

A few hours earlier at a press conference in Kilinochchi, a northern rebel town, the Tigers' political chief S.P. Thamilselvan warned that ``the action of a single individual running contrary to the aspirations of the Tamil people cannot be tolerated whatever the consequences may be.''

``Karuna has been discharged from the Liberation Tigers of Tamileelam organization and has been relieved of all responsibility,'' Thamilselvan said, calling the act of dissension ``traitorous.''

He said Muralitharan would be replaced by his deputy, Ramesh, who like many Tamil insurgents uses only one name. Ramesh as well as other officers have fled from the east to the north.

But Muralitharan refused to step aside.

``I will not give up my command,'' one of Muralitharan's top officials, who spoke on condition of anonymity, quoted his boss as saying. ``It's very ridiculous to make a statement that I am expelled, when it was we who first decided to break away and have our own administration.''

The split in rebel ranks a month before April 2 parliamentary elections mirrors a split within the government. President Chandrika Kumaratunga's power struggle with her political rival Prime Minister Wickremesinghe has threatened to derail efforts to end the 20-year civil war.

The rebel schism was expected to make things worse.

In an exclusive interview Thursday with The Associated Press, Muralitharan said his grievances with top rebel leader Velupillai Prabhakaran were about sending more cadres from the east to the north and allegations of favoritism. He also complained of unauthorized assassinations and attacks in his area.

Muralitharan said his group will respect the existing truce until it can sign a new one and blamed northern leaders for a spate of recent political killings in his area.

Prabhakaran signed a February 2002 cease-fire with Wickremesinghe, halting the war that killed nearly 65,000 people.

Trained in India, Muralitharan has led some of the Tigers' toughest battles most significant was an 18-month battle in 1997-1998 where the Tigers defended a key highway that cost more than 3,500 lives and was dubbed the ``highway of death.''

எதிர்வரும் பேச்;சுவார்த்தைகளில் கருணாவுக்கு பதிலாக பேச்;சுவார்த்தை தொடங்கும் போது மாற்றீடாக தலைமைப்பீடத்தால் தெரிவு செய்யப்படும் உறுப்பினர்கள் இணைக்கப்படுவர் என்றார்.

Peace Talks, CFA will not be affected - Thamilchelvan

Talking to journalists during the press conference at the Peace Secretariat Saturday, LTTE Head of Political Wing, S.P.Thamilchelvan said that LTTE will maintain its firm committment to the peace talks and the Ceasefire Agreement and that LTTE leader Pirapaharan is always ready to provide amnesty to those who realize their mistakes.

T.Ramesh, Special Commander for Batticaloa-Amparai district said "the events in Batticaloa are caused by a single individual. The decision Karuna has made is his own. He has not discussed this with the leadership. The commanders, officials and fighters do not accept the decisions he has made on his own."

Press: What will happen if Karuna refuses to relinquish responsibilities?

Ramesh: Decisions in our movement are made by our our leader Pirapaharan. So, if this continues to be an issue, we will consult our leader for actions to be taken for next stage.

Press: What is your response to Karuna's allegations that important administrative positions are not given to eastern cadres?

Ramesh: This is an isolated opinion of Mr. Karuna. There are many sections in our organisation and our important office is the Head office which administers all other sections. Mr. Puthiyavan leads this head office. It is important to note that he is from Batticaloa. Not only that, and you are all aware that Karuna is a central committee member and he was functioning next to our leader.

Press: You have said that the matter has been precipitated by some malicious elements opposed to the Tamil Eelam liberation struggle. Can you elaborate?

Ramesh: We cannot comment on this at this time.

Press: People in Batticaloa are shocked and confused, what do you have to say to them?

Ramesh: This is why we have come to Vanni. Our fighters and people wanted us to approach our leader to resolve the matter expeditiously. We are discussing ways to avoid unnecessary losses to our people and fighters. I have served under Karuna amman as a deputy and I know the ground realities well. I am very well aware that our fighters and officers are sincere to our national leader.

Press: How would you respond to the charge that there is uneven development focus between Vanni and Batticaloa-Amparai districts?

Thamilchelvan: There is no question that there are differences. The development in North East as a whole is delayed. The International community is well aware of this and our people are cognizant of this. I made a recent visit to European countries to stress the need for development focus in the North East. The reality is that there is no development in Northeast. Karuna himself is on record as saying that the development in Northeast as a whole is not satisfactory. It seems like Karuna is using such arguments to use regional sentiments in his favour.

Press: Karuna has said that he was asked to send 1000 fighters to Vanni. He has also said that political murders have been carried out by the intelligence wing. What is your comment?

Ramesh: Our leader has not asked to send fighters from Batticaloa to Vanni. There is no truth in this. When we were there, Karuna didn't mention that he suspected the intelligence wing for the murders. The Intelligence wing is under direct control of our leadership like other key sections in our movement. Leader Mr. Prabakaran has been concerned about disturbing events towards the elections on a continuous basis and he also has raised the issue internally repeatedly. Several times we requested Karuna Amman to investigate the murders.

Thamilchelvan: Our leader has been very firm in keeping a atmosphere conducive for a genuine and democratic elections. Our leadership is saddened by the disturbing events at a critical juncture where the whole Tamil community is working together towards the elections. Our leader has given strict directions to ensure that there should be no violence during the days leading to the polls. We also think Karuna's actions were intended to cause damage to the democratic process.

Press: Karuna, in his letter has said that Pirapaharan is like a god to him. Can you comment?

Thamilchelvan: Our leader doesn't like himself being described as 'God'. Our leader respects and adores people who have an undisputed commitment to the cause, the policies, nation and the people.

Press: Will the LTTE leadership provide amnesty to Mr. Karuna if he apologises?

Thamilchelvan: Our leader is always ready to provide amnesty to those who realise their mistakes and I have high hopes that Karuna will be given amnesty.

Press: Can you comment on the future of peace process?

Thamilchelvan: Our leadership and our structures remain with firm commitment to the peaceful negotiations and the cease-fire agreement, and this isolated issue will not affect the peace initiatives. Our leadership will decide upon who is going to participate in the negotiations in the next phase.

Liberation Tigers announced today that their Batticaloa-Amparai district commander Karuna has been discharged from the LTTE and has been relieved of official responsibilities. "The Tamil Eelam National leadership has appointed Mr. T. Ramesh as special commander, Mr. Ram as Commander, Mr. Praba as the deputy commander and Mr. Kousalyan as political head of the Batticaloa-Ampara district," said the LTTE statement issued today.

"Mr. Karuna who was commander of Batticaloa-Amparai, instigated by some malicious elements opposed to the Tamil Eelam liberation struggle, acting traitorously to the Tamil people and the Tamil Eelam national leadership, has planned to secede himself from the Liberation organisation.

"The commanders, divisional heads and cadres under him unable to acquiesce with this traitorous act have refused to comply with his orders and met with the national leadership, explained the ground reality prevailing there.

"In accordance with this, Karuna has been discharged from the Liberation Tigers organisation and relieved from official responsibilities," said the statement.

தமிழீழ விடுதலைப் புலிகளுக்கிடையில் ஏற்பட்டதாகக் கூறப்படும் முரண்பாடானது ஒட்டுமொத்த தமிழ் மக்களையும் அதிர்ச்சியிலும் ஆச்சரியத்திலும் ஆழ்த்திவிட்ட செய்தியாக அமைந்துவிட்டது.

தமிழ் மக்கள் தமிழீழ விடுதலைப் புலிகளையும் அதன் தேசியத் தலைவர் வே.பிரபாகரனையும் வெறுமனே ஒரு இயக்கமாகவோ அல்லது அதன் தலைவரை தனி நபராகவோ பார்க்காததன் விளைவே மேற்கூறிய உணர்வலைகள் தமிழ் மக்கள் மத்தியில் எழக்காரணமாகியது.

தமிழ் மக்களின் பாதுகாப்பு, இருப்பு என்பன மாத்திரமல்ல, கூனிக் குறுகிக்கிடந்த தமிழினத்தை இலங்கையிலும் சர்வதேச ரீதியிலும் தலைநிமிரச் செய்வதற்கும், தமிழ் மக்களின் சுயகௌரவத்தை நிலை­நிறுத்துவதிலும் தமிழீழ விடுதலைப் புலிகளின் அர்ப்பணிப்பு அளப்பரியது என்பதில் இரு கருத்துக்களுக்கிடமில்லை.

எனவேதான் விடுதலைப் புலிகளுடன் முரண்படும் மாற்றுக் கருத்து­களைக் கொண்ட தமிழ்க் குழுக்கள் கூட புலிகளுக்கிடையிலான முரண்பாடு குறித்து தமது கருத்தையும் கவலையையும் தனிப்பட்ட முறையில் தெரிவிக்கின்றன.

An organization under the name of 'Amaparai District Thamil Ondrinaipu Mandram', closely associated with Batticaloa's rebele LTTE leader , Karuna released a statement yesterday explaining their position on the rift between the LTTE leadership. The group says hereafter the Amparai-Mattakalapu (Batticaloa) platoons will function under Karuna Amman and the cadres in Mattakalapu is also ready to function under the leadership of National leader Prabhakaran who will always be their leader. The group says that they are answerable to their people in Batticaloa and they would receive a favourable response from Prabhakaran

The statement says "On behalf of the LTTE leaders it is for the attention of the Thamil-speaking people, it is our intention to make clear the people's fear as what is happening among the leaders of LTTE. In the history of our war it cannot be denied that the cadres from Mattakalapu and Amparai District had contributed a lot to the successes of the war. In the North and East war front, Mattakalapu and Amparai District children had achieved many successes and up to now 4550 heroes had lost their lives. Out of this, 2428 heroes had sacrificed their lives to safeguard the Yarlpaanam soil. Our children have done all these in order to achieve our self-determination, territorial integrity and our sovereignty. Even now, our best cadres are being taken to Yarlapanam step-by-step. When recruitment was made in Mattakalapu, we gave promises to the youths and their parents that they would not be sent to Yarlapanam in any case. But now an order was given by the North to send 1000 cadres to North. This cannot be accepted. Hereafter the Amparai-Mattakalapu platoons will function under Karuna Amman and the cadres in Mattakalapu also ready to function under the leadership of our National leader. Mr. Pirapakaran is always our national leader. There is no question about that. But we must answerable to our people in Mattakalapu.
